Summary Statement: Please provide a brief description for how the analyzed data will impact your Inquiry and Action Planning process.2015-2016: Based off of monthly progress monitoring data, Evaluate, Vegas Verdes increased the percent of proficient students in ELA from 5% of students proficient in September, to 56% of students proficient in May. Vegas Verdes also increased the percent of proficient students in Math from 8% of students proficient in September to 71% of students proficient in May. This is an overall growth of 51% in ELA and 63% in math. Vegas Verdes has increased the most out of all Victory and Turnaround Schools. Victory Community Input Meeting held on April 26th had around 20 people attend, and it was decided to hold another meeting to discuss Title 1 and Victory dollars in the morning.

Vegas Verdes Elementary School has had structures and processes in place for school improvement but have lacked fidelity with implementation which in turn has impeded consistent student growth and achievement. Data extrapolated from multiple sources including the NCCAT staff survey cycle (2013-14), External Review Summary for acceptance into the Turnaround Zone (December 2014), the Victory Schools Needs Assessment for both staff and community (July 2015) and summative measures included as part of the Nevada School Performance Framework (years 2012-2014) supported the need for further assistance and funding as a designated Victory School as defined by Nevada Senate Bill No. 432. Parent Input meetings have been held during the month of August with the most recent meeting on site attended by approximately 100 parents. Feedback was very positive and input incorporated within the plan and budget. Various data points were used to identify the effectiveness of the current practices. After review, practices need to be restructured or eliminated to increase effectiveness of instruction. Nevada School Performance Framework for 2013-2014 shows that Vegas Verdes E S had 48.8% of the students proficient in Reading and 48.3% of the students proficient in Math. This is a growth in proficiency of 4.5% in Reading and 4.8% in Math from the prior year's CRT results. Overall AGP for Reading showed a decrease from 42.1 to 32.6 during the 2013-14 year. Proficiency for ELL students in fifth grade decreased during 2014 from 38.5% proficiency to 15.8% proficiency and the Median Growth Percentile (the largest percent of the school’s population) decreased over the three years of 2012-14 from 58 to 42 to 32.

Priority Need/Goal 1:District Goal: Increase Grade 3 proficiency rates in reading. School Goal: Increase Grade 5 ELL student proficiency rates in reading.

 Root Causes:After analyzing our data, we determined a need for an increased understanding of the NVACS, scaffolding and delivering high leverage instruction and differentiated instruction integrating ELL strategies aligned to the NVACS. A strong emphasis also needs to be placed on use of technology and research-based programs to support precision instruction. There is a need to develop an effective system of intervention to address student needs.

 Measurable Objective 1:Increase reading proficiency from 37% (Sept 2016) to 42% (May 2017) and from 40% (October 2016) to 45% (April 2017) as measured by Evaluate.

 Measurable Objective 2:Increase the percent of 3rd grade students proficient in reading from 57% to 62%% by 2017 as measured by state assessment (SBAC).

Priority Need/Goal 2:Reduce the overall achievement gap percentage points between highest performing and ethnic/racial subgroups in both reading and math.

 Root Causes:Grade level collaboration is not providing a clear understanding of the instructional objectives and delivery of instruction. The site lacked a consistent identifiable research-based intervention to assist students working below grade level, as well as, differentiating for the needs of all students. There is a need for a deeper understanding of the NVACS and strategies to build academic vocabulary, explicit instruction of reading strategies, and strategies for differentiating instruction in Reading and Math. Additional accountability for monitoring student performance data and students taking responsibility of their own learning is needed. (NEPF Standard 4)

 Measurable Objective 1:Reduce the math proficiency gap between the District's highest performing subgroup and the schools lower performing ethnic/racial supergroup from 4% to 0% by 2017 as measured by state assessment (SBAC).

Priority Need/Goal 3:Increase the percentage of school-based personnel trained in cultural competency.

 Root Causes:There is a need for training in the area of cultural competency of staff members as evidenced by the presence of achievement gaps district wide.

 Measurable Objective 1:100% of staff will participate in a mandatory cultural competency professional development session during the 2015-2016 school year as measured by sign-in sheets.

 Measurable Objective 2:We will reduce the amount of disciplinary suspensions and RPC's in our special education programs by 50%. During the 2014-2015 school year 85% of students that were RPC'd or Suspended were special education students. The total number of students suspended during the 2014-2015 year was four.

1. Describe the school's strategies to attract effective, highly-qualified teachers to your school.Admin will participate in Early Transfers, mentor tchrs host ARL/student tchrs, conduct screenings on SearchSoft for Highly Recommended candidates with Title1/ELL experience, conduct in person & virtual interviews with grade level teams, collect evidence of High Leverage Instruction through classroom observations and interviews with former supervisors. Administration will also communicate the school expectations: PLC, Title I, Project Based Learning, professional Development, and PZIC support.

 2. Describe the school's strategies to increase family engagement in accordance with Section 1118 of NCLB (see resource link), such as family literacy services and the provision to parents on how the school will share academic information in a language they understand.All communications are sent home in Eng/Span, Interv Strat, CIS liaison, couns, and princ will provide monthly bilingual Parent Connection meetings to inform parents about school improvement goals and initiatives, and connect community programs/resources that support student achievement. Staff will lead Family Literacy & Math/Sci/Tech Nights to teach strategies for raising engagement and student learning at home, reward families for participation in Open House, parent meetings, PSTAPT.

Identify the measures that include teachers in decisions regarding the use of academic assessments.Continued engagement in Collaborative Inquiry during PLC and staff meetings will ensure ongoing collaboration and data-driven decision making using multiple sources of data to include school wide, state, and CCSD assessments. Teachers will analyze these sets of data to plan for and provide needs-based instruction and/or intervention to ensure growth for each student.
