What do we need to know before the development of integrated approaches in
the informational management• How the plans of information systems development
adjusted with general strategy of institution development?
• How management activity of information resources became a part of common structure processes of management?
• How Heads of the Departments (Masters of the processes) involved in the information recourses management?
• Did the information resources management take into the consideration for the development of partnership relations, personnel management and so on?
Scientific Department Functions
Organization of the dialogue between management and scientific personnel
determining of personnel demand on information as well as the channels of its obtaining
• Operative information of the personnel about the news and results of activity
• System of communications includes informing thought the personal communication, paper and electronic mediums
• Evaluated the effectiveness of different information channels, its perception by personnel
• System of best practices development which is registered by the heads of the different scientific departments
Ways of realization
Management of information and intellectual resources
• Demand determination on information resources for the realization of strategy,
designate the responsibility for the finding and actualization of different categories of information
• All information of organization
generated into the one big base accessible for the personnel
• Consumers and partners will have access for the main part of information resources of the institution
• Should be determined the risks of lose the information, fulfilled measures for it protection
• Determination and evaluation of intellectual resources, find the ways of it’s the most effective use

Listing of mentioned Ukrainian scientific journals to the base of
ISI is the evidence that published materials have interest for international
public.
Relationship marketing
This is mutual collaboration between informational department and consumers. This is demonstration of deep and permanent care for consumers thought the services and products.
“Relationship marketing this is permanent use of knowledge about of today consumers needs for the establishing of long term and mutual collaboration”

Marketing plan of Scientific Information Department development
1. Study of best practices in institutes of the same profiles2. Find via the Internet the best practices of the leading world
scientific libraries3. Analyses of local data about the demand and preferences of the
consumers and about the own possibilities of its satisfaction 4. Analyses of success strategies in the other organizations5. Activity analyses development – its outlook in the business plans Strong sides Worth sides
Possibilities Threats – Barriers for implementation6. Budget preparation for the activity planning7. Measures for the monitoring evaluation directed on the correlations

Scientific department development perspectives
1) Development of internal computer networkAll departments and laboratories have computers for connecting its to the one computer network. This is give possibility to communicate with each other with more easy form and give to Director and Scientific Secretary inform the Heads of the Departments about Directors meetings, Scientific Council, Dissertation Council and other institutional activity. The result of such activity should be organization of inside site of IHB for the all scientific staff with different levels of access.
2) Development of external computer infrastructureDevelopment of existed information channel and communicate thought it with on-line access with Vernadsky library, NANU Presidium, Ministry of Environment and other Institutions. Increasing of this sector permit more effectively and operative obtain information from International organizations, funds, possible sponsors and etc.
3) Site IHB development Institute site besides communicative role play also presentational and informative role. Here people can obtain information about our organization, get contact with direction, scientific sections, take information about current research activity, is possible to offer collaboration.
4) Collaboration with the library and journal there is a big necessity for the development of electronic versions of documents, pictures, audio and video materials for the most reliable document management and knowledge storage. For the library more important will be the participation in repositories which have good development not only here in Ukraine but also in Ukraine.
Thanks for the attention
