PREFACE
Purpose
This Project Execution Plan (PEP) establishes the execution philosophy, describes the project scope of work, and defines the organization, work processes and systems necessary for management of the project.
Reference Documents
The Project Execution Plan (PEP) for this project has been developed in conjunction with the following:
Preliminary objectives discussed with DRCL in teleconference conducted Jan 19, 2015 including move-in objectives and contracting approach, which convey the flow and timing of construction including overall durations and Decco staffing levels
Decco Standard Policies and Procedures DBIA Design-Build Contract 530/535 Camana Bay standards and procedures for construction and typical Landlord “Technical
Criteria” as attached to standard lease documents
These project documents provide the framework and requirements for project execution which are incorporated into the PEP (Rev 2).
Control and Revision
The Project Executive is responsible for overseeing the preparation and approval of the PEP and communicating its requirements to the project team.

Project Execution Plan
1.0 PROJECT OVERVIEW
Scotiabank and DRCL are investigating the opportunity to enter into a lease agreement for corporate office space at Camana Bay Block 5 North Level 3 (18 Forum Lane). Together, DRCL and Decco Ltd. provide an integrated array of business solutions incorporating all aspects of property acquisition, development, design, construction, sales, leasing and property management. Dart is able to offer turnkey services to prospective tenants ensuring that the journey from lease execution through to Occupancy is efficient and cost effective. This Project Execution Plan (PEP) is intended to provide an overview of Decco Ltd.’s design and construction execution capabilities and philosophy should said services be desired.
Block 5 North Building Overview ‐ Decco Ltd. completed the Camana Bay Block 5N Building in early 2015. The Block 5N building brings an additional Class “A” Office Building to the heart of the Town Center of Camana Bay. The new office building is mixed use and adds 86,000 sq. ft. of space to the existing Town Center inventory of 546,484 sq. ft. Decco Ltd. also provided turnkey design‐build services for the building’s first main tenant and attained occupancy for same on November 30, 2015 (CO Date).
The architectural vision for Block 05 North is commiserate with the modern interpretation of Caribbean Architecture found throughout the Town Center and is a natural extension of same. The design concept utilizes materials and systems that have proven durable in the Cayman environment, but are configured in a distinctive style to differentiate the 5N building from other buildings in the Town Center.
The Block 05 North design principals are in keeping with those utilized in the Town Center including but not limited to the following:
Solar shading for the window openings to reduce energy usage and provide comfort to
the tenants
Emphasis on walkability and connectivity between other blocks/courtyards
Use of courtyards to enhance tenant experience and utilization of outdoor space
Use of landscaping in creative, unique and interesting ways
Solar paneling (rooftop) to enhance overall energy efficiency and reduce cost
Additionally, Block 05 North will attain LEED certification (Core and Shell). Current
review of the LEED scorecard indicates that the Block 05 North building will achieve a
Gold Rating.
Vanilla Shell Fitout Overview – Decco Ltd. has commenced with a Basic “Vanilla Shell” fitout in the vacant areas of Block 5N, Levels 2 and 3. It is anticipated that the Vanilla Shell works will be complete in March 2016. As such, Scotiabank’s fitout would benefit from this work in place. The Vanilla Shell Fitout Scope includes the following:

2x4 LED light fixtures suspended from structure above (same fixture as used in PwC)

1.1 Scotiabank, Decco Ltd. and Other Project Participants
DRCL is the Real Estate, Property Management, Sales and Leasing arm of Dart Enterprises. Decco Ltd. is the Development, Design and Construction arm of Dart Enterprises. Decco Ltd. has significant experience delivering projects in Grand Cayman. Decco has executed all work at Camana Bay including but not limited to the Town Center Buildings (Blocks 1, 2, 3, 4, 5, 6, 10 and 11), the Cayman International School and associated Sports Facility, the Terraces at Camana Bay, Hollywood Theaters and multiple retail fitouts. Decco Ltd. has also delivered the majority of the Camana Bay Class A corporate office fitouts including Ogier, Citco, Mourant Ozannes, Goldman Sachs, Aon, Knighthead, PwC, Hurley’s Entertainment Group, DART, DML, CSDL and Decco Ltd. Most Recently Decco Ltd. is responsible for construction of the Kimpton Grand Cayman, which will become Cayman’s newest and most distinctive resort offering to date.
1.2 Typical Contractual Basis
In the turnkey delivery of Tenant Office Space, Decco Ltd. typically utilizes a Design‐Build Institute of America (DBIA) 530/535 Contract for provision of Design‐Build services based on an agreed “basis of design” (TBD). The forms that are applicable are DBIA Forms 530 and 535 – Standard Form of Agreement Between Owner and Design‐Builder – Cost Plus Fee with an Option for a Guaranteed Maximum Price (GMP).

The DBIA Contract provides transparency regarding the “Cost of the Work” allowing the client to be informed of and participate in decisions that affect cost throughout the design, procurement and construction phases (with or without a GMP). With regard to turnkey tenant design and construction services, it is Decco’s primary remit to ensure first and foremost that Dart’s tenants transition smoothly into their new office space in an efficient, timely and economic manner. Ensuring Value for Money
Decco Ltd. has a large repository of information pertaining to actual and competitive construction costs in the Cayman Islands. This repository is based both on actual work performed by Decco Ltd. for which historical records are kept as well as via hundreds of millions of dollars of competitive tenders that Decco Ltd. has issued within the local contracting community in recent years. It is fair to say that no other contracting company on island has executed more work in the Cayman Islands over the past 10 years. Decco Ltd. functions primarily as an Owner’s representative regardless of whether Decco is acting as a Design Manager, Construction Manager or Contractor. Decco Ltd. passes this culture of Owner/Client advocacy to our Camana Bay Tenants and is committed to handling tenant fitouts with as much care and consideration as would be given any Dart Project.
1.3 Facility Description
The proposed project would entail the provision of professional Design‐Build Services for the design and construction of a +/‐ 15,000 square foot office fitout on the 3rd floor of the Camana Bay Block 5 North building. Standard of design to be agreed based on similar Scotiabank fitouts in other jurisdictions and/or other fitouts at Camana Bay which may incorporate the following considerations:

1.4 Scope of Work
The scope of work, design philosophy, space planning, finishes selections and other design elements should be discussed and developed in conjunction with lease finalization. The basis of design may incorporate Scotiabank’s corporate standards, examples from other Scotiabank offices worldwide and/or may be similar to those incorporated within other office spaces at

Camana Bay (Blocks 3, 5, 6, 8 and 10). Below is a listing of some of the services typically provided by Decco at each stage:
Pre‐Contract Phase Services (Typically performed via a fixed fee proposal and Notice to Proceed):
Assist with production of Test Fit Drawings and “Basis of Design”.
Utilizing the Test Fit Drawings and the Basis of Design, develop full and detailed
budget estimate for review and approval.
Issue RFP’s for design services and finalize/select design team (Architect and MEPFp
Engineer).
Design Phase Services (Full Scope TBD):
Scotiabank’s design would benefit from the fact that Decco Ltd. also managed the design of the Block 5 base building ensuring seamless design coordination between tenant and landlord works.
Develop and/or validate/comment on the Test‐fit/Design Basis Drawings and suggest revisions as may be required including partition, furniture and equipment layouts.
Meet with Scotiabank to develop and finalize the design concept, finishes and colors. Refine the concept as required to achieve Scotiabank sign‐off.
Ensure Design meets all DRCL Landlord requirements as identified in the Lease including but not limited to technical criteria.
Provide design support and assistance in selection of new furnishings.
Provision of Mechanical, Electrical, Plumbing, Fire Protection and Special Systems design and support/assistance in selecting fixtures.
Coordinate with specialty design disciplines including fire alarm, data/communications, audio‐visual and security/access control which may be procured as Design‐Build sub‐packages
Prepare one complete set of documents relating to the proposed fit‐out including, but not limited to the following drawings:
o Site & Location Plan o Partition Plans o Fully Coordinated Reflected Ceiling Plans o Electrical & Communications Plans o Finishes Plans & Finishes Schedules o Furniture Plans o Door Schedule o Hardware Schedule o Millwork Plans/Details o Elevations o Misc. Details as Required
Provide written specifications as required for competitive tender and construction

Coordinate all design disciplines including, Architectural, Electrical, Mechanical, Plumbing, Fire Protection, Fire Alarm, Life Safety, Furniture, Interior Design and specialty designers for items such as Access Control, IT, CCTV and Audio/Visual
Fully coordinate Scotiabank’s design with the landlord’s base building design
Coordinate all documentation required for submission to Building Control Unit (BCU) to obtain a building permit. Follow up during the BCU review phase to expedite the building permit (Orange card)
Liaise with Scotiabank regarding the project requirements for furniture, fixtures and Equipment (FF&E)
Preconstruction Phase Services:
Refine/finalize the Construction Delivery Plan/Execution Sequence
Refine Procurement Plan and competitively bid applicable construction trade packages
Finalize detailed execution schedule and include said schedule in the trade package PO’s and Contracts
Construction Phase Services:
Ensure project is constructed to quality, cost and time requirements
Provide Master Schedule Updates and Maintenance
Administer All Design and Construction Contracts – Multiple Designers, Subcontractors and Suppliers
Administer Cost Control and Change Management
Control, review and coordinate all technical submittals including shop drawings and samples; Maintain record of all reviewed/approved submittals
Conduct regular project progress meetings with Scotiabank
Provide Quality Control
Ensure Safety requirements are met
Publish a monthly report for Scotiabank’s information and use
Post Construction Phase Services
Prepare a comprehensive deficiency list (Punch List) of all items requiring completion or repair
Provide final review and confirmation that deficiencies have been corrected
Coordinate and provide ‘as‐built’ drawings for all disciplines
Administer Closeout, Testing, Commissioning, Training and Handover of all systems
Provide 12 Month Warranty Period
Assign any manufacturer’s warranties that exceed 12 months to Scotiabank for their use (i.e. Appliances; Furniture, etc.)
Assist Scotiabank in sourcing ongoing Operations and Maintenance services/contracts if desired

1.5 Key Project Objectives
The following key project objectives have been established for the project:
Design Objectives – Provide professional and complete design indicative of the agreed Basis of Design
Quality Objectives – Oversee the construction contractors and vendors to ensure the end result is consistent with the overall program, quality, and Scotiabank’s aesthetic and operational vision.
Safety Objectives – Establish and monitor safety policies and procedures that will serve as the standard for safe and productive construction.
Cost Objectives – Design, procure and construct the fitout using contracting and execution strategies that result in the highest value at the lowest cost. Help to ensure Scotiabank’s cost goals are attained by meeting or beating established budget estimates.
Schedule Objectives – Ensure that Scotiabank’s desired move‐in date (TBD) is attained or bettered.

Standard insurance coverages will be supplied for the work and may include the following:

2.0 PROJECT COMMENCMENT AND PLANNING
2.1 Project Initiation Project initiation consists of several activities that occur at the start of the project. The project initiation activities and timeline will be further developed in conjunction with lease finalization and execution.
2.2 Organization Decco Ltd. retains in house staff to manage the design and construction of Camana Bay Work. As such, experienced personnel are available to provide oversight and management of the Scotiabank fitout. The following key positions have been identified for this project. Note that not all staff will be dedicated to the Scotiabank fitout 100% of the time:

2.3 Roles and Responsibilities
The general functions and responsibilities of the key project team members shown in the organization chart are summarized below.
2.3.1 Execution Team
Project Executive – Decco’s Project Executive will have ultimate accountability for the proper execution of Decco’s services. It is also the responsibility of the Project Executive to maintain effective relations with Scotiabank throughout the life of the project.
Liaise with Scotiabank and maintain positive relationships
Ensure the project’s overall cost, schedule and quality goals are attained
Define deliverables for project team and monitor performance
Oversee design development and design manager
Oversee project/site managers and implement the project management structure

Design Manager – The design manager will be responsible for the design production phase and ensure that the design consultants are performing as required (Reference Section 1.4 – Design Phase). Take an active role in schedule development and reviews
Advise project stakeholders of cost and schedule risks and take appropriate action

Construction Manager and Site Manager – Decco’s CM and SM will manage, sequence, coordinate and prioritize construction operations in the field.

3.0 PROJECT ADMINISTRATION
3.1 Project Communications
Project communications include correspondence, transmittals, discussion confirmations, meeting minutes, etc. Standard Decco forms and numbering will be used. Numbering of project communications is controlled by Document Control.
3.2 Records Management
3.2.1 Project Filing System
Decco’s standard filing system will be utilized on the project and modified if required to support Scotiabank’s needs/philosophy. A central document control and electronic file storage center will be established on the project for all work. Document Control will assure that records are legible, and that they are stored and retained in such a way that they are readily retrievable. A suitable environment will be provided to prevent damage or deterioration and to prevent loss for both hard copy and electronic documents. 3.2.2 Records Retention and Turnover
Project records will be handed over to Scotiabank’s designated Office Management or Operations and Maintenance representative at the end of the project. While the project is under construction, documents will be readily available to Scotiabank for information and use at all times.

4.0 PROJECT CONTROLS
4.1 Cost Control The approved budget estimate will be loaded into Timberline in the appropriate level of detail. Budget and forecast will be input to the cost system by the Project Controls team from estimates as required to accurately track shared savings if applicable. Timberline Software will be utilized to keep track of the original budget, current budget and current forecast. 4.2 Planning
4.2.1 Work Breakdown Structure
A project work breakdown structure (WBS) will be created which divides the project scope into discrete manageable work packages that focus on the deliverables included in the project scope of work. The WBS will have a coding structure that is logical and permits tracking of progress, costs, and schedule. The level of detail will be adequate to support effective project execution and collection of historical data.
4.3 Scheduling
The Critical Path Method (CPM) technique of planning and scheduling will be used. Decco Ltd. will utilize Primavera P6 scheduling software to develop schedules as required/requested. 4.3.1 Schedule Types Planned for the Project
Front End Schedule – Decco will provide a front end schedule which summarizes the project activities for the first two (2) months of the project which are critical to the initiation of the project. Master Level Schedule – Decco will provide a master project schedule which defines the major activities and interfaces between design, engineering, procurement, construction, turnover and acceptance. This is a high level summary schedule. Detailed Project Level Schedule – Decco will provide a detailed project level schedule which will be included in all contracts and purchase orders. 4.3.2 Schedule Updates
The Project Schedule will be reviewed and updated monthly by the Decco Scheduler under the direction of the Project Manager. The monthly schedule update will be included in the Monthly Progress Report. Input from Client, Designers and Contractors will be used to update the Project Schedule. All schedules will be reviewed and approved by the Project Executive prior to official distribution.
4.4 Progress Reporting
4.4.1 Monthly Progress Report
A progress report will be prepared on a monthly basis and will be used to communicate the status of the project. These reports will summarize and consolidate the costs, progress and status of the project, including identification of any major items of concern. 5.0 DECCO CENTRAL SERVICES
Decco has a home office located within Camana Bay which provides core services to multiple Decco projects. Centralizing these core services ensures quality and consistency and also reduces overall cost. Decco central services include:
Project Controls – Decco’s controls department will utilize Timberline, which is Decco’s Cost control and accounting system.
Scheduling – Decco’s scheduling department will utilize Primavera P6 to produce and update the project CPM schedule.
Procurement – Decco employs a dedicated procurement team to ensure that contracts and purchase orders are competitively bid and awarded in a timely, ethical and correct manner.
Safety – Decco’s safety department ensures that safety standards are consistently applied and maintained across all projects
Estimating and Q/S – Decco’s estimating department ensures that all estimates are consistently produced to the highest standards utilizing the very latest market trends and Decco’s repository of historical cost information.

6.0 CHANGE MANAGEMENT
The project will implement a change management process that will provide timely identification of deviations or changes in the project Baseline.
The Project Executive and Project Manager will review all deviations and change orders on the project. Change Orders will be submitted to Scotiabank for approval only after they are validated and deemed correct.
6.1 Change Management Process
Once a potential change issue is identified, the Project Manager will initiate the applicable forms and forward same to the Project Controls Department. The Project Controls Department will assign a unique deviation number to the issue to prevent duplicate tracking of the same issue.
Responsibility for review, resolution, and documentation of deviation issues for approval shall lie with the Project Manager. Once a change has been approved by Scotiabank, Decco’s Project Controls Department will have responsibility for processing change orders to appropriate contracts (including Decco’s Contract with Scotiabank).

8.2 Constructability, Maintainability and Operability
Decco will offer constructability, maintainability and operability suggestions as they may be identified during the course of the design development. Decco possesses detailed knowledge of similar fitouts at Camana Bay. Decco also has a “Lessons Learned” procedure that ensures challenges experienced in prior fitouts are addressed.

9.0 QUALITY
9.1 Objectives
The quality objectives for the project are as follows:
Ensure that only products, materials and/or equipment approved for use on the project are incorporated into the work
Ensure contractors install all work in a professional and workmanlike manner
Ensure proper tests and inspections are performed and documented as required by the Contract Documents
Implement a non‐conformance tracking system to ensure quality issues are identified and resolved in a timely manner
Ensure that all work is installed in accordance with manufacturer guidelines so that warranties (as applicable) are maintained
9.2 Organization and Responsibilities
A successful quality program will require the coordinated efforts of the following project entities:
Designers
o Decco’s designers will ensure that the construction documents clearly define quality requirements.
o The designers will make periodic inspections of the work to review the quality
o The designers will review product submittals and samples to ensure contractor conformance to the documents
Contractors – The Construction Documents will require that contractors take adequate measures to ensure that only appropriate and approved materials, products, equipment, and assemblies are incorporated into the work. The construction documents require that applicable tests including but not limited to the following be conducted:
o Continuity and load capability of electrical conductors
o HVAC equipment testing and balancing

o Operation of fire alarm, security and door lock systems, and other electronic systems
DECCO Execution Team ‐ The DECCO Team will have responsibility for the following quality control related activities:
o Review and coordinate product submittals, shop drawings, and samples received from Contractors to ensure they meet the project requirements.
o Implement and manage a non‐conformance tracking and resolution system for the project.
Local Building Inspection Department (BCU) – Inspections by local building officials will be required at various stages of construction. Examples of inspections that may be performed by the local building inspection department are listed below:
o Building Inspection ‐ Life / Safety construction and systems (emergency exits, fire alarm, fire protection, etc.)
o MEP rough‐in and final inspections
o Environmental and health inspections
9.3 Non‐conformances
A system for tracking Non‐conformances will be developed and implemented on the project. This will be implemented using PMWeb’s non‐conformance module and will allow easy tracking and reporting on the status of non‐conformance issues.
9.4 Quality Records
Quality records will be maintained by document control in the project filing system.

10.0 HEALTH, SAFETY, ENVIRONMENTAL AND SECURITY
All individuals working on the project must ensure that activities which fall within their range of expertise and responsibility comply with the project health, safety, environmental and security requirements and lead to the achievement of the project safety objectives in these areas.
Decco's "safety first" philosophy is a paramount consideration during the execution of the project. HSE will be addressed by the following:
Contractors – The first line of safety lies with the Contractors who will be contractually required to follow Camana Bay safety standards via inclusion of “Exhibit E” in their contracts. Contractors are also bound by Cayman Islands Law to conduct their work in accordance with governing standards. All workers will be required to attend Decco’s site orientation and safety briefing prior to being allowed access to the site. Decco’s standard photo ID/ badging system will be implemented to ensure only authorized personnel access the site.
Project Site Team – All Decco team members will embrace and exemplify Decco’s culture of safety and monitor contractors to verify that safety rules are being followed.
Decco Head Office HSE – Decco’s head office Safety Manager will visit the site regularly, conduct safety audits, train project staff and empower and educate the project team to ensure all safety best practices are in effect.
Camana Bay Safety and Security Dept. – The project will utilize the standard security procedures developed by the Camana Bay safety and security team.
10.1 Program Objectives
The objectives of the project safety, health, and environmental program are to:
Protect the lives and health of employees of Scotiabank, Decco, other project participants and the general public
Prevent damage to Scotiabank's property, materials, supplies and equipment
Protect the environment
Avoid work interruptions during the construction and turnover of facilities to Scotiabank
Include Decco’s project safety rules and regulations in each of the contracts for construction

Reinforce safety requirements in all pre‐bid and post‐award sessions with potential and successful bidders

Ensure contractors minimize nuisance to the surrounding community, potentially caused by construction related activities (e.g. noise, light, traffic, dust, odors)
Collect and report safety statistics and highlights, monitor leading indicators
10.1.1 Hurricane Preparedness Plan
Decco’s standard hurricane preparedness plan will be utilized and implemented on the project to ensure the health and safety of personnel and protection of materials and work in place.

11.0 PROJECT CLOSE‐OUT
Project close‐out is the sequence of activities required to complete all remaining project financial matters, satisfy all outstanding contractual requirements, and document project history. Planning for close‐out will begin at project initiation.
11.1 The primary components of project close‐out include:
Commercial Closeout ‐ Settling all outstanding issues and completing final negotiations with contractors regarding change orders, claims or adjustments so that final payments can be made or received.
Transfer of Scotiabank Property ‐ Transferring all required property, project documents and engineering information as required.
Punchlist – A detailed punch list will be developed and the satisfactory completion of all punch list item will be a condition of closeout.
Operation and Maintenance Manuals – All operation and maintenance manuals shall be handed over to Scotiabank.
Scotiabank Training and Systems Demonstrations – All Scotiabank training and systems demonstrations shall be completed prior to substantial completion of the facilities.
Extra Stock/Spare Parts – All extra material, spare parts and special tools as required under the contract shall be collected and handed over to Scotiabank in an organized fashion.
Keys – All keys, keying schedules and access cards shall be collected and handed over to Scotiabank in an organized fashion.
11.2 Warranty Management & O&M
Decco Ltd. provides a standard 12 month warranty. Extended manufacturer’s warranties for some items may be available and these warranties will be assigned to/handed over to Scotiabank’s Operations personnel for administration. Decco Ltd. does not provide Operations and Maintenance services, however, the Camana Bay Operations and Maintenance Department may be able to provide a proposal for said services. Decco can assist in the competitive tender/procurement of operations and maintenance service contracts if Scotiabank desires same.
