This monthly report starts out the new 2004 tax year. The tax collection cycle begins on October 1, 2004,and ends on September 30, 2005. The official opening levy for tax year 2004 is $24,426,782.54. Thisyear's levy when compared to last year's levy is $3,082,272.80 higher than last year. Even though thedollar tax collection this year is greater than last year, percentage is lower, due in part to a very highopening tax levy.

WHAT? After reviewing the data, what patterns do yousee?
Three years strong and, thus far, holding at better than 96% collection rate. This new 2004 tax yearbrings in special circumstances that will need targeted strategies. Even though the Tax Office brought ina higher tax dollar collection this month as compared to same month, last year, the amount of increasewas not enough to meet last year's percent of collection. The number of taxpayers that paid their taxes inOctober, 2004, [2,855]was less than in October, 2003, [3,122].
Even though the tax rate decreased this year, the over all tax levy increased by more than $3 milliondollars. This increase is totally attributed to the highest property value increase, ever, as determined bythe Webb County Appraisal District.
Also, the delinquent tax collections took a big drop. Last year the delinquent levy tax collections were$145,505.51. This vear the amount is $77.156.88 or 53% less than last vear! This comparison does notinclude penalty, interest nor attorney fees, which fluctuate based on the levy collected.
From the data, what are the areas of strenzths?
The new 2004 is just beginning. The Tax Office in conjunction with the CFO has formulated a newstrategy. To be implemented as soon as possible, and hopefully by/before November 30, 2004. Thiswould included running three small ads in a local newspaper and sending additional postcard remindersto property tax accounts with a balance equal to or greater than $5,000.
Strategies employed this month included:
October of each year is a transitory month. The Tax Office is busy closing out the previous tax year'sreporting and balancing requirements. It then focuses on creating and balancing the new 2004 tax yearappraisaJs and levy functions. This baJancing is tedious and meticulous as well as time consuming.However, in order to have, to the extent possible, a trouble free collection year (previous year andincoming year), this balancing needs to be correct. Any known uncorrected errors at start of the year willonly come back to haunt us later in the year.
From the data, what are the areas that need imvrovement or attention?
Last month, the Tax Office presented a long list (fourteen in all) of strategies that were initiated last year.All of these items will again be implemented this year. Each item will undergo a through review andimprovements, as needed, will be made to each strategy. Each product will be even stronger and will, inmost cases, provide for stronger results.
WHY? What are the possible casual factors for areas in need of improvement or attention?
As compare to any previous tax year, our School District has not had strong property value growth asexperience in this 2004 tax year. The property values increased by more than 13%. In the past the growthin property vaJues had been between two to four percentage points.
HOW? How do you explain the casual factors?
The 2004 tax year will bring many challenges. The Tax Office must do all it can to sustain and whereopportunities are present, seek to improve and solidify its positioning among all area tax collectionagencies.
IN CONCLUSION? What do you conclude from your analysis?
The success of any taxing entities lies on its ability to acknowledge, accept and redirect it energiestowards increased tax collections.
WHAT'S NEXT? Identify improvement strategies for areas of need? The Tax Office is committed to thesechallenges mentioned above and anticipate another strong tax collection year.
