Introduction
UBOS plays a dual role in the developmentand maintenance of the National StatisticalSystem (NSS): It is;
1. the principal agency responsible forcollecting, processing, analyzing anddisseminating official statistics;
2. responsible for coordinating, monitoringand supervising the NSS. However,
3. Other Ministries, Departments, &Agencies, Local Government, MunicipalAuthorities produce vast administrativedata.
Status – 26 MDAs =17 sectors- 85 LGSPS (Leaving no LG/MDA behind)

Coordination of the NSS is through the PNSD
PNSD design adopts a phased approach
Sectoral mainstreaming and bottom up Approach
It is a participatory process Anchored on the national, regional
and international development framework (including; Sector Policies, NDP, Agenda 2063, East African Community Vision 2050, and SDGs)
Current PNSD II is an output of a 5 Phase coverage of MDAs and Local Governments and Civil Society.

Establishment of the SDG indicator database
Each Ministry maintains its unique database containing data that responds to the NSI/SDG framework
Through the 17 Sector Working Groups indicators are determined in line with NDP and SDG requirements
Internal Sector/MDA indicator validations are done with support from technical thematic desk officers from - Office of the Prime Minister, National Planning Authority and the Ministry of Finance & Planning and Uganda Bureau of Statistics.
The PNSD Inter Agency Committee and NSI core team review indicators for coherence of metadata and fitness for use.
UBOS will host the consolidated NSI database on its website with SDG baseline, gap assessment report etc

SDG Coordination Challenges
Inconsistent sensitization about SDGs and the value of statistics Bureaucracy in Ministries & LGs - slows coordination effort Competing demands on MDA focal persons slows inter and intra
coordination efforts.Weak quality culture in administrative data production.
Inadequate technical and human capacity to; reprocess data for some Tier I and Tier II indicators. mainstream and monitor gender statistics. track funding for statistics in the Chart of Accounts produce timely quarterly performance reports
Steps towards Strengthening SDG data coordination
Dissemination of SDG gap assessment results to all actors in the NSS Coordination structure.
Reinvigoration of dialogue with Donors and Ministry of Finance for resource mobilization.
Step up functionality of IAC Technical Sub Committee for NSI -Administrative data improvement.
Build teams for analytical capacity to reprocess and produce demanded Tier I and Tier II indicators.
Convening meetings and building capacity of the private sector and non-governmental organizations.
Fast tracking statistical quality audits of prioritized NSI indicators.
