1. INSPIRE and SDI in the Netherlands

INSPIRE and SDI: our approach

The Minister of Infrastructure and the Environment is responsible.

Planned, coordinated and joined approach, in which the data providers are responsible for the execution of INSPIRE.

Coördination, stimulation and support is done by Executive committee (GEONOVUM).

• National Georegistry = national access point.

• As much as possible we use key registers and national data facilities that are based on national Legal Acts.

Key registries as national data facilities

SDI developments in the Netherlands are strongly related to the key registries of e-government policy (interrelated system). Spatial key registries with Legal Acts for: BRK – Cadastre BRT - Topography BGT – Large scale Topography BAG - Addresses and Buildings BRO – Soil and Geology NHR – Chamber of commerce WOZ - Real estate value Non-spatial registries, like population, car license plates, income.

Dutch policy: all data must be open, unless...

• The main thrust of two documents is that the government endorses the principle of 'publication unless‘: – Strategic Vision on Open Data – Open Data Action Plan (27 September 2013)

• Unless means … unless there are legal grounds for not doing so: Dutch legislation (Government Information (Public Access) Act) and European Legislation (Re-use Directive, INSPIRE and the Aarhus Treaty).

• Within the Dutch government, the Ministries of the Interior and Kingdom Relations (BZK) and Economic Affairs (EZ) are responsible for open data.

• Interior and Kingdom Relations is quarding transparency and open government and Economic Affairs’ perspective on open data is economic value creation.

Responsibilities for open geodata

The Ministry of Infrastructure and the Environment is responsible for geo-information. This ministry provides already much open data, e.g. Actual Height Model and all Topographic maps.

In 2015 it is expected that almost all the (geo)data of the ministry is open data.

In principle ALL INSPIRE data(sets) are open data, except those few data(sets) with restrictions, esp. payment conditions.

Non-open INSPIRE data:

• Cadastral map (except boundaries)

• Key Registry Buildings and Adresses (large downloads)

• Cables and pipelines

Some conclusions and challenges (1)

1. The INSPIRE Directive is driving force behind our national SDI.

2. Transformation of our data to INSPIRE data models in the next years.

3. Find users and develop smart apps using the INSPIRE infrastructure.

4. Broaden the INSPIRE perspective; new Dutch umbrella law for the Environment includes digital data exchange beyond INSPIRE. Also here, the policy of the responsible ministry of Infrastructure and the Environment is open data!

Some conclusions and challenges (2)

1. From a policy perspective open (geo)data is a fact.

2. The Dutch open data policy applies the principle of 'publication unless‘. It is still up to the government to publish data, and the political and societal demand for open data increases.

3. At this moment geo-information is the best practice of open data in the Netherlands.

4. It’s now the time to work on execution;opening up data silos of all government layers and the development and use of new types of applications.

5. Open Data policy perspective: the attention moves from data publication to use. How to gain real societal and economic benefits from open data policies. We will move from ‘hackathons‘ tot real world implementations.
