Si le Canada accepte de reconnaître 1*existence d'un tel intérêt, celui-ci sera réputé avoir été reconnu par les PARTES CONTRAC­TANTES conformément à l'article XXVIII, paragraphe premier. Si un accord n'intervient pas en la matière, la question sera portée devant le Conseil ou devant les PARTIES CONTRACTANTES.
