Executive Summary

This report provides the results of a needs assessment survey conducted by the SouthEastern Arizona Governments Organization (SEAGO) Area Agency on Aging and the Cochise College Center for Economic Research. The survey was conducted in the final quarter of calendar year 2006 and the first quarter of calendar year 2007. The survey included a stratified random sample of 1,124 residents of Southeast Arizona (Cochise, Graham, Greenlee, and Santa Cruz counties), ages 60 and older.

The survey utilized a confidence level of 95 percent and a margin of error of plus or minus less than 3 percent for the entire population of interest (Southeast Arizona). Margins of error were larger for individual counties.

The survey indicated the most important need of the elderly in Southeast Arizona is affordable dental care. This was rated a serious problem by 37.2 percent of survey respondents across the region, and topped the list of serious problems in all four counties. In addition to being rated the top serious problem, affordable dental care was also perceived as a problem (“some problem” or “serious problem”) by 65.5 of those surveyed across Southeast Arizona. It was perceived as a problem by more respondents than any other issue in all four counties.

The second most important need of the elderly in Southeast Arizona is affordable assistive devices (e.g., hearing aids, glasses, canes). This was rated a serious problem by 27.3 percent of survey respondents across Southeast Arizona, and was on the top-5 list of serious problems in all four counties. In addition to being rated a top serious problem, affordable assistive devices was also perceived as a problem (“some problem” or “serious problem”) by 56.2 percent of those surveyed across Southeast Arizona. It was on the top-5 list of problems in all four counties.

Other important concerns at the regional level include telemarketing or in-home sales, cost of energy/utilities, and home maintenance and repair. Telemarketing or in-home sales was rated a serious problem by 25.2 percent of respondents in the region, and was on the top-3 list of serious problems in three of the four counties (Cochise, Graham, and Santa Cruz). It was less widely viewed as a problem in Greenlee County, relative to other concerns. Cost of energy/utilities was rated a serious problem by 25.1 percent of survey respondents across Southeast Arizona, and was on the top-5 list of serious problems in all four counties.

Home maintenance and repair was rated a serious problem by 21.8 percent of respondents throughout the region, and was on the top-5 list of serious problems in Cochise and Greenlee counties (it was sixth in Graham County and eighth in Santa Cruz County). Although home maintenance and repair was viewed as a serious problem less frequently in Santa Cruz County, it was fourth on the list of problems in that county (i.e., “some

problem” or “serious problem”). Home maintenance and repair was viewed as a problem by 49.4 percent of Santa Cruz County survey respondents.

Concerns that were on the top-10 list of serious problems in all four counties, besides those mentioned above, were transportation and yard maintenance. Income was on the top-10 list of serious problems in three of the four counties (Cochise, Graham, and Greenlee). Cost of housing was on the top-10 list of serious problems in Cochise, Graham, and Santa Cruz counties.

Paying for prescription drugs was also widely regarded as a problem at the regional level, but this was more of a problem in some areas than in others. In Greenlee County, paying for prescription drugs was the fourth-ranked serious problem, identified as a serious problem by 38.5 percent of respondents in that county. In Graham County, paying for prescription drugs was the eighth-ranked serious problem. In Cochise and Santa Cruz counties, paying for prescription drugs was not perceived widely as a serious problem; nonetheless, paying for prescription drugs was on the top-10 list of problems (identified as “some problem” or “serious problem”) in all four counties. Put another way, paying for prescription drugs, although not widely viewed as a “serious problem” in Cochise and Santa Cruz counties, was widely viewed as “a problem” in those counties.

Issues that were least regarded as problems in Southeast Arizona were raising grand children, elderly abuse/exploitation, bereavement/grief counseling/hospice services, and volunteer opportunities. With regard to elderly abuse/exploitation, however, although not widely perceived as a problem throughout the region (it placed in the bottom-3 list of serious problems and bottom-2 list of problems for the region), this issue was the sixth-highest-rated serious problem in Santa Cruz County, identified as a serious problem by 17.6 percent of respondents in that county. Although the issue is one of the most frequently identified serious problems in Santa Cruz County, it was near the bottom of the list of concerns ranked by their identification as a problem (“some problem” or “serious problem”) in that county. In order words, a large number of those who perceived elderly abuse/exploitation as a problem in Santa Cruz County also viewed it as a serious problem.

There was some variation in perceptions of problems across the region. Of particular note is that issues were more widely perceived as problems among survey respondents in Greenlee County than by respondents in the other three counties. This may be a reflection of the age distribution of survey respondents. Nearly 70 percent of survey respondents in Greenlee County were ages 75 and over, substantially higher than in any other county.

Faith communities and telephone directories are the most common sources of advice and information related to health or availably of assistance programs for the elderly throughout the region. Faith communities and telephone directories were the most frequently turned-to sources in three of the four counties in the region (Cochise, Graham, and Greenlee counties). In Santa Cruz County, the most popular sources were information and referral services, telephone directories, and newspaper/radio/TV.

INTRODUCTION

In the final quarter of calendar year 2006 and the first quarter of calendar year 2007, the SouthEastern Arizona Governments Organization (SEAGO) Area Agency on Aging conducted a survey of 1,124 residents of Southeast Arizona (Cochise, Graham, Greenlee, and Santa Cruz counties), ages 60 and older, to determine their needs for assistance. The sample size produces a 95 percent confidence level, with a margin of error of plus or minus less than 3 percent for the entire Southeastern Arizona region (margins of error are larger for individual counties; see Table 1). The surveys were distributed at various locations throughout the counties, in places where residents ages 60 and older were known to frequent. The Cochise College Center for Economic Research assisted in the survey by providing data entry and analysis, a review of the survey design, and preparation of this report. The survey instrument is at Appendix A.

About the Sample

Stratification

The survey utilized stratification in an effort to achieve both randomness and proportional representation from each county. Greenlee County was overrepresented in the sample to ensure a sample size sufficient for sub-group comparisons. Stratification of the sample is shown in Table 2.

Age Groups

The age group distribution of survey respondents differed from the age group distribution of the population of interest (i.e., those residents aged 60 years and older). Across the region and within each county, those aged between 60 and 74 were under-represented, while those aged 75 and over were over-represented. See Table 3 for a comparison of the age group distribution for the population of interest versus the sample.

Other Characteristics

The sample for the region was 67.6 percent female and 32.4 percent male. In the region and in each county, females were overrepresented in the survey. See Table 4 for the distribution of the sample by sex. Of total survey respondents, 12.9 percent indicated Spanish was their primary language (see Table 5). Survey respondents were 70.5 percent White (Non-Hispanic/Latino), 25.9 percent Hispanic/Latino, 2.2 percent Black or African American, 0.7 percent Asian/Pacific Islander, and 0.7 percent American Indian/Native American. See Figures 1-5 for the distribution of the sample by race/ethnicity.

Southeast Arizona

Serious problems. The issues identified as a serious problem by the largest proportion of survey respondents throughout Southeast Arizona (Cochise, Graham, Greenlee, and Santa Cruz counties) were affordable dental care, identified as a serious problem by 37.2 percent of those surveyed; affordable assistive devices, identified as a serious problem by 27.3 percent; telemarketing or in-home sales, identified as a serious problem by 25.2 percent; cost of energy/utilities, identified as a serious problem by 25.1 percent; and maintenance and repair of home, identified as a serious problem by 21.8 percent of respondents.

Problems. The issues identified as a problem (either “some problem” or “serious problem”) by the largest proportion of survey respondents across Southeast Arizona were affordable dental care, identified as a problem by 65.5 percent of those surveyed; affordable assistive devices, identified as a problem by 56.2 percent; cost of energy/ utilities, identified as a problem by 54.6 percent; telemarketing or in-home sales, identified as a problem by 51.5 percent; and maintenance and repair of home, identified as a problem by 51.3 percent of respondents.

No problem. The issues identified as no problem by the largest proportion of survey respondents throughout Southeast Arizona were raising grandchildren, identified as “no problem” by 79.7 percent of those surveyed; elderly abuse/exploitation, identified as “no problem” by 78.9 percent; bereavement/grief counseling/hospice services, identified as “no problem” by 73.5 percent; volunteer opportunities, identified as “no problem” by 73.3 percent; and providing care and supervision for an elderly family member, identified as “no problem” by 72.8 percent of those surveyed.

Sources of advice/information. Survey respondents were asked to identify their sources of advice regarding their health or available assistance programs. In Southeast Arizona, faith communities and telephone directories were the most popular sources, followed by newspaper/radio/TV, information and referral services, and social service agencies. The most popular social service agencies were county services (e.g., aging and social services, county health services) and the Arizona Department of Economic Security, followed by AAA, SEAGO, senior centers, social security, and VICAP. See Appendix B for a complete list of responses regarding specific social agencies contacted, as well as other specified sources of advice identified by survey respondents.

Serious problems. The issues identified as a serious problem by the largest proportion of survey respondents in Cochise County were affordable dental care, identified as a serious problem by 37.7 percent of those surveyed; affordable assistive devices, identified as a serious problem by 28.1 percent; telemarketing or in-home sales, identified as a serious problem by 26.5 percent; cost of energy/utilities, identified as a serious problem by 25.3 percent; and maintenance and repair of home, identified as a serious problem by 22.5 percent of respondents.

Problems. The issues identified as a problem (either “some problem” or “serious problem”) by the largest proportion of survey respondents in Cochise County were affordable dental care, identified as a problem by 65.9 percent of those surveyed; affordable assistive devices, identified as a problem by 55.3 percent; cost of energy/ utilities, identified as a problem by 55.2 percent; getting information about services, identified as a problem by 51.5 percent; and maintenance and repair of home, identified as a problem by 49.7 percent of respondents.

No problem. The issues identified as no problem by the largest proportion of survey respondents in Cochise County were raising grandchildren, identified as “no problem” by 86.4 percent of those surveyed; elderly abuse/exploitation, identified as “no problem” by 84.1 percent; bereavement/grief counseling/hospice services, identified as “no problem” by 78.9 percent; providing care and supervision for an elderly family member, identified as “no problem” by 78.4 percent; and volunteer opportunities, also identified as “no problem” by 78.4 percent of those surveyed.

Sources of advice/information. Survey respondents were asked to identify their sources of advice regarding their health or available assistance programs. In Cochise County, telephone directories and faith communities were the most popular sources, followed by information and referral services, newspaper/radio/TV, and social service agencies. The most popular social service agencies were the Arizona Department of Economic Security and county services (e.g., aging and social services, county health services), followed by AAA, SEABHS, VICAP, and AHCCCS. See Appendix B for a complete list of responses regarding specific social agencies contacted, as well as other specified sources of advice identified by survey respondents.

The issues identified as a problem (either “some problem” or “serious problem”) by the largest proportion of survey respondents in Graham County were affordable dental care, identified as a problem by 59.4 percent of those surveyed; telemarketing or in-home sales, identified as a problem by 54.3 percent; affordable assistive devices, identified as a problem by 53.1 percent; cost of energy/utilities, identified as a problem by 44.9 percent; and maintenance and repair of home, identified as a problem by 44.2 percent of respondents.

No problem. The issues identified as no problem by the largest proportion of survey respondents in Graham County were providing care and supervision for an elderly family member, identified as “no problem” by 87.1 percent of those surveyed; raising grandchildren, identified as “no problem” by 86.2 percent; elderly abuse/exploitation, identified as “no problem” by 85.5 percent; age discrimination, identified as “no problem” by 83 percent; and personal care, identified as “no problem” by 81.8 percent of those surveyed.

Sources of advice/information. Survey respondents were asked to identify their sources of advice regarding their health or available assistance programs. In Graham County, telephone directories and faith communities were the most popular sources, followed by information and referral services, newspaper/radio/TV, and social service agencies. The most popular social service agencies were SEACUS, senior center, and the Arizona Department of Economic Security.
