TRANSPORTATION
SERVICE STANDARDS 20132014-20142015
Effective 9/1/20132014
The Superintendent is authorized to modify District Transportation Standards and/or operational
procedures as required in the best interests of the District.
A. ELIGIBILITY:
1. 1. High Schools - High School students who live within the boundaries of the Seattle
Public School District and who live more than 2.5 1.0 – 2.5 miles2.5 miles from their assigned
school are eligible for an ORCA card..
Exceptions are allowed in the following areas:
a. Students who require specialized transportation services as determined by their
Individualized Education Program (I.E.P.).
b. Students requiring medical transportation as approved by District Health Services.
2. Middle Schools - Middle School students who live within the boundaries of the Seattle
Public School District and who live more than 2.0 miles from their assigned school are
eligible for transportation. District arranged transportation is provided for those students
attending a middle school in their service attendance area or linked service area. ORCA
cards may be provided for students who live more than 1.0 mile or who are attending a
school outside of their service area or linked service area. There will be no supplemental
transportation for the 1.0-2.0 walk area..
Exceptions are allowed in the following areas:
a. Students that who require specialized transportation services as determined by
their Individualized Education Program (I.E.P.).
b. Students requiring medical transportation as approved by District Health Services.
3. Attendance Area Elementary / K-8 Schools - Elementary and K-8 students whosetransportation service address is within the attendance area boundaries, and outside the
designated walk boundaries of 1.0 mile.l are eligible for district arranged transportation. ,
and within 1.25 miles of their assigned school are eligible for District arranged

transportation. (This shall be called the school’s Transportation Zone). . are eligible for

students who live within the boundaries of Seattle Public School District choosing a school
outside of their home Transportation Zone.attendance area boundary.

4. Option Elementary / K-8 Schools – Option School Elementary and K-8 students whose
transportation service address is within the boundaries of their service area or linked
service area and outside of the designated walk boundaries are eligible for transportation.
District arranged transportation is provided for those students attending an elementary or
K-8 Option School in their service area or linked service area. ORCA cards may be
provided for 6th through 8
th grade students who live within the boundaries of Seattle Public
School District choosing a school outside of their service area, if they live farther than 2.0
miles of the school..
Exceptions are allowed in the following areas:
a. Students that who require specialized transportation services as determined by
their Individualized Education Program (I.E.P.).
b. Students requiring medical transportation as approved by District Health Services.
B. BUS STOP LOCATION:
Assignment Criteria - Students will be assigned to bus stops within the following guidelines:
1. Bus stops will generally be located on arterial or primary residential streets.
2. Walking distance to bus stops will be .751.0 mile or less for middle/high school students
where feasible.
3. Walking distance to bus stops will be .50 1.0 mile or less for elementary school students
where feasible. Elementary students may cross identified intersections in the
recommended walk maps created by the City of Seattle School Traffic Safety Committee
and Seattle Transportation Department.
C. BUS STOP MODIFICATION:
Requests for stop location changes may be submitted to the Transportation Office for review.
Bus stops will be modified only under the following conditions:

The District will assign transportation from one address in the AM and one address in the PM,
provided the addresses qualify under the eligibility criteria and are feasible. Transportation will be
considered feasible when existing service is available or a stop can be established without
increasing time or cost.
The provision of transportation service to/from an alternate address will be granted for the
requested school year only. Parents/guardians must re-apply for consideration of continuation
each year.
Note: ORCA cards will not be provided for Out of District Transfers.alternate service addresses
or out of district students/transfers..
Schools may issue a temporary bus card to students who (with parent/guardian consent) wish to
use an existing stop on an infrequent basis provided there is an existing stop within service
assignment guidelines. Stops will not be added for this purpose.
Note: ORCA cards will not be provided for alternate service addresses.
I. OUT OF DISTRICT TRANSFERS-NON-RESIDENT STUDENTS:
Non-resident students approved through the Seattle Public Schools Service Center to attend a
Seattle Ppublic sSchool from an out- of -District address may be authorized District provided
transportation under the following conditions:
1. High School and Middle School Students may utilize existing bus stops and routes servingtheir assigned school. It will be their responsibility to get to and from this existing service.
2. Elementary / K-8 Students:
a. The parent/guardian must provide the District with an alternate or childcare
address to which they will transport the student and a contact person.
b. The alternate or childcare address provided must be within the Seattle School
District, and conform to the transportation or walk boundary eligibility for the
student’s school of attendance.
c. The parent/guardian is responsible for transporting the student to the alternate or
childcare address.
Note: ORCA cards will not be provided for Out of District TransfersNon-Resident Students.
J. SPACE AVAILABLE TRANSPORTATION:
The provision of space available transportation will be allowed under the following conditions:

O. TRANSPORTATION TRANSITION PLAN 20132014-20142015:
If a grandfathered student moves, the new address may not be eligible for transportation. If a
student moves to an area where there is existing transportation, they may apply for “Space
Available Transportation”.
1. HIGH SCHOOLS
High School students shall generally be assigned an ORCA card.
Supplemental yellow bus service may be provided when there is a lack of Metro seat
capacity. No supplemental transportation will be provided for 1.0 – 2.5 walk area.
2. MIDDLE SCHOOLS
Middle school students shall receive District arranged transportation service.
If a student is currently eligible for an ORCA card, they may still receive an ORCA card if
their service address remains outside of their Middle School Service Area.
3. OPTION K-8 SCHOOLS
K-8 Option school students shall receive District arranged transportation service.
If a student is currently eligible for an ORCA card, they may still receive an ORCA card if
their service address remains outside of their Middle School Service Area.
4. ATTENDANCE AREA K-8 AND ELEMENTARY SCHOOLS
Attendance Area Transportation ZonesSchool Boundaries shall be in effect beginning
September 20112014.
Intermediary Boundaries for each Attendance Area School were established to extend
transportation and/or walk boundary eligibility to students within these boundaries during
school year 2011-2012.
Students with transportation eligibility established through the 2011-2012 intermediary
boundaries shall retain that eligibility through school year 2013-2014.
Adult crossing guard hours of service shall be extended to assure that students living
inside their service area but outside their respective transportation zone shall have the
ability to walk to an existing stop or neighborhood school stop within these intermediary
boundaries.
These following schools may have shared transportation during 2013-2014: Van Asselt
with Wing Luke, Hawthorne with Muir, Gatewood with West Seattle, Laurelhurst with Sand
Point, and Olympic View with Pinehurst Students living outside of their respective
intermediary transportation zone may apply for space available transportation via program

transportation (ELL, EBOC, Spectrum, and APP) service to their individual schools when
available.

APPENDIX A
GRANDFATHERING FOR 20132014-20142015:
1. Intermediary Zones continue District arranged transportation outside of Transportation Zone (1.25
miles)
2. TOPS K-8 continues to receive yellow bus service outside of Washington Service Area
3. Salmon Bay K-8 continues to receive yellow bus service outside of the Hamilton and Whitman
Service Areas
4. ORCA K-8 continues to receive yellow bus service outside of Mercer Service Area
5. South Shore K-8 continues to receive yellow bus service outside of Aki Kurose Service Area
6. Elementary Option Schools continue to receive yellow bus service outside of their Middle
School/Linked Service Areas 7. Grandfathering for Eckstein and Hamilton International Middle School Students due to Jane
Adams Middle School
a. Eckstein students currently enrolled for the 2012-2013 school year, who reside in the Jane
Addams Middle School service area, will continue to receive grandfathered transportation
to Eckstein, until they age out, as long as they remain at their same address.
b. Hamilton students currently enrolled for the 2012-2013 school year, who reside in
the Laurelhurst attendance area, will continue to receive grandfathered transportation to
Hamilton, until they age out, as long as they remain at their same address.
OTHER TRANSPORTATION OUTSIDE OF BASIC ELIGIBILITY:
1. All South Lake students receive ORCA cards as regardless of eligibility standardsan exception to
normal High School eligibility standards (.75 miles rather than 2.5 miles).
2. All Interagency students receive ORCA cards regardless of eligibility standards.3. All NOVA students receive ORCA cards regardless of eligibility standards.
4. Home School Resource Center Cascade Parent Partnership Program students receive ORCA
cards as an exception to Transportation service standards.
a. Cards are provided to the program for distribution, possibly given to grades K-5.
5. Skill Center students receive ORCA cards regardless of Service Standards.
a. Program sends a list and all students are assigned cards.
6. ELL & Spectrum students continue to receive District arranged service transportation outside of
their service area or linked service area.in their service area or linked service area.
7.6. Middle School Students (other than those that attend Aki Kurose) that live more than 1.5
mile but less than 2.0 mile from their attendance area school receive ORCA cards as an
exception to normal Middle School eligibility standards.
8.7. Aki Kurose Middle School students are provided yellow bus transportation if they residemore than 1.0 mile from the school, as an exception to normal Middle School eligibility standards.
World School at Meany students receive District arranged service if they reside outside 2.0 miles
from Meany, as an exception to normal High School eligibility standards.

SUPPLEMENTAL SERVICE:
1. Chief Sealth students residing in the South Park neighborhood receive District arranged
transportation service in addition to ORCA cards.
2. Ingraham students residing in the SW portion of the Ingraham attendance area, west of 15th Ave
NW, shall receive District arranged transportation service to school. ORCA cards shall be
provided for afternoon transportation requirements.
3. Ingraham students residing outside the Ingraham attendance area may receive supplemental
District arranged transportation to augment ORCA cards as required.
4. Cleveland students residing outside of the Franklin attendance area may receive supplemental
District arranged transportation service to augment ORCA cards as required.
5.4. Madison Middle School students may receive supplemental District arranged
transportation to augment ORCA cards as required for transportation to and from the Denny
service area due to the lack of available Metro service.
6. Salmon Bay students grade 6-8 who reside in the Eckstein Service Area receive supplemental
shuttle service between the North East Public Library (located at 6801 35th Ave NE) and Salmon
Bay in addition to ORCA cards.
7. Stem K-5 @ Boren students may be eligible from the Denny and Madison Service Areas.
8. Students attending Hamilton International for continuing language immersion services from the
McClure, Whitman and ,Eckstein and Jane Addams service areas shall receive District arranged
transportation in accordance with the same transportation being provided to APP students
attending Hamilton International.
