In particular, the session will highlight untapped investment opportunities in the following sub-sectors: livestock (e.g. beef and dairy sectors, small ruminant production and marketing, apiculture and fisheries), horticulture (flowers, fruits, vegetables, spices, aromatic and medicinal plants), including the 5,000 ha of land designated for the development of horticulture clusters; oil and plantation crops including sesame, cotton, coffee and tea; and industrial crops such as sugarcane, durum wheat and malt barley.

4:00-5:30 pm Session 4 part I: Investment opportunities in integrated agro-industrial parks In order to support the growth of the agro-processing sector, the government plans to establish integrated agro-industrial parks (IAIPs) across 17 zones in the country. These parks will focus on adding value to locally sourced agricultural products, and provide firms with access to infrastructure, utilities and business services, thus addressing many constraints related to private sector development. The concentration of activities and services in one area is expected to facilitate economies of scale for the transformation of agricultural products for export or further commercialization.

This session will present current progress in the establishment of the first four pilot IAIPs. It will also highlight specific investment opportunities and incentives offered for companies interested in operating within these parks. The session will also present different opportunities for private sector involvement in the development of the remaining 13 IAIPs.

8:30-9:45 am Session 4 part II: Investment opportunities in agro-processing While Ethiopia has penetrated international markets for various food products, imports continue to grow: food imports in 2010 accounted for US$ 959 million and in 2015 reached US$ 1.69 billion. Given the agriculture potential of Ethiopia, combined with state-of-the-art industrial infrastructure, the country could drastically reduce its food imports with additional processing capacity.

This session will look into specific agro-processing opportunities and associated investment incentives in sub-sectors such as coffee, oilseeds, cereals, dairy, honey, and fruits and vegetables, aimed at the country’s large internal market as well as international markets.

11:30-12:30 pm Session 5: Investment opportunities in agro-logistics and services There is increasing demand and opportunity for investment in machinery and equipment related to the processing of food and beverages in Ethiopia. This includes meat, fish, fruits and vegetables, dairy products, sugar and sugar products, brewery, winery, soft drinks, and the bottling of mineral water, among others. There is also growing demand for firms specialized in agro-logistics that provide integrated cold chain solutions, from cold storage facilities to refrigerated transport of fresh and frozen food products.

The production and distribution of packaging materials and related technology also offers ample opportunities for investment, given that almost all Ethiopian food processing companies import ready-made packaging for products such as biscuits, pasta, flour, cooking oil, milk, water, juice, coffee and tea, among others.

This session will focus on investment opportunities in: the provision of machinery for processing of food and beverages (targeting Ethiopian food processors); local production and supply of primary, secondary and tertiary packaging materials for perishable and non-perishable food products; and the provision of integrated cold chain solutions and bulk transportation.

1:30-2:45 pm Session 6: The Ethiopian textile and garment sectorAn abundance of raw materials, a vast labour force and low energy costs give the Ethiopian textile and garment sector a comparative advantage over other countries and regions. This includes processes from the spinning, weaving and finishing of textile fabrics to the manufacturing of knitted and crocheted fabrics, carpets and sportswear. High-level opening session

H.E. Dr. Mulatu Teshome, President, Ethiopia

Mulatu Teshome was elected President of Ethiopia by a unanimous parliamentary vote on 7 October 2013. Prior to his current role, he served as Ambassador to Turkey (2005-2013), was elected as Speaker of the House of Federation in 2002, and served as Minister of Agriculture from 2001 to 2002. Dr. Teshome was Vice-Minister of the Ministry of Economic Development and Cooperation from 1995 to 2001. During this time, he was in charge of international economic cooperation for bilateral and multilateral affairs at numerous negotiations and consultation meetings with Ethiopia’s development partners. Dr. Teshome served as Ambassador Extraordinary and Plenipotentiary to the People’s Republic of China (1994-1995) and Ambassador Extraordinary and Plenipotentiary to Japan (1992-1994), as well as being non-resident Ambassador to Thailand, Viet Nam, Indonesia, Australia and the Philippines. He joined the Foreign Ministry as counselor in 1991.

Dr. Teshome holds a Master of Arts in law and diplomacy and an international relations degree from the Fletcher School of Law and Diplomacy at Tufts University, United States of America. He obtained a Bachelor degree in political economy and philosophy from Beijing University, as well as a Master of Law and a PhD degree from the same university.

Mr. Li Yong, Director General, United Nations Industrial Development Organization

Li Yong, Director General of the United Nations Industrial Development Organization (UNIDO), has an extensive career as a senior economic and financial policymaker. As Vice-Minister of Finance for the People’s Republic of China and member of the Monetary Policy Committee of the Central Bank for a decade, Mr. Li was involved in setting and harmonizing fiscal, monetary and industrial policies, and in supporting economic growth in China. He pushed forward financial sector reform and prompted major financial institutions to establish corporate governance, deal with toxic assets and strengthen risk management. Mr. Li has given great importance to fiscal and financial measures in favour of agricultural development and small and medium-sized enterprises, the cornerstones for creating economic opportunities, reducing poverty and promoting gender equality. He played a key role in China’s cooperation with multilateral development organizations, such as the World Bank Group and the Asian Development Bank.

H.E. Mr. Ahmed Abtew, Minister of Industry, Ethiopia

Ahmed Abtew is the Minister of Industry of Ethiopia. He has over 20 years of experience in high-level government positions. He is the former Deputy Governor of the Amhara Regional State and Head of the Bureau of Industry and Urban Development. He has also worked as Bureau Head of Finance and Economic Development, Bureau Head of Trade, Industry and Urban Development, and other bureaus of the Government of Ethiopia.

H.E. Mr. Tan Jian, Ambassador of the People’s Republic of China, Ethiopia

Tian Jian is the Ambassador of the People’s Republic of China to Ethiopia since December 2017. Prior to this role, he served as Counselor and Deputy Director-General to the Department of International Organizations and Conferences at the Ministry of Foreign Affairs of China. Between 2007 and 2011, he was Special Assistant to the United Nations Under-Secretary-General for Economic and Social Affairs. He served as Counselor to the Permanent Mission to the United Nations Office in Geneva and other international organizations in Switzerland between 2001 and 2007. Before this, he held several positions with the Government of China, starting his career with the Ministry of Foreign Affairs in 1987.

Mr. Abdalla Hamdok, Deputy Executive Secretary, United Nations Economic Commission for Africa

Abdalla Hamdok is the Deputy Executive Secretary of the United Nations Economic Commission for Africa (ECA) since November 2011. He has over 30 years of experience as a senior policy analyst and economist addressing diverse development challenges of the African policy landscape, primarily in the fields of governance, institutional analysis, public sector reforms, regional integration and resource management. From 2001 onwards, Mr. Hamdok headed successively ECA’s portfolio of activities on development policy management, the New Partnership for Africa’s Development and regional integration, and governance and public administration. By way of an interlude from 2003 to 2008, he served the International IDEA as Regional Director for Africa and the Middle East.

Earlier, he held the positions of Chief Technical Advisor (1995-1997) at the International Labour Organization, Zimbabwe; Principal Policy Economist (1997-2001) at the African Development Bank in Côte d’Ivoire; Head of the Public Sector Group and Member of the management committee (1993-1995) at Deloitte & Touche Management Consultants, Zimbabwe; and senior official (1981-1987) at the Ministry of Finance and Economic Planning of Sudan. Abdalla Hamdok holds a PhD and a Master of Arts from the School of Economic Studies, University of Manchester, United Kingdom, and a Bachelor of Science from the University of Khartoum, Sudan.

Mr. Phil Hogan, Commissioner for Agriculture and Rural Development, European Commission

Phil Hogan serves as Commissioner for Agriculture and Rural Development for the European Commission, a post he holds since 2014. He previously served as Minister for Environment, Community and Local Government in the Government of Ireland (2011-2014,) President of the Council of EU Environment Ministers in 2013, Chairman of the European People’s Party of Environment Ministers (2012-2014) and has held numerous positions representing the Fine Gael Parliamentary Party of Ireland, including as Chairperson of the Party and as Minister of State at the Department of Finance. He holds a Bachelor of Arts degree in economics and geography from the University College Cork, Ireland.

Dr. Gebrehiwot Ageba, Director of Programmes, Ethiopian Development Research Institute (EDRI)Gebrehiwot Ageba Kebede has 17 years of post-PhD experience in international organizations, academic administration and research management positions, different academic committees, academic and research work, policy advice, board memberships, and consultancies in a number of African countries. He also worked as Senior Economic Advisor for the United Nations Development Programme in Malawi, and coordinated and contributed to the preparation of the 2015 Malawi National Human Development Report on Inclusive Growth, among other documents. At the Addis Ababa University (AAU), he was Dean of the Faculty of Business and Economics, and member of the Senate, the Council of Graduate Studies, and the Board of Trustees of the Horn of Africa Regional Environment Center based in AAU. He also served in different teaching and supervisory positions, and was a member of the Editorial Board of the Ethiopian Journal of Development Research and of the Executive Committee at the Ethiopian Economic Association. He holds a PhD from the University of Oxford and a Master degree from the University of Glasgow, United Kingdom. Mr. Admassu Tadesse, President and Chief Executive Officer, Trade and Development BankAdmassu Tadesse is the President and Chief Executive Officer of the Trade and Development Bank. Prior to this appointment, he served as top executive for 10 years at the Development Bank of South Africa where he was responsible for international finance and investment as well as corporate strategy development. Prior to his current role, he held several positions with the AfDB, including as Resident Representative of the Sudan Country Office, Research Manager and Senior Agricultural Economist. In 2014, Dr. Kamara was appointed as the Assistant Secretary-General of the United Nations, serving as Deputy Joint Special Representative of the UN Secretary-General and the African Union (AU) Chairperson for the AU-UN Hybrid Mission in Darfur, Sudan. He has authored several books and articles in reputable journals, including the Oxford Journal on African Economies (United Kingdom), the Quarterly Journal of International Agriculture (Germany) and the Journal of Sustainable Agriculture (United States), among others.

Dr. Ulac Han Demirag, Representative and Country Director for Ethiopia and South Sudan, International Fund for Agricultural DevelopmentUlaç Demirag has over 20 years of experience in Sub-Saharan Africa with extensive field experience in the area of rural and agricultural development. He has professional expertise in community-driven development, rural finance, agricultural value chain and private sector development. He joined the International Fund for Agricultural Development (IFAD) in 2002 as Associate Country Portfolio Manager for the West and Central Africa Division until 2005, and worked as Implementation Support Officer for the same division from 2005 to 2006. In 2006, he became Country Programme Manager for West and Central Africa Division. He was responsible for all programme management functions for Equatorial Guinea and Chad (2006-2007) and Guinea (2008-2009). In 2010, he took responsibility for Ghana and led the establishment of IFAD’s Country Office, where he was outposted in February 2011 as Country Manager and Representative. In October 2015, he became the Country Director and Representative for Ethiopia, covering also South Sudan.

Dr. Demirag holds a PhD from the University of Heidelberg, Germany. His academic background is coupled with extensive experience in leading interdisciplinary research in West Africa, with several publications in the fields of climate change and development economics, centered on agro-pastoral and smallholder farmers’ livelihoods.

Mr. Adamou Labara, Country Manager for Ethiopia, International Finance Corporation Adamou Labara is the International Finance Corporation (IFC) Resident Representative for Ethiopia, Djibouti, Eritrea and Somalia based in Addis Ababa since April 2011. He is responsible for all of IFC’s activities in those countries. Mr. Labara joined the IFC in 1998 as an Investment Officer for the Central Africa region based in Douala. He later moved to the Abidjan office, then Johannesburg and Dakar in various positions and sectors, including financial markets, general manufacturing and services, and

Dr. Teshome Wale, Senior Director, Agricultural Transformation Agency, EthiopiaTeshome Wale has over 20 years of experience in the areas of agriculture, food security, livelihoods, sustainable land management, and emergency responses for poverty reduction. In his capacity as Senior Director of Agricultural Commercialization Clusters at the Agricultural Transformation Agency (ATA), he is responsible for leading a geographically-based approach to commercializing smallholder agriculture, and enhancing production, productivity and market linkages in priority value chains. Prior to assuming his post at the ATA, he was Head of the Amhara Regional Bureau of Agriculture and held various other positions at the Bureau. He is also an active member of various professional associations, among which are the Amhara Forest Enterprise and Amhara Seed Enterprise, where he served as Chairman. He was also a Steering Committee Member for the Regional Disaster Prevention and Preparedness Committee and a Guest Lecturer at Bahir Dar University. He holds a PhD from Kasetart University, Thailand, and a Master of Science and Bachelor of Science from the Crimea Agricultural Institute, Ukraine.

H.E. Dr. Eyasu Abreha, Minister, Ministry of Agriculture and Natural Resources, Ethiopia Eyasu Abreha is the Minister of Agriculture and Natural Resources. Prior to this role, he served as Director General of the Tigray Agricultural Research Institute, Head of the Mekelle Agricultural Research Centre, Regional Crop Team Leader at the Bureau of Agriculture in Tigray, Department Head of Agriculture at the Ministry of Agriculture zone office in Tigray, Department Head for Agricultural Extension at the zone office in Shire and as Crop team leader and Agronomist at the Ministry of Agriculture for the SNNP region office. He holds a PhD in biotechnology from the Czech University of Life Sciences, Institute of Tropics and Subtropics, Czech Republic.

H.E. Dr. Gebregziabher Gebreyohannes, State Minister, Ministry of Livestock and Fishery, Ethiopia Gebregziabher Gebreyohannes was appointed as State Minister for Livestock and Fishery in 2013. He has extensive experience in Ethiopia’s livestock sector and more than 25 years of research experience. He also served in different research and administrative positions at the Oromia and Tigray agricultural research institutes, most recently as Director General of the Tigray Agricultural Research Institute. He holds both a Bachelor of Science and a Master of Science from Haramaya University, where he was a graduate fellow in animal production at the International Livestock Research Institute. Mr. Roba Megersa, Chief Executive Officer, Ethiopian Shipping and Logistics CorporationRoba Megersa is the Chief Executive Officer of the Ethiopian Shipping and Logistics Corporation. He has worked more than 18 years in government offices mainly focusing on the maritime and logistics sectors. He formerly worked as Deputy Director General of the Ethiopian Maritime Affairs Authority and as Head of the Transformation Project Office at the Ethiopian Shipping and Logistics Corporation. He has been involved in the drafting and development of several legal and policy documents on national logistic strategies. Mr. Megersa holds a degree in law from Addis Ababa University and a postgraduate degree in international maritime law and trade from the International Maritimes Law Institute in Malta.

Mr. Abraham Tadesse, Chairperson, Goda Bottle and Glass Share Company, EthiopiaAbraham Tadesse serves as Chairperson of the Board of Directors of the Goda Bottle and Glass Share Company, and as member of the National Steering Committee of the Ethiopian Extractive Industries Transparency Initiative. Previously, Mr. Tadesse held various positions at the Ministry of Industry and other government offices for ten years. He has also served as Business Advisor to several different private sector companies and as Chairman of the management board of different public enterprises. He holds a degree in accounting from Addis Ababa University.

Mr. Shewangizaw Kifle, Director, Business Development Department, Ethiopian Railways CorporationShewangizaw Kifle has been working for the Ethiopian Railways Corporation since 2009 in different capacities. He is Director of the Department of Business Development and Chief Officer of the Department of Infrastructure Asset Management. He has over 25 years of diverse professional experience in business development, transport, energy, environment and climate change. He holds a Master of Business Administration, two Master of Science degrees, a postgraduate diploma and a Bachelor of Science.

Session 6: The Ethiopian textile and garment sector

H.E. Mr. Tadesse Haile, State Minister in the Office of the Prime Minister, EthiopiaTadesse Haile has more than 35 years of experience working for the Government of Ethiopia. Since 2016, he serves as State Minister in charge of the economic sector at the Office of the Prime Minister. Prior to his current position, he served as State Minister of the Ministry of Industry (2010 -2016), State Minister of the Ministry of Trade and Industry (2001-2010), General Manager of the Ethiopian Investment Commission (1995-2001), Head of the Tigray Regional Planning and Economic Development Bureau (1992-1995), Head of Planning and Programming Department at the Ethiopian Valleys Development Authority (1992), Head of Valleys Development Desk of National Planning and Studies Sector at the Office of the Council of Ministers (1987-1992), and Planning Economist and Senior Economist in the Water Resources Development Authority (1979-1987). He holds a Bachelor of Arts in economics in addition to various postgraduate diplomas.

Mr. Yusuf Aydeniz, Chief Executive Officer, AYKA Addis, Ethiopia Yusuf Aydeniz is the Chief Executive Officer of AYKA Textiles Istanbul and the AYKA Addis Textile and Investment Group. He currently serves as the President of the Turkish-Ethiopia Works Council in the Turkish Foreign Economic Relations Board. An entrepreneur since high school, Mr. Aydeniz co-founded AYKA Textiles with his business partner, Mr. Gurcay Kavlakli, in 1988. Following the economic crisis in Turkey, the founders reviewed their investments and expanded to Ethiopia. AYKA Addis is one of the largest integrated textile factories in Africa and Europe, and continues to grow. Mr. Aydeniz graduated from Istanbul University.

Ms. Erica van Schaik, Managing Director, Velocity Apparelz Companies Plc., EthiopiaErica van Schaik is the General Manager and Executive Assistant to the founder of Vogue and Velocity group of companies. Velocity’s latest garment factory is a state-of-the-art environmentally-friendly and socially-oriented facility established in Mekele, which produces denim and knit garments and related accessories. Velocity initially invested USD 50 million in Ethiopia. It is currently expanding by developing a sustainable and service-oriented private industrial park worth USD 200 million. Erica has been part of the management team responsible for setting up Velocity’s facilities in Ethiopia since the beginning in 2013. Her role, among others, involves training and developing local teams, human resources, overseeing quality compliance and the establishment of the above-mentioned industrial park.

Mr. Ashish Agrawal, General Manager and Group Chief Executive Officer, Kanoria Africa Textile Plc., EthiopiaAshish Agrawal is Group Chief Executive Officer for Kanoria Africa Textile Plc./Kanoria Chemicals and Industries Ltd. Previously, he served as Business Head for the Terry Towel Division of Sel Manufacturing Ltd. (2011-2015) and as General Manager for a denim plant at Ginni International Ltd. (2006-2001), after acquiring 10 years of international experience working for different textile companies. Mr. Agrawal holds a Bachelor of Technology in chemical engineering and a Master of Business Administration in finance and personnel management.

Session 7: The Ethiopian leather and leather products sector

Prof. Dr. Mwinyikiona Mwinyihija, Executive Director, COMESA Leather and Leather Products InstituteMwinyikiona Mwinyihija is the Executive Director of the COMESA (Common Market for Eastern and Southern Africa) Leather and Leather Products Institute, a regional organization mandated to spearhead the development of the leather sector in 19 African countries. He is also Professor of management at EUCLID University, a specialized inter-governmental institution in Gambia, a Volunteer Faculty at the University of People, United States, as well as lecturer at several other universities. He previously served as Chief Executive of the Leather Development Council of Kenya, regularly contributes to regional and global platforms and conferences related to the development of the leather sector, and serves as the Ambassador for Africa for the World Certification Institute. Mwinyikione Mwinyihija received his PhD from the University of Aberdeen, United Kingdom, a post-doctorate degree from the Atlantic University, United States, in addition to doctorate degrees from SMC-University, Switzerland, and the Universidad Central de Nicaragua (UCN-Nicaragua). He has Chartered Fellowships with several professional institutions.

Mr. Legesse holds a Master of Business Administration, a Post Graduate Diploma in Leather technology and a B.A. in Chemistry.

Ms. Zhang Yunqi, Deputy President, Huajian Group, ChinaZhang Yunqi is Deputy President of the Huajian Group. She is also General Manager of Huajian International Light Industry City (Ethiopia) Plc. since 2016, and Senior Consultant for DongguanHuabao Shoes Co. Ltd. (Huabao Shoes) from 2015. Ms. Zhang started her career as a Purchaser in Huabao Shoes, then worked as a Senior Planner for Dongguan Nestle Co., Ltd. She then founded Dongguan Huabiao Shoes Technology Co., Ltd. (Huabiao Technology) and served as the company’s General Manager. Huabiao Technology is an enterprise involved in researching and developing techniques relevant to footwear and footwear manufacturing. She has also served various positions in the public sector, including as Executive Committee of the Federation of Industry and Commerce (Guangdong), Director at the Dongguan Women Entrepreneurs Committee, and Director at the Dongguan Entrepreneurs Association. Ms. Zhang holds a Bachelor of Arts in management from the University of London, United Kingdom.

Mr. Kumar Kaul, General Manager, George Shoe Plc., Ethiopia Kumar Kaul is the General Manager of George Shoe Plc., Ethiopia. Prior to this role, he was General Manager and Chief Executive Officer for Ethiopian operations at George Shoe Corporation Taiwan in 2013. From 2008 to 2012, he worked in international trading operations of Tata International for steel, minerals, chemicals, construction machinery, etc. He retired in 2012 as Executive Director of Tata International. He holds a Master degree in leather technology from Madras University, India.

Mr. Tatek Yirga, President, Ethiopian Leather Industry AssociationTatek Yirga is the President of the Ethiopian Leather Industry Association since 2017 and, at the same time, General Manager for Batu Tannery Plc., a company he joined in 2002. He previously served as Board Member (2011-2016) and Board Chairman (2016-2017) at Ethiopian Leather Development S.C. He holds a Bachelor of Arts in economics and a Master of Business Administration from the Old Dominion University, United States.

Mr. Philippe Scholtès, Managing Director, UNIDOPhilippe Scholtès is the Managing Director of Programme Development and Technical Cooperation at UNIDO. Since joining the Organization in 1988, he has served in various capacities including as Director of the Agribusiness Development Department, UNIDO Representative in Viet Nam and Regional Director for South Asia in India. Mr. Scholtès holds a Master of Science in engineering from the Institut Supérieur Industriel du Luxembourg and a Master of Science in economics from the Catholic University of Louvain.
