US military deathsin Iraq war at 4,183WASHINGTON, 15 Oct—As of Tuesday, 14 Oct,

2008, at least 4,183 members of the US military havedied in the Iraq war since it began in March 2003.

The figure includes eight military civilians killedin action. At least 3,385 military personnel died as aresult of hostile action, according to the military’snumbers.

The British military has reported 176 deaths; Italy,33; Ukraine, 18; Poland, 21; Bulgaria, 13; Spain,11; Denmark, seven; El Salvador, five; Slovakia,four; Latvia and Georgia, three each; Estonia, Neth-erlands, Thailand and Romania, two each; and Aus-tralia, Hungary, Kazakhstan and South Korea, onedeath each.

Since the start of US military operations in Iraq,30,702 US service members have been wounded inhostile action, according to the Defence Depart-ment’s weekly tally.—Internet

US soldier killed bygunfire in western

BaghdadBAGHDAD, 15 Oct—An American soldier was

killed Tuesday by gunfire in western Baghdad, theUS military said, the first US combat death in thecapital in two weeks.

Five Sunni insurgent organizations, meanwhile,have issued statements disavowing attacks on IraqiChristians in Mosul, a monitoring service reportedTuesday. The attacks, widely blamed on al-Qaidain Iraq, have prompted thousands of Christians toflee the northern city.

A US statement said the soldier, whose name wasnot released, was wounded when gunmen openedfire on a US patrol late Tuesday afternoon. The sol-dier was rushed to a hospital by helicopter but diedof the wounds, the statement said.

It was the first combat death suffered by Ameri-can forces in the capital since 30 Sept, when themilitary said a soldier was killed by small arms firein northern Baghdad.

Nearly 190,000 fleePakistan battles

ISLAMABAD, 15 Oct—Nearly 190,000 people are re-ported to have fled fighting between Pakistani troopsand militants near the border with Afghanistan, theUnited Nations said Tuesday as fresh clashes in thearea killed 17 militants.

Meanwhile, police in the frontier region released aman of dual American-Pakistani citizenship they hadarrested Monday in the volatile border region.

Authorities originally described the 20-year-old asa US citizen travelling without the permission foreign-ers need to enter the region, which has seen of monthsof fighting between militants and security forces andis considered a possible hiding place for al-Qaidaleader Osama bin Laden.

Sri Lankan military says22 killed in fighting

COLOMBO, 15 Oct—Scattered fightingin northern Sri Lanka killed 20 rebels andtwo soldiers as the government pressedahead with its offensive against the TamilTigers, the military said Tuesday. Mean-while, the rebel-affiliated TamilNet Website reported that three more soldierswere killed in two ambushes Tuesday inthe government-controlled east. But amilitary spokesman said only two sol-diers were wounded and admitted to ahospital.

BEIJING, 15 Oct— About 84.5 million Chinese wereusing their mobile phone to log onto the Internet, whichaccounted for nearly 30 percent of the country’s totalnetizens, an industry expert said here on Tuesday.

Yang Zemin, director of the Telecom Research In-stitute under the Ministry of Industry and InformationTechnology, said China registered 68.7 million newcell phone users in the first eight months, whichbrought country’s mobile phone user population toabout 616 million.

He estimated the number of Internet users hadreached 275 million by the end of September and 85percent were broadband users.

The number of fixed-line users began to make anegative growth. Through August, the number of fixed-line users stood at 354 million, down 11 million fromthe 2007 figure, Yang said.

WASHINGTON, 15 Oct—The federal budget deficitsoared to $454.8 billion in2008 as a housing col-lapse and efforts to com-bat the economic slow-down pushed the tide ofgovernment red ink to thehighest level in history.

One of the buildings is a cultural hallof the major lay Buddhist organizationSoka Gakkai, while the other is an in-ternational exchange centre whichhouses a local Japan-China friendshipassociation, it said.

Prevalence of under weight among under-fivechildren in 1997 was 38.6%, 36.3% in 2000 and 31.8%in 2003 and will be reduced to 19.3% in 2015. Theprevalence of under nutrition among the boy was 31.1%and it was 32.6% in girls. The prevalence of underweight was higher in rural (33.6%) than urban (26.6%).According to the age, the prevalence of under weightwas higher among 2 years to 5 years. The high prevalenceof under weight related with the low maternal education.

Under the poverty reduction strategy, theconstruction of new bridges and roads by the governmenthas been conceded by the WHO (SEA region) asfollows:

“Since 1988 as many as 164 new bridgeswere constructed in the country. These bridgescan expedite timely referral of ill cases as well aseasy access to formal education from primarylevel up to university level. Transportation ofgoods across bridges will improve economicconditions of the community, especially thelow-income groups. Education and income aredirectly or indirectly related to health and healthsystem development. Therefore, the 164 newbridges can surely enhance health developmentin Myanmar.”Concerning the Myanmar’s activities in food

demand and supply activities, the commentary was asfollows:

“The population of Myanmar is currentlyestimated at 55.4 millions and isexpected toreach 60 millions by 2010. As a result there willbe an increasing need to meet the increaseddemand for food. Additional food requirementswill have to be met through crop extensions andland development. This will eradicate extremepoverty and hunger. During 1990-2004, 150dams have been built to irrigate 2,093,219 acresof agricultural land, using 265 river waterpumping stations, 282,108 acres of new-sown

areas of cropland have also been developedbetween 1995 and 2002. These dams and riverwater pumping systems can increase productionof food, which will lead to poverty eradication,change in behaviour and lifestyle as also changesin climatic conditions.”WHO indicated in one of its reports that food

production in Myanmar has already far exceeded itsnational requirements. Average calorie consumption perperson is 2900 and this meets the actual requirement.

Ministry of Health and other related Ministries,UNICEF, WHO and NGOs are collaborating closely forpromotion of maternal and child nutritional status inMyanmar.

Nutrition promotion services are beingimplemented with the aim (being set) of promoting thepractice of taking balanced diet in a proper way amongMyanmar people. For alleviation of vitamin A deficienciesamong children, vitamin A tablets are distributed tochildren 6 months-5 years age group every 6 months.

Vitamin A tablets are provided to mothers 1month after deliveries. Iron tablets are distributed topregnant mothers and middle and high school levelschool girls. Pregnant and lactating mothers are givenvitamin B1 tablets starting from 1 months before deliveryand till 3 months after delivery to prevent Beri Beri.

All children of the age group 2-5 years and allprimary school children are dewormed twice every year.Mothers who are pregnant 3 months and above aredewormed once before delivery.

In order to promote nutritional status of the people,various approaches like provision of multivitamins,distribution of fortified food and providing nutritionalhealth education are being implemented.

Iodization of salt programme is in progress tomake iodized salt available to all citizens.

Availability of village food banks at village levelscontribute towards nutritional promotion of rural people.In urban areas, through participation of well-wishers,nutrition promotion centers are established andcontributing towards nutrition promotion.

Thus malnutrition among children will soon beeliminated because of proper eating and feeding practicesamong the community members.

“Along with economic development, per capitaincome increased from 1,794 Kyats in 1999/2000to 68,902 Kyats in 2001, and it is expected thatGDP will rise significantly in the near futurefollowing development of communication systemsand construction of new bridges, roads and raillines. Since the enactment of Foreign InvestmentLaw in November 1988, permitted total amountof foreign investment reached US$ 7.750 billionat the end of March 2005 (Myanmar MDG Report2005).”

Reduce child mortalityMillennium Development Goal (4) is to “Reduce childmortality” and health related indicators are the followings.

- Under-five mortality rate (per 1,000 live births)- Infant mortality (per 1,000 live births)- Proportion of 1 year old children immunized against

measles.Aiming towards the under five mortality rate to be

reduced by two thirds, between 1990 and 2015.In Myanmar, under-five mortality rate is on the

descending trend and it declines from 82.4/1,000 livebirths in 1995 to 66.1/1000 live births in 2003. However

infant mortality rate is not markedly changed and itfluctuates between 49 to 55/1000 live births.

Important finding of U5MR survey (2003) are87% of total under-five deaths occur in rural area,infant deaths contribute 73% of under-five deaths and70% of infants deaths occur during first three monthsof age.

Based on evidences and lesson learnt fromprevious strategies and interventions, Department ofHealth formulated a Five-Year Strategic Plan for ChildHealth (2005-2009) with technical inputs from mainstakeholders. It has been implementing with phasemanner and closely cooperation with Five-YearStrategic Plan for Reproductive Health and Five-YearStrategic Plan for Adolescent Health.

The following areas have been intensified andstrengthened to meet Millennium Development Goal.

1. Rural Health Development2. Resource mobilization for hard to reach areas

and outreach areas3. Essential newborn care4. Referral services for emergency care5. Promotion of key family practices and

community participation6. Cooperation among related stakeholders,

departments and organizations to avoidoverlapping and to obtain the more cost effectivebenefits.Moreover, Department of Health formulated a

comprehensive and innovative project, MaternalNewborn and Child Health (MNCH) project, to reducethe maternal and child mortality and it has beenimplemented in National Health Plan (2007-2011)with life cycle approach and continuum care of Mother,Newborn, Child Health and adolescent.

High impact and low cost interventions havebeen prioritized for effective implementation.Community based pneumonia treatment, utilization ofnew formula ORS and zinc sulphate tablets for themanagement of diarrhea, strengthening of selectedkey family and community practices and formulationof child survival forum to strengthen child health anddevelopment activities have been implemented toreduce infant and child mortality. Interventions forrural health development, community component andessential newborn care services will be prioritized.

In near future, Hepatitis B vaccine may beintroduced as a routine procedure in EPI programme.

Beri Beri surveillance system has been carriedout for B1 deficiency. Interventions for prevention andcontrol, appropriate and timely management of commoninfectious diseases will be intensified.

The measles immunization coverage ofunder one children in Myanmar has been achievedup to 86.6% in 2003 and aim to increase up to 90%in 2015.

Health care activities of School aged childrenhave also been promoted by joint collaboration andcoordination between the Ministry of Health andMinistry of Education. To enhance their nutritiondevelopment, deworming of school children waspromoted in 2004 throughout the country in which 1.5million school children in 7,500 schools were treatedwith albendazole. During December 2007, 4.9 millionschool aged children and 2.0 million pre-school agechildren were also dewormed .

in Cixi in east China’s Zhejiang Province have beendiagnosed with an enlargement of the mesentery lymphnode, the local government said here on Tuesday.

Among the kids, 146 have node enlargementexceeding 10 mm, which means they should behospitalized, according to a parent who cited a doctor’ssuggestions.

The parents suspected it was cooking oil used by theTiyi Kindergarten, which enrolled more than 400children, that caused the lymph node enlargement.

Washington have updated a traditional Chinesemedicine to create a compound that is more than 1,200times more specific in killing certain kinds of cancercells than currently available drugs, heralding thepossibility of a more effective chemotherapy drug withminimal side effects.

Somali forces free Panamaship from pirates

BOSASSO (Somalia), 15 Oct — Somali securityforces freed a Panamanian ship from pirates onTuesday, officials said, two days after they killed oneof the hijackers in a gun battle.

The Wail was seized by heavily armed Somaligunmen on Thursday as it carried cement to Bosassofrom Oman. There are thought to be nine Syrian andtwo Somali crew members onboard.

“We have succeeded in saving the Panama-flaggedship and its crew,” Ali Abdi Aware, state minister forthe semi-autonomous northern Puntland region, toldReuters. “The pirates have surrendered and the ship isin our hands now.”

GENEVA, 15 Oct—Switzerland’s Air Force mayhave to train over neighbouring countries to reducenoise in popular tourist regions, the Swissinfo newswebsite reported recently.

The Swiss Air Force needs to do 22,000 take-offsand landings every year, and residents near the airfieldshave long complained about the noise the jets make,according to the report.

Defence Minister Samuel Schmid on Mondaydiscussed ways with canton officials from Lucerne,Bern, Vaud and Valais — areas with military airstrips— on how to arrange the training each year.

The Defence Ministry also said that it would waituntil 7 November to collect comments from areas inquestion before deciding how to deploy fighter jets fortraining exercises next year.

Flying over foreign airspace may be an option,defence officials were quoted by Swissinfo as saying.

Since the occurrenceof the storm, we had vis-ited Dedaye inAyeyawady Division agood number of times. Wehad also passed throughthe town severals times inour trips to two otherstorm-stricken townsPyapon and Bogale. Then,I did not happen to visitthe town for a long time asI was busy with my work.

Recently, I made a tripback to Dedaye, and wasamazed to witness thatthings and scenes hadchanged a lot in a shorttime. It had risen from theattacks of the natural dis-aster thanks to the strenu-ous efforts the govern-ment, the people and theTatadmaw had made inconcert.

In the aftermath of thestorm, Dedaye was like adeserted area full of de-bris. On the contrary, nowthe town has recoveredfrom the storm with thecharacteristics of a town.
