SECRETARY’S PAGESEvents Contractual Policy on April 12, 2005,and amended it in August 2016. Under thepolicy, the clubs grant AKC a license to film atthe club’s event. In addition, the policyrequires clubs to include certain terms in con-tracts with third parties for commercial film-ing and/or electronic transmission of AKCevents and to include AKC as a party to thecontract. The Board, at the same time, adopted exceptions to the policy to allow “lim-ited-use” filming at AKC events. “Limited-use”filming is defined in the policy as “the record-ing of moving images by individuals or profes-sional[s] … solely for personal consumptionor for the purpose of producing a record ofthe winners for members and the fancy whohave special interest in the event, and which isnot intended for mass commercial transmis-sion or distribution.” Further, the Boardadopted a Commercial Filming at EventsOperational Policy on June 22, 2005. Theoperational policy sets guidelines for cameracrews to film at events. The policy specificallydoes not require editorial news coverage film-ing to be published or coordinated with AKC,although the event chairman must give per-mission. Staff reviewed these policies and rec-ommends that the Board revise and updatethe commercial filming policy. This will be dis-cussed further at the November Board meet-ing. Staff provided a paper authoredat AKC’s request by Lindsay Fisher and Dr.Candace Croney of Purdue University’s Centerfor Animal Welfare Science. The paper statesthat “little research exists on the effects ofbreeding ages on the health of sires, dams andpuppies” and concludes that further studiesare needed in order to take breed and caninesize into appropriate consideration beforeestablishing definitive optimal breeding ages. The Board suggested that staff share this infor-mation with the AKC Canine HealthFoundation and AKC’s Chief VeterinaryOfficer to see if there are ways AKC could helpfacilitate this additional needed research.

SECRETARY’S PAGESCOMPANION AND PERFORMANCEDoug Ljungren, Vice President Sport andEvents, participated in this portion of themeeting. Pamela Manaton, Director ofObedience, Rally & Tracking, CarolineMurphy, Director of Performance Events, andStephanie Kennerley, Sports and EventsProject Coordinator participated in this por-tion of the meeting by videoconference. Obedience Stay ExercisesDiane Schultz, Senior Field Representative, participated in this portion of the meeting viaconference call. The Board had an in-depthdiscussion of the recommendation to replacethe group exercises in the Obedience Noviceand Open Classes with new exercises that willdemonstrate a dog’s ability to stay. The changeis driven by exhibitor safety concerns that adog will leave its position during the groupexercise and bother another dog. The AKC formed a task force in 2013 to studythe safety issues of the group exercises.Incremental changes were made at that time. The AKC held an Obedience AdvisoryCommittee in 2014 where several additionalrecommendations were made to address thesafety of dogs during the group exercises. These recommendations were implemented in2015. In June 2017, AKC held an ObedienceGroups Task Force meeting to deliberate thefuture of group exercises.

2017 Task Force RecommendationsThe 2017 Task Force members agreed (1)

safety was of utmost importance, (2) theconcern felt by many exhibitors was holdingback their participation, and (3) the needto demonstrate a dog’s ability to “stay” wasof fundamental importance to the sport. Insummary, their recommendations were:

Novice Class• One of the two Novice class group exer-cises would be eliminated and replacedwith a new individual exercise thatdemonstrates the dog’s ability to stay. The“Sit Stay – Get Your Leash” exercise willdemonstrate how steady a dog is in a stayposition, with the handler at a distance. This exercise should further show thejudge that the dog is under the handler’scontrol prior to the team returning to thering for a group exercise with other dogsin the ring.

• The remaining “Group Exercise – Sit &Down Stay” will be a two-part stay exerciseperformed on-leash, with the handlerholding the leash for safety. Handlers willstand six feet away from the dog and thedog will perform a sit and a down stay. The spacing between dogs has also beenincreased for safety. If a dog fails the firstpart of the exercise, they would be re-leased from the second part of the exer-cise.

SECRETARY’S PAGESOpen Class

• Both of the Open class out-of-sight groupexercises will be eliminated and be re-placed with individual exercises that test adog’s ability to stay while the handler is ata distance from the dog.

• The “Command Discrimination” exerciseis a three-part stay exercise that willdemonstrate the handler’s control of thedog from varying distances, as they com-mand the dog to change positions threetimes (Stand, Down, Sit). The dog mustremain in the place that it was left for allthree changes of position.

• The “Stay – Get Your Leash” exercise is atwo-part sit and down stay exercise thatwill demonstrate the handler’s control ofthe dog as they leave the dog in a stay andgo a minimum of 30 feet away from thedog, before the judge orders them to re-turn to the dog after one minute. For thesecond half of the exercise the judge willorder the handler to command the dogto change position, then leave the dog togo get the leash; walking at least 30 feet toa place designated by the judge outside ofthe ring gate entrance. Once the handlerreaches the location and picks up theirleash, they must wait at the ring entrancefor the judge’s order for them to returnto the dog. The dog must not move from

the position or the place where it was left.

Stays are in integral part of obedience.Referencing only the current regular classesof Novice and Open, dogs are required tostay in a certain position until commandedotherwise as follows:

The 2017 Task Force recommendations willrequire a dog to stay in a certain positionuntil commanded otherwise an increasednumber of times; further establishing that adog is under the control of its handler. (See table below.)

The stay exercises will also be equallyamended in the Preferred Novice,Preferred Open, Graduate Novice, andTeam classes.

This recommendation was discussed at theSeptember 2017 Companion Events

The FDC program waslaunched on October 1, 2016. The Farm DogCertified test provides for a series of twelveexercises that represent situations a farm dogwould encounter in a typical farm environ-ment. A video displaying the 12 exercises ofthe new program was shown to the Board. It isavailable on the AKC’s website and AKC’sYouTube page:https://www.youtube.com/watch?v=h08Hv0SDahw

• Shortly after launch, the PerformanceEvents Department started to receive in-quiries from knowledgeable livestock pro-fessionals that they would like to judgethe FDC test even though they were notherding judges. Responding to these in-quiries, a FDC judge program was cre-ated. To-date, over 300 FDC judges havebeen approved.

• By year end it is anticipated there will be150 FDC events with 3,000 entries and650 titles awarded.

• The program has succeeded in attractingnew dog owners to the AKC and is indi-cated by the fact that the FDC is the onlytitle that 26% of these dogs have earned.

AKC’s First Scent Work Trials ReportOn September 14–17, 2017, the first AKCScent Work trials were held. Four judges were utilized; allwith extensive experience with other NoseWork organizations. They were absolutelydelightful and quite helpful to the less experi-enced exhibitors. There was a limit of 250

entries per day for a total of 1,000 entries. Theexhibitors ranged from new-to-the-sport dogowners to owners that had extensive experi-ence in the other Nose Work organizations.Owners from 20 states plus Canada partici-pated. The dogs ranged from Toy Fox Terriersto Mastiffs.

SECRETARY’S PAGESOperation Support, Alan Slay, Director EventPrograms, and Bri Tesarz, Manager Dog ShowRules, participated in this portion of the meet-ing via videoconference. Realignment of Point Schedule DivisionsThe Board reviewed a Staff recommendationto realign the state composition of theConformation point schedule divisions. Thelast realignment of states and divisions for theConformation points schedule was for theschedule that became effective on May 16,2012. Prior to that, division realignment wasdone for the point schedules effective in Mayof 2002, 2004 and 2009.

These guidelines were used in the realign-ment:

• Geography is a major factor in definingthe states in a division. Other than thesingle-state divisions, a state should have ashared border with at least one other statein the division.

• As has always been the case, only all-breedshows are evaluated when aligning thestates within a division. The all-breedshows in the 2016 calendar year wereused for analysis.

• The average size of a show within a divi-sion should be as consistent as possible. This can be measured by calculating thestandard deviation of show sizes withineach division. Reducing the standard de-viation was a consideration when formu-lating the divisions.

Based on extensive analysis, the followingchanges are recommended to the composi-tion of the Conformation points scheduledivisions:1. Move Tennessee to Division 14.2. Modify Division 6 to consist of two states,Arizona and Colorado.

3. Move Iowa and Missouri to Division 15.4. Move Kansas to Division 7.5. Move Nebraska to Division 13.6. Move Michigan to Division 5.

The total variance between the average showsize by state compared to the division averagewill be reduced by 9%, confirming the recom-mendation is an improvement compared tothe current alignment.

This will be discussed further at the NovemberBoard meeting.

Reinstatement of a Dog Disqualified for AttackingThe Board reviewed a proposal submitted bythe Delegate Dog Show Rules subcommittee. They questioned if the submission had beenapproved by the full Committee in a formalvote. Staff was instructed to write to theCommittee to see if this new submission wasformally approved by the full Dog Show RulesCommittee, subsequent to the September2017 Delegate Meeting. The proposednew wording is: Same Day Specialty ShowsTwo independent specialty shows of the samebreed of no more than one hundred entriesper ring per judge each, inclusive of sweep-stakes, special attractions or matches, may bepermitted the same location on the same day.

If approved, this change would become effec-tive January 1, 2018. This will be discussed fur-ther at the November Board meeting. Junior Showmanship Regulations, Section 7. Eligi-bility of a DogThe Board reviewed a recommendation toallow all FSS breeds to be shown in JuniorShowmanship provided the dog has an AKCFSS number. Staff has received multipleinquiries from the breeders of the AKCFoundation Service breeds regarding theirchildren competing in Conformation JuniorShowmanship. This is a change to theConformation Junior ShowmanshipRegulations and may be made with theapproval of the Board. If approved, thischange would become effective January 1,2018. This will be discussed further at theNovember Board meeting.Trophies in Honor ofThe Board reviewed a memo recommending amodification to policy that would allow tro-phies to be donated in honor of living dogsand living people.

The current Board policy states:IV. Ribbons/Prizes

B. In honor of1) Trophies may only be offered in mem-ory of deceased dogs.2) Trophies may be offered in memory ofdeceased persons or in honor of a personwho is no longer an active breeder or ex-hibitor.

This policy has been in place for more than 45years. The idea was that an actively competingdog or exhibitor should not be honored with atrophy, as it could possibly give them a com-petitive advantage and they could even com-pete for the trophy named in their honor. The recommendation is to modify the policyto allow trophies to be donated in honor orliving dogs or people. IV. Ribbons/Prizes

B. In honor of1) Trophies may only be offered in mem-ory of deceased dogs or people.2) Trophies may be offered in memory ofdeceased persons or in honor of a livingperson or dog.

This recommendation is a change to BoardPolicy and may be made by a vote of theBoard. If approved, this change would becomeeffective immediately. This will be discussedfurther at the November Board meeting. Monitoring All-Breed Events Offering the NOHSThe staff provided on update on the number

CLUBSDoug Ljungren, Vice President of Sports &Events and Lisa Cecin, Director of ClubRelations was present for this portion of themeeting and Glenn Lycan, Director EventOperations Programs, participated via videoconference. Reducing Sanctioned Match Program for LocalSpecialty ClubsThe Sports and Events staff is recommendinga change to policy, which would reduce thenumber of sanctioned matches specialty clubswould be required to hold before being con-sidered for approval to hold a licensed show.Current policy requires local specialty clubs tohold two Plan B matches at least six months

apart, then submit a presentation for advance-ment to the Plan A level, then hold two Plan Amatches at least six months apart, then submitanother presentation prior to obtaininglicensed status. The recommendation is toreduce the sanctioning process to one Plan Bmatch, one Plan A match, then a presentationprior to obtaining licensed status. The recom-mendation in essence cuts the sanctioningprocess by 50%. This will be discussed furtherat the November Board meeting.Delegates

All elements cannot be restrictedto a single arena and must include a combina-tion of arena, pen, and pasture/field work. While the obstacle types are constant, theactual course will vary from facility to facility asdesigned by the course director. The courseshould provide for access and clear viewing forthe judge at all times.

Sheep are used on Course D. Type of stockavailable for each class must be stated in thePremium List. Each run will be allotted a minimum of 10head of stock for every scored section, withlarger numbers preferred (Fewer than 10heads may be involved in a component within

Course D represents a unique combinationand order of obstacles tailored to each hostfacility. The course(s) for each event and classwill not be available until one hour before thestart of the event, and at such time will beposted by the Event Secretary. Each course isdesigned by the Trial Committee’s CourseDirector. However the Judge shall have finalauthority over course design, provided anymodifications are applied 90 minutes prior tothe start of the first Course D class to allow suf-ficient time for the posting of the course lay-out. Alternatively, the Course Director maycommunicate with the judge prior to the eventto coordinate for optimal course design.

The type of obstacles to be used for theCourse D must be included in the PremiumList.

All stock must be accustomed to being workedby dogs on the designated course and be con-ditioned prior to the trial. No electric stock prods will be permitted to beused on the trial stock before or during thetrial on the day of the trial.

The club must ensure that facilities are pro-vided for the separation of fresh andexhausted stock. Stock will be sorted by gaterun or into groups primarily on the basis of

uniformity, and used in the prescribed groupsthroughout the trial; these groups will be runin a pre-determined order, except that groupsmay be deleted from the run order or individ-ual animals may be substituted within groupswhere a group member is found to beunsound or otherwise unfit for use.

Selection of particular stock for a particularcompetitor will constitute misconduct and willbe grounds for a formal complaint.

Priority must always be given to care of live-stock.Trial schedules should be adjusted to provideadequate breaks for livestock as necessary.

The trial hosting club is responsible for ensur-ing an adequate number of livestock has beenhired for the number of runs at their trial.Regardless of the type of stock used, clubsmust arrange to have additional stock inreserve.

At the discretion of the Course Director, oneor more dogs may be used to facilitate stockhandling, provided that they do not interferewith livestock behavior during judging. A dogcompeting in that weekend’s trial events maynot be used for stock handling until after ithas completed its final run for the day.

Section 2. Course Director. The trial-host club must appoint a Course

SECRETARY’S PAGESDirector, whose duties are to design and con-struct or supervise the construction of thecourse or courses; to assist and advise in allmatters pertaining to the courses and the run-ning of same; and to supervise the care of thetrial stock during the running of the trial. TheCourse Director or stewards will be responsi-ble for keeping all competing dogs that arenot on course or in the ready position fromdisturbing livestock, contestants, spectators ordogs that are on course and being judged. TheTrial Committee andthe Course Director will be responsible forensuring that all non-competing dogs exceptstock handler’s dogs are barred from theimmediate run area. The Course Director mayappoint one or more Course Stewards to assisthim/her.Course D will not be confined to an arena, butshould encompass a group of locationsdepending on the specific course design. There must be a perimeter fence or other nat-ural barrier containing the trial area, but thisneed not coincide with the course boundaries. The minimum size of the course must be noless than 2 1/2 acres or 108,000 sq. ft.

Section 3. Pens & Obstacles. The take pen must be a minimum 12 feet by12 feet. The exhaust pen may be the same penas the take pen. If the exhaust is a separatepen, it must be large enough to accommodatethe number of stock being used. The take andexhaust pens must have a gate that latches and

swings easily.

Gate widths must be sufficient to accommo-date stock movement without undue risk ofstock contact with the gate or gateposts.

For Course D trials the freestanding pen willhave a 6 foot rope firmly affixed to the gateand hung loosely on the pen to keep the gateclosed.

Fence line obstacles in all levels must consistof a section of fencing, a fence panel, or anobject such as a barrel placed so that the stockmust go:

(a) Through an opening in the obstacle; or(b) Between the obstacle and the arena fence.Theopening for stock to negotiate in all fence lineobstacles or between the fence line obstacleandthe arena wall must be 8 ft.

Freestanding obstacles: The opening for stockto negotiate in all freestanding chutes must be14 ft. to 16 ft. wide.

Trailers, chutes, footbaths, bridges and stallsetc. must be of sufficient size to safely accom-modate the stock, dog and handler asrequired. If other obstaclesare used, i.e., trees, bushes, boulders, tractors, hay wagons, round bales of straw etc., suffi-

SECRETARY’S PAGEScient space should be available for safe passageof the stock, dog and handler as required.

All obstacles shall be a minimum height of 3ft.

Section 4. Course Design & Safety. The course design for each level shall bedecided upon by the Course Director, approved by the judge, and posted one hourbefore the start of the trial.

Before the trial, the Course Director and hisstewards will ensure that the trial grounds arecleared of all litter and dangerous objects suchas broken glass, loose wire, etc. and they shallinspect all obstacles and fences to be used inthe trial to ensure that they are sturdy and safewith no nail projecting, broken boards, etc.,that might cause injury to livestock, dogs, orcompetitors.

Where natural hazards (e.g. thorned vegeta-tion, wasps) on the site are known to exist andbe consequential, the nature of these knownhazards should be disclosed to competitorsbefore the trial begins.

Livestock guardian dogs should be secured, preferably out of visual range while visitingdogs are on the trial site.

It is the responsibility of the Course Director, the judge, and the exhibitor to ensure the

safety of the course.

Stock Sheep/goats used in AKC Course D trials mustbe lambs, wethers or ewes, and in the case ofwool sheep over 1 year of age, must have beenshorn within the past year.

People attending to sheep should know howto properly handle them under the jaw or bythe flank, and how to hold them under the jawfor restraint or controlled movement.

The proper use of a crook, by a competentoperator, is also an acceptable catchingmethod. Sheep should never be caught bygrabbing their fleece.

Sheep must never be lifted by the head, ears, horns, tail or fleece.

Section 5. Trial Levels. The levels at a Course D trial shall be Started,Intermediate and Advanced. An owner mayenter a dog in any trial level he or she deemsappropriate; however, once that dog hasacquired a qualifying score in such level at alicensed or member trial, it shall be ineligibleto be entered in any lower level.

A Course D trial need not include all levels, but in order to hold an Intermediate level thetrial must include the Started level. If anAdvanced level is offered, Intermediate and

SECRETARY’S PAGESStarted levels must also be offered at licensedand member club trials. A dog will remain eli-gible to compete in levels for both Course DStarted and Course D Intermediate for 60 dayswhen according to the owner’s records thedog has completed the requirements to beawarded an AKC Excellent title at that triallevel. Dogs that have achieved any title ofCourse D advanced (HXD) are eligible tocompete in Course D advanced (HXD) classfor an indefinite period of time.

Section 6. Qualifying Scores.A qualifying score shall be 60 or more points(per Chapter IV, Section 2) with no incom-plete sections in all classes.

A qualifying score must never be awardedunless the run is completed "on course". For arun to be "on course", all stock must leave thetake pen, and each required element of thecourse must be completed before the nextrequired element may be considered. Thisincludes entire distance of the HI & HX drive.

If a handler attempts a course element out ofthe correct sequence, the judge may notify thehandler that the run is off course. However, such notification must be done in a consistentmanner for all handlers.

In the case of obstacles, completion of the ele-ment requires that at ALL stock pass com-pletely through or in the obstacle in the

required direction.

A hold must be attempted before the re-penand the score will reflect the quality of thehold or attempt. The dog need not bebetween the handler and the stock, as long asstock are viewed as being held off the pen soas to prevent crowding at the exhaust pen gateas it is being opened.

Completion of a run “on course” requires pen-ning of all stock before the handler closes theexhaust pen gate and completing the sortingof all stock as specified for that course.

Section 7. Course D General Requirements. For a D Course Trial, each required elementwill occur in its own scored section of thecourse subject to possible modification by thejudge. Scoring is for the actual element, whichis marked approximately 20 feet before theelement and ending as the stock exit. Theremainder of the scoring i9s under the StockControl section of the score sheet.

The Judge and/or Course Director will deter-mine the time allotted for the course. Before atrial, the course should be tested with livestocksimilar to the trial stock, and the test shouldbe timed. This testing and timing should bedone sufficiently early to enable any appropri-ate changes in the course before the coursedesign is posted. All elements must haveincreasing degrees of difficulty for each level.

Inthe latter case, an obstacle designated as a“bridge” is distinguished from a chute in thatthe bridge has a floor and should be no lessthan 6 feet in length and no more than 12 feetin width. Actual bridges may have any surface

and may be narrower than 8 feet but no lessthan 4 feet in width. Maximum points will beawarded for calmly and efficiently moving allthe stock over the bridge on the first attempt.Degree of difficulty between levels may bedetermined by one of two methods: Started - 2wings; Intermediate – 1 wing; Advanced - nowings or handler positioning restrictions foreach level.

c)Gate work - Gate work should encompassadding or removing stock from one group toanother from adjoining areas. At the Startedlevel, any stock may be sorted, while at theIntermediate and Advanced levels specificstock (marked stock) should be sorted.Maximum points will be awarded for sortingthe correct stock in a calm and efficient man-ner. • Started handlers may enter trailer whileloading. Intermediate handlers may standin opening of trailer. Advanced handlersmust remain outside during loading.

h)Alleyways – 2 panels of sufficient length areset approximately 15 – 25 feet parallel fromthe perimeter Fence line, with a distance ofapproximately 10 to 16 feet apart, to simulatean alleyway with an open gate on one side.Started handlers may walk through the alley-way with the gate closed. Intermediate han-dlers may not walk through, and dogs need toget the sheep through the alleyway not allow-ing the stock to go through the ‘open’ gate.Advanced handlers may not walk through, butmust turn the stock to go through the sidegate. Alternatively, a Maltese could be usedusing similar criteria to differentiate levels.

i)Shed/hold – Started handlers will hold thestock in a designated area that must be awayfrom any fence line. Intermediate handlerswill follow all of the same shedding criteria asAdvanced, except that they may use a fenceline. Advanced handlers must remain in thedesignated shedding ring. The stock must besplit into two groups by the combined effortsof the dog and handler. When the handlercalls the dog in to take control, the dog must

A 6foot (6’) rope must be firmly affixed to thegate and hung loosely on the pen to keep thegate closed. When ready to pen the stock, thehandler must open the gate, and after all thestock are penned, the handler must close thegate. However, after penning, the handlerand/or the dog may enter the pen to exhaustthe stock. Upon completion of penning, therope will be loosely hung over the pen.Maximum points will be awarded for penningand exhausting the stock efficiently. Degree ofdifficulty between levels may be determined bythe following:

• Intermediate handlers do not have tohold onto the rope and may not enter thepen.

• Advanced handlers must hold onto the

rope and may not enter the pen.

(l) Stock Setting - Dog will set stock for anun entered dog. Dog will take stock to adesignated area and allow an un-entereddog to pick them up. Maximum pointswill be awarded for the dog who allowspick up the stock with minimal com-mands. Degree of difficulty may be deter-mined by the size of the area that thestock is set out in or by competitor dogbeing on lead for Started, dragging leadfor Intermediate or off-lead for Ad-vanced.
