Action was taken by the Longshore SouthportKennel Club for conduct at its October 13,2019 event. Mr. Becker was charged with fail-ure to control a dog at an event. The StaffEvent Committee reviewed the EventCommittee’s report and set the penalty as a45-day event suspension and $200 fine.(Border Collie)

NOTICE Mr. Scott Brown (Elyria, OH) Action was

taken by the Lorrain County Kennel Club forconduct at its October 27, 2019 event. Mr.Brown was charged with inappropriate,abusive, or foul language. The Staff EventCommittee reviewed the Event Committee’sreport and set the penalty at a reprimand anda $100 fine.

NOTICEOn January 15, 2020, a Trial Board of the

American Kennel Club heard charges againstMr. Carlos Carrizo (Alta Loma, CA). TheTrial Board sustained charges of impairing aclub’s ability to retain a site and disregard ofpublished club regulations. The penalty was

set at a three-month event suspension and a$500 fine. (English Setter, Bernese MountainDog)

Entries, Conditions of Dogs AffectingEligibility

The AKC Board has endorsed the followingamendment to CHAPTER 11, Section 8-A, ofthe Rules Applying to Dog Shows, based on arequest by Staff to the AKC Board. This willbe voted on at the March 10, 2020 DelegatesMeeting. CHAPTER 11SECTION 8-A. The preceding portion of

this section is unchanged. Any dog, that in the opinion of the Event

Committee attacks a person or dog at an AKCevent and is believed by that EventCommittee to present a hazard to persons orother dogs, shall be disqualified by the EventCommittee pursuant to this section, a reportshall be filed with the Executive Secretary ofThe American Kennel Club. The disqualifieddog may not again compete at any AKC eventnor be on the grounds of an AKC event

unless and until, following application forreinstatement by the owner to the AmericanKennel Club, the owner receives official noti-fication in writing from the AKC that thedog’s eligibility has been reinstated.

PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 9, Section 2 – Superintendents

and Show Secretaries The AKC Board has endorsed the following

amendment to CHAPTER 9, Section 2, of theRules Applying to Dog Shows, based on arequest by Staff to the AKC Board. This willbe voted on at the March 10, 2020 DelegatesMeeting. CHAPTER 9SECTION 2. Any qualified person may

make application to The American KennelClub for approval to act as Show Secretary ofa dog show. There is no limit on the numberof Specialty Shows for which an individualmay be approved Show Secretary. An individ-ual shall be approved as Show Secretary forthe show or shows of only one group or oneall-breed club and any group or all-breedshow held on the same day and site of theclub in a calendar year. An individual musthold a license from The American KennelClub as Superintendent in order to beapproved as Superintendent for more thanone group or one all-breed club and eventsheld the same day and site with the club in acalendar year.

PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 14, Section 5 – Measuring,

Weighing and Color Determinations WhenFactors of Disqualification in Breed Standardsor Eligibility Under the Conditions of a Classor Division of a Class Cancellation of Awards

The AKC Board has endorsed the followingamendment to CHAPTER 14, Section 5, ofthe Rules Applying to Dog Shows, based on aproposal by the Delegate Dog Show RulesCommittee. This will be voted on at theMarch 10, 2020 Delegates Meeting. CHAPTER 14SECTION 5. Event Committees shall be

responsible for providing suitable equipmentmeeting all AKC requirements for determin-ing eligibility with respect to height andweight at every show. Event Committees maydelegate this responsibility toSuperintendents/Show Secretaries. All-breedshows shall be required to have at least onecomplete set of wickets (two sets for showswith entries of 1,000 or more) and at leastone digital scale with a platform of sufficientsize to safely accommodate all weighablebreeds. A certified and stamped weight is alsorequired. Specialty Shows and Group Showswhere measurable or weighable breeds areentered shall provide the appropriatewicket(s) and/or a digital scale with a plat-form of sufficient size to safely accommodateall breeds that might be measured orweighed at the event. A certified and stamped

weight is also required.

PROPOSED AMENDMENT TO THE BEAGLE FIELDTRIAL RULES AND STANDARD PROCEDURES FORBRACE, SMALL PACK AND SMALL PACK OPTIONFIELD TRIALS AND TWO-COUPLE PACK HUNTINGTESTSCHAPTER 6. Section 4 – Field Trial

The AKC Board has endorsed the followingamendment to CHAPTER 6, Section 4, of theBeagle Field Trial Rules and Standard Procedures,based on a recommendation by the BeagleAdvisory Committee and supported by theDelegate Field Trial and Hunting TestCommittee for all types of field trials. This willbe voted on at the March 10, 2020 DelegatesMeeting.

OFFICIAL STANDARD FOR THE CIRNECODELL’ETNA General Appearance: Medium sized huntingdog, elegant, slender build but strong andhardy. Long limbed, of light construction andsquare outline with a fine coat and erect earsalways alert. Honorable scars indicating aworking and hunting dog are never to bepenalized. The following description is thatof the ideal Cirneco dell'Etna. Any deviationfrom the below described dog must bepenalized to the extent of the deviation.Characteristics: A keen hunter. Head: Expression - Alert expression. Eyes -Relatively small, oval in shape, set somewhatobliquely. Amber or ochre blending withcoat. Pigmentation of the eyelid rimscorresponding to the color of the nose.Brown or yellow iris is a fault to be severelypenalized. Walleye, an eye with a whitish irisor a blue eye(s) is a disqualification. Ears - Setvery high and close together, erect and rigid,parallel or almost parallel when alert.Triangular shape with narrow tip. Lengthslightly less but no more than half the head.Totally hanging ears or bat ears are adisqualification. Skull - Width of skull lessthan one half the length of the head, inprofile almost flat. Lean and well chiseled.Stop - Slight stop. Muzzle - Length equal to,but not less than 80 percent of the length ofthe skull. Planes - Top of skull and forefaceparallel or slightly divergent. Nose - Bridge ofnose straight. Nose rather large, fleshcolored, blending with coat. Cheeks - Flatcheeks. Mouth - Lower jaw lightly developedwith receding chin. Overshot mouth or

undershot mouth is a disqualification. Lips -Thin, taut lips, just covering the teeth of thelower jaw. Bite - Regular and complete scissorbite, i.e. upper teeth closely overlappinglower teeth and set square to the jaws.

Neck, Topline and Body: Neck - Length thesame as the head. Strong, clean, well archedand muscular. Set well into shoulders. Topline- Straight topline sloping from witherstowards croup. Body - Chest - Reaches to, ornearly to, the elbow, without going beyond.Ribs - Slightly sprung, narrow but never flat.Underline & Tuck-up - Clean, gently rising,lean underline. excessive tuck-up is a severefault. Back - Upper profile straight withoutconspicuous muscles, the length isapproximately three times the length of theloin. Loin - Length of loin is approximatelyone fifth of the height at the withers and itswidth is nearly the same as its length. Short,slightly developed muscles but firm. Croup -Croup has flat profile, sloping steeplydownwards to root of tail. Tail - Low set, fairlythick at base, reaching to point of hock. Ofequal thickness for most of its length. Carriedhigh and curved when dog is in action; sabrefashion when in repose. Hair on tail is semi-long and close. Tail curled over the back is afault to be severely penalized.

Pasterns - Strong and slightlysloping. Dewclaws - May not be removed.

Hindquarters: Strong and muscular. Limbsparallel when viewed from behind.Angulation- Not excessively angulated. Inprofile a vertical line from rear point ofbuttock to ground close to or touching thetips of the toes. Angle between pelvis andupper thigh is about 115 degrees. Legs -Upper thigh - Broad, long, upper thigh withflat muscles. Stifle - Moderate bend of stifle.Second thigh - Slightly shorter than theupper thigh. Lean and distinct musculaturewith light bone structure. Groove at Achillestendon well marked. Hock joint - Angle atthe joint is about 135 degrees. Hocks - Wideouter surface, cylindrical shape and verticalposition. Length from sole of foot to point ofhock is just over a quarter of the height at thewithers. Dewclaws - Absent. Feet: Strong, wellknuckled, firm, slightly oval, turning neitherin nor out. Pads - Well padded, hard and ofthe same color as the nails. Nails - Brown orflesh colored. Black nails are adisqualification.

Coat: Short on head, ears and legs. Semi-long(about 1 inch) on body and tail, but sleekand close, ranging from fine to slightlycoarse. No feathering.

Color: Self-colored light to dark shades oftan, with a mixture of slightly lighter anddarker hairs, or tan with white blaze or markon head, chest and/or throat, white feet,point of tail, and/or belly. A white collar isless desired. Total depigmentation, self-colored brown or liver; brown patches orhairs; brindle coat: or any presence of black,whether patches, hairs, or pigmentationincluding of mucous membranes, are adisqualification.

Gait: Springy trot without excessiveextension. Viewed from behind, hind legstrack the forelegs. Tendency to throw feetsideways or hackney action undesirable.

Temperament: Strong, lively, independenttemperament. Gentle and affectionate.

OFFICIAL STANDARD FOR THE LAGOTTOROMAGNOLOGeneral Appearance: Small to medium-sizeddog, well-proportioned, powerfully built, ofrustic appearance, with a dense, curly coat ofwooly texture. The dog should give theimpression that he has the strength andendurance to work all day in difficult and chal-lenging terrain.

Size, Substance, Proportions: Size – Height atthe withers: Dogs 16½ to 19½ inches; Bitches15½ to 18½ inches. Disqualification - Dogunder 16½ or over 19½ inches; bitches under15½ or over 18½ inches. Substance - Males 28to 35 pounds. Females 24 to 31 pounds.Important Proportions – The Lagotto is a squaredog, measured from the prosternum to thepoint of ischium and from the highest point ofthe shoulder to the ground. The length of thehead is 40 percent of the height at the withers.The neck is slightly shorter than the length ofthe head. The length of the skull should beslightly more than half the length of the head.The legs are slightly more than half the heightof the dog at the shoulder.

Head: Viewed from above and from the side,the head is a broad blunted wedge. The length

of the skull, from stop to occiput, is the sameas the width at the widest point of the zygo-matic arch. The somewhat arched skull isslightly longer than half the length of the head(56 percent skull to 44 percent muzzle) withunpronounced occiput. Planes of the skull andmuzzle diverge slightly - extreme divergence,parallel planes or dish faced appearance areserious faults. Nasal bone is straight. The stopis moderate, with a distinct furrow betweenthe eyes. Frontal sinuses are well developed,giving good fill beneath the eye. Cheeks areflat. The wide robust underjaw defines theshape of the muzzle so that the lips form anupside-down semi-circle. The nose is largewith wide open and mobile nostrils and astrongly pronounced median groove. It pro-trudes very slightly from the front edge of thelips. The nose should be fully pigmented inshades from light to dark brown, varying withcoat color. Anything else is a serious fault.Lips are rather tight and not thick. Thestrong lower jaw determines the profile of themuzzle. The flews are tight fitting and dry.Pigment of the lips varies with coat color fromlight to dark brown. Well-developed teethmeet, ideally, in a scissor or level bite. A reversescissor bite is acceptable. Full dentition is pre-ferred. Disqualification - Overshot or under-shot bites (where the incisors do not touchthose of the opposing jaw). The eyes are setsomewhat frontal-obliquely, and fairly wellapart. They are large, rounded, fill the sockets,and very slightly protruding. The color of the

iris ranges from ochre to hazel to dark brown– no other colors are acceptable. Eyelids areclose fitting. Eye rim color will vary with coatcolor from light to dark brown. Eyelashes arevery well developed. The arch of the eyebrowis prominent. The ears are medium-sized inproportion to the head, triangular withrounded tips. The base of the ear is ratherwide and is set just above the zygomatic arch.When alert, the top of the ear rises to widenthe appearance of the skull, and the frontedge of the ear is close to the cheek. Whenpulled loosely forward, the ear should coverabout ¼ of the length of the muzzle. TheLagotto’s expression should be intelligent,friendly and attentive.

Neck, Body, Topline: The neck is strong mus-cular, thick, and oval in shape. It is lean, wellset off from the nape, and slightly arched. Thelength of neck is slightly less than the totallength of the head. Neck should blendsmoothly into shoulders. Muscles areextremely powerful. A correct neck is funda-mental to function. The Lagotto body issquare, compact and strong. The length of thedog, measured from the prosternum to thepoint of the ischium, should be the same asthe height at the top of the scapulae, whichare long and quite high-set, rising well abovethe level of the back. Chest is wide and well-developed, reaching down to the elbows, butnot below them. The ribcage is slightly nar-rowed in front, widening from the sixth rib

back, allowing elbows to move smoothly alongthe body. Ribs are well sprung (width ofribcage at the widest point is about 30 percentof the height of the dog). Underline isstraight, with a slight tuck-up at the flank. Thescapulae are set high, back straight, loinslightly arched, croup slightly sloping and tailfollows the line of the croup. A line drawnfrom the top of the shoulder to the hip will beslightly sloping. A dog high in the rear or lowin the withers is to be penalized. The Lagotto’sback is straight and very muscular. The loin isshort-coupled, very strong, and slightlyarched. Its width is equal to or slightly exceedsthe length, giving strength for digging. Croupis slightly sloped, quite long, broad, and mus-cular. It forms an angle of approximately 25 to30 degrees from the horizontal. Flat or steepcroups are to be severely penalized. The tail isset on following the line of the croup. At rest,it is carried scimitar-like, and no higher thanthe back. When excited, the tail is decidedlyraised, and carried in a loose arc above thelevel of the back. Tip of tail should not be car-ried further forward than the pelvis. The tailshould never be curled or carried straight up.The tail tapers from base to end, and shouldreach to just above the hock. Ringtails or tailscarried over the back are serious faults.

Forequarters: The shoulder blades are long(30 percent at the height of the withers), welllaid back (yet not too close at tips), muscular,and strong. They are closely attached to the

chest, but move freely. The angle formedbetween the shoulder blade and the upperarm should be approximately 115 degrees.The elbow will fall on a vertical line loweredfrom the back of the scapula to the ground.The upper arm is as long as the shoulderblade, of light bone structure, muscular, andtucked firmly against the brisket. Legs arestraight. The forearm is long, with strong,compact, oval bone. The carpus is fine, robustand mobile, and in complete alignment withthe forearm. Pasterns are also in perfect align-ment with forearm, and of slightly finer bone.They are moderate in length and slightly slop-ing. Forefeet are webbed, rounded, and com-pact, with well-arched, tight toes. Pads haveparticularly hard soles. Nails are curved andrange in color from white to extremely darkbrown.

Hindquarters: Angulation of the hindquarteris slightly less than the angle of the forequar-ter (approximately 110 degrees). Legs arepowerful and parallel when seen from therear. The upper thigh is slightly longer thanthe shoulder (35 percent of height at withers).It is quite broad, convex, and with well-definedmuscles. The second thigh is slightly longerthan the upper thigh, well boned and strong.The hindquarters must be perfectly parallel tothe spine. The angle of the stifle should bemore open than the angle at the hip, (approx-imately 130 degrees). The hock joint is well letdown, wide, clean and strong. Pasterns are

thin, cylindrical, and perpendicular to theground when the dog is standing freely. A ver-tical line from the point of buttocks to theground will fall slightly in front of the toes.Hind feet are slightly oval, compact, andwebbed. The toes of the back feet are notquite as arched as those of the forefeet; thus,the nails may be straighter.

Skin, Coat: The skin of the Lagotto is thin,firm and close-fitting all over the body, withoutwrinkles. Pigmentation of the skin and padsharmonizes with the color of the coat, rangingfrom dark pink to dark brown.Depigmentation anywhere on the body is aserious fault. Coat is extremely important inthis breed. Hair should be of wooly texture,semi-rough on the surface. Topcoat should bequite thick, and undercoat visible. The combi-nation of the two repel water. A correct coat isnever luxurious or shiny. The body is coveredwith tight ring-shaped curls, not frizz. Skulland cheeks are covered with thick hair, andthe looser curls of the head form abundanteyebrows, whiskers, and a rather bristly beard.The coat covering the tail is both curly andsomewhat bristly. The Lagotto must not becorded. Disqualification - smooth or straightcoat. The correct trim must always be unpre-tentious, and contribute to the natural, rusticlook typical of the breed. In a curled state thebody coat must be trimmed to no more than1½ inches in depth (not brushed/combedout), and it should be uniform with the silhou-

ette of the dog. Only on the head can the coatbe longer than 1½ inches, but should nevercover the eyes (should be penalized). Theedges of the ears should be trimmed to theleather; the surface of the ear flap shouldshow looser curls, but remain wavy. The areaaround the genitals and anus may be clippedshort. Hair must be of sufficient length thatcurls and texture can be assessed. Corded dogsor excessively groomed dogs (sculpted orblown out) should be so severely penalized asto be eliminated from competition.

Color: Lagotti can be off-white solid color,white with brown or orange patches, brownroan, orange roan, brown, orange, or sable (indifferent shades), with or without white. Somedogs have extremities darker than their bodycolor. Tan markings (in different shades)allowed. The colors have a tendency to fade,sometimes to such an extent that the brownareas can appear as silvery/gray roan. All theabove colors are equally desirable, includingthe faded or diluted colors. Disqualification -Black or gray coat or patches; black pigmenta-tion.

Gait/Movement: Lagotti should exhibit anenergetic, lively, balanced trot, with moderatereach and drive. Back should remain firm andstrong with no tendency to roll. At a trot, therear foot covers but does not pass the foot-print of the front foot. Movement from thefront is parallel at a walk or slow trot, never

wider than the dog’s shoulder, and tendstoward a center line as speed increases. Rearlegs are also parallel at a slow gait, convergingat increased speed, with hocks staying in astraight line between hip and foot. As the dogincreases speed, the neck moves slightly lowerand forward. The Lagotto should move withdistinction and nobility of bearing. He shouldnot be exhibited in an elongated trot – it isatypical and incorrect for the breed.

Behavior, Temperament: The Lagotto istractable, adaptable, keen, affectionate, andextremely attached to its owner. He is bothhighly intelligent and easily trained. He is anexcellent companion and a very good watch-dog. A natural gift for searching and a verygood nose have made the breed very efficientin finding truffles. The former huntinginstinct has been modified by genetic selectionto avoid distraction by game. This breedshould never be aggressive or overly shy.

Faults: Any departure from the foregoingpoints should be considered a fault and theseriousness with which the fault should beregarded should be in exact proportion to itsdegree and to the degree that it will affect thedog’s ability to perform its traditional work, aswell as the health and welfare of the dog.

OFFICIAL STANDARD FOR THE NORWEGIANBUHUND General Appearance: The Norwegian Buhundis a herding dog. It is a typical northern breed,a little under medium size and squarely built,with a tightly curled tail carried over the back.The head is wedge-shaped and not too heavy,with prick ears. As it is extremely intelligent bynature, consistent training is needed fromearly puppyhood. The Buhund has a lot ofenergy, strength and stamina. This self-appointed watchdog is also content lying atyour feet at the end of the day. Broken teeth,broken whiskers and honorable scars incurredin the line of herding/working duty areacceptable. The breed is to be shown in a nat-ural state. Any shaving or trimming of the coator shaving of whiskers, is to be severely penal-ized.

Size, Proportion, Substance: Size - Height atthe highest point of the shoulder blade indogs, 17 to 18½ inches; in bitches, 16 to 17½inches. Disqualifying faults - more than a ½

inch under, or 1 inch over the height at thehighest point of the shoulder blade. Weight -For dogs 31 to 40 pounds; for bitches, 26 to 35pounds. Proportion - Square in profile. Theheight, measured vertically from the groundto the highest point of the shoulder blade,equals the length, measured horizontally fromthe prosternum to the rear projection of theupper thigh. Substance - Substance and boneis in proportion to the overall dog.

Head: The size of the head should be in pro-portion to the body and not too heavy. Theskull is wedge-shaped, almost flat, and parallelwith the bridge of the nose. The muzzle isabout the same length as the skull, with a stopthat is well defined but not too pronounced.The nasal bridge is straight and well filled outunder the eyes. The lips should be black andtightly closed. The teeth should meet in a scis-sors bite, with complete dentition.Disqualifying fault - overshot or undershotmouth. Whiskers serve a function, purpose.Removal of facial whiskers is to be severelypenalized. Eyes - Oval shaped, color as dark aspossible, black eye rims. Ears - Medium sized,prick ears with pointed tips, carried stronglyerect yet very mobile. When relaxed or show-ing affection the ears go back, and the dogshould not be penalized for doing this duringthe judge's examination. Nose - Black.

Neck, Topline, Body: Neck - Of mediumlength, is well set on, with no loose skin on the

throat. Topline - The back is level; croup withas little slope as possible. Body - Chest deep,ribs well-sprung; tail set high, tightly curledand carried over the center line of the back.

Forequarters: Shoulders moderately sloping,elbows well set, turned neither in nor out; legssubstantial but not coarse in bone, legs seenfrom the front appear straight and parallel;pastern seen from the side moderately slop-ing; feet oval in shape with tightly closed toes,feet turned neither in nor out.

Hindquarters: Moderate angulation at stifleand hock, upper thigh powerful, well muscled;lower thigh well muscled, seen from behindlegs are straight and strong, feet same asabove. Dewclaws are optional. If present theymay be double or single.Coat: Outer coat is thick and hard, but rathersmooth lying. The under coat is soft anddense. The coat on the head and front of thelegs is comparatively short. The coat on theneck, chest and back of thighs is longer. Thecoat should not be trimmed except for thetrimming of feet. Shaving, sculpting, removalof outer coat, should be so severely penalizedas to eliminate from competition.

Color: Wheaten - Any shade from pale creamto bright orange, with or without dark tippedhairs; as little white as possible; black maskacceptable. Black - Preferably without toomuch bronzing; with as little white as possible.

Areas where white is permissible: a narrowwhite ring around the neck, a narrow blaze onthe face, a small patch of white hairs on thechest, white feet and tip of the tail.

Gait: The action is free and effortless. Thetopline remains level while moving. Soundmovement is essential for working ability.

Temperament: Self-confident, alert, lively, andvery affectionate with people.

Faults: The foregoing description is that of theideal Norwegian Buhund. Any deviation fromthe above described dog is to be penalized tothe extent of the deviation.

Legal Status ReportThe Board reviewed a status report on pend-ing litigation and other Legal activities forthe months of November and December2019.

FINANCEJoseph Baffuto, CFO, presented AKC’s unau-dited financial results for the eleven monthsended November 30, 2019. Total year to daterevenues of $71.4 million were $2.0 million or2.8% below budget, but $3.2 million or 4.8%greater than the 2018 comparative period.Dog Registrations YTD are 4% below Budget,but 1% higher than 2018. Litters processedare 3% under Budget levels, but 2% aboveprevious year’s activity. Total operating ex-penses of $66.7 million were $4.5 million or6% under budget as well as remaining $3.3million or 4.8% below last year’s eleven-month actual. Operating income for the yearto date through November 30, 2019 was $4.6million which was favorable compared to both2019 budgeted operating income of $2.2 mil-lion as well as the 2018 mark of ($1.9 mil-lion). Additionally, our operating investment

EXECUTIVE SECRETARYMari-Beth O’Neill, Vice President, Sport Serv-ices, and Sheila Goffe, Vice President, Gov-ernment Relations, participated in thisportion of the meeting via video conference.

2022 and 2023 Delegate MeetingsFor planning purposes, meeting dates shouldbe set as far in advance as possible. Per theAKC Bylaws, the December Delegate meetingdate must be set two years in advance. TheBoard reviewed the dates proposed for the2022 and 2023 Board meetings and Delegatesmeetings. Following a motion by Dr. Garvin,seconded by Mr. Carota, the Board VOTED(unanimously, absent Mr. Smyth) to approvethe proposed schedule for the 2022 and 2023Board meetings and Delegates meetings.

Canine Legislation Position Statement on ProperCare and Humane Treatment of DogsThe Board reviewed proposed amendmentsto the AKC’s Canine Legislation PositionStatement on Proper Care and HumaneTreatment of Dogs. In recent years, AKC Gov-ernment Relations has tracked an increasing

number of legislative proposals that allow anindividual to break into a vehicle if they be-lieve an unaccompanied animal inside is indistress. AKC appreciates the good intentionsof these “Good Samaritan” measures but istroubled that many are written so broadlythat they remove all liability for breaking intoa vehicle and removing a dog, without first re-quiring certain safeguards to protect the dogand its owner and their property – particu-larly if the dog was not in distress.

Following a motion by Mr. Powers, secondedby Mr. Sweetwood, the Board VOTED (unani-mously, absent Mr. Smyth) to the followingrevised position statement (changes under-lined):

Proper Care and Humane Treatment of Dogs. Dogowners bear a special responsibility to their caninecompanions to provide proper care and humanetreatment at all times. Proper care and humanetreatment include an adequate and nutritious diet,clean water, safe and clean living and travel condi-tions, regular veterinary care, kind and responsivehuman companionship, and training in appropri-ate behavior. The American Kennel Club® believesthat dogs should not be kept in circumstances ornumbers where these needs cannot be adequately ful-filled.

No dog should be left in a vehicle if its comfort,health, and safety is in question. Good Samaritanlegislation must provide a balanced approach that

protects both the health and safety of dogs and the in-terests of responsible dog owners.

Canine Legislation Position Statement onRehoming of Research DogsThe Board recommendations for a new caninelegislation position statement regarding leg-islative efforts to direct the rehoming of dogsused in research. Staff are concerned aboutthe introduction of a new class of legislativeproposals at the federal and state levels thatmandate that facilities that conduct animal re-search offer animal research subjects to exter-nal “rescue” organizations for adoption –without regard to the health of the animal, theappropriateness of placement, or the owner-ship rights of the research facility.Following a motion by Mr. Sweetwood, sec-onded by Mr. Powers, the Board VOTED(unanimously, absent Mr. Smyth) to approvethe following new canine legislation policyposition statement on the rehoming of re-search dogs:

Rehoming of Dogs Previously Used in Research. TheAmerican Kennel Club ® (AKC) recognizes that pro-tecting biomedical research practices is crucial to de-veloping new ways to identify, prevent, treat, oreradicate disease, and to improve human and ani-mal health. Where appropriate, retired healthy re-search and teaching animals should be rehomed,either through rehoming programs at the univer-sity/research facility, by groups with special expertisein rehoming research animals, or by qualified out-

side groups selected by the animals' owner.

Field Spaniel Proposed Breed Standard Revision The Board reviewed proposed revisions tothe Field Spaniel standard, specifically to adda disqualification for the sable color pattern,as submitted by the Field Spaniel Society ofAmerica, Inc. (FSSA). The current standardwas approved September 14, 1998.Following a motion by Dr. Garvin, secondedby Mrs. Wallin, the Board VOTED (unani-mously, absent Mr. Smyth) to permit theFSSA to proceed to ballot its membership onthe suggested standard changes in accor-dance with the club’s Constitution and By-laws.

Proposed Revision to Color are underlinedColor: Black, liver, golden liver or shadesthereof, in any intensity (dark or light); eitherself-colored or bi-colored. Bi-colored dogs mustbe roaned and/or ticked in white areas. Tanpoints are acceptable on the aforementionedcolors and are the same as any normally tanpointed breed. White is allowed on the throat,chest, and/or brisket, and may be clear, ticked,or roaned on a self-color dog. The sable pat-tern, a lighter undercoat with darker shadingas tipping or dark overlay, with or without amask present, is a disqualification.

Parent Club Designation for American EnglishCoonhoundThe National American English CoonhoundAssociation (NAECA) is requesting that theAKC Board designate the club as the ParentClub to represent the American EnglishCoonhound with the AKC. The NAECA hasbeen holding meetings since March of 2019and has established a membership of 70members, 15 of which were members of theformer parent club, the American EnglishCoonhound Association. The membershiphas extensive knowledge and background inCoonhound events and AKC Conformationevents.This will be discussed further at the Februarymeeting.

Fast CAT – Ribbons & Clarification ofCourse/EquipmentThe Board reviewed a recommendation for

eight changes to the Regulations for FastCAT. Two are new requirements – (1) hostclubs must award ribbons to each dog thatcompletes the 100-yard dash, and (2) clubsholding a Fast CAT event in conjunction withanother event are required to fence thecourse, including the run-out area. The othersix changes are clarifications to existing Reg-ulations pertaining to the course and equip-ment. All these changes are intended tobring greater consistency between events andaddress issues that have arisen in the field.

#1 – Clubs must award a ribbon to dogs thatsuccessfully complete the course. Cur-rently it is an option.

#2 – Start box – must be marked on theground.

#3 – Start box – provide enough space be-hind the start box for the dog’s body.

#4 – Timing – a person cannot time a dogwhich they or a member of their immedi-ate family/household own/co-own.

#5 – Return string – cannot be run in frontof the run-out area exit gate.

#6 – Course – course must be straight, in-cluding the start box and run-out area.

#7 – Retrieval devices – for clubs that use re-trieval devices to return the drag to thestart line, the devices must be located atleast 30 yards behind the finish line.

#8 – Fencing – clubs holding Fast CAT inconjunction with another event mustfence the course and run-out area. Cur-

rently this is suggested but not required.In addition, clubs are advised to providesufficient distance between events to min-imize interference and disruption.

Following a motion by Mr. Carota, secondedby Ms. Biddle, the Board VOTED (unani-mously, absent Mr. Smyth) to approve theeight (8) recommended changes to the Regu-lations for Fast CAT. These changes will be ef-fective February 1, 2020.

Regulations for Fast CAT (Changes underlined)Chapter 16. Section 8. Ribbons and AwardsA club holding a Fast CAT event must award aribbon to each dog that completes the 100-yard dash. The ribbon shall be at least twoinches wide and eight inches long and shallbear on its face a facsimile of the seal of TheAmerican Kennel Club, the words “FastCAT”, and thename of the test-giving club. Ribbons shall belight blue in color. Special ribbons or awardsmay be offered by the host club. If special rib-bons or awards are offered, they must beclearly explained in the premium.

Chapter 16. Section 10. Course/Equipment.Paragraph B. The Start: Dogs may start upto 10 feet behind the starting line. Clubsmust clearly mark the 10 feet start box onthe ground. A dog may be released fromanywhere within the start box, however, at aminimum, a dog’s front paws must be inside

the start box when it is released. Enoughspace must be provided behind the back ofthe start box to accommodate the dog’sbody to be aligned straight down thecourse.

Paragraph D: An individual may not oper-ate a timing device for any run in whichthey or a member of their immediate familyor household own or co-own the runningdog.

Paragraph E. Lure Equipment: Clubs mayuse either a drag or continuous loop system.If a continuous loop system is used, the “re-turn” string and lure must be set outside ofthe running course. The return string shallnot run in front of the catch area exit gateand shall be located to minimize interfer-ence with spectators. The lure operator andthe lure equipment shall be safely posi-tioned in a manner that does not interferewith the retrieval of the dog at the end ofthe course. Clubs may, but are not requiredto, list the name of the lure operator in theirpremium list. Clubs are required to beequipped with a backup lure machineshould one fail and become inoperable dur-ing the event.

Paragraph G. Course/Fencing: The coursemust be essentially flat and the center of thecourse must be straight from the back of thestarting box to the end of the run-out area.

The course can only be measured using atape measure and no type of measuringwheel. The course must be free of any poten-tial hazards. Pulleys are prohibited fromplacement inside the course. For clubs usingdrag lures, retrieval devices used to returnthe lure to the start line must be located atleast 30 yards from the finish line and mustbe on the side of the course.

Clubs holding Fast CAT events held in con-junction with another event must enclosethe entire course with a fence. The fencemust be of sufficient height and substance asto prevent dogs from accessing or escapingthe course. The fenced area shall includethe starting and run-out areas. Clubs hold-ing stand-alone Fast CAT events should con-sider fencing the course, however this is upto the decision of the club given he specificsof the setting. The premium must state if thecourse is enclosed with fencing.

Fast CAT is an energizing sport. Dogswatching Fast CAT may become excited. IfFast CAT is being held in conjunction withanother event, clubs must provide suffi-cient distance between events (includingthe parking areas). Sufficient distance isdefined as enough separation to minimizethe disruption of dogs that are present forthe other event.

Retriever Field Trials – Marking the Blind Retrievewith a Conspicuous ObjectThe Board reviewed a recommendation fromthe Retriever Field Trial Advisory Committeeto clarify that in Retriever Field Trials, the lo-cation of the bird in a blind retrieve shouldbe clearly marked with a conspicuous object.This clarification will bring greater consis-tency between trials. This will be discussed further at the Februarymeeting.

Dalmatians Request to Participate in HerdingThe Board reviewed a request from the Dal-matian Club of America to allow Dalmatiansto participate in AKC Herding events. Thiswill be discussed further at the Februarymeeting.

Lure Coursing – All Whippets Must Be MeasuredThe Board reviewed a recommendation fromthe American Whippet Club (AWC) to re-quire that Field Champion (FC) titled Whip-pets be measured at the time of roll call.

At the time of roll call an inspection commit-tee examines each entry for possible breedstandard disqualification(s). Current regula-tions require all Whippets except FieldChampion Whippets must be measured. Themeasuring of a Field Champion Whippet isonly required “on request”. The language “onrequest” is equated to mean in cases of acompetitor protesting a dog. this recommen-

dation which would require that all Whippetsbe measured at each AKC lure coursing trial.All Whippets would include both Field Cham-pions and non-Field Champions. The Herd-ing Earthdog Lure Coursing DelegateCommittee met in December and was unani-mously in favor of this recommendation. Following a motion by Mr. Sweetwood, sec-onded by Ms. McAteer, the Board VOTED(unanimously; absent Mr. Smyth) to considerthe matter at this meeting, waiving the nor-mal notice procedures.

Following a motion by Mr. Tatro, seconded byMr. Carota, the Board VOTED (unanimously;absent Mr. Smyth) to approve the recommen-dation from the American Whippet Club(AWC) to require that Field Champion (FC)titled Whippets be measured at the time of rollcall.

Revised regulation follows: Regulations for Lure Coursing Tests and TrialsChapter III, Section 7. Inspection and Meas-uring Committee.

5. The procedure for measuring Whippets isas follows:(Paragraphs (a) through (c) remain unchanged.)

(d) All Whippets will be measured only onceat the time of roll call at each and every FieldTrial.Whippet Field Champions which are meas-

ured out will be barred from running on thatday but shall retain the title.

Alaskan Malamute Obedience Jump HeightRequirementsThe Board reviewed a request from theAlaskan Malamute Club of America, that thejump height requirements in obedience belowered to three-quarters of the height of thebreed at the withers. Under the current regu-lations, Malamutes typically jump at 22” –24”. With the recommended change, they willjump at 16” – 18”. The club has submitted theappropriate AKC form to request an excep-tion to the standard jump height along withsupporting information. The request is con-sistent with similar breed adjustments alreadyapproved for obedience competition (seeChapter 4, Section 13 and Appendix A of theObedience Regulations).This will be discussed further at the Februarymeeting.

Pointing Breed Hunting Tests - ThreeRecommended ClarificationsThe Board reviewed a Staff recommendationfor three changes to be made to the Regula-tions for AKC Hunting Tests for PointingBreeds meant to clarify issues that have arisenin the field. Specifically, (1) better definewhat is meant by “no training on thegrounds”, (2) clarify that when two dogs areon point in close proximity to one another,the judges should take control of the situa-

tion by instructing one handler to hold upwhile the other dog completes its bird work,and (3) clarify how to handle the situationwhere a Junior level dog catches a bird andproceeds to mouth it excessively.This will be discussed further at the Februarymeeting.

Separate CAT/Fast CAT Regulations BookStaff advised the Board that it plans to sepa-rate the Regulations governing the CoursingAbility Test (CAT) and Fast CAT from theLure Coursing Regulations book. There wasno objection to this plan.

Junior Showmanship ScholarshipsThe Board approved $30,000 in additionalspending in the 2020 Budget for JuniorShowmanship scholarships. The $30,000will be divided equally between companion,performance and conformation event pro-gram. A new Companion Events Scholar-ship Program will receive $10,000, a newPerformance Events Scholarship Programwill receive $10,000 and $10,000 will beadded to the funds approved and allocatedfor the Scholarships that are offered asawards to the Finalists at the AKC NationalChampionship increasing the amounts of-fered.

Rewording and Reorganization of Chapter 14Sections 3, 4 and 6 and Chapter 15, Section 2 ofRules Applying to Dog ShowsAt the November 2019 Board meeting theBoard reviewed a request from the DelegateDog Show Rules Committee (DSRC) to re-word Chapter 14, Sections 3, 4 and 6 of RulesApplying to Dog Shows renaming as Sections 1,2 and 3 respectively; and in addition, a rec-ommendation to add new section to addressa judge’s authority on conditions of classother than color, to be inserted as Section 4.

The Board voted not to approve the rulechange as proposed and returned it to theDSRC with comments and suggestions. TheDSRC was provided a summary of the specificpoints the Board asked it to revisit in a No-vember 13, 2019 memo and it was discussedat their December meeting. The DSRC unani-mously approved the suggested changes.

The Board reviewed the proposed revisionsto Chapter 14 Sections 3, 4 and 6, and Chap-ter 15, Section 2 of Rules Applying to Dog Shows.In addition, staff recommended the Boardapprove the proposed insertion of a newChapter 14 Section 6-A to address a judge’sauthority on conditions of class other thancolor.

Following a motion by Mr. Powers, secondedby Mr. Sweetwood, the Board VOTED (unani-mously; absent Mr. Smyth) to approve therecommended rules changes.

CHAPTER 14, Section 6In those breeds where certain color(s), pat-tern or markings are specified in thebreed standard as disqualifications, or in anyclass or division of a class where certaincolor(s), pattern or markings are required,the judge shall determine if a dog is to be dis-qualified or declared to be ineligible for theclass provided that such determination hasnot been previously made during competi-tion at that show, excluding sweepstakes, fu-turities, and other special attractions.

If, in the opinion of the judge, the dog’scolor(s), pattern or markings require disqual-ification, the judge shall disqualify the dog,and mark and initial the judge's book "Dis-qualified – Color (or Pattern or Markings)”.If, in the opinion of the judge, the dog’scolor(s) pattern or markings do not meet therequirements of the class or division of a classin which the dog is competing, the judgeshall declare the dog ineligible to compete inthat class or division of class, and, s/he shallmark and initial the judge's book, "Ineligible– Color (or Pattern or Markings)”.

If, in the opinion of any competing exhibitorthen in the ring, the color(s), pattern ormarkings of a dog in the ring are disqualifica-tions under the breed standard or do notmeet the requirements of the class or divisionof a class, such exhibitor may, before everydog in the ring has been individually exam-

A dogthat has thus been disqualified by three dif-ferent judges may not again be shown.

If the judge finds that the color(s), pattern ormarkings of the dog do not meet the require-ments of the class or division specified by thebreed standard, s/he shall mark and initialthe judge's book, "Ineligible - Color (or Pat-tern or Markings)”.

Any dog thus declared ineligible for its classshall be considered entered incorrectly andcannot be transferred to any other class or di-vision at that show. In subsequent shows, thisdog may be entered in another class forwhich the dog meets the requirements ortransferred to an eligible Open Class perChapter 11, Section 6.

CHAPTER 14, Section 6-AIn those breeds where certain physical traits(ear carriage, coat length, etc.) are specifiedas a condition of a class or a division of a

class, the judge has the authority to make adetermination as to whether a dog meetsthose requirements. If the judge finds thatthe dog does not meet the requirements ofthe class, s/he shall mark and initial thejudge's book, "Excused, ineligible for class."

Any dog thus declared ineligible for a class ordivision of a class shall be considered to havebeen incorrectly entered and cannot betransferred to any other class or division atthat show. Insubsequent shows, this dog may be entered inor transferred to another class for which thedog meets the requirements or transferred toan eligible Open Class per Chapter 11, Sec-tion 6.

CHAPTER 15, Section 2Any person who is handling a competing dogin the ring in any conformation competitionmay verbally protest to the judge before everydog in the class has been individually exam-ined and individually gaited, alleging that adog being shown in the competition has acondition which makes it ineligible to com-pete under Chapter 11, Section 8, or Chapter11, Section 8-C, of these rules or a conditionrequiring disqualification under the standardfor the breed; except that a verbal protest al-leging that the height or weight or naturalcolor and markings of a dog requiring its dis-qualification under the breed standard or adetermination of its ineligibility under the

Rules Applying to Dog Shows Chapter 11, Section9 - Communicable DiseasesThe Board reviewed a recommendation fromthe Delegate Dog Show Rules Committee(DSRC) to modify Chapter 11, Section 9 ofthe Rules Applying to Dog Shows, which definesthe eligibility restrictions related to dogs withcommunicable diseases.This will be discussed further at the Februarymeeting.

NOHS Levels of AchievementIn September, the All-Breed Delegates Com-mittee discussed and supported the idea ofNOHS Levels of Achievement in order to pro-vide exhibitors with tangible goals and en-courage continued participation. This idea isconsistent with what the Sports & Events staffhas been considering. Staff shared their gen-eral ideas for the structure of the new pro-gram with the Board in November 2019 and itwas presented to the All-Breed DelegatesCommittee at their December 2019 meeting. The Board reviewed a Staff memorandumwhich presented a formal recommendationto implement NOHS Levels of Achievementto include Bronze, Silver, Gold and Platinumawards to exhibits obtaining a predeterminednumber of NOHS points based on the cur-rent NOHS point system. The primary owner

of a dog achieving these levels will receive anappropriately colored NOHS pin and will beemailed a Certificate of Achievement.Recognition Level Minimum Level of NOHS Points

Eligibility to Participate in the 4-6 Month BeginnerPuppy CompetitionThe Board reviewed a recommendation sub-mitted by the Delegate Dog Show Rules Com-mittee asking the Board to modify the 4-6Month Beginner Puppy Competition Regula-tions to allow minor children of professionalhandlers with amateur status to participate inthe Four-to-Six Month (Beginner Puppy)Competition. This idea was originally pro-posed by Board Member Patricia Cruz.This will be discussed further at the FebruaryBoard meeting.

Bred-By-Exhibitor Puppy ClassesThe Board reviewed a recommendation tocreate a Bred-By-Exhibitor Puppy (BBEP)class in conformation. This idea was origi-nally proposed in 2017 by Board Member Pa-tricia Cruz. Many exhibitors are motivated toearn the Bred-By-Exhibitor medallion. Cur-rently they are inhibited from showing in the

Puppy classes on the chance that they earnChampionship points, which would eliminatethem from earning the medallion. OfferingBBEP classes will be at the option of the hostclub. The recommendation is consistent withAKC’s focus on the importance of breedersand the Board’s decision to dedicate 2020 asthe “The Year of the Breeder”.This will be discussed further at the FebruaryBoard meeting.

Limited Number of Events PolicyStarting in January 2019, the Limited Num-ber of Events Policy was changed to provideflexibility across the country. The goal was toassist clubs that might want to hold a thirdshow and provideadditional opportunities for local exhibitorswithout negatively impacting other clubs inthe region.Given one year of experience under the newpolicy, the staff presented a memo to explorepossible additions to the policy that couldfurther assist clubs without negatively impact-ing other clubs in the area. The goal is tokeep the existing criteria plus add additionalprovisions to provide even greaterflexibility.This will be discussed further at the FebruaryBoard meeting.

Staff Review Process for Dogs Disqualified byEvent CommitteesThe Staff presented the procedures that will

be utilized should the change to Rules Apply-ing to Dog Shows, Chapter 11, Section 8-A beapproved by the Delegates at the March 2020meeting. Currently a dog can only be disqualified by anEvent Committee if there is an injury to a dogor person. There are cases where a dog at-tacks but there is no injury due to quick reac-tions or simply by luck. The recommendedchange is to allow the Event Committee to de-termine if a dog that attacks presents a hazardand, if so, it may disqualify a dog for aggres-sion without an injury.There has been some concern that the revisedrule could be misused. To mitigate these con-cerns, exhibitors need to be confident thatthe AKC has a solid review process in place toconfirm that the Event Committee actedproperly, and the facts of the matter supportthe conclusion of the Event Committee.

Event Committee Review ProcessThe Review must include written documenta-tion describing the incident along withsigned eyewitness statements. JUDGING OPERATIONSDoug Ljungren, Executive Vice President,Sports & Events, and Tim Thomas, Vice Presi-dent of Dog Show Judges participated in thisportion of the meeting.

Oregon Dog Judges In November 2019 the Board reviewed a re-quest submitted by the Oregon Dog Judgesasking that it be assigned Advanced JudgingInstitute designation for its annual seminarseries offered in-conjunction with the Janu-ary Rose City Classic Cluster in Portland, Ore-gon. Staff presented to the Board the recommen-dation of the Chairman’s Committee andJudging Operations on this issue. The Chair-man’s Committee and Judging Operationsdepartment recommend that the Board ap-prove the Oregon Dog Judge’s request to as-sign Advanced Judging Institute designationto its annual seminar series offered in-con-junction with the January Rose City ClassicCluster in Portland, Oregon; and that theAKC will consider requests from other semi-nar groups for Advanced Institute Designa-tion based on their compliance with the

expected conditions and its ability to consis-tently provide quality educational opportuni-ties and to maintain that level over time.Conditions that should be expected whenweighing applications for Advanced Institutedesignation would include but not be limitedto:

1. Seminars/workshops held in accordanceto AKC guidelines

2. Seminars utilizing parent club materialsand a presenter approved by the parentclub

3. Seminars preferably offering breeds in acomplete group or of an equivalentnumber to meet or exceed

4. Seminars held at facility conducive tolearning and of physical space to comfort-ably accommodate all attendees and ringarea sufficient in size to properly evaluatedogs for hands-on workshop portion in-cluding gaiting.

5. Seminars held in-conjunction withevents of size and magnitude that pro-vide a superior pool of dogs.

Following a motion by Mr. Powers, secondedby Mr. Sweetwood, the Board VOTED (Infavor: Biddle, Carota, Cruz, Davies, Garvin,Hamblin, McAteer, Powers, Sweetwood,Tatro, Wallin opposed: Mr. Feeney; absentMr. Smyth) to consider the matter at thismeeting, waiving the normal notice proce-dures. by Ms. Biddle, the Board VOTED (unani-mously; absent Mr. Smyth) to approve theOregon Dog Judge’s request to assign Ad-vanced Judging Institute designation to its an-nual seminar series offered in-conjunctionwith the January Rose City Classic Cluster inPortland, Oregon; and that the AKC will con-sider requests from other seminar groups forAdvanced Institute Designation based ontheir compliance with the expected condi-tions and its ability to consistently providequality educational opportunities and tomaintain that level over time.

Mandatory Ramp Examination - Cirneco dell'EtnaThe Board reviewed a request from theCirneco dell'Etna Club of America that theBoard of Directors mandate the use of aramp for all examinations of the breed in-cluding during group and Best in Show judg-ing. Currently, Cirneco dell'Etnas may bejudged either on the ground or the ramp atthe discretion of the judge. This will be discussed further at the Februarymeeting.

JUDGING OPERATIONS - ContinuedDoug Ljungren, Executive Vice President,Sports & Events, and Tim Thomas, Vice Presi-dent of Dog Show Judges participated in thisportion of the meeting.

Belgian BreedsPer internal judging policy, the three currentBelgian breeds (Malinois, Sheepdogs andTervurens) are granted together for all first-time judging applications who meet AKC’s re-quirements to apply for any one of thebreeds. This exception is predicated uponthe agreement of all affected parent clubsand the close relationship of the individualbreeds. The Staff provided the Board with amemorandum to advise the Board of JudgingOperations intent to include the BelgianLaekenois in this special provision. Further,current judges who were approved for Bel-gian Malinois, Belgian Sheepdogs and Bel-gian Tervurens on their first application butnot yet approved for the complete Herdinggroup will be provided the opportunity tohave Belgian Laekenois added to the list ofeligible breeds to judge by passing the breedexam and submission of the $35 fee by June30, 2020. Once the breed enters the groupon July 1, 2020 all current judges would berequired to apply for the breed under the tra-ditional additional breed application process.

Conformation Judging StatisticsJudging Operations provided the Board sta-tistics related to conformation judging appli-cations considered by the Department in thepreceding three months; as well as are the2019 year-end summary statistics for NewBreed and Additional Breed applicants.

Sport DemographicsDoug Ljungren, Executive Vice President,Sports & Events, and Tim Thomas, Vice Presi-dent of Dog Show Judges participated in thisportion of the meeting. Mari-Beth O’Neill,Vice President, Sport Services; Glenn Lycan,Director, Event Operations Support; AlanSlay, Director, Event Programs; and HeidiSpaeth, Manager, Dog Show Rules & Pro-grams, participated in this portion of themeeting via video conference.

The Marketing department in conjunction withSports & Events administered a survey to AKCsport participants to assess and update informa-tion regarding demographics of the sports.

The results of this survey indicate that AKCsports are diverse, with each sport having itsown demographics and culture. However, in abroader sense, participants in AKC sports donot reflect the diversity of the US population.The survey indicates that AKC’s newsports/activities are attractive to new seg-

ments of the dog-owning public. However,there are opportunities to further expandAKC’s reach by developing activities that ap-peal to dog owners that are currently not en-gaged. Sports & Events should continue todevelop AKC activities that fit the interests, re-sources and life styles of this underserved seg-ment of the dog-owning public.

The Sports & Events staff believes under-standing the demographics across AKC’s widevariety of sports is important to successfullymanaging and growing these sports.

It also encourages all pro-gram participants to ensure that thepuppies they breed are individually regis-tered, as all breeders promised whenthey sign up to be a Breeder of Merit.

• Parent Club Statistics and Data Support:This on-going effort to supply ParentClubs with informative data, includingad hoc special requests, will continue in2020.

• Parent Club Reproduction Semen BankToolkit: Staff is working with Dr. Gregoryand Dr. Greer to document the require-ments and best practices to establish aParent Club Reproduction Semen Banksimilar to the Otterhound Club of Amer-ica’s bank.

• Best Bred-by Exhibitor Free Litter Regis-tration: This is a program for breederswhere AKC will award a Best Bred-by Ex-hibitor Free Litter Registration Award toevery Best BBE at All-Breed, Group andParent Club shows. In order to partici-pate, a club must apply, and every win-ner has 12 months to redeem thecertificate.

• Breeder Development: Breeder FieldReps will continue to work with breedersto encourage health testing and eventparticipation.

• Online Breeder Education: The Regis-tration Department is working with theAKC Education Department to updateAKC Online Education Courses availablefor free in AKC Canine College.

• AKC Bred with H.E.A.R.T. MarketingCampaign: AKC Marketing staff is work-ing with the Registration Department toimprove awareness and participation inthis important program.

• New Breeder Toolkit: This initiative willupdate our Online Record Keeping sys-tem, creating a more useful and easilyused tool for AKC breeders.

• Online Foreign Registration: This initia-tive will allow dog owners to electroni-cally submit all the documents andpictures required for AKC Foreign Regis-tration, improving the speed and accu-racy of foreign applications. Currentlyall applications and documents must bephysically mailed to AKC.
