Proposed Amendment to Charter andBylaws of The American Kennel ClubARTICLE VII – SECTION 1 – Term Limits

The AKC Board has endorsed the fol-lowing amendment which was proposedby the Clarksville Kennel Club toARTICLE VII, SECTION 1, of theCharter and Bylaws of The AmericanKennel Club, to be voted on at theDecember 11, 2015 Delegates Meeting.

ARTICLE VII

SECTION 1. No person shall be eligibleto serve more than two consecutiveterms on the Board. A Board memberwho has served more than half a term onthe Board is considered to have served afull term. This section does not precludere-election of any delegate to the Boardof Directors after a one year (or greater)hiatus from Directorship.

Proposed Amendment to Rules Applyingto Dog ShowsCHAPTER 4, SECTION 2 – Approval ofJudges’ Panel and Premium Lists

Based upon a Staff recommendation, theAKC Board has proposed the followingamendment to CHAPTER 4, SEC-TION 2, of the Rules Applying to DogShows, to be voted on at the December11, 2015 Delegates Meeting.

CHAPTER 4

SECTION 2. Premium lists and entryforms must be published and available toprospective exhibitors at least FIVEWEEKS prior to the closing date forentries of the show. Two copies of the pre-mium list must be sent to The AmericanKennel Club at time of distribution.

Proposed Amendment to Rules Applyingto Dog ShowsCHAPTER 7, SECTION 12 – Judges

Based upon a Staff recommendation, theAKC Board has proposed the followingamendment to CHAPTER 7, SEC-TION 12, of the Rules Applying to DogShows, to be voted on at the December11, 2015 Delegates Meeting.

CHAPTER 7

SECTION 12. Any club or associationthat holds a dog show must prepare, afterthe entries have closed and not before, ajudging program showing the timescheduled for the judging of each breedand each variety for which entries havebeen accepted. If a substitute or addi-tional judge has been approved Chapter7, Section 8 or Chapter 7, Section 13, asappropriate, will be quoted listing thechanges. The judging program shall indi-cate the number of dogs entered andstate the time for the start of group judg-ing, if any. The program shall be based onthe judging of about 25 dogs per hour byeach judge. Each judge’s breed and vari-ety assignments shall be divided intoperiods of about one hour, except inthose cases where the entry in a breed orvariety exceeds 30. The total number ofdogs assigned each judge will be indi-cated. Forty-five minutes to one hourmust be allowed for rest or meals if ajudge’s assignment exceeds five hours. Acopy of the program and identificationslip for each dog entered shall be mailed,published or made available to the ownerno later than one week before the dateof the event. Two copies of the programshall be mailed to the Show PlansDepartment at the same time they arepublished or made available to exhibitors. Printed documents may be utilized at theexhibitor’s request. The judging program shall be publishedin the catalog. No judging shall occur atany show prior to the time specified inthe judging program.

Based upon a Staff recommendation, theAKC Board has proposed the followingamendment to CHAPTER 12, SEC-TIONS 1, 3, 4. and 6, of the RulesApplying to Dog Shows, to be voted onat the December 11, 2015 DelegatesMeeting.

CHAPTER 12

SECTION 1. Every Show Committeeshall provide a published catalog whichshall contain:• Exact location of the show

• Date/dates on which the show willbe held • Show hours (opening and closing) • List of all officers and members ofthe Event Committee • Names and complete addresses of alljudges • Name and address of Superintendentand/or Show Secretary • Name of the Veterinarian orVeterinary Clinic, and whether theveterinarian will be in attendance oron call • Names and addresses of all exhibitors • Information on all entered dogs asdescribed in Chapter 12, Section 4 • Information on all entered JuniorHandlers • Judging Program

SECTION 3. If the show shall be givenby a nonmember club or association, thewords “Licensed Show” must be pub-lished on the title page of the catalog.

SECTION 4.The catalog shall be pub-lished and available. The catalog, ifprinted, shall be in book form. It shall befrom 5 1⁄2 x 8 1⁄2 inches to 8 1⁄2 x 11inches. It shall contain the followinginformation for all entered dogs,arranged in this order: • Catalog (armband) number • Complete registered name of dog •One of the following for each dog:° AKC registration number ° or PAL number ° or foreign registration number andcountry for an unregisteredimported dog ° or identification number issued byAKC

• Date of birth • Name of breeder(s) • Name of Sire • Name of Dam •Name of owner(s)/co-owner(s) • Name of owner’s agent (if any)

The address of the owner shall follow theowner’s name, or shall be included in aseparate alphabetical list of all exhibitorscontained elsewhere in the catalog. The entries shall be catalogued byGroups, Breeds, Varieties, and regularclasses in the order given in Chapter 3.Information on dogs entered in singleentry non-regular classes shall be listedbetween the information for the regularbitch classes and the information for theBest of Breed class.

Information on dogs entered in classeswhere a judge’s decision is based on themerits of more than one dog shall belisted after the Best of Breed class. Theseclasses include Brace, Team, Stud Dogand Brood Bitch. The particulars of those dogs entered forExhibition Only shall appear following allother entries in the breed or variety. The Board of Directors of The AmericanKennel Club may set additional require-ments for format and content of the catalog.SECTION 6. All prizes/trophiesoffered in a show’s premium list shall bepublished in the catalog. If the condensedform of a premium list is used, all prizes/trophies offered in a separate list shall bepublished in the catalog. No change shallbe made in the description or conditionsof these prizes or trophies.

Proposed Amendment to Rules Applyingto Dog ShowsCHAPTER 16, SECTION 7 – GrandChampionships

Based upon a Staff recommendation, theAKC Board has proposed the followingamendment to CHAPTER 16, SEC-TION 7 of the Rules Applying to DogShows, to be voted on at the December11, 2015 Delegates Meeting.

CHAPTER 16

SECTION 7. Any champion whichshall have won twenty-five points shallbecome a Grand Champion of Record,if nine or more of said points shall havebeen won at three shows with a rating ofthree or more Grand Championshippoints each and under three differentjudges, and some one or more of the bal-ance of said points shall have been wonunder some other judge or judges thanthe three judges referred to above and atleast one Champion was defeated atthree shows. A dog becomes a GrandChampion when it is so officiallyrecorded by The American Kennel Cluband shall be entitled to a GrandChampionship certificate.

Any Grand Champion which shall havewon 100 Grand Championship pointsshall become a Grand Champion Bronze(GCHB). Any Grand Champion whichshall have won 200 Grand Championshippoints shall become a Grand ChampionSilver (GCHS). Any Grand Champion

which shall have won 400 GrandChampionship points shall become aGrand Champion Gold (GCHG). AnyGrand Champion which shall have won800 Grand Championship points shallbecome a Grand Champion Platinum(GCHP). After earning GrandChampion Platinum title, for each addi-tional 800 Grand Championship pointsearned the Grand Champion Platinumtitle initials will be followed by anumeric designation indicating thequantity of times the dog has met therequirements of the Grand ChampionPlatinum title as defined above, e.g.,1,600 Grand Championship points =GCHP2. The AKC will identify dogsqualifying for these titles by the appro-priate designations preceding their AKCname in all official AKC records. In eachcase, the higher title will supersede thepreceding title in all official AKC recordssuch that the highest title will be listed.

The American Kennel Club will, atthe request of a judge or judge applicant,provide that individual with copies ofletters received regarding their judgingqualifications. As a result, it should beunderstood that any such correspon-dence will be made available, uponrequest, to the judge or judge applicant.

It is the responsibility of allConformation and Junior Showmanshipjudges to notify the Judging OperationsDepartment of any changes or correc-tions to their address, phone, fax oremails. The Board convened on Thursday,September 10, 2015 at 8:00 a.m. AllDirectors were present except Dr.Battaglia and Mr. Gladstone, who wereunable to attend due to the date change.Also present were the Executive Secretary,and the Assistant Executive Secretary. The July 2015 Board minutes, copies

of which were made available to allDirectors, were discussed. Upon a motion by Arnold, seconded

by Mr. Dok, the July 2015 minutes wereapproved as amended.

PRESIDENT’S REPORTBoard Action ItemsMr. Sprung gave a status report on

previous Action Items.Real Estate Updates Mr. Sprung gave notice of the due

diligence report completed by our con-sultants for the Real Estate Committeeand copied to the Board. The Real EstateCommittee will meet over the next fewweeks and provide recommendations.This will be an agenda item at theOctober 2015 Board meeting with theconsultants present. The Board will alsodiscuss the topic in December, making adecision at that meeting. This mirrors thetimeline presented to the Board in July.

EXECUTIVE SECRETARYHeather McManus, Senior Attorney,

was present for this portion of the meet-ing. Sheila Goffe, AKC Staff, participatedin this portion of the meeting by tele-conference.Legal Status ReportingMs. McManus, Senior Attorney, gave a

written status report on pending litiga-tion and other legal activities for themonth of July 2015.Canine Legislation Position on PredatoryPet Leasing SchemesThe Board reviewed a recommenda-

tion to update the Canine LegislationPosition Statement on Protections forPuppy Purchasers to include the issue of

commercial leasing/rental arrangementsfor dogs as pets. It recommends theinclusion of a statement of opposition topredatory pet leasing arrangements inwhich prospective owners make heftymonthly payments for their pet, but arenot given legal ownership of their pet. Inrecent years, a predatory new model ofpet possession has emerged. The AKC strongly believes that acqui-

sition of a pet should be a commitmentfor the lifetime of the pet. AKC supportsa ban on predatory pet leasing schemes,which victimize potential owners, under-mine a lifetime commitment to a pet, anddo not confer the rights and responsibili-ties concomitant with pet ownership. Following a motion by Dr. Garvin,

seconded by Mr. Arnold, the BoardVOTED (unanimously, absent: Dr.Battaglia, Mr. Gladstone,) to update thecurrent Canine Legislation PositionStatement on Protections for PuppyPurchasers to include the statement: AKCsupports bans on predatory pet leas-ing schemes that victimize potentialowners, undermine a lifetime com-mitment to a pet, and do not conferthe rights and responsibilities asso-ciated with legal ownership of a pet.

The position statement will now read:The American Kennel Club supports rea-

sonable laws and regulations intended to pro-tect the pet-buying public in obtaining a sounddog of the breed represented. AKC supportsbans on predatory pet leasing schemes thatvictimize potential owners, undermine alifetime commitment to a pet, and do notconfer the rights and responsibilities asso-ciated with legal ownership of a pet.Breeders and/or sellers should be responsiblefor providing certain refunds, replacements, orreimbursements should the dog sold become illor die from a condition contracted prior to thepurchase. Such remedies should be conditionedupon the buyer’s scrupulous adherence to thecare and feeding program prescribed by thebreeder and/or seller, as well as a timely exam-ination by a state licensed veterinarian.Breeders and/or sellers should provide buyerswith a written bill of sale detailing the respon-sibilities of both the buyer and seller. This billof sale should also detail any exclusions torefunds, replacements, or reimbursements.

via telephone conference.Agility Course Test (ACT) EventRegulationsThe Board reviewed the proposed reg-

ulations for the new Agility Course Test(ACT) event. ACT is an entry levelagility event meant to introduce begin-ning dogs and handlers to the AKCagility program and, in a larger sense, theAKC as a dog sport organization. There are two levels at ACT events –

ACT1 and ACT2. ACT is designed to beused as graduation exercises for agilitytraining classes. The structuring of ACTevents resembles the CGC program in anumber of ways. Unique things about ACT events are – • Can be hosted by an AKC club oran independent training facilityprovided the event is judged by anAKC agility judge or AKC approvedACT evaluator. Because the ACT isrelatively simple, ACT evaluators arenot required to obtain the samestandard of training required of anAKC approved agility judge. • Small ring size in order that theevent can be held in most trainingfacilities. • Host organizations may accept day-of-event entries at their option.• Dogs not yet registered/listed mayparticipate. Results will be recordedby assigning the dog a temporaryrecording number. In essence theregistration/listing process will bestarted with the hopes that theowner will complete the process inorder to obtain a title and continuein AKC agility. • No event application is required. • Event recording fee is $5.00 perentry.

Following a motion by Mr. Wooding,seconded by Mr. Powers, the BoardVOTED (unanimously, absent: Dr.Battaglia, Mr. Gladstone) to approve theregulations for a new beginning levelagility event called Agility Course Test(ACT). These will become part of theRegulations for Agility Trials – Chapter 12.Hosting organizations may start offeringACT events on January 1, 2016.

REGULATIONS FOR AGILITY TRIALSCHAPTER 12

Regulations for Agility Course Test(ACT)

Section 1. Purpose.

The Agility Course Test (ACT) is anentry level agility event to introducebeginning dogs and handlers to the sportof agility and the AKC agility program.

Section 2. ACT Event.There are two levels of ACT events –

ACT1 and ACT2. ACT 1 is designed forthe beginning level dog to show begin-ning sequencing and performance skills.ACT2 requires an increased skill levelshown by the additional obstacles to beperformed.

Section 3. Eligibility of Dogs.All dogs fifteen (15) months of age or

older may enter a test. Dogs must bephysically sound as described in Chapter1, Section 3, Paragraph 7 of theRegulations for Agility Trials. In order toacquire the title certificate and have thetitle added to a dog’s record, the dogmust be registered/listed with the AKC.Canine Partner applications may beaccepted at the test by the judge/evalua-tor and submitted with test results. Dogsthat are not AKC registered/listed mayparticipate and their performance will berecorded by the AKC under a temporaryrecording number. This temporaryrecording number will be e-mailed tothe owner and must be used when enter-ing subsequent ACT events and whenthe owner registers/lists the dog. Note:Temporary recording numbers may onlybe used to enter ACT events.

Section 4. Holding ACT Events.Any AKC club licensed to hold agility

trials may hold an ACT event, either inconjunction with an agility trial or as astand-alone event. An ACT event held inconjunction with an agility trial may benoted in the premium. In addition, anyAKC agility judge/ACT evaluator mayhold a stand-alone ACT event. The eventdoes not have to be held by an AKC lic -ensed club. No more than two ACT1 and/ortwo ACT2 events may be held per day.

No event application to the AmericanKennel Club is required. ACT eventsmay be held as the graduation exercisefor training classes provided they arejudged by an AKC agility judge or ACTevaluator. See Section 8 for informationabout ACT evaluators.

Entries may only be accepted if theexhibitor has filled out an ACT entry

form. The form must meet all require-ments as set forth in Chapter 1, Section11. Entries may be accepted prior to theevent with a predetermined opening andclosing date and/or they may beaccepted on the day of the event.

All applicable regulations inRegulations for Agility Trials will governthe conduct of ACT events. They willapply to any person and dog entered,unless this chapter states otherwise.

Section 5. Ribbons, Rosettes andAwards.Ribbons, rosettes and awards may be

awarded at the club/evaluators’ discre-tion. Ribbons must bear a facsimile ofthe seal of the American Kennel Club,the words “ACT Event.” A label may beused to identify the Judge/Evaluator,Class, date of event and be placed on theback of the ribbon. Ribbons must be atleast 2 inches wide and 8 inches long.Ribbons shall be the following colors:

First Place ............................BlueSecond Place ........................RedThird Place.......................YellowFourth Place......................WhiteQualifying Score .......Dark GreenCertificates, toys or other awards may

be used in place of ribbons to recognizedogs that qualify.

Section 6. Submission of Resultsand Reports.Results must be submitted as noted in

Chapter 1, Section 28. The judge or anACT evaluator must submit the TestReport in place of Trial Chair and TrialSecretary Reports noted in Chapter 1,Section 28. No event kits will be mailedfor ACT events. All forms must bedownloaded from the AKC websitelocated under downloadable forms.(www.akc.org/downloadable-forms/)

Section 7. Jump Height Divisions.Dogs may be entered at any of the fol-

lowing jump height divisions: 4, 8, 12, 16,20 or 24 inches. There is no Regular orPreferred distinction in the ACT pro-gram. A jump height card is not requiredto enter an ACT event, but handlers areencouraged to have their dogs measuredif a VMO is available.

Section 8. Judges/Evaluators.Approved AKC Agility Judges or ACT

Evaluators may judge ACT tests.

Evaluators must have earned a minimumof an AX title with one dog and pass anACT Evaluator written test administeredby the American Kennel Club.

Section 9. Course Size, Suitabilityand Facilities. Course areas must be a minimum of

3,500 useable square feet. The coursearea must be moderately level and clear,and be a minimum of 40 feet wide.Refer to Chapter 4, Sections 1 and 2 foradditional information.

Section 10. Course Requirements.All courses must have clearly designated

start and finish lines and all obstacles/jumpsmust be clearly and sequentially numbered.The course layout must be available priorto the walkthrough either by posting itand/or supplying course copies to theexhibitors. Course designs must complywith the current edition of the AKCAgility Judges Guidelines and be submittedfor approval to the AKC AgilityDepartment. Courses may be reused byJudges/Evaluators at their discretion.

Section 11. Obstacle and JumpPositions.Refer to Chapter 4, Section 3. The

following exceptions are in place forACT1 and ACT 2: • Obstacles may not have adjacententrances in ACT1 and ACT2. • A course may have less than 50%winged jumps.

Section 12. Approach Angles.Approach angles are determined based

on the anticipated path of a 20-inch highjumping dog through the obstacles.Approach angles shall generally notexceed 90 degrees, but must not exceedtwo times at 135 degrees. Additionalconsideration for safety maybe neededbased on the obstacle being approachedand the running surface.

Section 13. ACT1.ACT1 is an entry level test that is

open to all dogs that have not earned atitle in any AKC Agility class and thatmeet the age and physical requirementsfor a regular AKC agility trial (Chapter 1,Section 3). Dogs must have two passingACT1 scores in order to earn the ACT1title. Both passing scores may be obtainedunder the same judge/evaluator. Toreceive the title certificate and have the

title added to a dog’s record, the dogmust be registered/listed with the AKC.

ACT1 Performance Standards:• Minimum allowable score requiredto qualify = 85• Performance will be judged as setforth in Chapter 5, Sections 4, 5 & 6with the following exceptions:• Run-outs and Refusals will notbe judged. • More than 3 attempts at the nextcorrect obstacle (ascent side ofcontacts) will result in aMandatory Elimination and willbe signaled with an “F” by thejudge/evaluator.• The 4 –Paw rule is not in effect

ACT1 Standard Course Time: The time for all jump heights is 60

seconds. This is also the maximum coursetime. The course must be completed inless than 60 seconds.

Section 14. ACT2.ACT2 is the second level Agility

sibility of an owner being able to com-plete the registration process for a dog atan event.Allowing Deaf Dogs to Participate inAgility, Rally and Tracking EventsThe Board reviewed a recommenda-

tion from the Agility AdvisoryCommittee and the Sports and EventsDepartment to allow deaf dogs to partici-pate in Agility, Rally and Tracking events. All Agility Advisory Committee rec-

ommendations were provided to thefancy for comment and polling. With952 participants in the poll, the recom-mendation to allow deaf dogs to partici-pate received the highest approval ratingof any recommendation (93% love it/likeit rating). At the previous Board meeting Staff

was directed to contact The Kennel Clubin the UK regarding their experiencewith deaf dogs competing in Agility aswell as with veterinarians, so that thisinput was available to the Board at theSeptember 2015 meeting. are at least 9 years old and under 18 yearsold on the day of the show and who atthe time entries close have not won three(3) first place awards, with competitionpresent, in a Novice Class at a licensed ormember show.

Fast CAT - A New AKC SportThe Board VOTED to approve a new

AKC sport called Fast CAT. Fast CAT isa straight race of 100 yards where a dogchases a lure. Dogs are run singularly andearn points based on their handicappedspeed. There are no placements. Titles areissued at designated benchmarks. Theevent will be open to all breeds andCanine Partners. Dogs must be regis-tered/listed with the AKC. Fast CAT ismeant to be a fun and healthy activity fordogs and their owners. One unique fea-ture of Fast CAT will be a Top 20 FastestDogs by Breed by Year national standings,which will be posted on the AKC FastCAT website. Clubs may start applyingto hold Fast CAT events on February 1,2016.

CHAPTER XVIFast CAT Regulations

Chapter 16 of the AKC Regulations forLure Coursing Tests and Trials

Section 1. Purpose/Description.The purpose of the AKC Fast CATevent is to provide all dogs and theirowners an enjoyable, healthy activity inwhich they can participate. Dogs runsingularly. The dog’s time to completethe 100 yard dash is converted intoMPH. Dogs earn points based on their

handicapped speed. Titles are awardedwhen a dog has accumulated a givennumber of points.

Section 2. Regulations. All applicableadministrative regulations governing LureCoursing Tests shall apply to Fast CATevents unless specifically addressed in thischapter.

Section 3. Eligibility to Enter. FastCAT events are open to all dogs at least12 months of age that are individuallyregistered with the AKC, recorded in theFoundation Stock Service (FSS) pro-gram, individually registered with a for-eign or domestic registry organizationwhose pedigrees are acceptable for AKCregistration, dogs granted a PurebredAlternative Listing (PAL) number, dogswith AKC Limited or ConditionalRegistration, or dogs enrolled in theAKC Canine Partners program. Femalesin season may not enter. A dog mayenter only once per event. (An event isdefined by an event number.)

Section 4. Entering an Event. Allparticipants must fill out an entry form asprovided in the club’s premium list. Aclub may accept entries prior to theevent and/or a club may accept day-of-event entries. The specifics of howentries will be accepted must beexplained in the premium. If a Fast CATevent is held in conjunction with a LureCoursing event or Coursing Ability Test,the club may use the same premiumhowever both event numbers mustappear on the entry form.

A club may limit the number ofentries it will accept in a Fast CAT event.Additional “stand-by” entries above thelimit may be taken at the discretion ofthe event committee and these dogs willbe allowed to run if time permits.Owners of stand-by dogs must beinformed that they are on the stand-bylist and may choose not to participate.

Section 5. Earning Points. A. The dog’s time to complete the 100yard dash is converted into MPHs.Please see table in Section 17.B. A handicap system is applied to adog’s MPH to determine the number ofpoints earned. The handicap system isbased on the height of the dog at itswithers:

• 18”or greater = handicap is 1.0.• 12” up to less than 18” = handicap is1.5.• Below 12” = handicap is 2.0.

C. Points = MPH multiplied by thedog’s handicap

Section 6. Titles. Titles are earned byaccumulating points. The following titleswill be awarded: DCAT = 500 points,FCAT = 1,000 points, and FCAT fol-lowed by a number (e.g. FCAT2) forevery additional 1,000 points. These suf-fix titles will appear on a dog’s pedigree,with a higher level title superseding alower level title.

Section 7. Top 20 Dogs by Breed byYear. National rankings showing thetop 20 fastest times in MPH by breed fora calendar year will be maintained on theFast CAT website. These rankings willbe automatically updated as results areprocessed.

Section 8. Ribbons and Awards. Aclub holding a Fast CAT event may offera participation ribbon or award to eachdog that completes the 100 yard dash.The ribbon, if offered, shall be at leasttwo inches wide and eight inches longand shall bear on its face a facsimile ofthe seal of The American Kennel Club,the words “Fast CAT”, and the name ofthe test-giving club. Ribbons shall belight blue in color.

Section 9. Hosting Fast CAT Events.Any club licensed to hold AKC LureCoursing Trials or Coursing Ability Testsare automatically licensed to hold FastCAT events. A club is limited to twelveFast CAT events per year. A club maynot hold more than two Fast CAT eventson the same day. A Fast CAT event muststart and conclude on the same day. Aclub may limit the number of entries itwill accept. Additional “stand-by” entriesabove the limit may be taken at the dis-cretion of the event committee and thesedogs will be allowed to run if time per-mits. Owners of stand-by dogs must beinformed that they are on the stand-bylist and may choose not to be placed onthe stand-by list.

may apply to the Performance EventsDepartment to become licensed to holdFast CAT events. The PerformanceEvents Department will also considerspecial requests to hold Fast CAT eventson unique occasions. Contact thedepartment may [email protected].

Fast CAT events can be either a stand-alone event or may be held in conjunc-tion with other AKC events. In all casesthe Fast CAT must be applied for as aseparate event with its own event num-ber.

Section 10. Course/Equipment. A. Safety: Safety is of utmost impor-tance. It is the responsibility of the eventcommittee to insure the safety of thecourse, the equipment and the conductof those involved with the event. It isrecommended that the event committeerun a test dog prior to the start of theevent to ensure that the equipment func-tions properly and all personnel under-stand their jobs. B. The Start: Dogs may start up to 10feet behind the starting line. C. The Finish: The club must provideenough room for a safe run-out area. Itis suggested this be a minimum of 30yards, however this is up to the decisionof the club given the specifics of the set-ting. The club should consider fencingthe end of the course in order to helpcollect the dogs. It is recommended thatan owner or someone familiar with thedog stand at the finish in order to catchthe dog once the course has been com-pleted.D. Timing Devices: The time to com-plete the 100 yard dash is recorded tothe nearest 1/100th of a second (e.g.9.11). The club may use stopwatchesor break-the-beam equipment toobtain the time. If stopwatches areused, there shall be two timers posi-tioned at the finish line. An individualat the start line shall signal with an armdrop the moment the nose of the dogcrosses the start line. The timers shallstart their stopwatches at the bottom ofthe arm drop. The timers shall stoptheir watches when the nose of thedog crosses the finish line. The timesfrom the two stopwatches shall beaveraged to determine the recordedtime. E. Lure Equipment: Clubs may use

either a drag or continuous loop system.If a continuous loop system is used the“return” string must be set outside ofthe running course. The lure operatorand the lure equipment shall be safelypositioned in a manner that does notinterfere with the retrieval of the dog atthe end of the course. F. Lure: A white plastic bag or asquawker may be used for the lure.G. Course/Fencing: The course must beessentially flat. The club should considerfencing the course area, however this isup to the decision of the club given thespecifics of the setting. The premiumshould state if the location of the event isenclosed with fencing.

Section 11. Huntmaster. BecauseFast CAT is a timed event, there is nojudge. The huntmaster has control of thecourse. The huntmaster’s responsibilitiesare detailed in the Lure CoursingRegulations, Chapter 3, Section 5. Insummary, the huntmaster is in charge ofall dogs and handlers on the field, shallensure handlers understand safe releaseand retrieval procedures, shall ensure thelure is properly positioned, shall ensurethe lure operator, timers and starting linesignal person are ready, shall signal thelure operator to start the lure and shallgive the verbal signal “tallyho” to releasethe dog.

Section 12. Inspection Committee.An inspection committee consisting ofat least two persons who are membersof the field committee shall inspect eachentry for lameness, fitness to competeand females in season. Inspection shalltake place prior to any form of wrap-ping being applied to the dog. In theopinion of the inspection committee,any entry found to be lame, unfit tocompete or a female in season shall notbe allowed to enter and entry fees shallbe refunded. If necessary, the inspectioncommittee is responsible for measuringdogs to determine their height at thewithers.

Section 13. Collars/Paraphernalia.Dogs may wear any type of collarexcept choker collars, a collar withprongs or an electronic training collar.The collar should be snug to minimizethe changes of catching on somethingduring the run. Clubs may, at theiroption, require that tags hanging from

the collar be taped up. Owners mayhave their dog wear a muzzle if theydesire. Owners may use clips or rub-ber bands to hold the dog’s hair. Theowner assumes responsibility for thesafety of the dog with regard to thedog’s collar and paraphernalia on thedog.

Section 14. Making EventApplication. A. Licensed clubs may apply for FastCAT event by using the on-lineevent management feature locatedon the AKC website. Paper or e-mailed event applications will beaccepted. Application forms will bedownloadable from the AKCwebsite —www.akc.org/downloadable-forms.Applications should be submittedthree months prior to the event.Approval correspondence will all bedone via e-mail. Event secretarieswill need to provide an e-mailaddress on the event applicationform. Approved events can be foundon the AKC website at “Events andAwards Search.”B. Event kits: No event kits will bemailed to clubs. All necessary formsare downloadable from the AKCwebsite. Approval correspondencewill be done via e-mail. Eventsecretaries will need to provide an e-mail address on the event applicationform. Event forms/booklets that arenot easily downloadable can berequested by e-mail to thePerformance Events Department –[email protected]. Inmany cases clubs will have theseforms/booklets as a result of holdinglure coursing events.

Section 15. Submittal of Results.Clubs must mail the event SecretaryReport and (name of results form oncefinalized) to the Performance EventsDepartment within 7 days from thecompletion of the event. All necessaryforms for submitting results are down-loadable from the AKC website.

Section 16. Posting of Results. FastCAT event results will be posted on theAKC website at (add link to web pageonce finalized).

Beagle Two-Couple Pack NationalChampionshipThe Board VOTED to approve the

idea of offering a new AKC NationalChampionship event for the Beagle Two-Couple Pack sport. The sport of BeagleTwo-Couple Pack (TCP) was introducedin 2005. A two-couple pack is made upof four dogs that are judged on theirability to chase a rabbit as a team. Thesport has grown at an annual rate of 18%per year for the past five years. In 2014the number of entries reached the levelof the Beagle Large Pack sport, whichhas a National Championship event. Thisis the threshold that staff has said shouldbe achieved to warrant creating a TCPNational Championship event. This willrequire an addition to the Beagle FieldTrial Rules. It will be read to theDelegates in December for a vote inMarch 2016. Rally Regulations Affected by ApprovedObedience Regulation ChangesIn April, the Board approved changes

to the Obedience Regulations based onthe recommendations of the 2014Obedience Advisory Committee andstaff, effective December 1, 2015. IT ProjectsMichael Basone, Stephen Smith, and

Steve Pessah, AKC staff, were present forthis portion of the meeting.The Board was given an update on the

status of the AKC website including thefact that traffic is up 90% since the newsite launched in February. Staff reportedthat changes are being tested and rolledout every other Thursday. Severalchanges had been made, primarily basedupon Delegate input, and additionalchanges were in process. It is beingstreamlined with emphasis on enhancingthe Search function and permitting bet-ter image manipulation in Marketplace.There are several navigational changesplanned to better meet the needs of ourcore customers and those will be rolledout during the months ahead. The Boardappreciated the efforts made to improvethe website as well as the Board’s com-mitment to assure the website meets theneeds of our core users. The Board fur-ther emphasized its commitment to cre-ating a user experience that both meetsthe needs of the fancy and that of thegeneral public.There was also an update on replace-

ment for the Online Breeder Classifiedapplication which will be incorporatedinto AKC Marketplace. The new appli-cation was reviewed and it will focus onbreeders and include breeder profiles,contact forms, wait lists, etc.

FINANCIAL REPORTJoseph Baffuto, CFO, presented unau-

dited financial results through August 31,2015 which included, total revenues of$40.1 million. This was within 2% ofbudget, while being 4.7% above the prioryear revenue during the same period.Total expenses of $34.4 million were 9%below budget and slightly above theamount from the previous year.Operating income was $5.6 million forthe period ended August 31, 2015. 2016 BudgetThe Board is taking an active role in

assisting staff in setting budget prioritiesfor 2016 to assure revenue growth inorder to better support our Clubs andthe Sport. Carl Ashby moderated a dis-cussion on the 2016 Budget, which theBoard will consider at the October 2015

Canine Legislation Position Statementsthat address spaying/neutering. This sub-ject will be discussed at the October2015 meeting.AKC Membership RequirementsThere was a report on the require-

ments for membership in the Bylaws thatare contained in Article IV as well as additional require-ments and procedures followed in pro-cessing membership applications. Thiswill be discussed at the October 2015meeting.Jagdterrier Eligible to Participate in AKCEarthdog Tests There was a report on Jagdterriers to

participate in AKC Earthdog tests. TheJagdterrier was added to the AKC FSSprogram in June 2014. The breed origi-nated in Germany and has a reputation asa feisty all-around hunting dog, used togo-to-ground or pursue game aboveground when needed. Participation inEarthdog tests is consistent with thefunction for which the breed was devel-oped. This will be discussed at theOctober meeting. Agility Development PlansThe Board was presented with a road

map report for the continued develop-ment and growth of the sport that wascreated with input from the AgilityAdvisory Committee. The program hasgrowth potential at both ends of the cur-rent spectrum of classes—new exhibitorsand those long-term, highly competitiveexhibitors.Agility Survey Communication PlanAt the request of the Board, the Agility

Communications staff has developed aplan to share its survey of agility com-petitors with clubs and plans to incorpo-rate tips on how clubs can use this infor-mation to help entries.CGC - Explore Incentives for Clubs andTrainersThe staff presented a memo explaining

the current initiatives that are beingundertaken to provide incentives fortrainers and clubs to test more dogs.

Online Judges EducationPreviously the Board approved a rec-

ommendation by the Judging Task Forceto create and develop a pilot program ofa virtual, computer-based simulation of ajudging experience for breeds.Judges Operation has reviewed the

previously developed Canine Collegepilot program. Staff provided its vision ofthe ultimate scope for this program andthe “next steps” for the Board’s reviewand discussion.

Next Steps

1. Proceed to hire a Project Manageras soon as possible.

2. Staff and Board reach a commonunderstanding regarding the scopeof the project.

3. Technology team research andadvises how best to accomplishscope.

Hire Content Creation Specialistposition when appropriate

Concurrent Specialty Policy ChangeThe Board received a recommenda-

tion to modify the Board policy on inde-pendent specialty shows held concur-rently with all-breed shows so that clubshave more flexibility in the scheduling ofthe show day. Currently, judging for thebreed in the all-breed show must becompleted prior to the concurrent spe-cialty. The recommended change is toprovide clubs with the flexibility toschedule the concurrent specialty judg-ing to take place at the time that worksbest for the club, judges, and exhibitors.The breed judging at either the all-breedshow or the independent specialty mayoccur first, but the scheduling mustaccommodate Group judging. This will

be discussed at the October meeting. Concurrent Group & All-Breed EventsPilot Program UpdateAt the June 2015 Board meeting the

Concurrent Group & All-Breed Eventspilot program was approved. Since thattime, three clubs have participated in thepilot program. Based on the success ofthose events, Staff recommends modify-ing the pilot program to remove the 100breed entry limit on the number ofentries a judge can judge in a day plusprovide clubs flexibility in schedulingbreed judging. It is recommended thatthe breed judging at either the all-breedevent or the breed judging in the groupevent may occur first but must be sched-uled in order to avoid delays in groupjudging in the all-breed event. Groupjudging for the all-breed event must beheld prior to the group judging in thegroup event. Group Judging for thegroup event cannot conflict with BIS atthe all-breed event. This will be discussedat the October meeting. Multi-Year Approval of EventApplicationsThe Board was advised that without

objection, Event Operations will simplifythe event application process for clubs byallowing them to submit a single applica-tion and have it processed as a multi-yearsubmittal. Clubs will be allowed to applyfor up to ten consecutive years of events.Staff will begin accepting multi-yearapplications for events on January 1,2016. 2015. There was no objection. Standing Approval of Special Attractions- “Top Ranked” ClassThe Board was advised that without

objection, the Event OperationsDepartment will grant standing approvalto requests for Special Attractions whoseeligibility requirements are based on adog’s ranking. The most common exam-ple is a Top 20 competition. There wasno objection.
