4. ( S ) Detainee'sAccountofEvents:

The following section is based, unless otherwise indicated, on detainee's own account .

These statements are included without consideration of veracity , accuracy , or reliability .

a. ( S //NF) Prior History Detainee is from Bandi Kajaki village, Helmand province ,

Afghanistan (AF). Detainee claims he only attended two years of school during his

adolescence. Detainee claims he never received any formal military training.1

b . ( S //NF) RecruitmentandTravel Detaineeanswered the call tojihad twice, once in

1997 and thesecond time in 1999. In 1997 detainee decided to travel to Kabul, AF, to jointhe Taliban

c . ( S NF) Training and Activities : In 1997 detainee was issued an AK -47 while staying

at a compound that housed 15 to 20 people. A month after joining the Taliban, detainee was

seriously wounded after a bombing raid by Massoud. ( Analyst note: Massoud is probablyAhmad Shah Massoud, the leader of the Northern Alliance (NA ).) Detainee remained in the

hospital locally known as the Chinese hospital for approximately seven or eight months. In1999, detainee rejoined the Taliban in Kandahar, AF. Detainee stayed at the Kuli Urdo

compound commanded by Molawi Akhter Mohammad compound housed military

personnel and several tanks. Detainee claims he reacquired an AK -47 for his personal use.

Detainee spend a few days at the compound and a few days at home. Detainee

recalled seeing Sham Ul Haq Noorullah, ISN US9AF- 000006DP (AF -006 ), and Allah Uddin

(NFI). In September of2001, detainee traveled to Konduz, AF, to join Taliban soldiers in thefight against the NA. Detainee recalled seeing his friends from KuliUrdo, Mohammed Fazl,

Detainee , -000008DP (S)

ISN -000007DP (AF-007), Dadi Allah Mullah Beradar. Detainee claims there

were approximately 5,000 Taliban fighters in September 2001 in the city of Konduz. All ofthe fighters were under the command ofAF-007 , Allah , and Beradar. Detainee claims he

never saw combat .

5. ( //NF) Capture Information :

a. ( S //NF) On 28 November 2001, detainee and Taliban leadersAF -006 andAF -007, along

with two other men (NFI), turned themselves over to General Dostum. Dostummoved the

group to Mazar-e -Sharif.? Inearly December 2001 Dostum transported detainee, AF - ,

andAF-007 to Mazar- e - Sharifthen to Sheberghan prison where they were transferred over toUS custody. They were latter transferred USS PELELIUand USS BATAANthen to

Bagram , AF, and finally arriving inGuantanamo Bay, Cuba, on 11 January 2002.8

Extensive information on Taliban leader Mullah Mohammad Fazl (AF-007)

6. ( S //NF Evaluation of Detainee's Account: Detainee's true position and standing within

the Taliban ranks has not been clearly determined . Detainee has identified AF-007, AF- 006,Mullah Beradar, Mullah Dadullah -Lang, and Mullah Quyem (NFI) as friends and associates but

continues to identify himself as being a mere foot soldier. It is highly doubtful that the detainee,who was allegedly standing with other Taliban soldiers along a roadside, would be singularly

selected by General Dostum's soldiers to join AF-006 and AF -007 in the vehicle they weresecured in, unless detainee was as significant as his fellow captives.

7. ( S //NF) Detainee Threat

a. (S) Assessment : Detainee is assessed to be a MEDIUM risk , as he may pose a threat tothe US, its interests and allies.

b . ( S //NF) Reasons for Continued Detention: Detainee admitted to being a bodyguard

and having a close relationship with former Taliban Defense minister AF-007 since 1999,even calling AF-007 a friend . In 1997, detainee joined the Taliban and maintained a

continuous relationship with AF- 007 until his capture . Detainee trained at a camp inKandahar, AF. Detainee was captured with wrist watches that could be used as possible

explosive device.

( S //NF) Detainee was captured with Taliban Army Chiefof StaffAF-007 Governor

ofBalkh Province AF-006 , and two other Taliban foot soldiers. Detainee was placed in a

house with the high -ranking government officials, while the other two - foot soldiers were

sent to Qala - Jenki prison. ( Analyst Note: Detainee claims it is normal that low rankingpeople ride incars with high-ranking commanders. About 500 ofAF - 007 troops went tothe Qala- Jenki prison, while detainee stayed with the high-ranking officials at a separatefacility .)

(S) Detainee admitted being a bodyguard to AF- 007.10NF) AF -007 described the duties of detainee of being more like a foot soldier ;

AF -007 said detainee -performed duties as a bodyguard, driver, and administrativeassistant.

( S //NF) Detainee carried three Casio watches onhisperson at the time ofcapture.(Analyst note: Two oftheCasio watches detainee carried are model F-91W. The CasioF-91W watches is a type ofwatch used inimprovisedexplosive devises (IEDs) , used forbombings linkedto al-Qaida and radical Islamic terrorists.

(S) Detainee admitted receivingtraining at the Kuli Urdu training camp outsideKandahar. " (Analyst Note: There are several definitions for “ KuliUrdu ” ( variants:KuliUrdo, Qul- e-Urdu.) Detainee identifiedKuli Urdu as a training camp while AktiarMohammed, ISNUS9AF-001036DP (AF- 1036), identifiedthe Qul- e-Urdu as anequivalentofthe US Department ofthe Army. Another source identifies KuliUrdu as a

base headquarters with a large communications antenna near the Jalalabad, AF , Airport.Another detainee KhirullahAl Sa'id Wali Khairkhwa, ISN -000579DP (AF-579) ,identifiedKiliUrdu as a training camp aroundHerat, AF, which had tanks and anairstrip . According to a foreigndebriefer's comment, KiliUrdu contained the Talibanregional headquarters. The Ministry of Communications is located on this base.

(S ) Detainee knowingly fought against US forces on the Taliban front lines.

Detainee acknowledged a willingness to fight against US forces and knew that US forces

had engaged anti- coalition forces in Afghanistan .

c. ( U //FOUO ) Detainee'sConduct: Detainee is assessedto be a LOW threat from a

detentionperspective. Detainee's overall behaviorhas beencompliantand rarelyhostiletothe guard force and staff. Detainee currently has 20 Reports ofDisciplinary Infractionlistedin DIMS, the most recent occurringon 1 October 2006, when detainee was found inpossessionoffood hiddenunder his mattress. Other incidents for which detainee has beendisciplinedinclude failure to follow instructions and camp rules, tamperingwith locks,

damage to governmentproperty, unauthorizedcommunications, assault, possessionoffood

and non -weapon type contraband , and participating or inciting mass disturbances . Detaineehas no Reports ofDisciplinary Infraction for assault in 2006 .

8. ( S //NF) DetaineeIntelligenceValueAssessment:

a. (S) Assessment: Detainee is assessed to be ofMEDIUMintelligencevalue. Detainee'smost recent interrogation session occurred on 21 September 2006.

b. ( S //NF) Placementand Access : Detainee was captured with several high -level Talibanministers and foot solders when the Taliban surrendered near Konduz. Detainee admits to

having a close relationship with the Taliban Defenseminister as his bodyguard, since 1999.Detainee trained at a regional Taliban Headquarters base. Detainee stated that AF- 007 washis direct commander, but has not expounded on hisown day-to -day activities or his workwith AF -007. Detaineetrained at the Kuli Urdo training camp near Kandahar; however,detainee has omitted the type of training received while at Kuli Urdo.

//NF) Intelligence Assessment : Detainee's true intelligence value cannot be assessed

in its entirety until more is known about the detainee . There are gaps in detainee'sinformation and relationships with the following high -ranking Taliban members: AF -007,

Mullah Dadullah - Lang, Quyem , (NFI), and Mullah Beradar. Detainee has beenidentified as a bodyguard for AF-007 and should know of AF -007's associates and meetingplaces
