    1.0 INTRODUCTION

    1.1 Project Summary

    Syncrude Canada Ltd. (Syncrude) is seeking regulatory approval to construct, operate and reclaim the Mildred Lake Extension Project (MLX Project). The MLX Project is located approximately 35 km northwest of Fort McMurray in Townships 93 and 94, Ranges 10, 11 and 12, West of the 4th Meridian, and within the Regional Municipality of Wood Buffalo. Figure 1.1-1 shows the location and layout of the MLX Project. The MLX Project consists of mining activity within and adjacent to the operating and approved Mildred Lake Project site, with development of mining pits and affiliated perimeter features not currently approved at the Mildred Lake Project. It includes: west Project Area (MLX–W), located west of the MacKay River; and east Project Area (MLX–E), located between the Mildred Lake Settling Basin and the

    Athabasca River. The MLX Project is designed to sustain bitumen production levels at the Mildred Lake facility subsequent to depletion of the currently approved mining areas. Mineable resource in the MLX Project Area is estimated at 117 Mm3 of recoverable bitumen. Development of this resource will extend the duration of mining activity on the Mildred Lake leases by approximately 14 years. Pending regulatory approval, development of the MLX-W Project Area is scheduled to begin in 2018. Oil sands mining will begin at MLX-W in 2023, followed by MLX-E in 2027. Conventional shovel/truck mining technology will be used to develop these mining areas. Development at the MLX-W Project Area will require the construction of a bridge across the MacKay River. While mining and overburden disposal activities are contained within the Project Area for both MLX–W and MLX–E, Syncrude proposes to place most of the produced tailings in facilities currently approved for the Mildred Lake site. Such integration avoids the requirement for new out-of-pit tailings disposal areas for both MLX–W and MLX–E.

    1.2 Application Guide

    The Application for the MLX Project is presented in three volumes: the Project Description (Volume 1), the Environmental Impact Assessment (EIA) (Volume 2), and EIA Appendices (Volume 3). The purpose of the MLX Project EIA (Volume 2) is to identify, evaluate and report on the environmental and socio-economic effects of the proposed development. The EIA has been prepared in accordance with the Environmental Protection and Enhancement Act, the Alberta Energy Regulator (AER) Draft Directive 023: Oil Sands Project Applications, and the Final Terms of Reference for the MLX Project (Volume 1, Attachment 1). The EIA forms part of Syncrude’s application to AER.

    This volume of the Application (Volume 2) provides the results of the EIA conducted for the MLX Project and is presented in 19 sections, as follows: Sections 1.0 and 2.0 introduce the volume and summarize the MLX Project description,

    respectively. Section 3.0 describes the scope of the EIA. Sections 4.0 through 19.0 provide the Baseline, Application and Planned Development

    Case assessments of individual environmental or social components, including: air quality and climate; noise; hydrogeology; hydrology; surface water quality; aquatic ecology; vegetation; wildlife; biodiversity terrain and soils; land use and management; historic resources; traditional ecological knowledge and land use; public health and safety; socio-economic assessment; and visual and aesthetics assessment.

    A summary of the EIA is presented in Volume 1, Section 1.7.
