Building Development and Review (BD)

The Building and Development Review (BD) Service Area includes a series of output and outcome measures related to member organization’s implementation of the Florida Building Code. The data collected focuses on building plan review, building permitting and building inspections. Key output measures include number of employees, cost of employees and workload. Effectiveness and efficiency are analyzed by outcome measures including customer satisfaction, timeliness, cost per activity and workload per employee. Response rates for this Service Area have remained high and this year 35 member communities (22 cities and 13 counties) participated. Because of the diversity of member communities, there is a wide variation in output measures related to the size of the service population and service area. However, the lack of clear patterns in the outcome measures indicates that there are challenges and opportunities for all size communities. There is a need for further study to see how some communities have developed more efficiency in the building processes through the use of on-line applications and payment, electronic plan review, training, internal support functions, consistency of code interpretations, single discipline vs. multi-discipline inspectors and other possible best practices.
