Law Enforcement Employment Information

The law enforcement employment information presented in this section is comprised of thenumber of part- and full-time sworn officers, full-time civilian employees, and auxiliary officersemployed as of October 31, 2009. The part- and full-time sworn officer category includes thenumber of sworn personnel with full arrest powers (includes chiefs, sheriffs, commissioners,superintendents, etc.) who are paid by their agency or federal grant funds. The full-time civiliancategory includes civilian employees (includes clerks, stenographers, telecommunicators,mechanics, civilian jail personnel, etc.) who are paid by their agency or federal grant funds. Theauxiliary officer category includes those officers, such as an auxiliary or reserve officer, who aresubject to report in an emergency situation, and who are not paid by their agency or federal grantfunds. Active auxiliary officers are accounted for under the part-time sworn officer category.

The employment rate for law enforcement personnel is calculated as follows:

Law enforcement employment rates should not be directly compared to index crimes,non-index offenses, or the service-related activities performed by law enforcement officers.Service-related activities account for over 80 percent of the officers’ workload, and usually remainunpublished. Each community should consider all the factors related to the causes of crime anddetermine the role of the law enforcement department relative to crime and to required services.

Law Enforcement Employment Information

Statewide

The statewide total number of law enforcement personnel in Illinois for 2009 is 57,698. The41,019 part- and full-time sworn officers in 2009 account for 71.1 percent of the entire state ofIllinois law enforcement community’s work force. The 2009 employment rate for sworn employeesof the entire state of Illinois law enforcement work force is 3.2 per 1,000 inhabitants. The 14,721civilian employees comprise 25.5 percent of the entire state of Illinois law enforcement community’swork force, with an employment rate of 1.1 per 1,000 inhabitants. The 1,958 auxiliary officers(officers not on active duty but subject to call in an emergency situation) in 2009 account for 3.4percent of the entire state of Illinois law enforcement community’s work force, with an employmentrate of 0.2 per 1,000 inhabitants.

Police Departments

Police departments employed 36,483 law enforcement employees statewide in 2009accounting for 63.2 percent of the state law enforcement employee total. The 30,586 part- andfull-time sworn officers in 2009 account for 83.8 percent of the police department work force. The2009 employment rate for sworn employees of police departments is 2.8 per 1,000 inhabitants.The 4,703 civilian employees comprise 12.9 percent of the police department work force, with anemployment rate of 0.4 per 1,000 inhabitants. The 1,194 auxiliary officers in 2009 comprise 3.3percent of the police department work force, with an employment rate of 0.1 per 1,000 inhabitants.

Sheriffs’ Offices

Sheriffs’ offices employed 14,694 law enforcement employees statewide in 2009 accountingfor 25.5 percent of the state law enforcement employee total. The 5,902 part- and full-time swornofficers in 2009 account for 40.2 percent of the sheriffs’ offices work force. The 2009 employmentrate for sworn employees of sheriffs’ offices is 2.9 per 1,000 inhabitants. The 8,104 civilianemployees comprise 55.2 percent of the sheriffs’ offices work force, with an employment rate of4.7 per 1,000 inhabitants. The 688 auxiliary officers in 2009 comprise 4.7 percent of the sheriffs’offices work force, with an employment rate of 0.3 per 1,000 inhabitants.

Miscellaneous Agencies

Miscellaneous agencies employed 6,521 law enforcement employees statewide in 2009accounting for 11.3 percent of the state law enforcement employee total. The 4,531 part- andfull-time sworn officers in 2009 account for 69.5 percent of the miscellaneous agencies workforce. These agencies include airports, colleges and universities, fire department/arsoninvestigations, forest preserves, hospitals, other agencies, park districts, and railroads. Sincemiscellaneous agencies do not have a population, employment rates cannot be calculated. The1,914 civilian employees comprise 29.4 percent of the miscellaneous agencies work force. The76 auxiliary officers in 2009 comprise 1.2 percent of the miscellaneous agencies work force.
