SECTOR: ENERGY

In general, the objective of the energy policy of the Republic of Serbia is to provide the sufficient quantities of quality energy necessary for the economy and population in order to satisfy their energy needs in a reliable, safe anf ecologically acceptable manner, at the lowest possible cost, i.e. maintaining consumer protection. In this context, priorities for achieving the set objective are as follows:- further reconstruction of electric power capacities and new investments in order to reduce and gradually eliminate the need for electricity imports (alongside with finalization of the capital overhaul of TPP Nikola Tesla А3 and initiation of capital overhaul of TPP Nikola Tesla А5 in the following year, the priorities are: revitalization of 4 irreversible aggregates and installation of the fifth aggregate in Hydro Power Plant Bajina Basta, revitalization of TPP Nikola Tesla А1 and А2 and construction of TPP Kolubara B (2X350 MW), or alternatively aggregate B3 in TPP Nikola Tesla);- alongside with the initiated reconstruction of oil and gas refineries, a priority task in this sector is the construction of a main gas network Nis-Dmitrovgrad, as well as the installation of gas infrastructure facilities in regions of the Republic of Serbia in which such facilities have not been installed- further reconstruction and modernization of district heating systems, with increased level of co-generation (combined production of electricity and heating energy)- improvement of energy efficiency in the entire chain, from exploration and production to energy consumption in all energy subsectors, as well as the reduction of the negative effects of energy-related activities on the environment- further activities in the reform of energy sector, i.e. transition towards market economy in compliance with the EU regulations (adoption of the Energy Development Strategy, adoption of the Law on Energy, preparation of by-laws and establishment of energy entities (institutions) envisaged by this Law), - restructuring of public energy enterprises, with a view to achieving improved efficiency of their operations and consumer protection, as well as creation of preconditions for increased participation of private capital in the energy sector,- preparation of alternative programs for employment of redundant labour, as a consequence of reforms in the energy sector.Donations and soft loans disbursed so far, have played a key role in the energy sector rehabilitation. To illustrate this, below are listed only some effects of reforms implemented until now:- increased production of coal, removal of overburden, increased availability and reliability of energy capacities- substantial improvement of collection discipline for the consumed energy, i.e. improvement of collection rate- increased prices of energy (regarding the district heating and electricity prices, further increase is required in order to achieve the economic level).

Institutional development is a priority in the forestry sector. Directorate for Forests has become operational within the new Ministry of Natural Resources and Environment Protection. The established forestry institutions (public enterprises and public administration) are at present at an organizational level which prevents them from implementing their prioritized functions in a satisfactory manner. Public administration should be provided with an adequate means for successful formulation and implementation of forestry policies, while public enterprises, primarily "Srbija sume", should be restructured and established as strong, decentralized business systems, modeled after similar European companies. The process of restructuring should enable privatization all service activities. Forests and leand integral management should be ensured in accordance with the principle of sustainable exploitation.Donations in this sector have, in real terms, started this year; however, all resources were directed directly from OSCE and FAO accounts to the accounts of final beneficiaries.

Revenues of the Serbian Health Insurance Institute are still declining, since their main source of revenue are salary contributions, which are rising at a slow pace or even stagnating, while the number of employed persons is decreasing. Salaries in the health sector are low, while equipment and facilities are in a poor condition. A comprehensive reform of health care system is necessary, with the following basic components: better organization and more efficient use of existing infrastructure and introduction of new forms of organization and health care financing. Management and financing of health services is based on the existing capacities, not on work output. Poor price policy has degraded the quality of health services, and use of health services at different levels is not in line with the criteria of efficiency and cost reduction.

Approaching reforms in social sector, the Ministry focused on three main areas: poverty alleviation, support to families and protection of children, elderly and disabled persons, and restructuring of the pension system. In order to evaluate current status and define the focus of the reform process and necessary policy changes within the social welfare sector, the Ministry of Social Affairs (MOSA) established mechanisms to address poverty, social protection of vulnerable population and pension system. In partnership with others (WB, UN Agencies, local institutions and others) MOSA adopted the participatory approach in addressing the issue of vulnerability and poverty by providing access to rights and inclusion.The reform processes in the social sector by provision of rights and entitlements will be strengthened by the establishment of mechanisms of decentralisation, deinstitutionalisation, covering of the transition costs, transmission of good practices and progressing of the reform processes. The Repubic of Serbia transport infratstrucure network has been substantially damaged, and thus there is a significant need for international supportin infrastructure reconstruction. It is estimated that about 30% of the roads are in good condition. Rehabilitation of infrastructure requires not only investments in reconstruction, but also: maintenance of the safety basic level and quality of transport services, harmonization of legislation, environmental protection and improved management. During 2001 and 2002, a step forward has been made: a number of agreements on reconstruction of road infrastructure has been concluded, with special focus on Corridor X, and a dynamic legislative action has been launched. 70 million USD have been invested for revitalization and maintenance of the road network. During 2002, the Danube cleaning project has also been launched, and along with it reconstruction of the "Sloboda" bridge, sponsored by the European Union. Reconstruction of the "Belgrade" Airport has also been launched in order to build regional cargo hub.
