Chang is the Director of the Darwin Deason In- stitute for Cyber Security, the Bobby B. Lyle Endowed Centennial Distinguished Chair in Cyber Security, and Professor in the De- partment of Computer Science and Engineering in the Lyle School of Engineering at Southern Methodist University (SMU). He is also a Senior Fellow in the John Goodwin Tower Center for Politi- cal Studies in SMUs Dedman College and a Distinguished Scho- lar in the Robert S. Strauss Center for International Security and Law at the University of Texas at Austin. Chang has been Profes- sor and AT&T Distinguished Chair in Infrastructure Assurance and Security at the University of Texas at San Antonio and he was at the University of Texas at Austin as an Associate Dean in the College of Natural Sciences and Director of the Center for Information Assurance and Security. Additionally, Changs ca- reer spans service in the private sector and in government inclu- ding as the former Director of Research at the National Security Agency. Dr. Chang has been elected as a member of the National Academy of Engineering. He has also been awarded the National Security Agency Directorʼs Distinguished Service Medal and was the 2014 Information Security Magazine Security 7award winner for Education. He has also served as a member of the National Academies committee on Responding to Section 5(d) of Presi- dential Policy Directive 28: The Feasibility of Software to Provide Alternatives to Bulk Signals Intelligence Collection, and as a steering committee member of the National Academies of Sci- ences, Engineering, and Medicine Workshop on Privacy for the Intelligence Community: Emerging Technologies, Academic and Industry Research, and Best Practices. He is currently a member of the Intelligence Science and Technology Experts Group of the National Academies of Sciences, Engineering, and Medicine. He is the lead inventor on two U.S. patents (U.S. patent num- bers 7272645 and 7633951) and he appeared in the televised National Geographic documentary, Inside the NSA: America's Cyber Secrets. He has twice served as a cyber security expert witness at hearings convened by the U.S. House of Represent- atives Committee on Science, Space and Technology. Dr. Chang received his B.A. degree from the University of California, San Diego and his M.A. and Ph.D. degrees from the University of Ore- gon. He has also completed the Program for Senior Executives at the Sloan School of Management

Frederick R. Chang is the Director of the Darwin Deason In-stitute for Cyber Security, the Bobby B. Lyle Endowed Centennial Distinguished Chair in Cyber Security, and Professor in the De-partment of Computer Science and Engineering in the Lyle School of Engineering at Southern Methodist University (SMU). In the Dallas area, 85,000 students go to community col-leges and are the largest feeder group to UNT Dallas. The campus is located in southern Dallas, twelve miles south of downtown. The majority of the students: live south of I30, 1st generation to go to college, over 80% Hispanic or Black, are eligible for Pell grants – only 9% of stu-dents in the bottom or next to bottom quartile go to college. Only 35-40% of 25-34 year olds have an associate degree – the goal is 60% by 2030. There are several building blocks of Academic Suc-cess – attend Pre-K to prepare to learn, achieve literacy by the end of 3rd grade, grade level math by mid-elementary, com-plete high school college ready, begin some form of post high school, complete college. The university is targeting to educate students to meet active needs in the community – high demand for teach-ers in the urban community; counselors and health care workers to meet demand of hospitals that have approached the school; law enforcement – the UNT Dallas College of Law has 55% minority stu-dents with tuition of $14,500/yr, the lowest in Texas. The campus will be able to accommodate 25,000 students to meet growth over the next 20-25 years. with thanks to Patsy Watson for these Notes!
