Introduction

As 2014 draws to an end it has been a turbulent and challenging year for West Africa in particular. The ebola epidemic has been a tragic and unexpected attack

that is now being fought on a global front.It is however important to note that the World’s Health Organization declared that Nigeria’s spread has been halted (up until this publication), having infected just 20 people, seven of whom died.

The organization also declared both Nigeria and Senegal free of Ebola, because they had not had any new cases in 42 days—twice as long as the incubation period for the virus.We hope moving into 2015 the worlds governing bodies will continue to assist and support the effected countries and can evolve the remedies that will cure this terrible disease.

In this December 14 edition we will also look at Cape Town’s plans to substitute costly helicopter rental

with drones for aerial surveillance, Infrastructure funding for the Horn of Africa, West Africa’s mining future and how Ethiopia, the African Tiger, aims to become a middle income country by 2025.

Cape town plans for drone surveilance

T he city of Cape Town Safety and Security Department have announced plans to begin tests on drones this month in the search for a

solution to costly aerial surveillance.

J.P.Smith, Mayco Member for Safety and Security, announced the plan at a meeting with police in September. He later confirmed that different departments within the City – Metro Police, Disaster Management, Fire and Rescue and Engineering departments – have had to spend money on hiring helicopters for aerial surveillance. The acquisition of a drone (for around R600 000) could be more cost-effective.

Drones would be used to monitor land occupations, crime, scrapyards suspected of harbouring stolen copper, shack fires and disasters. Two companies are set to demonstrate their products to the City in the near future, Smith added.

In June, a Pretoria based company, Desert Wolf, made international headlines for developing a drone (marketed as a “riot control copter”) that could spray tear gas and fire rubber bullets at protesters. At the time, the company revealed that an unnamed mining company had ordered 25 such units.

But Dr Christi van der Westhuizen, an author and analyst who has written on apartheid and post-apartheid state security, expressed particular concern over the city’s proposal to use drones to monitor land occupations of >

the type that saw hundreds of shacks erected on a private piece of land in Philippi East in August and described surveillance drones as “a technology which is globally controversial due to the tremendous threat it poses to democratic freedoms”.

He also commented that: “If this goes ahead, it would amount to local government further criminalising poor and marginalised communities, all in the name of protecting private property rights, instead of addressing the real socio-economic needs that underlie land occupations.Drones are already widely in use in South Africa - in commercial filming, anti-poaching operations and for recreational use. However, in May this year the use of flying drones with mounted cameras was banned with immediate effect in South Africa by the South African Civil Aviation Authority (SACAA) This made it illegal for

any TV news operation, productions doing film shoots, people shooting documentaries, TV series or film agencies to use drones because of safety concerns.

By June, however, the SACAA under pressure from critics, announced that it will have conclusive guidelines and legislature for the use of unmanned aircraft systems (UAS), or so called drones, in South Africa by March 2015. The regulator said in a statement it “would not put profits ahead of public or aviation safety” by rushing the process, which is already a contentious issue globally.Aviation safety is not the only area of concern with this cutting edge technology.

Jane Duncan, University of Johannesburg professor and author of Rise of the Securocrats, argues that drone technology’s ability for crime prevention has to be offset against the threat to citizens’ privacy and democratic freedoms. The sophistication and manoeuvrability of drone technology means that it has far more potential to be invasive than CCTV cameras: “The potential for near universal surveillance without detection and for a cross-over from public to private surveillance become real concerns. It presents a new and unique threat to South Africans’ constitutional right to privacy.” SA

Storacall launches new rugged portable compact communications recorder

Storacall has just announced the launch of their ST Portable Recorder and player, which is designed for portable telephone and radio surveillance monitoring for the

military, security and surveillance markets.

The recorder consists of a rugged portable PC fitted with one or more multi-line communications recording cards together with a 14 inch TFT active matrix color display. It measures approximately 11 x 7 x 16 inches, weighs around 18 lbs and is supplied in a Pilot case complete with wheels to allow for easy and rapid deployment. as having died from the disease in Liberia, Guinea, Sierra Leone, Nigeria, the United States and Spain. A further death has been reported in Mali.

But on October 17th the World Health Organization declared that Nigeria’s spread had been halted, having infected just 20 people, seven of whom died. The organization also declared both Nigeria and Senegal free of Ebola, because they had not had any new cases in 42 days—twice as long as the incubation period for the virus.

Senegal, had just one case, a young man who had travelled into the country by road from Guinea, one of the most highly infected countries. In Nigeria—Africa’s most populous country, with about 174 million people,—Ebola was carried in from Liberia by Patrick Sawyer when he flew into Lagos in July. The disease spread to everyone who helped him, but was halted, having infected just 20 people, seven of whom died.

“If a country like Nigeria, hampered by serious security problems, can do this,” said World Health Organization Director-General Margaret Chan, “any country in the world experiencing an imported case [of Ebola] can hold onward transmission to just a handful of cases.”

Nigeria and Senegal were alert to the risk

The most important lesson is that an immediate, broad-based, and well-coordinated response can stop the Ebola virus, carried into a country in an infected traveller, dead in its tracks.

The company has implemented its immigration control systems, free of cost, to local governments in seven West African nations. This includes Sierra Leone, Senegal and Equatorial Guinea, with new implementations in Liberia and Guinea pending activation.

Contact tracing data analytics will also help these organizations more effectively monitor and control the spread of the virus, diminish the health risks and reduce the economic impact. “Part of the solution to controlling and suppressing this outbreak is to conduct risk assessment and contact tracing,” said Cheble. “Knowing where a passenger has been, where they are going or what and whom they’ve come into contact with can be vital information to help control the spread.” SA

Ethiopia, with 90 million people is the second most populated country in Africa is and keen to shed the 1980’s poster of a starving Ethiopian child, which still lingers as a

reminder of the years of famine and poverty.

Now hailed an `African Tiger’ it aims to become a middle-income country by 2025. Ethiopia has registered impressive economic growth for the past decade of somewhere between 8% and 10%. The government’s investments, the main engine of growth, abound, from building a road network to expanding basic social services, and making a big push in the energy sector.

The Grand Ethiopian Renaissance Dam due for completion in 2017,was initiated by the late prime minister Meles Zenawi who was in power for 21 years before his death in 2012. Due for completion in 2017, the impressive hydropower project will be Africa’s largest, standing some 170m (558ft) tall.

The cost, around 4.7 billion dollars has been largely self-funded, by Ethiopian bonds and taxpayers. In addition, as part of a five year development plan

Africa’s first light rail system is to be built in Ethiopia’s capital city. The project, funded and built by China, will be running next year – possibly in time to transport voters to polling booths at the national elections in May:

”It’s magnificent in Addis to construct 34km of railway along the main arteries of the city which is extremely busy with pedestrians and vehicular traffic flows,” says 31-year-old project manager Behailu Sintayehu. The $475m electrified rail is one of many projects in an ambitious five-year growth and transformation plan.

One effect of the progress made in the last 30 years is a greater capacity to cope with drought, preventing the descent into famine conditions that have occurred in the past. Ethiopia’s development efforts are also praised internationally for meeting some of the millennium development goals, particularly universal primary education and a reduction in infant mortality.

Adult life expectancy has shown considerable increases from, in 1984, 45.7 years for a woman and 42.8 years for a man to, in 2012 , 64.6 years for a woman and 61.4 years for a man. However, Ethiopia is not without its critics, including Amnesty International, who point to human rights issues involving the repression of dissent.

This combination of high growth and strong investment in national infrastructure combined with restrictions on free expression and the strong arm policing of dissent, conforms to a Chinese mode of “authoritarian developmentalism” which was initiated by the late president, Meles Zenawi, who was famous for his remark that “There is no connection between democracy and development.” SA

A historic trip to the Horn of Africa to pledge political support and major new financial assistance for countries in the region, totalling more than $8 billion over the coming years.

On 27th October, in Addis Ababa, the first day of the trip led by UN Secretary-General Ban Ki-moon, to discuss peace, security, and resilience in the Horn of Africa the UN Secretary-General said “The countries of the Horn of Africa are making important yet unheralded progress in economic growth and political stability. Now is a crucial moment to support those efforts, end the cycles of conflict and poverty, and move from fragility to sustainability. The United Nations is joining with other global and regional leaders to ensure a coherent and coordinated approach towards peace, security and development in the Horn of Africa.” The initiative covers the eight countries in the Horn of Africa -- Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda.

The Horn has some of the fastest growing economies in Africa and huge untapped natural resources 2014 saw Kenya overtake Ghana and Tunisia in World Bank estimates for GDP. Uganda, with significant natural resources, including ample fertile land, regular rainfall, and mineral deposits, has huge potential.

However, it also has many extraordinarily poor people and populations that are now doubling every 23 years. Unemployment is widespread among growing numbers of young people. Women face huge obstacles because of limited land rights, poor education, and

social customs that hinder their economic opportunity.Countries in the region are also vulnerable to corruption, piracy, arms and drug trafficking.

Terrorism, and related money flows are significant and interconnected threats in the Horn of Africa. People-trafficking is also a growing problem in the region. World Bank Group President Jim Yong Kim speaking on the trip said, “There is greater opportunity now for the Horn of Africa to break free from its cycles of drought, food insecurity, water insecurity, and conflict by building up regional security, generating a peace dividend, especially among young women and men, and spurring more cross-border cooperation.”

The European Union also announced that it would support the countries in the region with a total of around $3.7 billion until 2020, of which about 10 percent would be for cross-border activities; the African Development Bank announced a pledge of $1.8 billion over the next three years for countries of the Horn of Africa region; while the Islamic Development Bank committed to deploy up to $1 billion in new financing in its four member countries in the Horn of Africa (Djibouti, Somalia, Sudan and Uganda).

UN Secretary-General Ban Ki-moon, the World Bank Group (WBG) President, Jim Yong Kim, as well as the President of the Islamic Development Bank Group and high level representatives of the African Union Commission, the European Union, the African Development Bank, and Intergovernmental Agency for Development (IGAD) are combining forces to promote stability and development in the Horn of Africa. Record participation from UK, USA and Germany leads international influx at Intersec 2015World’s premier safety and security exhibition expects stronger than ever turnout as

global players converge in growing market

A record turn-out of safety and security companies from Germany, UK and the USA will be at the forefront of international participation at Intersec 2015, as the three-day event nears sell-out three months ahead of opening its doors for the 17th time.

Organiser Epoc Messe Frankfurt has reported unprecedented international interest in the world’s largest safety, security, and fire protection trade fair; exhibitors have already snapped up 90 per cent of the exhibition space, underlining the positive sentiment in a region which is among the fastest growing security markets in the world.

Taking place from 18-20 January 2015 at the Dubai International Convention and Exhibition Centre, Intersec will spread over 51,000sqm, an increase of 15 per cent over the 2014 edition.

All 13 country pavilions at Intersec 2015, which will include those from Germany, UK, USA, Canada,

China, Hong Kong, India, Italy, Korea, Pakistan, Singapore, Taiwan, and the UAE have been sold out.

The largest ever German Pavilion at the three-day event will feature 48 companies while 12 standalone companies will also take part, including ABS Safety, Advancis, Bosch Security Systems, Draegerwerk, NSC, and SimonsVoss Technologies.

I ntelligent fire systems leader, Advanced has been selected to protect critical infrastructure along a 1,600km Sudanese oil pipeline.Control buildings and pumping stations along

the pipeline, which plays an important part in the country’s infrastructure, are being protected by Advanced’s Axis EN intelligent fire systems and ExGo extinguishant control panels.

The Sudanese Petroleum Pipeline Company commissioned Globaltec Security & Safety Systems, who are working with Advanced’s partner AIRfire Worldwide, to install fire protection and suppression control right along the double pipeline, which runs 800km from Khartoum, the country’s capital, to Port Sudan. I ron ore has declined 40 percent this year as supply outstripped more moderate demand growth, which has cooled interest for new iron ore projects. Shareholders are pressing mining firms to be

much more careful about big, risky investments.

Iron ore, the main ingredient in steel, now trades around $95 per tonne, down from a peak of almost $200 in 2011, and analysts expect prices to fall further in the next few years.

Many countries in the region possess iron ore deposits that are as yet unmined. At present production in Africa is dominated by South Africa, Mauritania and Algeria; Zimbabwe and Morocco produce ore for use within the country. Lack of adequate infrastructure - ports, roads and railways - to expand the trade and export of Africa’s mineral riches has been one of the biggest brakes on the continent’s faster growth.

In June this year Mauritanian state mining company, SNIM finalised a deal with Glencore PLc to exploit the Askaf iron ore mine in exchange for access to its rail, port and storage facilities. In order to exploit the resources, located hundreds of kilometres from the Atlantic coast, the project needed to access Mauritanian infrastructure.

SNIM Chief Executive Mohamed Abdellahi Ould Oudaa said as the $1Billion deal was struck: “This historical deal shows the willingness of SNIM to develop further the mining sector by encouraging foreign investors to invest in the country by making our infrastructure available for their production.” Commodities giant Glencore said in its last

annual report that it was assessing two iron ore projects in the West African country, Askaf and El Aouj, which had the potential to produce at least 22.5 million tonnes per year.

But by late October Sphere (SPH) Minerals Ltd., controlled by Glencore Plc (GLEN), slowed plans to develop the $900 million iron ore mine after prices of the steelmaking material plunged and announced that the board is reviewing the Askaf project in Mauritania. Askaf North had been expected to begin output in early 2017 and was forecast to yield about 7.5 million tons a year once developed

“Taking into account the time involved in this review it is currently expected that the start of production will be delayed,” Matthew Conroy, company secretary of Sphere, said in a statement on 27th October.

The future of Guinea’s Simandou deposits or iron ore, subject to legal argument over the last few years, however, were given a boost in May when Sam Walsh, Rio Tinto’s chief executive, and Alpha Condé, Guinea’s president, signed an investment framework to develop Simandou, cementing the company’s return to favour in the country after it was stripped of its rights to mine part of the deposit in 2008.

The Simandou Mountain Range in Guinea possesses the world’s last substantial ‘tier-one’ iron ore deposit. Discovered in 1997, mining has yet to begin. Rio Tinto acquired the original exploration rights but invested little in it. Part of the agreement is to find outside parties to build a 650km railway and port which will add considerably to Guinea’s infrastructure. SA
