Staying safe during your time in Paris

Page 2: Security Guide

≥ In the street Be careful when crossing the road in Paris. Always look before starting to cross a pedestrian crossing.

Paris is not a dangerous city and there are fewer assaults than in other major cities and capi-tals. However, assaults do happen.

∫ Avoid walking alone late at night in deserted or poorly lit streets.

∫ Do not handle money in public.

∫ Change currency in bureaux de change or at the Banque de France.

∫ Carry a minimum amount of cash with you and opt for small denomination notes.

≥ When using public transport∫ Go to the ticket office or use automatic ticket machines in railway and metro stations.

∫ Do not purchase tickets from street hawkers who will charge you more than the standard price.

∫ Never take a taxi that does not have an official taxi sign on the roof or a meter. Just like in other places, illegal taxis exist in Paris.

∫ Do not leave your luggage unattended.

∫ Avoid the long connecting corridors in metro and RER stations at night.

∫ Be aware, as pickpockets sometimes operate on the RER lines to the city’s airports.

This guide aims to answer the personal safety questions that residents often have. It contains practical information (addresses and telephone numbers) and advice about precautions to take so that you enjoy an uneventful stay in Paris and at the Cité internationale.

≥ PickpocketsAccording to police HQ statistics, gangs of pickpockets mainly target tourist attractions.

Follow the advice listed below in order to avoid unpleasant surprises:

∫ Use a small bag or bumbag rather than a rucksack.

∫ Do not keep your wallet in your back pocket.

∫ Do not put your mobile phone in the outside pocket of your bag or item of clothing.

∫ Do not lend your mobile phone to strangers.

∫ Do not leave your personal possessions or money / bank cards unattended (in a changing room, restaurant or cafe, for example).

∫ Do not place your bag at your feet in a cafe or restaurant and do not leave your mobile phone or wallet on the table.

≥ Theft or assault: what should you do? If a mugger tries to grab your bag, do not resist, as you will run the risk of getting hurt.

If you are the victim of theft or assault, you must go to the nearest police station to report the crime. If you feel that you are being followed, go into a shop or public place and ask someone to call the police.

At the police station, you will be asked to:

∫ Describe your attacker (sex, apparent age, hair colour and hairstyle, height, build, clothing and any other distinguishing features).

∫ Indicate the direction taken by your attacker and if s/he fled on foot, scooter or in a car.

∫ Try to remember the colour and make if a motor vehicle was used.

In the event of an assault, the police officer will give you an official slip sending you to the Urgences Médico-Judiciaires (special police casualty department). An official certificate will be issued.

Urgences Médico-Judiciaires (24/7 service)1, place du Parvis Notre-Dame - 75004 Paris Métro : Cité | RER B station St-Michel - Notre-Dame Tel. 01 42 34 82 85 ou 29

The Cité internationale’s estate is private but is open to the public. Certain common rules must be respected in the 34 hectares of parkland and in your house in order to ensure a pleasant stay at the cité.

≥ In your house ∫ When leaving or entering your house, always check that the outside doors have closed

properly behind you and do not let strangers enter at the same time as you.

∫ Always close the door of your study bedroom even if you will only be out for a few minutes.

∫ For those with ground floor study bedrooms, always close the windows, even when out for a short time, and especially at night.

∫ In the case of study bedrooms with electronic locking systems, never use an object to keep the doors in open mode.

≥ In the grounds∫ Wear suitable clothing out of respect for others.

∫ Avoid walking in unlit or poorly lit areas at night.

∫ Do not forget that the consumption of strong alcohol is strictly forbidden.

≥ Windows

The Cité internationale has historic monument status and must respect the relevant rules for this type of site so as to not lose any of its charm.

∫ In accordance with the Paris police HQ rules, nothing must be hung outside from the windows.

∫ For safety reasons, nothing should be placed on the window sills and you should not throw rubbish out of the windows (cigarette butts and cans, for example).

∫ It is forbidden to sit on the window sills. Make use of the benches in the grounds to sit outside safely.

≥ Fire prevention

A fire can cost lives.

∫ In the kitchen, do not leave the food that you are preparing unattended. Never leave the kitchen while your meal is simmering on the hobs or is in the oven.

∫ It is not advisable to smoke in the rooms and it is prohibited to use electric devices (hobs and stoves, rice cookers…). Each house has designated areas for cooking and heating up meals.

∫ The installation of incompliant or high energy electrical appliances is forbidden: if you are unsure, get your appliance checked at reception.

∫ The use of several multi-plugs / adaptors on top of each other can constitute a real danger and may start a fire.

∫ Fire extinguishers are safety devices that must be operational in the event of a fire: respect them so that everyone can stay safe.

∫ If you wish to invite someone to the house, you must submit an application to your house’s reception (see special rules).

∫ Residents are responsible for their guests: you must inform your guests about the rules in force at the Cité internationale so that they too comply with them.≠

≥ Protecting your ID documents and personal possessionsRemember to photocopy or scan all of your ID documents and keep a copy in your room, parti-cularly in the case of passports, residence permits and social security certificates, and for all documents that take time to be replaced.

∫ If you lose your passport or other ID document from your country, contact your consulate, and if it is stolen you should also report the theft to the police.

Remember to note down your mobile phone’s IMEI number in order to protect it. To find out the number, enter * # 0 6 # into your phone’s keypad and its IMEI number will appear on the screen. The IMEI number is your phone’s electronic ID.

∫ This number may enable your phone to be located in the event of it being lost or stolen. If you are the victim of a theft, go to a police station to report it.

To block your phone, call your mobile phone provider: The main French providers:∫ Orange: Tel. 0 825 00 57 00 ∫ SFR: Tel. 06 10 00 19 00 ∫ Bouygues Télécom: Tel. 0 800 29 10 00

≥ Looking after your money ∫ Do not keep a large amount of cash in your room or carry it around with you.

∫ If you bring cash to France, deposit it in a bank as quickly as possible. The Reception Office for Mobile Students (BAEM) located in International House (Tel. 01 70 08 76 30 or 01 70 08 76 36) can help you open a bank account.

≥ Protecting yourself from at-risk behaviour For students, researchers, artists and top-level sportspeople from all over the world inte-grating into a new community made up of different cultures, as is the case of the Cité inter-nationale, is vital for ensuring a successful stay. The social evenings organised in the houses are an important part of the process. Residents should take care to avoid any excesses caused by the influence of others (the group effect).

You should always take your own decisions and not give in to the influence or pressure exerted by others with regard to alcohol and drug consumption, or sexual harassment and voyeurism, for example.

You should never agree to do something that you would not normally do. Having a good time does not involve doing things against your will.

Extreme alcohol consumption and addictive behaviour (drugs or alcohol) can have a serious effect on your health. This behaviour may also lead to sanctions being taken against you either by the head of your house (expulsion) or by the police.

In order to prevent and provide information about at-risk behaviour (alcohol, addictions and sexual health), a City of Paris Health information and prevention unit is manned and pro-vides advice at the International Social Relay on the first Wednesday of every month (6-8pm) (in the Honnorat Residence). The unit offers an anonymous free service.
