History in the Making History was made at 6.00am on 25 August 2015 as the first trams on the new lines to Clifton and through Broxtowe Borough commenced their passenger services.

Freeman of the Borough, local Broxtowe resident and well-known local BBC broadcaster Colin Slater has had his name added to one of Nottingham’s fleet of trams, which are all named after inspiring local folk.

The 81-year-old, who was made Freeman of the Borough in 2010, said he was pleased and humbled by the privilege. Find out more about Colin at www.broxtowe.gov.uk/freemen

    What do you think?

    Introduction from the Chief Executive

We are keen to hear from residents about your views on our new Corporate Plan priorities and objectives.

The new plan will form the basis of our activity over the next four years, so it’s an important opportunity to put forward your thoughts and ideas to influence what we do.

We are also seeking the views of residents on the difficult decisions we have to make over the next four years on reducing spending to contribute towards reducing the government spending deficit.

More details on both these consultations are within the newsletter and online. However, if you would like to write in instead, your views will still be taken into account.

The Council has agreed some important new strategies over the last few months - a new Housing Strategy is of particular importance. This is also on the website, and you can see an interesting short video about it at www.broxtowe.gov. uk/housingstrategy

We hope you enjoy reading the newsletter. Do give us feedback on how we can keep on improving it!

    Budget & Corporate Plan Consultation

What do you think your Council Tax should pay for? We need you to tell us what you want us to spend your money on or where we should make savings. The Council needs to make decisions about its budget for 2016/17 and believes it’s important that your views are taken into account as part of that process. We want to give all our residents the chance to review how we deliver the budget and to have a say on future spend.

Our net spending on services has reduced from £14.1m to £10.4m since 2009/10. We have achieved this through reducing spending on employees, sharing services, re-tendering contracts, re-designing services so they can be delivered online and raising money by becoming more commercially minded. Compared with other areas, Broxtowe receives lesser amounts of government grant so the authority has always tried to use resources wisely and well but the government settlement for 2016/17 is very challenging and we have to find new ways of saving money or delivering services in different ways.

DRAFT CORPORATE PLAN 2016-2020 As well as our budget proposal, a new Corporate Plan is required for 2016-2020. We would also love to hear your views on the things we should focus on in the long-term.

Councillors have already taken part in workshops to consider the future priorities that they believe are important to achieve, but before this is finalised we would like your opinion on the issues important to you, that will help shape the Borough's future.

Responses received from the consultations will help to inform the Budget and Corporate Plan that will be considered by the Council in the New Year.

HOW YOU CAN TAKE PART IN THE CONSULTATION The annual summary of accounts on pages 10 & 11 of the newsletter highlights how we are doing and you can read about our draft Corporate Plan on the website at www.broxtowe.gov.uk/corporateplan

Please take a few minutes to compete the consultation questionnaire at www.broxtowe.gov.uk/budgetconsultation on future spend and on the draft Corporate Plan.

Alternatively, if you want to write to us with your comments or obtain a copy of the questionnaire contact Finance Services at 0115 917 7777 or email finance@broxtowe. gov.uk

50th Birthday Fifty years of health and fitness were celebrated at Bramcote Leisure Centre earlier this year as it officially marked its 50th birthday after first opening in June 1965.

In honour of the special day, Mayor of the Borough of Broxtowe, Councillor Susan Bagshaw visited the leisure centre to present employees with a special swimming pool shaped cake and enjoy a quick swimming lesson from swimming coaches.

Bramcote Leisure Centre first opened with just a swimming pool. It has since seen the addition of fitness facilities; a

health suite and a football pitch which have seen 30 million visits from residents across the Borough over the past 50 years.

For more information, please contact Bramcote Leisure Centre 0115 917 3000, email bramcotelc@broxtowe. gov.uk or visit www. broxtowe.gov.uk/blc

A group of the regular cycling chums who enjoy the Wednesday weekly cycle rides that Instructor Adrian Juffs leads from the Beeston Cycle Centre, pushed themselves further in July to cycle well over 30 miles to raise money for the New NUH Cystic Fibrosis Centre at Nottingham City Hospital. The ride is one of the Broxtowe Borough rides which are delivered by Ridewise.

The group cycled Broxtowe's quiet and scenic Erewash Valley Trail, with a short detour into Eastwood for refreshments at the D.H. Lawrence Heritage Centre, before returning to Beeston alongside the Nottingham Canal.

The group raised £775 which will be used to buy special Dyson Fans to keep purpose built exercise rooms in the NUH Centre cool for patients.

The following week the group were invited to visit the NUH Centre - they cycled of course!

Improvements to Chilwell Cemetery were officially unveiled in July at a special ceremony to showcase work to construct an additional 300 graves, as well as designating the first Muslim burial area in Broxtowe Borough. The opening marks completion of just part of ongoing works to accommodate the need for larger facilities.

The Council has worked closely with both the Muslim Community and residents of nearby Penryhyn Crescent, which overlooks the cemetery, to make the improvements.

It is customary in Islam to be buried within 24 hours of death. Graves must also

face Mecca. To achieve the changes it will require the use of pre-excavated graves using precast concrete vaults. A similar facility will be offered to the Jewish community should requests come forward.

Now the new Beeston and Chilwell tram line is running successfully, cyclists are urged to remember to watch out for trams and take extra care on the roads with rails.

    • Special cycle paths have been constructed so, where possible, use the designated cycle routes and crossing points.

Cycle Tram Safe • When cycling alongside the tram track, avoid cycling on the rails as they can be slippery, especially in rainy or frosty weather.

    • Cross the tracks at a right angle to stop your wheels getting stuck in the rail grooves and try to avoid sudden movements.

    • Think ahead, signal early then, keeping both hands on the handlebars, cross the track.

The Beeston BID (Business Improvement District) Company Ltd is a not for profit organisation that works with the business community of Beeston to make it a better place to live, work and shop.

Businesses within the defined town centre area pay a small levy of either 2% or 2.5% of their rateable value to the BID Company. This money is then spent on projects such as marketing, promotion and safety and security. This contribution from the business

community means that £1million is invested into Beeston over a 5 year period.

The company officially launched on January 1st 2011 and will operate until 31st December 2015.

A ballot is required for the BID to continue and this took place throughout September. To be successful a ‘yes’ vote has to be reached from 50% of total vote made, and from the rateable value represented in the vote.

The vote did not support the continuation of the BID so it will only continue operating until December 2015.

The main spending areas include: refuse collection and recycling, leisure centres, community events, street cleansing, crime and disorder, interest payable on outstanding loans and parks and open spaces. Approximately £22.1 million was spent on housing benefit which is almost entirely reinbursed by the government. The Council receives a grant from the government towards the cost of these services and a share of income collected from business rates. Council tax meets almost one half of the net cost of these services.

    TOTAL General Fund Spend £11.070m

In 2014/15 Expenditure exceeded income by £0.379 million and this was deducted from the Council’s general fund reserve, which totalled £4.338 million at the end of 2014/15.

The net expenditure of £11.070 million represented an under spend of £0.452 million against the budget. A number of factors contributed to the under spend including control of vacant posts and additional income from planning fees. Part of the under spend, totalling £0.149 million, has been carried forward to 2015/16 to enable work originally planned for 2014/15 to be completed.

The Greenwood Community Forest Team also helped towards the accreditation and has carried out access audits at Brinsley Headstocks. The Friends Group believe this work helped to achieve Green Flag Status as they implemented a number of recommendations from the audit.

The Friends of Brinsley Headstocks was formed in 2008 and is a voluntary community group who

help to maintain and develop Brinsley’s old mining site.

They work in partnership with Broxtowe Borough Council and other groups to develop the area as a heritage and local nature reserve, an amenity for the community and a focus for the mining and literary heritage of the area. Further details can be found at www. brinsleyheadstocks.org

Many of the Green spaces also have voluntary support groups including the Bramcote Old Church Tower at www. bramcoteoldtower.org.uk Friends of Colliers Wood at www.friendsofcollierswood. org.uk and Friends of Bramcote Ridge who support both Sandy Lane and Alexandrina Plantations at www.bramcote-ridge.org.uk

Rare Bird at Attenborough Nature Reserve One of the rarest bird species in the UK has bred for the first time at Attenborough Nature Reserve. Two bittern chicks were spotted in the reed-beds at the Nature Reserve in June.

The heron-like birds are an RSPB red list species with only 80 breeding males recorded in the UK. In 2000, the wildlife trust designed and planted the reed-bed where the birds have since nested. It involved bulldozing tons of material into a deep lagoon.

The keys were officially handed over at a pioneering housing scheme in Eastwood, thanks to a partnership project between Broxtowe Borough Council, Nottingham Community Housing Association, Waters Homes and Pelham Architects to build specially adapted dementia friendly bungalows.

Mayor of the Borough of Broxtowe, Councillor Susan Bagshaw joined representatives from each partner organisation at Linwood Crescent, Eastwood to celebrate the completion of the scheme, which is the first of its kind in Nottinghamshire.

The development offers two x two bedroom bungalows, including a room for carers to help support the needs of individual tenants, together

with an additional older person one bedroom bungalow.

The Council have worked closely with Nottingham Community Housing Association’s Development team and in-house architects, Pelham Architects to ensure that the new homes are dementia friendly, including considering textures and patterns, as people with dementia can struggle with depth perception and patterns can cause confusion.

Housing Video Sets The Scene Housing is one of Broxtowe Borough Council’s key priorities so the launch of its new Housing Strategy sees the culmination of many months of work that have enabled the Council to set out its plan for the next five years. Following extensive consultation with residents and others the outline strategy is supported by a new video on the Council’s YouTube channel www.youtube. com/BroxtoweBC

At the consultation, residents told the Council they wanted the strategy to be easily understood and succinct, so the video has been produced to accompany the written document. Featuring residents and employees, the video was filmed by local filmmaker Laura

The development is one of three social housing projects for the Borough costing around £2 million. Future developments are planned in partnership with Nottingham Community Housing Association and money from the Homes and Communities Agency which could enable the building of 68 units of accommodation on 6 key sites throughout the Borough.

The Council is committed to providing new and affordable homes across Broxtowe Borough.

Looking for Land The Council is looking for additional housing sites that are not already included in the Strategic Housing Land Availability Assessment (SHLAA) which can be found at www.broxtowe.gov.uk/ SHLAA.

Broxtowe Borough Council would like to boost its supply of sites located within the existing urban area to reduce the amount of land needed to be released from the Green Belt for development. If you are the landowner (or agent acting on behalf of the landowner) of a piece of land that may be suitable please get in touch.

Sites which may be considered suitable include:

    • Vacant/derelict or underused land

    • Land where business is considering re-location and will be vacant in the future

    • Large garden plots

    • Conversions of existing buildings
