WhyFocusonChildren?Historically• theneedtoinvestin&protectchildren-
addresscruelty,poorconditionsandnutrition(Dingwall 1982)
• Improvethesurvivalandfitnessoffuturecitizensintheinterestsof‘nationalefficiency’– mothers were ignorant of the correct
methods of childrearing and needed to be educated (viewnotedbyBryder 2002)
