LAUREL HILTS, resident- Commented on the Fourth of July celebration and thanked the City of Seldovia staff and
crew for their help, the work of the Chamber and Susan Mumma as the chairperson of the event with the support of
Darlene Crawford. This month SVT would have their youth culture camp for children up to the age 10 for 4 days.
The weekend of the 20th and 21st would be the Seldovia Fly-in, put on through the Linwood with live music by
Darrell and the Scribs and nice BBQ. The Jakolof Bay 10 Miler would be Saturday the 28th and was put on by the
Kachemak Bay Running Club and Tania Spurkland. Vacation Bible School would also take place that month and
was put on by the same crew from Louisiana and the Seldovia Bible Chapel.

2. RESOLUTION 20-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SELDOVIA, ALASKA
ADOPTING A TABLET POLICY FOR THE CITY OF SELDOVIA
a. Presentation by Staff or Council
CLERK GEAGEL- Presented Resolution 20-02 adopting a tablet policy and included that she asked for tablet
recommendations from their IT consultant and he recommended the Lenovo Tab with a portfolio case to protect
the tablet and the user’s password and information. He also recommended antivirus and document management
applications.
b. Council Discussion
ROJAS- Spoke in support of Resolution 20-02.
SWEATT- Spoke in support of a portfolio case with a stand. Inquired about other communities and printing
capabilities.
CAMPBELL- Requested a case or stand that angled the tablet up.

1. Discussion- “Paid Parking” Proposal
a. Presentation by Staff or Council
CLERK GEAGEL- Presented the paid parking proposal and asked for council consideration of what type of
timeframe they wanted to manage for parking, 24 hour, weekly, or monthly, along with what they wanted to
designate lot 4. She discussed that there was potentially still room for the same amount of parking spaces with the
harbor lot development buildings on the lot if they were located near the pavilion. There was 40 feet of
thoroughfare from current parking spaces to the brushy HEA transformer box area.
b. Council Discussion
COLBERG- Spoke to the proposal and the space for thoroughfare and discussed that parking and buildings could
both be done and paid parking was a possibility.
CAMPBELL- Discussed that 8.5x16 was for a compact vehicle and truck parking was longer. He Spoke in
opposition of paid parking.
LETHIN- Spoke in opposition of the paid parking proposal and in support of angled parking for functionality.
ROJAS- Discussed that the proposal could be refined and made simpler. Spoke in support of moving forward
with the economic development and then determining if parking was an issue.
MORRISON- Spoke in support of a daily paid parking rate and discussed enforcing registration as is in the
ordinance.
SWEATT- Inquired if there were another place people could park long-term and discussed addressing paid
parking with a work shop if needed in the future.
CM CAMERON- Recommended having a parking workshop and discussed that the topic came about with the
conversation of developing buildings on the lot. Are you in agreement that you can have both and that that lots
filled up, or partially filled up, then emptied out in the evening.

2. Discussion- ORDINANCE 20-01 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SELDOVIA,
ALASKA, AMENDING CHAPTER 10.16 PARKING LOT REGULATIONS, SECTIONS 10.16.030 THIRTY
DAY PARKING, AND 10.16.040 LONG TERM PARKING- as amended
a. Presentation by Staff or Council
CLERK GEAGEL- Presented Ordinance 20-01 as amended with language from the previous meeting’s
discussion.
b. Council Discussion
ROJAS- Spoke in support of Ordinance 20-01.
SWEATT- Spoke in support of Ordinance 20-01.
LETHIN- Inquired about the fee being established by the Seldovia Fee Schedule.
MORRISON- Inquired about current long-term parking charges and if having the rate in the fee schedule would
be equivalent to what was charged for a boat.
CM CAMERON- Discussed that changing a fee mentioned in the code was a lot more cumbersome then a fee
established by Seldovia Fee Schedule, which was passed every year.

CM CAMERON- Presented the city manager’s report as written and included that the Main Street and Dock
Street waterline repair were complete and everything checked off with the compaction. The next big leak on
Young Street was waiting for HEA and ACS utility locates. Charles would continue brush cutting in the right of
ways that week. The week before the Fourth of July the fuel lines were surveyed as part of the ongoing SFL
negotiations. The surplus auction was being wrapped up, items were being reconciled and more than likely there
would be a round two. For FY18 and FY19 auditors were in town for the week. The FY19 year-end occurred and
they are now in FY20, she will be putting a final financial report together for the council. Dan Nelson wanted to
come down and present on emergency management at the next meeting but with Swan Lake Fire they would need
to play it by ear. There would be SOA public safety contract teleconference to discuss receiving more funding and
she invited Chief Cushman to join the teleconference. The KPEDD website was waiting for next Assembly
meeting for a contract approval before the website was rolled out. The sanitary survey would take place July 18th
and 19th. A Temporary Standing Order with Barabara Heights to offer support in this fire season was received by
the city at the beginning of last week. She presented the latest Swan Lake Fire report and the latest State of Alaska
burn suspension notice. She presented water conservation tips and discussed minimizing excessuse of water in the
unseasonably warm weather.
ROJAS- Inquired about the surplus auction and the fuel lines survey.
CLERK GEAGEL- Commented that the surplus auction did not have as much of turn out as hoped, a lot of people
commented after the auction that they did not know about it.

1. Discussion- City of Seldovia Accounting Software
a. Presentation by Staff or Council
CM CAMERON- Presented a proposal requesting the council to consider reverting back to QuickBooks from
Caselle. She discussed that the transition should be easy and that the harbormaster would be able to take on some
of the harbor billing themselves. Altman and Rogers have a QuickBooks professional who can help with the
transition. Auto billing would still be available but customers would no longer be able to go online and view their
bills. Credit card expenses were higher with QuickBooks, but there were 3rd party credit card processing
companies out there that are Quickbooks compatible. One company she presented claimed to be 38% cheaper, she
asked for councils’ consideration to look into 3rd party credit card companies to cut down the expense.

LETHIN- Inquired if the software was fund accounting not accrual.
MAYOR LENT- Inquired if QuickBooks was what they had before.
ROJAS- Inquired about the conversion time and cost.
CAMPBELL- Spoke in support of reverting to QuickBooks.

CITY OF SELDOVIA
ORDINANCE 20-01
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SELDOVIA, ALASKA,
AMENDING CHAPTER 10.16 PARKING LOT REGULATIONS, SECTIONS 10.16.030
THIRTY DAY PARKING, AND 10.16.040 LONG TERM PARKING- as amended
SECTION 1. CLASSIFICATION: This ordinance is permanent in nature and shall become a
part of the Municipal Code of the City of Seldovia.
SECTION 2: SEVERABILITY: If any provision of this ordinance or any application thereof to
any person or circumstances is held invalid, the remainder of this ordinance and the application
to another person or circumstances shall not be affected thereby.
SECTION 3. ENACTMENT: AMENDING SECTIONS 10.16.030 THIRTY DAY PARKING,
AND 10.16.040 LONG TERM PARKING BY REMOVING LANGUAGE IN STRIKEOUT
AND ADDING LANGUAGE IN HIGHLIGHT TO READ AS FOLLOWS:
10.16.030 Thirty Day Parking. Lots 5 & 6, Block 10 Urban Renewal area
shall be designated "Thirty Day Parking" and may be considered for economic
development as found applicable to the City of Seldovia. Persons utilizing this area
shall register with the Harbormaster prior to parking. There shall be no overnight
parking for any of the following: camper, motor home, or travel trailer parking,
boat trailers, vans, or any other type of commercial vehicle in this area. (Ord. 90-
08A; Ord. 97-01; Ord. 99-02)
10.16.040 Long Term Parking. Lots 3, 4 & 5, Block 2 urban renewal area
shall be designated "Long Term Parking". A fee of twenty dollars ($20) a month for
each Each space utilized will be charged a fee established by the Seldovia Fee
Schedule. Persons utilizing this area shall register and pay fees at the City Office
prior to parking. (Ord. 90-08A)
SECTION 4. EFFECTIVE DATE. This ordinance becomes effective upon its adoption by the
City Council.
ADOPTED by a duly constituted quorum of the City Council of the City of Seldovia, Alaska

ORDINANCE 20-02
AN ORDINANCE ADOPTING THE RECODIFICATION OF THE CODE OF ORDINANCES OF THE
SELDOVIA MUNICIPAL CODES
WHEREAS, the Alaska State Legislature has provided for the codification and publication of the permanent and general
ordinances of municipalities in Section 29.25.050 of the Alaska Statutes; and
WHEREAS, the City Clerk’s office has compiled, edited and published a codification of the permanent and general
ordinances of the City of Seldovia, Alaska; and
WHEREAS, there have been filed and there are now on file in the office of the City Clerk, for public inspection, five
copies of a publication entitled “Seldovia Municipal Codes”, and copies thereof are available for the use of persons
present at the public hearing on this ordinance;
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SELDOVIA, ALASKA:
SECTION 1. ADOPTION. As authorized by Section 29.25.050 of the Alaska Statutes, there is hereby adopted the
“Seldovia Municipal Code”, as compiled, edited and published,
SECTION 2. TITLE-REFERENCE, This code shall be known as the “City of Seldovia Municipal Code” and it shall
be sufficient for all purposes to refer to said code as the “Seldovia Municipal Code”.
SECTION 3. CODIFICATION AUTHORITY. This code consists of all the regulatory and penal ordinances and
administrative ordinances of the City of Seldovia, Alaska, codified pursuant to the provision of Seldovia 29.25.050 of the
Alaska Statutes.
SECTION 4. EFFECT OF CODE ON PAST ACTIONS AND OBLIGATIONS. Neither the adoption of this code
nor the repeal or amendments hereby made of any ordinance or part or portion of any ordinance of the City of Seldovia
shall in any manner affect the prosecution for violations of ordinances, which violations were committed prior to the
effective date hereof, nor be construed as a waiver of any tax, license, fee, or penalty at said effective date due and unpaid
under such ordinances, nor be construed as affecting any of the provisions of such ordinances, relating to the collection of
any such tax, license, fee, or penalty, or the penal provisions applicable to any violation thereof, nor to affect the validity
of any bond or cash deposit in lieu thereof required to be posted, filed, or deposited pursuant to any ordinance and all
rights and obligations thereunder appertaining shall continue in full force and effect.
SECTION 5. CONSTITUTIONALITY. If any section, subsection, sentence, clause, or phrase of this code is for any
reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this
code. The council hereby declares that it would have passed this code, and each section, subsection, sentence, clause, and
phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases had been
declared invalid or unconstitutional, and if for any reasons this code should be declared invalid or unconstitutional, then
the original ordinance or ordinances shall be in full force and effect.
SECTION 6. EFFECTIVE DATE. This ordinance shall become effective upon on adoption by the Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SELDOVIA
SUPPORTING A TELECOMMUNICATIONS TOWER AND CELLULAR SERVICE
UPGRADE FOR THE COMMUNITY OF SELDOVIA
Whereas, it is the mission of the City of Seldovia to provide leadership and cost-effective services in
support of a stable economy, a healthy and safe community, and a quality lifestyle respectful of the
natural environment and community character, while promoting maximum citizen participation in local
governance; and
Whereas, the implementation of State-of-the-Art telecommunications by working with regional utilities
and networks to continually upgrade local systems to make internet-based telecommuting around the
world feasible from Seldovia, and enhance phone connections is part of the City of Seldovia’s
Comprehensive Plan; and
Whereas, the City of Seldovia is committed in providing essential services in the form of public safety,
emergency medical services, fire services, and those services require technology in order to communicate
to outside resources; and
Whereas, the City of Seldovia desires consistent reliable, dependable communication service that is on
par with every other community in the nation and an upgraded telecommunications tower will modernize
Seldovia’s telecommunications services; and
Whereas, the community of Seldovia is a rural community of Alaska that is off the road system and
accessed only by boat or plane and enhanced connectivity through cellular communications allows the
community regular, consistent, reliable access outside of the Seldovia area; and
Whereas, the community of Seldovia has experienced multiple power outages and emergency events in
the last year and cellular communications were paramount in providing services and safety to the
community during those events; and
Whereas, the City of Seldovia endeavors to be proactive in the support of a new telecommunications
tower and a cellular service upgrade for the safety and benefit of the community.
NOW, THEREFORE BE IT RESOLVED that the Council of the City of Seldovia supports a new
telecommunications tower and a cellular service upgrade for the community of Seldovia.

SVTHW Informational Points
• The Robert Wood Johnson County Health Rankings 2019, indicates that 18% of the adults in the Kenai Peninsula, are uninsured. Overall in Alaska, 16% are uninsured. SVTHW has seen a twenty-eight percent reduction in the number of uninsured patients in the last six years.
• On average over a three year 2016-2018 period 60% of SVTHW patients have
incomes at or lower than 200% of the federal poverty level. This compares to 52% 2013-2015.
• SVTHW Dental Clinic offers discounts to qualifying individuals including dental
exams, x-rays, hygiene (cleaning), dental treatments including fillings, crowns, tooth extractions and root canals.
• Behavioral Health and Substance Use Disorder services are available at a discounted
rate to those qualifying individuals. Behavioral health includes emotional wellbeing, psychotherapy and individual and family counseling. Substance Use Disorder services includes counseling, referral, case management, assessment, family support, community outreach and education.
• Complimentary Health & Wellness Coaching sessions are available to support
patients in reaching wellness goals such as smoking cessation, weight management and stress reduction. The Health & Wellness Coach works with the patient’s specific capabilities while setting goals to attain and maintain healthy habits.
• “Thriving Thursdays” weekly community education sessions that are free of charge
and open to all community members in the SVTHW Wellness Conference room.
• SVT Health & Wellness actively convenes and participates in local health fairs with free and reduced cost health screenings.

It is time to begin the public review process for the next Alaska Marine Highway System scheduling cycle. The proposed schedule patterns to be reviewed cover the fall/winter/spring from October, 2019 through April, 2020.
The schedule patterns proposed are based on the funding levels for FY20. The operating plan has been designed to meet community service needs while staying within available funding levels, and maintaining regulatory and safety standards for the vessels.

Kennicott will be in layup October until early January when she goes into
overhaul. Kennicott will be in overhaul January 1 to April 30.
Columbia will be in layup commencing October 02.
Malaspina will be in a Federal Project October to April.
Matanuska will run the Bellingham route 3 weeks per month, Prince Rupert route
one week per month, November/December and March/April. Bellingham four
weeks per month January/February.
Lituya will sail between Annette Bay and Ketchikan except during her four week
overhaul period in January.
LeConte will be in overhaul October to mid-November. She will then resume the
Northern Panhandle route.
Tustumena will sail the Southwest route and will be in overhaul January 15 to
April 30.
Aurora will sail the Northern Panhandle October 01 to October 30, and will enter
overhaul November to mid-December. She will then enter a cost saving layup.
Fairweather will be in layup.
Chenega will be in layup.

Guide to Reading and Using AMHS Scheduling Graphs (Or Spider Graphs as they are affectionately known)
The AMHS scheduling graphs convey a massive amount of information on a single page, and they can be
confusing to understand and interpret. The following explanations and suggestions may help.
1. The title of the graph defines the geographic area depicted by the chart and the time period to which it
applies. When “Wk 1 & 3” or “Wk 2 & 4” appear, it implies that the schedule alternates every other
week of the month (i.e. that the schedule is not the same every week). Essentially, a week 1 schedule
would be followed by week 2, then back to week 3 (which is the same as week 1) and so on to round out
the 4 weeks of a month.
2. The days of the week and times of the day are spread across the top axis of the chart. Midnight to
midnight is shown for each day with only noon shown on the graph for reference and to declutter it.
3. The various ports are shown on the left side axis of the chart using their three letter AMHS designator.
A key to decipher port and ship codes is on page 2 of this guide. Ports with only one dock or ship berth
are shown on a single line. Ports with multiple docks have a line for each dock (e.g. JNU 1, JNU 2, JNU
3). They are generally arranged in geographic order, such as Skagway at the top (north) and Bellingham
at the bottom (south).
4. Each ship is shown in a different color, and has the ship’s three letter identifier listed beside it
throughout the chart for reference. A solid bar of a particular ship’s color in a specific port’s row on the
chart indicates the time for that ship to be in that port. By reference to the top axis, you can determine the
approximate times of those in port periods.
5. Thin lines of a ship’s color between ports indicate transit time for that particular ship between the two
ports at either end of the line.
6. Thin lines that “run off the right edge of the chart” are continued, either on the left edge of the same
chart (if running on a weekly scheduling cycle) or on the left edge of the alternating Wk 1&3, Wk 2&4
chart (if running on a two week scheduling cycle).
7. Ships that transition between geographic areas (e.g. Kennicott going across the Gulf of Alaska) have a
notation box at the end of their thin transit line indicating such “To X-Gulf” or “Fr X-Gulf”
Suggestions for use:
1. To see what a particular ship does, just follow that ship’s colored line as it zigzags across the chart to
determine what ports it visits and on what days and at what approximate times.
2. To see what service a particular community receives, just follow that community’s horizontal row
across the chart to see what ships stop in that community and on which days of the week and times of the
day that happens. You can also determine, by looking at that ship’s thin transit lines, where a ship
serving your community is coming from and where it is going to next.
