Bases on Guangdong’s open economy, the School of Economics adheres to the idea of “study for the well-being of society” and answers to the demands for talents in building a sustainable society. The School cultivates application-oriented talents in economics with solid theoretical knowledge, high comprehensive qualities and global mindset.
经济学院秉承“经邦济世、服务社会”的教学理念,立足于广东开放型经济,贴近经济社会可持续发展的人才需求,培养理论基础扎实、综合素质高、具备国际化思维的应用型经济人才。

Section IV: Linkage of Outcomes Assessment with Strategic Planning and Budgeting 第四
部分:成果评估与战略规划、预算制定的关联性
A. Provide a narrative that describes the ways in which the results from implementing your outcomes
assessment plan (i.e., changes and improvements needed) are linked to the strategic planning
processes of the academic business unit and the institution.
B. If possible, the academic business unit’s outcomes assessment process should also be connected to the
institutional budgeting process. If applicable, provide a narrative that describes this connection.
A. Strategic Planning
The changes and improvements that result from implementing the International Economics and
Trade Department’s Outcomes Assessment Plan are linked to the department’s strategic planning
processes. This is because information obtained from implementation of the Outcomes Assessment Plan
is used to assess attainment of many of the department’s strategic overall objectives. Additionally, results
obtained from the Outcomes Assessment Plan will update the department’s strategic plan.
Finally, achievement of the broad-based goals, learning outcomes, and operational outcomes included in
the Outcomes Assessment Plan link to and support many of the overall objectives described within the
department’s strategic plan and vice versa.
经济学院国际经济与贸易专业教研室在执行《成果评估计划书》之后,根据执行结果识别需
要改变和改善的地方,这些都与国际经济与贸易专业教研室的发展战略规划过程有紧密联系。执
行《成果评估计划书》后所获的信息用于评估我们是否达到战略总体目标。另外,《成果评估计
划书》的执行成果将更新战略计划。最后,执行《成果评估计划书》的总体目标、学习成果和运
行成果所取得的成就与 2013-2018 年国际经济与贸易专业教研室战略计划有关联,并支持战略计
划中的总体目标,反之亦然。
During the past decade, we have formed the assessment panel in the School of Economics to ensure
the linkage between the assessment of the major and the strategic plan of the department. The assessment
panel conducts research regularly and check whether the school and the departments are operating under
the action plan. The Department of International Economics and Trade submits an outcome assessment
report to the Academic Affairs Office regularly. The report summarizes the assessment activities in the
past academic year, the experiences from these activities and the benefits the assessment has exerted on
the majors. More specifically, the report points out the changes that have to be made after data and
evidence analysis and specifies some measures based on the data. Lastly, the report lists out the important
assessment tasks in the next academic year. The Academic Affairs Office of GCU-SCUT compiles the
outcome assessment reports which will serve as references in operation as well as in obtaining feedback
for the management of the school.
在过去的 10 年间,我们通过建立经济学院评估小组来确保国际经济与贸易专业的评估和战略
规划过程之间有关联性,学院评估小组定期检查,确保学院与国际经济与贸易专业教研室的战略
计划符合行动计划。同时,国际经济与贸易专业教研室定期向广州学院教务处提交一份成果评估

所提出需要做出改变的地方,以及基于今年或者去年的数据所制定的一些举措。最后,我们详述
下一学年最重要的评估任务。广州学院教务处集合各院系的成果评估报告,并向各学院院长传阅
报告。这为学院管理层和学校各专业都提供了机会来反馈各专业的成果和执行评估计划的情况。
The college has commenced a new strategic planning cycle of the “Thirteenth Five-year Plan”. This
process is college-wide and will yield a new strategic plan for the college. It is anticipated that the
Department of International Economics and Trade of the School of Economics will align the departmental
strategic plan with the new college plan in 2016.

B. Budgeting Process
The outcomes assessment is also connected to the School of Economics’ budget development
process. As the most important strategic planning document, the Five-year Plan outlines the prospect and
specific performance targets for the upcoming five years which serve as a framework in guiding the
college’s and the School of Economics’ operations, implementing the outcomes assessment as well as
proposing the annual budget. In accordance with the Administrative Measures of Budgets of Guangzhou
College of South China University of Technology, School of Economics submits a budget proposal to the
Financial Department at the end of each year. After the Financial Department reviews the budget proposal
and provides suggestions, School of Economics revises the proposal and submits again. The revised
version will be examined by the college’s leadership and the board for approval. In this up-and-down
process, a linkage is ensured between the budgeting and the Five-year Plan so that the requested funding
will actually support the strategic planning.
To ensure the linkage between outcomes assessment and the budgeting process, School of
Economics will propose budgets and follow the above process to request funding with references to the
results of the outcomes assessment, the most important things we learned from our assessment of
activities, how knowing the outcomes assessment benefits out programs, and the changes and
improvements concluded from the outcomes assessment.
成果评估也与学院的预算制定过程紧密相关。五年规划作为战略性指导文件,为学校及学院
办学、执行成果评估及制定年度预算提供总体框架。根据《华南理工大学广州学院预算管理办
法》,学校预算编制在程序上实行“两上两下”的方法,以保证人财力向五年规划中所需实现的战
略目标倾斜,保证预算支持五年规划的实施。为保证成果评估与制定预算之间的关联性,学院结
合五年规划与执行成果评估所得的结果、从中获得的经验、成果评估对专业建设的启示,以及从
成果评估得出需要改变或改进之处,按照管理办法中的既定程序进行预算编制。
