*he li)rary is the heart o' any learning instittion. &t is a synergy o' people, hard+areand so't+are +hose prpose is to assist clients in sing $no+ledge and technology to trans'orm

and improve their lives.

&n'ormation and $no+ledge are essential to the attainment o' instittional goals. *he+ays in +hich they are selected, acired, stored, accessed and distri)ted +ithin the instittion+ill, in large measre, determine the sccess o' teaching, research and other academicconcepts. *he instittion thrives on clear policies concerning access to, and provision o',in'ormation. *hs, the li)rary mst ta$e an active role in the development and implementationo' these policies.

Each instittion has a nie vision, mission, goals and o)ectives. *hese arein'lenced )y its philosophy, geographical location and social responsi)ility. Similarly, as a

s)system o' the instittion, it has a nie role to per'orm.

*he li)rary shold )e administered and spervised )y a 'll-time, registered li)rarian+ith at least a aster/s degree in #i)rary and &n'ormation Science nder a clearly dra+norganizational set-p. &t shold )e administered in a manner +hich allo+s and encorages the'llest and most e''ective se o' availa)le li)rary resorces.

*he head li)rarian may have an academic stats 0classi'ied as academic non-teachingsta''1 and actively participates +ith the academe in crriclar, instrctional and researchmatters. A #i)rary Board2Committee shold serve as a condit )et+een the li)rary and itssers. &t shold +or$ to+ards the contined development and improvement o' li)rary resorcesand services.

*he head li)rarian shold develop a long range plan. %e2she mst have a systematicand continos program 'or evalating the li)rary per'ormance. %e2She mst prepare systemsand procedres 'or li)rary operation and tilization in coordination +ith the administration,'aclty and stdents.
