1. Call to Order The meeting was called to order at 9:03am.

4. Business Arising from Minutes Robert Wood relayed information from the recent Sub-Committee on Teaching Technology meeting where Nelson and McGraw Hill Publishers presented software which integrates with Moodle. Robert will be discussing the new “Flipped Classroom” environment with publishers from Pearson Publishing next week.

The Committee wondered if Diane Salter, the newly hired Vice President of Teaching and Learning should be included as a member of the Senate Standing Committee on Academic Planning and Priorities (SSCAPP). No conclusion was reached.

5. Chair’s Report Robert opened the discussion regarding the 2013/14 Budget recently passed at Senate and the subsequent adjustments that were made to items falling under the Faculty of Arts. The Committee discussed the Senate Standing Committee on the University Budget’s (SSCUB) mandate for review of the entire budget, the role that SSCAPP plays in making budget recommendations and the difficulty both committees have had with attaining information on line items outside of one-time-only asks.

6. Standing items 6.1 Strategic Planning / Scenario Planning

Kathleen Bigsby informed the Committee that the Strategic Plan goals are just about final. The Board of Governors reviewed the Strategic Plan in February and made a few adjustments. Further changes have come forward as a result of campus consultations and joint meetings of the Board of Governors/Senate Task Force, the Deans and the Associate Deans. Graphic Design students have been approached to draft a graphic representation of the plan. It is expected that SSCAPP will review the Strategic Plan at its April meeting with the hope that the Committee recommends it to Senate.

Kathleen further informed the Committee that the accountability plan was now aligned with the strategic plan and will be forwarded to SSCAPP in May before it is presented to the Government. A meeting is being convened mid to late April by the Vice President Academic Office to pull together Faculty academic plans. Additional plans being developed include: strategic enrollment, research, resource requisition and allocation, and technology. All plans are expected to have an accountability piece which they can be measured against.

6.2 Research Update

Jason Dyer announced that Daniel Bernstein, faculty member from Psychology, has been chosen as Kwantlen’s first Canada Research Council Chair. The second and third chair positions are still pending.

Jason’s office is currently working with the Faculty of Design to determine innovation needs in the new Chip and Shannon Wilson School of Design wing.

New possible projects that the Office of Research and Scholarship may become involved in are: wet land research, school of engineering, and the possibility of building a large park at the Cloverdale Campus.

6.3 Community

Kwantlen has been inducted into the Research Impact Counci which focusses on the mobilization of social sciences and humanities. Kwantlen has been recognized in part due to the work of Steve Dooley and his involvement with CIRCLE. Steve will be going to Missisaugua in June for the Research Impact Council meeting and he has been made our first Director in this group.

7. Review of Committee Membership and Voting Structures The Committee discussed their current membership and voting structure. Suggestion for revision included:

• voting privileges for the roles of Deputy Provost, Director Institutional Analysis and Planning and possibly the Associate Vice President Research

• Senator roles should be in addition to other voting members. Eg. a member is either a Senator or is a member of a Faculty.

• eight faculty members, one faculty representative from each faculty and one from the group of faculty who are not in a Faculty

• faculty members should also be members of their own Faculty’s Academic Planning and Priority Committee to engender a better flow of communication.

• addition of Vice Provost Students or designate to bring a “Student Life” voice to the Committee

Moved by Wade Deisman; seconded by Aysha Haq THAT the membership of the Senate Standing Committee on Academic Planning and Priorities be adjusted to include: eight faculty members (one from each Faculty and one from the group of faculty who are without a Faculty), three Senators separate from the faculty representatives, and voting membership granted to the positions of the Deputy Provost, Director Institutional Analysis and Planning and the Associate Vice President of Research. Motion Carried

8. Credit for Prior Learning Policy (B.14) The Chair shared recent information regarding Prior Learning Assessment (PLA) and a decision that the British Columbia Institute for Technology made to admit a student into the third year of one of their programs based on his military experience. The committee discussed the various ways that Kwantlen approaches PLA inclusive of the acceptance of Red Seal certification in some Trades programs. An explanation on the difference between transfer credit and PLA was given.

Action: Robert will research approaches to PLA from Kwantlen and other institutions and bring it back to the Committee for discussion.

SUBJECT: Proposal for Diploma Articulation to the Bachelor of Psychiatric Nursing

Motion to the Senate for the articulation of Stenberg Diploma program to the Bachelor of Psychiatric Nursing

The Bachelor of Psychiatric Nursing Program (BPN) at Kwantlen Polytechnic University is putting forward a motion to the Senate requesting the granting of the proposal as outlined below for the articulation of Stenberg College Diploma graduates into the BPN program. This motion received approval at the Faculty of Community and Health Studies Curriculum Committee meeting on August 17th, 2012. The BPN course sequencing has been included with this motion for clarity and understanding of the entry points into the program.

Proposal

Stenberg Diploma graduates from Fall 2013 forward would be eligible to articulate. Currently Stenberg Graduates with RPN designation can enter the BPN program for degree completion.

This proposal is for Stenberg graduates to articulate the BPN Program at Year Three Semester 5.

The following requirements must be met prior to acceptance into the Program:

• Successful completion of the Stenberg RDPN program • Having met all admission requirements of the BPN program

• Pre –calculus 11 or Foundations of Math 11 (or equivalent) with a minimum grade of B; or undergraduate equivalent with a minimum grade of C+

• Biology 12 (or equivalent) with a minimum grade of B; or undergraduate equivalent with a minimum grade of C+

As of the 2012 meetings with Kwantlen the Stenberg program curriculum changed and currently reflects the first two years of the BPN program. Stenberg students will be provided with an orientation at the beginning of Year 3 in CAHS 3500 in order to ensure full integration into the BPN program at Kwantlen Polytechnic University.

Full-time entry into the BPN program at the Year 3 level will be granted with all pre-requisites completed.

Rationale

The degree completion of Kwantlen Polytechnic University’s full-time program facilitates life-long learning needed for career progression and change. Furthermore, it actively contributes to the economic development of the province by providing more BPN's for the work force. The articulation option between Stenberg and Kwantlen also meets the needs of outside stakeholders especially in the area of psycho-geriatric nursing.

The purpose of this proposal is to assist with attrition in the Bachelor of Psychiatric Nursing Program. The Stenberg diploma graduates may enter the BPN program into existing vacancies for Year Three of the BPN program.

There has been favourable feedback from the BPN Program Advisory Committee supporting the articulation of Stenberg graduates into the BPN program..

The BC government supports collaboration and partnering in the design and delivery of postsecondary education for health professionals. New ways to close the gap between the demand for health professionals and the supply of qualified graduates are encouraged. We are proposing this articulation from Stenberg Diploma graduates into the BPN program for degree completion.
