He said that they have learnt lessons that local people face food shortage in times of natural disasters and interruption of transport, adding that he wanted local people realize why they are urged to pay serious attention to local food sufficiency. Now, per capita income of 600,000 is on target, he said, instructing officials concerned to contribute towards the drive as Kyaukme District has got basic foundations for development. The government is pursuing the goal of ensuring equitable development of all states and divisions. If local people work hard, each of them and the region will enjoy greater development in proportion to the efforts they have exerted, he noted. On the tour, he will drop in Namhsan and fulfil requirements for regional development including the upgrading of Namhsan Hospital to a 50-bed facility. Prime Minister of the Union of MyanmarGeneral Thein Sein attended the 14th ASEANSummit and related meetings held in Hua Hin,Thailand, on 28 February and 1 March at theinvitation of his Thai counterpart Mr AbhisitVejjajiva.

At the 14th ASEAN Summit Retreat, Headsof State/Government of ASEAN countries helddiscussions on implementation of ASEANCharter, exchange of views on regional andinternational issues, global financial crisis,disaster management, food and energy security,and regional and international situations.

Then, they signed the Declaration onRoadmap for ASEAN Community. After the14th ASEAN Summit Retreat, the foreign affairsministers of ASEAN countries signed the ASEANPetroleum Security Agreement. At the workingdinner for ASEAN Economic Ministers, theeconomic ministers inked ASEAN Trade inGoods Agreement, ASEAN ComprehensiveInvestment Agreement, protocol to implementthe 7th Package of Commitments under ASEANFramework Agreement on Services, and 3programmes for mutual recognition of ASEANQuality.

ASEAN is now trying hard to boost regionaleconomic cooperation as part of the drive forestablishing ASEAN economic community by2015. Being rich in natural resources and humanresources, ASEAN region has economicopportunities and attracts the attention ofinvestors.

The figure includes eight military civilians killedin action. At least 3,417 military personnel died as aresult of hostile action, according to the military’snumbers. Afghan civilians could bearbrunt of increased war

KABUL, 3 March—Afghan civilians will bear thebrunt of an escalation in the Afghan war this year asthousands more US troops deploy unless more is doneby NATO forces and Taleban militants to protect them,a top Red Cross official said Monday.

Civilian casualties in Afghanistan are “significantlyhigher” today than a year ago, and an intensificationof the conflict this year could mean that consequencesfor many more Afghans will be “dire in the extreme,”said Pierre Krahenbuhl, the director of operations forthe International Committee of the Red Cross.

“The daily lives of people living in areas where thefighting is taking place are being disrupted, be it be-cause of airstrikes, night raids, suicide attacks, the useof IEDs, or because of intimidation and the popula-tion being pressurized or co-opted by the differentparties to this conflict,” he said.

The UN last month said 2,118 civilians died in theAfghan conflict in 2008, a 40 percent jump over 2007.The world body said insurgent attacks caused 55 per-cent of those deaths, while US, NATO or governmentforces caused 39 percent of the deaths. The remaining6 percent were caused in crossfire.

The NATO-led force said Monday that an opera-tion in Helmand province on 23 Feb killed eight civil-ians. A joint NATO-Afghan investigation found thatmilitants used civilian houses and religious facilitiesfor “terrorist activities” in Sangin district when theyambushed a NATO patrol, a statement said.—Internet

WASHINGTON, 3March—The US JusticeDepartment issued docu-ments on Monday show-ing that the Central Intel-ligence Agency (CIA) hasdestroyed almost 100 in-terrogation videos re-corded during the formerBush administration.

The CIA can now iden-tify the number of video-tapes that were destroyed,”Acting US Attorney LevDassin wrote in a letterdated 2 March to New

York Judge AlvinHellerstein. “Ninety-twovideotapes were de-stroyed.”

The letter was sub-mitted at the request of theNew York judge who ishandling a lawsuit filed bythe American Civil Liber-ties Union (ACLU), andseeking more details of in-terrogation programs un-der Bush’s government.

“The large number ofvideotapes destroyed con-firms that the agency en-

gaged in a systematic at-tempt to hide evidence ofits illegal interrogationsand to evade the court’sorder,” ACLU attorneyAmrit Singh said in a state-ment, adding that CIAshould be held accoun-table for holding back theinformation for so long.

The newly-releasednumber was far more thanthe number that was pre-viously acknowledged byCIA.

Bicycle bomb kills threeand wounds 20 in Iraq

BAGHDAD, 3 March—Three people were killed and20 others wounded in a bicycle bomb near a Shiitemosque northeast of Baghdad, a police source said.

A bomb set in a bicycle exploded on Monday af-ternoon near a Shiite mosque in Khalisin of Diyalaprovince, killing three civilians and wounding 20 oth-ers, most of them are children and women, the sourcetold Xinhua on condition of anonymity.

Eleven of the wounded were seriously injured andtransferred to local hospital for treatment, the sourceadded. GULF OF ADEN, 3 March—The commander of theChinese naval fleet that is patrolling in the Gulf of Adenon Monday warned that piracy remains a problem in thegulf and urged passing ships to be on guard.

Rear Admiral Du Jingchen said that despite recentsuccesses in thwarting pirate raids, the Gulf of Aden isstill not yet safe for commercial vessels.

In the past week alone, more than 100 raids bysuspicious small ships occurred in the gulf.

The Chinese cargo ship Yandanghai was attacked 25Feb by pirates in the gulf and two of its crewmemberswere slightly injured. The Chinese fleet escorted thecargo ship to safe waters and helped treat the injuredcrewmembers after a Danish ship chased off the pirates.

The fleet also rescued an Italian merchant ship fromapproaching pirates in the sea off Somalia last Thursday.

The right canal thatflows towards south is ir-

rigating the farmlands inGwaygyi, Shwemyo,Wegyi, Pazunseik,Khitaye, Letha, Nan-awand Phyokkhwe village-tracts. Some villages are

making preparations forcultivation of summerpaddy with the use of irri-gation facility and somehave already grown sum-mer paddy.

The left main canalflows to the north and sup-plying water to the culti-vable lands inMyaukmyaik, Inbin,Gyokon, Magyikon,Naungthinkha, Byaikinand Kyetthunkhin village-tracts.

The news team left thediversion weir and passedthrough Myaukmyaik andAlekyun villages. In therecent cultivation season,those villages had put thelands under Ngwechi-6staple cotton.

After visitingAlekyun Village, westarted to climb a hill. Itwas one of the hills of themiddle mountain range.It was estimated that thehilltop may be at an alti-tude of 2,000 feet. From

the hilltop, we witnessedthe panoramic views suchas farmlands, hills and for-ests and the water body ofHsinthay Dam. We saw asignboard of caution thatit was a restricted area. Ata time when Forest De-partment is carrying outestablishment of forestsalong the hillside of themountain range, the tend-ing of cattle, the settingfire to bushes and the cut-ting of wood are prohib-ited in the region. There-fore, we saw teak andvaluable hardwood treeswith the thickness of hu-man calf or arm along thehillside. In coming 14 to15 years, these treeswould cover the region if

they could be preserved.At Hsinthay Dam,

Staff Officer U KhinMaung San explained,“Hsinthay Dam was builtbetween Central Moun-tain Range and ShanMountain Range in im-

plementing Sittoung Val-ley Plan. The governmenthad inaugurated Kintha,Mone, Paunglaung, Pathiand Yenwe dams in addi-tion to Hsinthay Dam. Thelatter was opened in 1999-2000 and is irrigating

32,400 acres of farmlands.Thanks to Hsinthay Dam,the water can be suppliedto 15,000 acres ofmonsoon paddy and10,000 acres of summerpaddy.”

The earthen embank-ment of the dam is 1,350feet long and 109 feet high.It has 308 square miles ofwatershed area. A total of110,000 acre feet of waterflows into the dam yearly.The dam can store 143,890acre feet of water at thefull brim and 17,303 acrefeet of water at the lowestlevel. The dam has 12.9

square miles of water atthe highest level. The fa-cility has one 500 feetlong reinforced concretetype conduit and one 110feet wide spillway.

At present, the gov-ernment has undertaken

supply of water, con-struction of dams, im-plementation of riverwater pumping projectsand building of dikes foruplifting the livelihoodof the rural people.Hsinthay Dam is one of218 dams built in thetime of Tatmadaw Gov-ernment. Thanks to con-struction of HsinthayDam, the rural peopleare enjoying the fruits ofagriculture sector basedon irrigation facilities.

ICRC says more must be done toprotect Afghan civilians

KABUL, 3 March—All sides in the war inAfghanistan must do much more to protect civilianswho will face the brunt of any increase in violence withthe arrival of thousands of new troops, a top Red Crossofficial said on Monday.

Ordinary Afghans were now more at risk from thefighting than at any other time since the start of the warin 2001, said Pierre Kraehenbuehl, director ofoperations for the International Committee of the RedCross (ICRC).

Kraehenbuehl told a news conference unless muchmore was done by the different parties to the conflictto respect their obligations under internationalhumanitarian law “the ICRC seriously fears that theAfghan population will bear the brunt of the announcedand potential escalation”.

Violence in Afghanistan surged last year withsome 5,000 people killed, including more than 2,100civilians, a 40-per-cent increase on the previous year,the United Nations says.

President Barack Obama has ordered 17,000additional US troops to Afghanistan to bolster some70,000 foreign troops, including 38,000 US soldiersalready in the country fighting a resurgent Taleban.

FAO reports about24,000 fishermen die

at sea annually ROME, 3 March—Some 24,000 fishermen die at

sea each year, making fishing probably the mostdangerous occupation in the world, the United Nations’Food and Agriculture Organization (FAO) said in areport released on Monday.

The figure is “unacceptable”, said the FAO in itsannual report on the State of Fisheries and Aquaculturecalling on nations to adopt its 1995 Code of Conductfor Responsible Fisheries. The Code provides anecessary framework to ensure sustainable fishing andif implemented could help save lives, it said.

“Human behaviour or error is estimated to beresponsible for 80 per cent of accidents in the fishingindustry,” said the report. “ Safety at sea is a seriousproblem in both developing and developed countries.”

“The main cause of accidents and loss of life in thefishing industry is not only poorly designed, constructedor equipped vessels, but inappropriate humanbehaviour, sometimes compounded by error,negligence or ignorance,” the report said.

US Navy hands over nine suspected pirates to SomaliaMOGADISHU, 3 March—The US Navy handed over nine suspected pirates to

authorities in northern Somalia after determining there was not enough evidenceto put them on trial, an American said Monday.

Lt Nate Christensen of the Bahrain-based US 5th Fleet said the men had beendetained on 12 Feb after being found in the vicinity of an Indian merchant shipthat pirates had unsuccessfully attacked off the lawless Somali coast.

“The US Navy evaluated the situation and determined there was insufficientevidence to support their prosecution” by the US, Christensen said.

Toyota financial unit asksto borrow public money

TOKYO, 3 March—Toyota Motor Corp’s financialunit said Tuesday that it had asked for an emergencyloan from a state-backed lender to ride out the finan-cial crisis, with reports putting the sum at two billiondollars.

Toyota Financial Services, which provides loans tocar buyers, is in consultations with the Japan Bank forInternational Cooperation (JBIC) but the size of theloan has not yet been decided, company official MioSugito told AFP.

“The move is aimed at diversifying our financial re-sources as the international financial market is gettingtighter, especially in the United States,” Sugito said.

The Nikkei business daily and the Jiji Press newsagency reported that Toyota’s wholly-owned financialsubsidiary is asking for about 200 billion yen (twobillion dollars), without citing sources.

Low levels of vitamin B12 mayincrease risk for defects

WASHINGTON, 3 March— Children born towomen who have lowblood levels of vitaminB12 shortly before andafter conception may havean increased risk of aneural tube defect, a newstudy says.

Women with the lowestB12 levels had five timesthe risk of having a childwith a neural tube defectcompared to women withthe highest B12 levels.Women who consumelittle or no meat or animalbased foods were the mostlikely to have low B12levels, according to thejoint study by the U.S.National Institutes ofHealth (NIH), TrinityCollege Dublin, and theHealth Research Board ofIreland.

"Vitamin B12 isessential for thefunctioning of the nervoussystem and for theproduction of red bloodcells," said DuaneAlexander, director of theNational Institute of ChildHealth and HumanDevelopment (NICHD).

Researchers haveknown that taking anothernutrient, folic acid, duringthe weeks before and afterconception can greatlyreduce a woman's chancesof having a child with aneural tube defect. Folicacid, which is the syntheticform of vitamin B. Neuraltube defects, is a class ofbirth defects affecting thebrain and spinal cord.

In the United States,cereal grains are fortifiedwith folic acid to reduce

the occurrence of neuraltube defects in the USpopulation.

Ireland has a high rateof neural tube defects, andNIH scientists havefrequently collaboratedwith Irish researchers togain insight into the causesof this group of disorders.

Last week’s European action brought home a veryuncomfortable truth that the Italians, considered thecontinental driving force in the 1990s, are no longersitting at the head of the table.

In three clashes against English opposition, Italy’sthree Champions League representatives failed to scorea goal, suffered two defeats and only some profligateManchester United finishing, coupled with heroicgoalkeeping from Julio Cesar, allowed Inter Milan tobuck the losing trend.

HONG KONG, 3 March—The Centre for Food Safetyof Hong Kong announced Monday that it tested 4,600food samples in January and found 51 to beunsatisfactory. Apart from the four unsatisfactorysamples of Lunar New Year food earlier, a pickledplum and a red date sample were found to containpreservative sulphur dioxide exceeding the legal limit,the centre said in a statement.

Apart from the unsatisfactory samples of 20 freshbeef and one preserved Chinese sausage earlier, 15fresh beef samples were found to contain sulphurdioxide. Two samples of smoked pork sausage and onesample of pork loin ham were found to contain thepreservative sorbic acid.

A sample of chilled orange roughy fillet wasfound to contain mercury exceeding the legal limit. Asample of slipper lobster had cadmium exceeding thelegal limit. The centre said most of the exceedances orbreaches are not serious and will not pose immediatehealth risks. It has traced the sources of the food inquestion, stopped their sale and issued warning letters.
