River crests near the I-95 corridor are forecast by midweek, while river basins throughout the coastal plains may not experience peak levels until this weekend or later. Current Situation: (NOAA LNO, 2:20 p.m. EDT, October 10, 2016) Post-Tropical Cyclone Matthew departed the eastern United States, although significant to potentially record-level river flooding will continue for many areas over the eastern Carolinas. • Federal Insurance and Mitigation Administration (FIMA) (FIMA Update, 12:39 p.m. EDT, October 10, 2016) o FIMA has approximately 525,607 Flood Insurance Policies in Force in identified impacted counties

across Florida, Georgia, South Carolina, North Carolina, and Virginia. o FIMA informal claims polling indicates approximately 1,111 claims have been filed for Florida,

Georgia, South Carolina, and North Carolina. Claim data will be available for Virginia by October 12 or 13.

• FEMA HQ Recovery (HQ Recovery Update, 1:43 p.m. EDT, October 10, 2016) o There are 61 housing inspectors in North Carolina; an additional 316 are scheduled to arrive over the

next several days: 99 on October 10 by 10:00 p.m. EDT, 155 on October 11, and 62 on October 12 (for a total of 377 inspectors).

o 1,179 National Processing Service Center (NPSC) staff are supporting registration intake. The Strategic Workforce Augmentation Team (SWAT) activated on October 10 at 12:00 p.m. EDT to support survivor registration.

o PA provided Region IV with Public Assistance Program and Policy Guidance on flood control work policy.

• Incident Workforce Deployments: (FOD Readiness and Availability Report, 1:58 p.m. EDT, October 10, 2016)

o Emergency Operations Center (EOC) at Partial Activation. o 247 National Guard members activated. (National Guard Bureau Update, 1:19 p.m. October 10, 2016) o Multiple localities declared emergencies and activated their EOCs. o Reported infrastructure disruptions: 76 primary and secondary roads closed. o Water and wastewater: Boil water notice for 1,300 residents in Chesapeake. o Resolved disruptions: Port of Hampton Roads re-opened, restrictions lifted on Chesapeake Bay Bridge

Tunnel, Amtrak service to and from Norfolk resumed on a modified schedule, and 41 primary and secondary roads re-opened on October 10.

FEMA Region IV: (Region IV Update, 4:29 p.m. EDT, October 9, 2016) • Regional Response Coordination Center Status: Level I (24/7); Regional Watch Center (RWC) Status:

Enhanced Watch. • Emergency Management Assistance Compact requests: 78 (+4) total requests; 28 (+2) requests filled and

active; 32 (+4) requests withdrawn; 18 are being processed. (EMAC Update, 11:23 a.m. EDT, October 10, 2016) • Florida

o EOC at Full Activation; Governor declared State of Emergency for all 67 counties. o Operational Objectives: Power restoration, consolidating shelters, opening schools by October 10,

evaluating point of distribution sites, clearing bridges and roadways, and right-sizing and releasing resources, including Federal support.

o 1,423 National Guard members activated.(National Guard Bureau Update, 1:19 p.m. October 10, 2016) o St. Lucie Nuclear Power Plant has begun startup operations; completion is estimated to conclude on

o EOC at Full Activation; Governor declared a State of Emergency for 30 counties. o Operational Objectives: Consolidate and relocate shelters to support re-entry, establish logistics

support area and points of distribution to distribute life-sustaining commodities, monitor the effects of displaced survivors on public health systems and restore public health and medical facilities, and emergency route clearance.

o 2,793 National Guard members activated to provide logistics, security, sheltering, and search and rescue support. (National Guard Bureau Update, 1:19 p.m. October 10, 2016)

o Glynn County extended its midnight to 5:00 a.m. night curfew through October 10. • South Carolina

o EOC at Full Activation; Governor declared a State of Emergency for 46 counties. o Operational Objectives: Life safety, damage assessment, debris removal, establishing re-entry, and

flood planning. o 2,754 National Guard members activated.(National Guard Bureau Update, 1:19 p.m. October 10, 2016) o Flood concerns: Horry County is isolated by flood waters. o Water and wastewater: Florence continues to experience water problems with 11 of 12 wells/plants on

generator power. o Dam status: Little PeeDee State Park Dam in Dillon County has breached. o Evacuations remain in effect for: Beaufort, Georgetown, Horry, and Jasper counties.

• North Carolina o EOC increased to a Level I Activation; Governor declared a State of Emergency for 100 counties. o Operational Objectives: Monitoring dams and flooding. o 561 National Guard members are activated. (National Guard Bureau Update, 1:19 p.m. October 10, 2016) o Brunswick Nuclear Power Plant will begin start-up procedures following a previously scheduled re-

fueling.

o Largest flood concerns are in Bladen, Franklin, Hoke, Johnston, Lenoir, Moore, Pender, and Robeson counties, with major road flooding and record river flood levels. Major water rescue operations are still underway in Robeson County (Lumberton area). The Johnston County wastewater treatment plant has been breached and is flooded.

o Mandatory evacuations went into effect for residents and businesses along the Neuse River in Lenoir County at 2:00 p.m. EDT on October 10.

Interagency: • ESF-1: Transportation (ESF-1 Update, 1:48 p.m. EDT, October 10, 2016)

o Road Status Florida: US-A1A in Flagler Beach and Ponte Vedra Beach north of St. Augustine is closed. Georgia: Department of Transportation crews continue to work on clearing state routes. South Carolina: All interstates remain open. Ramps on Exit 22 and Exit 33 are closed; there are 281

closures on state and local roads. North Carolina: I-95 is closed in multiple locations between Exit 81 and the South Carolina state

line. I-40 is closed from Exit 334 to 341. o Airport Status Closed airports: Hilton Head Airport (HXD), Florence Regional Airport (FLO), McKinnon St.

Simons Island Airport (SSI), and Pitt Greenville Airport (PGB). o Public Transportation Status Georgia: Savannah Chatham Area Transit bus and ferry systems remain suspended. South Carolina: Pee Dee Regional Transportation Authority and Charleston Area Regional

Transportation resumed service. Myrtle Beach (CoastTransit) and Santee Wateree Regional Transportation Authority services remain suspended or cancelled, but Santee Wateree is expected to resume normal service on October 11.

North Carolina. All North Carolina ferry services are suspended. Fayetteville Area System of Transit is operating fixed route and FASTTRAC! services are operating on a limited schedule. Tar River Transit (Rocky Mount) resumed transit services.

o Rail Amtrak is restoring service in the southeast. The following service plan will be in effect on October

10 and 11: • Florida: The Silver Star will operate between Miami and Winter Park, FL, but is cancelled

between Winter Park and New York City. The Silver Meteor is cancelled between New York City and Miami, as is the Auto Train between Lorton, VA and Sanford, FL.

• North Carolina: The Carolinian will operate only between New York City and Richmond and between Charlotte and Raleigh, with no service between Raleigh and Richmond. Intrastate North Carolina passenger service returned to normal operations.

• Amtrak Thruway Bus Connections associated with the above routes are also disrupted. Service is restored on Norfolk Southern’s routes to Jacksonville, FL; Brunswick, GA; Savannah,

GA; and Charleston, SC. Norfolk Southern is working to restore service east of Selma, NC to New Bern, NC and is experiencing localized flooding in the Norfolk, VA area.

CSX has suspended freight service in the Wilmington, NC area and has reduced traffic significantly on its eastern North Carolina mainline through Rocky Mount and Fayetteville due to high water conditions.

o Bridges

In Florida, the SR 206 Bridge in St. Johns County is closed, with detours via the SR 312 Bridge to the north or the Hammock Dunes Bridge to the south.

o Port Status Closed: Savannah, GA; Kings Bay, GA; and Morehead City, NC.

Re-opened: Miami, FL; Palm Beach, FL; Key West, FL; St. Petersburg, FL; Tampa/Port Manatee, FL; Port Everglades, FL; Jacksonville, FL; Port Canaveral, FL; Charleston, SC; Newport News, VA; Norfolk, VA; and Wilmington, NC.

• ESF-2: Communications (ESF-2 Update, 1:45 p.m. EDT, October 10, 2016) o Wireless status: Cell infrastructure current availability is 99% (+1.5%) in Florida, 74% (+5) in Georgia,

and 77% (+9) in South Carolina. Estimated availability is 98% in Virginia and 94% in North Carolina, but is expected to decrease due to flooding.

o 84% of all broadcasting stations are in service. o All Public Safety Answering Points (PSAPs) are currently operational with no reported outages. o 89 Mobile Emergency Response Support (MERS) personnel are deployed from all six attachments (see

map for locations). o 26 (+4) Mobile Communications Operating Vehicles (MCOVs) are deployed (see map for locations). o 101 (+5) additional vehicles and trailers are deployed, including 6 (+1) Mobile Emergency Operational

Vehicles and 5 Emergency Operational Vehicles. • ESF-3: Public Works and Engineering (ESF-3 Update, 1:15 p.m. EDT, October 10, 2016)

o U.S. Army Corps of Engineers (USACE) personnel are supporting power missions. Flood fighting, roofing, wastewater, coastal engineers, and debris subject matter experts (SMEs) are providing technical support, to include conducting: Assessments of North Carolina beaches; reservoir releases have been curtailed to the absolute

minimum to reduce downstream flooding. Navigation surveys in support of U.S. Coast Guard (USCG) efforts to reopen ports. Assessments of 83 dams in South Carolina; inspections are expected to be completed by October 14.

• ESF-6: Mass Care, Emergency Assistance, Housing, and Human Services (ESF-6 Update, 12:11 p.m. EDT, October 10, 2016) o Number of shelters open: 21 (-8) in Florida with a population of 447 (+103). 19 (-4) in Georgia with a population of 2,832 (-1,669). 41 (-13) in South Carolina with a population of 1,788 (-2,734). 72 (+1) in North Carolina with a population of 1,859 (-2,212). 3 (no change) in Virginia with a population of 61 (+36).

• ESF-7: Logistics Management and Resource Support (ESF-7 Update, 1:24 p.m. EDT, October 10, 2016)) o Florida State Staging Area Meals: 6.9 million requested; 2.7 million arrived, with 1.3 million released to the state; 2.1 million

en route to arrive by October 10. Water: 9.4 million liters requested; 783,196 arrived and released to the state; 3,167,568 en route to

arrive by October 10. Cots: 7,086 requested; 1,728 arrived. No additional unmet needs for meals or water after October 10.

o Florida (Groveland ISB) Generators: 89 requested; 88 arrived, with 33 released to the state; one en route to arrive by October

10 to ISB; remaining 39 diverted within the region. Meals: 25,344 requested; 22,120 arrived. Water: 1.9 million liters requested; 15,600 arrived; 506,304 in transit. JFO Kits: All 4,326 kits requested have arrived.

o Georgia Generators: 42 requested; 150 received; additional generators diverted from other sites. Fuel: 187,000 gallons arrived in Albany and 168,000 gallons arrived in Warner Robins. Meals: 579,748 arrived, with 22,176 released to the state. Water: 649,156 liters arrived. Cots: 2,100 requested; 2,073 arrived. Blankets: 17,190 arrived. Commonly Used Shelter Items (CUSI): 34 requested; 11 arrived.

o North Carolina Meals: 1.3 million requested; 1.4 million arrived. Water: 1.9 million liters requested; 1.8 million arrived; 16,128 en route to arrive by October 10. CUSI: 128 requested; 108 arrived; remaining 20 to be delivered by October 10. Blankets: 33,312 requested; 48,898 arrived. JFO Kits: 11 will be moved from Ft. Bragg to support JFO build out; en route to arrive by October

13. • ESF-8: Public Health and Medical Services (ESF-8 Update, 1:52p.m. EDT, October 10, 2016)

o Disaster Medical Assistance Team (DMAT) PA-1 was reassigned and arrived at the Holmes Regional Medical Center in Melbourne, FL, to support Emergency Department operations.

o Hospitals: Beaufort Memorial Hospital reopened; three hospitals (Hilton Head Regional Medical Center, Williamsburg County Hospital, and Coastal Carolina Hospital) remain closed.

o 100 ambulances, two pharmacists, two liaison officers, two pharmaceutical caches are staged and mission ready at Stone Mountain, GA.

• ESF-9: Search and Rescue (ESF-9 Update, 2:01 p.m. EDT, October 10, 2016) o The ESF-9 primary agency transitioned from USCG to FEMA. o 3 Federal US&R task forces are actively engaged in search and rescue operations in North Carolina, and

were responsible for 75 water rescues over the last two operational periods. o Forces are being adjusted down to 3 Federal US&R task forces and 3 National Park Service swiftwater

rescue teams in North Carolina, and 1-2 Federal US&R task forces in South Carolina. • ESF-10: Oil and Hazardous Materials Response (ESF-10 Update, 1:02 p.m. EDT, October 10, 2016)

o The North Assessment Group began assessments of 145 facilities in Nassau, Duval, and St. Johns Counties and has not yet encountered significant damage or a release of hazardous materials. Several facilities in downtown Jacksonville, FL are still operating on generator power.

o The South Assessment Group began assessments of 68 facilities in Flagler, Volusia, and Brevard Counties and has not yet encountered significant damage or a release of hazardous materials.

o 23 Homeland Security Investigations (HSI) officers staged on the Virginia-North Carolina border are being activated: 15 HSI officers are joining 25 U.S. Marshals to support US&R teams at Ft. Bragg; 8 HSI officers will support US&R teams at the South Carolina Fire Academy in Columbia; and another 25-person team is being identified to call up as a reserve.

Savannah and Charleston areas. Many stores remain closed in North Carolina and portions of northern coastal South Carolina primarily due to evacuations, road closures, flood waters, and power outages.

• U.S. Department of Defense (DoD Update, 2:36 p.m. EDT, October 10, 2016) o DoD is executing numerous mission assignments, to include: Fort Gordon to provide supplies/cots to

local shelters and Kinston U.S. Army Reserve Facility to move the local sheriff’s department due to flooded facilities.

o De-activated Joint Task Force Search and Rescue (SAR) and cancelled Prepare-To-Deploy Orders for additional search and rescue elements.

• U.S. Department of the Interior (DOI Update, 11:55 a.m. EDT, October 10, 2016) o Department of the Interior Lands Status: U.S. Fish and Wildlife reports 20 National Wildlife Refuges (FL-3, GA-1, SC-7, NC-9) and other

facilities as closed (SC-2) with some refuges reporting extensive downed timber blocking roads, trails, public use areas, etc. Assessing damages in North Carolina from on-going major flooding, may be days before accurate damage assessment for buildings, roads, levees, etc.

o U.S. Geological Survey (USGS) A total of 295 sensors at 215 locations were deployed across the South Atlantic Water Science

Center in advance of the storm. Overall storm totals (including Virginia and Florida) were 393 sensors at 290 locations, making the Hurricane Matthew deployment the largest in USGS history.

There are more than 40 teams comprised of over 100 USGS personnel performing recovery of deployed sensors and flagging of high water marks. 14 locations in North Carolina have new period-of-record peaks, of which ten are considered long-term stations.
