The City of Newark is chartered as a council/city manager form of government, which means that City is professionally managed and adheres to a high degree of ethical standards. Newark is a prosperous community that has experienced steady growth over the past decade. It is conveniently located on the I-95 corridor between Baltimore and Philadelphia. The University of Delaware, a 22,000-student institution, is centrally located within the City of Newark. The University enjoys a distinguished academic reputation, and its criminal justice program has several nationally recognized professors as the core group of instructors.

The Police Department maintains an authorized strength of 72 sworn officers and 21 civilian support staff.

The Police Department is internationally accredited by the Commission on Accreditation for Law Enforcement Agencies. The process of accreditation has served as a blueprint to evaluate and establish policies to address every operational component of our organization. Our values, goals, and operational procedures serve to guide the department in achieving the highest professional standards. We are a full-service police agency and offer a variety of unique, specialized assignments that include criminal investigations, motorcycle traffic enforcement, special operations / K-9 unit, bicycle patrol, criminalistics and crime analysis. The agency’s SWAT and Crisis Negotiation Teams are also equipped with state-of-the-art equipment.

Police personnel have developed several major projects to improve the quality of our

department and the services we deliver to the citizens of Newark. Our police computer system provides computer-aided dispatching, department-wide records storage, and retrieval of management information. It also allows personnel to access data to assist with criminal investigations. This system is connected to a statewide enhanced 9-1-1 telephone system, and all emergency calls for police, fire and ambulance that occur within our corporate limits are answered by our own communications center.

The Newark Police Department employs the latest technological equipment to better

serve our citizens. Officers have a direct link to state and national police records and can access this information from their police vehicles. Some information is also available to officers through cellular phone applications. The Department continues to improve its day-to-day operations and has recently incorporated body worn cameras.

The above information represents a brief overview of the City of Newark and the Police Department. Physical Agility TestThe physical agility test measures the candidates speed, endurance, strength, flexibility and agility.

Oral InterviewThe candidates who achieve a passing score on the written exam and physical agility test will be contacted to participate in an oral interview. Each candidate is rated on the following traits: appearance, manner and bearing, motivation, oral expression, and judgment.

Eligibility RosterEach of the top candidates will receive a composite score consisting of the written examination score and the oral interview. Bonus points will be added for education and police officer certification. Candidates will be ranked based upon composite scores and then added to the eligibility roster from which all appointments are made. If the City feels there are no remaining qualified candidates on the eligibility roster, the City may terminate the roster at any time.

Background Investigation and Polygraph ExamA background investigation and polygraph exam are conducted on each candidate on the eligibility roster on an as-needed basis. A candidate may be disqualified from the eligibility roster if the background investigation or polygraph exam reveals negative information pertaining to the character or conduct of the candidate.

AppointmentWhen a position becomes available, the Chief of Police will interview the three highest rated candidates and may recommend one to fill the vacancy. The Chief’s recommendation will be approved or declined by the City Manager. The probationary appointment is contingent on a favorable psychological evaluation of the

candidate and a positive assessment of the candidate’s medical condition as determined by a pre-employment physical examination. There is a 6-month probation period after completing academy training.

Critical Attributes of Police OfficersThe City of Newark seeks police officer applicants that will embody the Department’s values of Life, Integrity, Professionalism and Service. The applicant must be highly motivated, honest, compassionate, possess common sense, and exercise good judgment. Police officers are expected to follow orders, assume a great deal of responsibility, act independently, endure stress, function while exposed to danger, communicate effectively, give credible testimony, combine their physical and mental resources, and maintain a professional, self-assured demeanor at all times.

Finally, the City seeks police officer applicants who will continue our tradition of loyalty, honesty, and good moral character. Minimum StandardsBefore filing an application, each applicant for police officer must meet the following minimum standards:

● Be at least twenty-one (21) years of age at the time of appointment.

● Must be a United States citizen.

● Have an Associate’s Degree or have satisfactorily completed half of the requirements for a Bachelor’s Degree from an accredited institution, or 30 credits with prior military service. Minimum military service means 2+ years of service to a commitment. Commitment means 3+ years active or 6+ years Reserve/Guard.

● A current valid driver’s license with at least one year of driving experience prior to application and no suspensions or revocations within the last three years prior to application.

● No felony convictions.

● Physical Requirements:

⊲ Visual acuity of 20/20; corrected vision ok.

Selection ProcessThe most qualified applicants are invited to compete in a job-related and competitive selection process. POLICE OFFICER The City of Newark, Delaware, a professionally managed and growing university community, is

accepting applications from qualified individuals for the position of police officer. Applicants must be

at least 21 years of age, have a valid driver’s license with no recent suspension, have no felony

convictions, meet pre-employment assessment requirements and be a U.S. citizen. Applicants must

also possess an Associate’s degree or its equivalent (minimum 60 credits) OR 30 credits with military

Division: Nature of Work This is a technical and professional position responsible for providing general assistance to the public, enforcing laws and ordinances, investigating crimes and traffic accidents, and protecting life and property.
