American Society of Civil Engineers Duluth Section 1 DULUTH SECTION President’s Message: It is that time of year when the Duluth Section elects a new board. It is hard to believe that it has been five years since I first became involved as the Treasurer. Going to national ASCE meetings to network with other Sections; being involved and pro- moting our Duluth activities; working with Duluth Engineers, and learning about our history in Duluth has been very enjoyable. Though the Duluth Section doesn’t have a lot of members com- pared to other Sections, we are very active. While some Sections have become inactive or combined with other Sections, Duluth has always been vibrant in promoting civil engineering, our full range of activities, and professional engi- neering advocacy via ASCE. Our bylaws and governance assures that our Section’s leadership and activities continue year after year. Our board elections have engineers working their way into Section leadership starting with Treasurer and then progressing through Secretary, Vice President, President Elect, President, and finally, Past President. All these, except the President and Past President, are elected by the membership. The nominating committee has been very successful at getting new board mem- bers to “work up through the ranks” and learn the system. Rarely do we have any members occupying any board position more than one year, which assures new blood, new ideas, and new energy. Occasionally, we have board members that move away from the Duluth area so we all have to bump up a position, but the experience of the remaining board assures a smooth transi- tion that keeps our Section going strong. DULUTH SECTION

President’s Message:

It is that time of year when the Duluth Section elects a new

board. It is hard to believe that it has been five years since I

first became involved as the Treasurer. Going to national ASCE

meetings to network with other Sections; being involved and pro-

moting our Duluth activities; working with Duluth Engineers, and

learning about our history in Duluth has been very enjoyable.

Though the Duluth Section doesn’t have a lot of members com-

pared to other Sections, we are very active.

While some Sections have become inactive or combined with

other Sections, Duluth has always been vibrant in promoting civil

engineering, our full range of activities, and professional engi-

neering advocacy via ASCE. Our bylaws and governance assures

that our Section’s leadership and activities continue year after

year. Our board elections have engineers working their way into

Section leadership starting with Treasurer and then progressing

through Secretary, Vice President, President Elect, President,

and finally, Past President. All these, except the President and

Past President, are elected by the membership. The nominating

committee has been very successful at getting new board mem-

bers to “work up through the ranks” and learn the system.

Rarely do we have any members occupying any board position

more than one year, which assures new blood, new ideas, and new

energy. Occasionally, we have board members that move away

from the Duluth area so we all have to bump up a position, but

the experience of the remaining board assures a smooth transi-

tion that keeps our Section going strong.

President’s Message Continued:

Of course, at our general membership meeting on September 17, members can elect some-

one to the board that has not been nominated. Such elections are a safety valve that as-

sures that board members are accountable and must use their due diligence in carrying out

their duties or they can be voted out of their position. Unfortunately, it is not uncommon

to hear of small civic organizations (like their larger corporate or government brethren)

where mismanagement, fiscal irresponsibility, and even embezzlement have occurred that

have hindered and even destroyed organizations. Thanks to our governance, the Duluth

Section has never had any such issues since its founding in 1914.

At the September 17 annual meeting, Lisa Karlgaard will be taking over as President. It

has been a pleasure working with our Section’s Board. I’m looking forward to being a Past

President, and maybe continuing to document our history.

List of Official Nominees for

2013-2014 Officer Positions

Article 7 of the Section By-Laws states:

ARTICLE 7. Elections

7.1 Nominating Committee. The Nominating Committee shall choose one or more candidates

for election to each office, except the office of President, prescribed by the Constitution

and obtain the consent of the nominees to serve if elected. In addition, candidates may be

nominated by written petition containing ten (10) signatures of Subscribing Members.

7.2 Notice. The Secretary shall send a written notification containing a list of official nomi-

nees

for each office, to each Subscribing Member of the Section at least ten (10) days prior to

the Annual meeting.

7.3 Vote. After verbally presenting the list of official nominees for each office and calling

for

additional nominations from the floor, the President shall cause a vote to be taken for each

office by the show of hands of attending Subscribing Members. For each office the

candidate receiving the highest number of votes cast shall be declared elected.

UPDATE ON ASCE REGION 3 ASSEMBLY

Raising the Bar Version xx.2

At the ASCE Region 3 Assembly in Chicago, Chris Rousseau, Tom DesMarais, and Art

Johnston represented the Duluth Section. The main topic was a Resolution on Raising

the Bar. Raising the Bar has been a major initiative by ASCE. It has also been contro-

versial and has been simmering in civil engineering circles for years. The original reso-

lution was amended and passed by adding four clarifying points:

An emphasis on continuing education and uniformity across states,

Longer apprenticeships (5 or 6 years to get your PE after getting your EIT),

ASCE courses to advance engineers’ knowledge, and

ASCE’s engagement with universities to change their courses to keep more consistent

with necessary engineers’ knowledge.

These four points are probably a replacement for the Master degree criteria which had

been talked about and advocated by national ASCE, but not supported by membership. I

think these changes are in line with what our Section had been talking about.

In addition, the Resolution asks national ASCE to continue with the Raise the Bar Initia-

tive and to engage other engineering professional organizations in supporting the Initia-

tive’s link between competency and professional licensure.

This resolution will be passed on to the national ASCE leadership. This has been the

first resolution by a Region that has addressed the national Raising the Bar Initiative.

We have a long way to go before any of this becomes codified. But this is another start,

and course adjustment, by our engineering membership.

ASCE DULUTH SECTION BOARD MEETING MINUTES

May 30, 2013

Old Chicago, Duluth, MN

Board Members present were Art. J., Lisa K., Cindy V., Tom DesMarais, Dave Franseen and

Nick Patterson, past student chapter president Dave Polson, next year’s student chapter

president Neil Smith. Also present were Joel Hinnenkamp,.

The meeting was called to order at 4:35. A quorum was present.

Minutes for April 2013 meeting were approved unanimously.

A motion to reimburse Cindy Voigt in the amount of $200.86 for stamps and photocopies

for this past years' newsletters was approved. We decided that in the September mailing,

Cindy would add a short note asking the members that receive the printed copy, if they

want to continue receiving printed copies.

Treasurer’s Report: (Nick Patterson and Dave Franseen)

Nick needs to be added to the account. Dave stated we have $3,225.76 in our checking

account and $8,461.80 in savings. He has several large payments to make, including the

April dinner meeting expense to the Greysolon, the March meeting at the Holiday Inn, and

the reimbursement to Cindy for copies and postage for newsletters, and a payment to Amy

for the toothpick bridge. It was decided that we’d talk about our finances when we meet in

August because we may have to transfer funds from savings for the first time in several

years.

Younger Member Report: (Tom D.)

Tom said the site visit at BendTec on May 23rd was interesting, but there was a lower

turnout than he’d like to see. Tom, Dave and Peter Demshar are planning a Welcome BBW at

UMD for the Younger Member event when the students return.

Dave Polson reported that the UMD students held their student chapter elections and Neil

Smith is the new student chapter president.

Newsletter Report: (Cindy V.)

Newsletter items are due September 1st so she can send the newsletter by September 7.

This next newsletter emphasis will be on the upcoming speakers. She reported that she had most of the

slots filled, and confirmed our December student meeting at UMD and our evening meeting in April with

the board. Dave will check on a potential rail presentation, and Lisa may have a possible pipeline presenta-

tion from LHB.

Section Records update:

Dave Polson reported that UMD Civil Building does not have room for the old ASCE books we have stored

at St. Louis County. We still need to find a home for those. Art and Cindy still have work to do with the

old documents. It was decided that we’d discuss this more at our August meeting, but everyone that pro-

duced an electronic document this year should load the file into our e-room. We all decided to make the

electronic storage of documents more automatic for the upcoming year.

Annual Matrix review update was tabled until our August meeting.

Annual Golf Outing:

Due to poor turnout the last few years, Art will call the MN Section president to see if they want to par-

ticipate. Due to the effort involved, we most likely won’t have one this summer.

2013-2014 Elections:

Art is going to check the ASCE by-laws for our notification and election requirements.

Outstanding Achievement Awards:

Tom is going to see if student chapters are eligible for the award, since the UMD section has improved

from zero members to a thriving group. Dave reminded us that we have so many outstanding issues, such

as records retention, Toothpick bridge work and budget items that we don’t time to take on a new initia-

tive. All agreed.

Lunch Meetings:

After some discussion, we all agreed to stay at the Radisson next year for the noon meetings.

ASCE Region 3 Assembly:

Tom indicated that he’d like to attend with Art. A motion was passed to approve his airfare and one night

hotel stay for the conference.

Next board meeting will be at 4:30, August 14 at Krech Ojard’s office downtown.

Tom is work to set up a BBQ at UMD 1-2 weeks after the start of school. Dave Pol-

son working with Tom on the logistics.

Newsletter Report: (Cindy V.)

Newsletter items are due September 1st. To be included: Younger member report,

Raise the Bar/Region 3 wrap up, SWE, President’s address, Nominations for offi-

cers, member profile, and looking for a website chair.

Other business/Tabled business:

Accepting nominations for 2013-2014 officers

Website update: ASCE National is assisting Lisa in getting the website set up so

that we can take over through a new ad hoc website chair. Need to check on

email updates to see if that can be streamlined.

Board Committee Spotlight: Lisa Karlgarde, New President 2013-2014

Lisa has been an ASCE Section Board Member for 3 years and held the younger member chair

position for 3 years prior to serving on the board. I asked her these Questions:

Where do you work and what type of work do you do?

“I work at LHB, Inc. as a Senior Structural Engineer in our Bridge Group. I sometimes get into

the design of new structures, but my projects predominately consist of restorations of existing

bridges and culverts. Most recently I designed and am administering the restoration of the

historic bridge and monument site over Stewart Creek on Skyline Parkway for the City of Du-

luth, am leading a team that is assisting District 1 with the repainting of the Blatnik, and man-

aging a statewide historic bridge study of 140 bridges for MnDOT CRU and State Aid.

How long have you worked for LHB, and what do you enjoy most about your job?

“I’ve worked at LHB for 7 ½ years. I enjoy the variety that comes with my job. From day to

day, I find myself doing anything from bridge inspection, technical writing, design, or construc-

tion administration.”

What do you see as the Duluth Section’s largest challenge in the next few years?

“I see the largest challenge of the section to be getting our members more involved in the ac-

tivities of the section. We have a large membership of almost 275 and I think it is important

to provide something of value to each and every one of our members. This can only happen with

input, support and involvement from our members. As incoming president I will work with the

board and committees to figure out what the members of the Duluth Section wish to get out of

their membership and work to develop/implement the programs that our members desire.”

How do you like to spend your free time?

“I love hanging out with my new husband, camping, hiking, sewing and cooking.”
