Charge) for Power and New &

Renewable Energy

Raj Kumar Singh assumed the charge on 03 September 2017 as Minister of State (Independent Charge) for Power and New & Renewable Energy after the Cabinet reshuffle in which former Minister Mr. Piyush Goyal has been promoted as Railway Minister.

Mr. Singh joined Indian Administrative Services in 1975 in the Bihar cadre and held several positions in Government of Bihar and Government of India during his

38 years long bureaucratic life. Mr. Singh held the position of Home Secretary to Govt. of India before retirement on 2013. He joined the Bhartiya Janata Party and contested Parliament Elections in 2014 and became a member of the Indian Parliament in May 2014.

Minister Raj Kumar Singh said his ministry will attain its objectives on time and said he was certain to come up to the expectations of the Prime Minister. He also said that we have to electrify the unelectrified villages within a set time frame.

Annual General Meeting (AGM) of ISGF was held on 08 September 2017 in New Delhi. The elections for the vacant positions of the Board of Governors was also held during the AGM. The reconstituted BoG is listed below:

It all started at India Smart Grid Week (ISGW) 2015 on 03 March 2015 with the plenary session “Brainstorming on Spectrum

requirements for IoT and M2M Communications in India” chaired by Mr. A.K Mittal, Head of Telecommunication Engineering Centre

(TEC) which was attended by subject matter experts from all over the world. This session unanimously recommended requirement of

additional Spectrum for M2M Communications in India.

Subsequently, ISGF worked closely with TEC and Department of Telecommunications (DoT) on the formulation of “National Telecom M2M

Roadmap” and “M2M Enablement in Power Sector” which were approved and released by Govt. of India in May 2015.

(http://www.tec.gov.in/technical-reports/). Further, ISGF published a paper on Spectrum requirements for M2M communications in India and

submitted to TEC. This paper was examined by TEC and the key findings were included in a Technical Report on Spectrum requirements

for M2M Communications which was published by TEC in November 2015. This report recommended to release 10-12 MHz of additional

spectrum for M2M applications in India. DoT examined this report and submitted to TRAI for their final recommendations. TRAI agreed for

release of 7 MHz of additional licence- free Spectrum which is a great step in India's march towards digital economy. ISGF wish to thank

TRAI, DoT, TEC, and all experts for their contributions in this great achievement.

The Karnataka government approved ‘Electric Vehicle and Energy Storage Policy 2017’ to help the state become a hub for production of alternative fuel vehicles, reduce dependency on fossil fuels, bring down pollution levels and push the ‘Make In Karnataka’ initiative. The new policy aims to attract investments worth Rs31,000 crore and create around 55,000 new jobs.

Andhra Pradesh Electricity Regulatory Commission (APERC) Issued Forecasting, Scheduling and Deviation Settlement of Solar and Wind Generation Regulations. The objective of these regulation is to facilitate large-scale grid integration of solar and wind generating stations while maintaining grid stability and security as envisaged under state grid code through forecasting, scheduling and deviation settlement of these generators. As per the regulations, every wind and solar generator or Qualified Coordinating Agencies (QCA) shall submit a day-ahead and week-ahead schedule for each generating station or each pooling station. In case of wind generators, there may be one revision of one and half hours starting from 00:00 hours of a particular day subject to maximum of 16 revisions in a day.Read More: http://bit.ly/2xW4r8y

Government of India launched FAME (Faster Adoption and Manufacturing of Hybrid & Electric Vehicles) programme in March 2015 to promote manufacturing of electric and hybrid vehicles in India. FAME was earlier focused on electric two-wheelers, electric cars and hybrid vehicles. This fund was allocated for duration of two years. MoHPE (Ministry of Heavy Industries and Public Enterprises) has extended the Phase I of the FAME by six months, i.e. till 31 March 2018. Telangana is coming up with a policy, backed by necessary incentives, to promote manufacturing of Electric Vehicles (EVs), EV batteries and battery charging infrastructure. Policy is expected to include incentives that would be extended to buyers of EVs in the state. The state government aims to use Government of India’s EV drive to make up for some of the missed opportunities in the automobile sector to become an automobile manufacturing hub to create jobs. The New York State Public Service Commission approved an implementation plan for this mechanism, including plans to increase the size and reduce the development costs of community solar projects. The new Value of Distributed Energy Resources (VDER) compensation system takes the first step in moving beyond net energy metering, which has served as a instrumental component of the emergence of renewable and distributed energy systems over the past decade. Uniquely, the VDER mechanism will be more accurate in determining the values that these systems bring to the grid and society, including, for the first time, locational and environmental benefits. The Ontario Energy Board (OEB) has passed a number of pilot projects that will explore different ways of giving residential customers greater choice in the price they pay for electricity at different times, and more tools to help them better understand and manage their electricity use. These projects will allow the real-world experience of an expected 18,000 customers to inform how electricity is priced for Regulated Price Plan (RPP) customers in the future, unlocking more value for them and the electricity system as a whole in the process. The pilots will help in redesign of RPP prices, so they can better match customers' preferences and give them greater control over their electricity costs while also helping to improve system efficiency. CyanConnode, an ISGF Member, has received a purchase order worth $29 million from its strategic partner NIK LLC ("NIK") for a smart metering contract in Ukraine. Under this order, CyanConnode will supply its AMI hardware and software including 1 million smart meter units over the next three years. The smart meters to be delivered by CyanConnode in total costs $13 million. The company will also provide its head end server software for the operation of the smart meters once installed. A recent breakthrough by a team of researchers at the Massachusetts Institute of Technology led by Charles Forsberg indicates that the secret to securing our energy future lies in the design wisdom of the ancient past. According to the proposal, heat-storing bricks, known as firebricks was first pioneered by the Hittite peoples around 1600 BC in Turkey, could be a viable way to store wind and solar energy. Firebricks are designed to withstand high temperatures and to trap heat for extended periods of time. Forsberg’s FIRES system (for Firebrick Resistance-heated Energy Storage) converts electricity into thermal energy and then traps it in firebricks. Huawei launched a "demo city" in Weifang, China, to showcase its narrowband Internet of Things (NB-IoT) smart city applications and OceanConnect IoT platform. GridMarket has announced that the Marcus Garvey microgrid was recently named the 2017 recipient of the ESNA Innovation Award for Distributed Storage. The multi-asset system at Marcus Garvey Village includes 400 kW of solar PV, a 400 kW fuel cell, and 300 kW/1,200 KWh of battery storage. Dubai will implement the world's largest Concentrated Solar Power(CSP) project valued at 14.2 billion dirhams ($3.87 billion), according to UAE daily Gulfnews. The Mohammad Bin Rashid Al Maktoum Solar Park is the largest single-site strategic renewable

energy project, using the Independent Power Producer (IPP) model. The CSP project will be implemented by Dubai Water and Electricity Authority (DEWA). The project will generate 700 megawatts (MW) of power when it is completed in the last quarter of 2020, parallel to the World Expo 2020 in Dubai. India generated 10.2 Billion Units (BUs) of electricity from green energy sources including solar, wind, biomass and small hydro -- 26 per cent more than 8.1 BUs of renewable energy generated in the same month last year and 17 per cent more than 8.6 BUs generated in the month of May 2017, research and ratings agency India Ratings said in a report. An industry group led by Nokia Bell Labs and several academics in Finland has established a collaboration project called WIVE (WIreless for VErticals) to make it possible for new types of industries to gain competitive advantage from the latest wireless technologies, especially 5G. The project, co-funded by the Finnish Funding Agency for Innovation (Tekes), involves several industry, research institute and academic partners such as Nokia, Teleste, Telia, ABB, Cargotec Kalmar, Finnish Broadcasting Company (Yle), Digita, regulator FICORA, key Finnish universities, and VTT Technical Research Centre of Finland.Source: http://www.indiasmartgrid.org/viewnews.php?id=3472

Renewable energy sources will provide 85% of global electricity production in 2050, led by solar PV and onshore wind, according to a new report published in September 2017. Electricity consumption will be the largest energy carrier in 2050, increasing by 140% over the next 30 years, followed by natural gas, while other energy carriers such as coal and oil will experience significant reductions, or only slight increases in consumption over the same period. Meanwhile, over the same period, renewable energy sources will rise to become the leading source of global electricity production, accounting for 85%. Solar PV will account for around a third of the world's electricity, followed by onshore wind, hydropower, and offshore wind (in that order). Australian energy retailer Origin has partnered with Perth-based blockchain startup Power Ledger to trial an energy sharing platform that uses blockchain technology to create an immutable record of energy generation and consumption. The trial involves using anonymised and historical customer data to explore the benefits and challenges of peer-to-peer energy trading across the network, with the companies looking to prove the accuracy and security of the Power Ledger trading platform. It will essentially investigate the viability of consumers buying and selling energy to and from their neighbours. Member Technology Update: Reality Modeling for Utility Infrastructure

Reality Modeling as it applies to electric and gas utility infrastructure has, until recently, largely depended upon LiDAR (Light Detection and Ranging) technology that includes mapping, geospatial and site analysis and the design, operation and maintenance of critical assets such as substations, networks and transmission towers and lines. Now, software is coming to the fore that transforms photographs into detailed, comprehensive 3D models of all that infrastructure data -- and do it in a less labor-intensive, cheaper and more efficient manner.

Using Bentley's ContextCapture, a high-fidelity 3D-imaging software, real world imagery from existing on-the-ground conditions can be turned into precise 3D reality models with highly impressive detail from standard digital photographs. It's a technology breakthrough that makes it possible to automate the production of models much faster than before and can easily be used within CAD, BIM and GIS workflows and published to the Web without using a lot of expensive hardware. What's more, the versatility of the software is such that it accommodates a broad spectrum of cameras, from smartphones and tablets to highly specialized airborne or terrestrial multi-directional acquisition systems, and any desired image format. Because so many people have access to and are experienced with using cameras, the potential pool of people who can participate in the reality capture process can be greatly expanded, making reality capture much more ubiquitous. While laser scanning techniques are still attractive because they're versatile and very accurate, they're also very costly and time-consuming to use and can only be operated by experts. Reality modeling allows any user the opportunity to take pictures of the infrastructure landscape with a digital camera, whether it's hand-held or mounted on an unmanned aerial vehicle – i.e., a drone. From there, the imagery goes through photogrammetric processing to create a 3D mesh, with high-quality texture mapping, that's as accurate and realistic as the original photo. (see Figure 1)

The most exciting implication of this process is that the scalable 3D model – portraying anything from small objects to broad-scale infrastructure networks – can be enhanced with more images and revised data. This allows utility personnel to survey the asset throughout its lifecycle, from initial design to current conditions, and apply that changing data to maintain up-to-date data on the equipment's condition along the way. It expands the scope of project management beyond controlling the asset on the basis of what it was in the past or what it may be in the future to what it is right now. Continuously up-to-date reality becomes the context within which electric and gas utilities can design, build and operate their infrastructure projects. Aside from being something that requires no specialized skills or training to operate, the technology produces a form that geometrically resembles an engineering model, which provides a real-world context for infrastructure designers, builders and operators. Previously, laser scanning was the requisite technology for engineering workflows, but that's no longer the exclusive case.
