BUY LOCAL, SHOP LOCALThe City’s Buy Local, Shop Local campaign is continuing to gather support, with over 40 businesses now taking part in the program.

Local businesses are vital for local jobs and a thriving community, and I encourage everyone to get behind this campaign. Follow them on social media and let everyone know about the great goods and services our local businesses are providing by posting a review on Facebook or Google.

DRAFT LOCAL PLANNING STRATEGYCouncil has adopted the City’s draft Local Planning Strategy (LPS), the first step to establishing a plan to accommodate our growing City.

The City is forecast to grow by approximately 10,200 people to around 54,282 by 2031 and is expected to accommodate 4,700 new dwellings.

This is the City’s first Local Planning Strategy. In addition to being a legislative requirement, the Local Planning Strategy will provide the City with a high-level strategic document that will assist Council’s deliberations in future town planning decisions. While the Local Planning Strategy does not (by itself) change the City’s existing Town Planning Scheme No. 6, it is the first step towards the drafting and implementation of the future Local Planning Scheme No 7, which (in turn) will provide a framework to guide all planning decisions made by the City for the next 10 to 15 years.

The draft LPS provides the long term direction for the City within the key focus areas of population and housing, activity centres and employment, transport and access, environment and sustainability, heritage, public open space and community facilities, and tourism and entertainment, including over 50 actions within these areas to help shape the future planning of the City.

COMMUNITY EVENTSThe City is holding a number of events including the South Perth Young Writers Award and the Emerging Artist Award. Citizenship Ceremonies will also resume for the first time this month. I look forward to welcoming our newest Australian citizens on Australian Citizenship Day, Thursday 17 September.

SMART FREEWAY – KWINANA NORTHBOUND PROJECTMain Roads WA has launched a public education campaign in the lead up to the opening of our new Smart Freeway, opening soon.

The campaign provides information on how to use the Smart Freeway, including what to do in the case of an emergency breakdown or incident.

The Smart Freeway will be the most technically advanced freeway in Australia, with over 800 separate pieces of technology installed, ensuring the safest roadway while reducing journey times northbound from Roe Highway to the Narrows by as much as 10 minutes.

PICTURE THISThe RAF will go beyond sport, recreation and aquatics. Picture a socially inclusive hub in the heart of our City. Physical activity will blend with health and lifestyle – think children’s sport followed by a catch up with friends, or a game of golf and then dinner or maybe a swim and a massage followed by a picnic near the lake.

Located within the beautiful landscape of Collier Park Golf Course, there will be walking and cycling trails, a picnic area and food and beverage options to make the most of the unique setting.

Golfers will be able to enjoy the traditional 18 holes and for those who prefer a shorter format, there will be a 6-9 hole option, mini golf and a high tech driving range. The golf course will provide a picturesque backdrop for the indoor and outdoor pools, a feature climbing wall, indoor sports courts and a gym as well as meeting and function rooms. A café and restaurant on site near the mini golf and playground will position the RAF as a local meeting place in its own right.

The RAF will cater to all members of the community from families to students, couples and seniors. It will be a socially inclusive, one stop destination. Can you picture this near you?

For Council to make an informed decision about the project, they will need to understand the level of stakeholder and community interest and support for the RAF.

YOU ASKED, WE LISTENEDYOU TOLD US YOU WANTED A SWIMMING POOL NEAR YOUFor many years, members of the City of South Perth community have been telling us that they want a swimming pool for the area. Feedback we have received through surveys, reports and community engagement demonstrates a high level of support.

One of the key strategies of the City’s Strategic Community Plan 2020-2030 (our long-term plan informed by community feedback) is to plan for and promote the development of recreation and aquatic facilities to service community needs. We’re working to make this happen.

OUR CURRENT FACILITIES ARE GETTING OLDThe ongoing viability and long-term use of ageing City facilities needs to be addressed. Collier Park Golf Course and George Burnett Leisure Centre will require substantial investment in the near future. To address this issue and community demand for a pool, the City commenced the Recreation and Aquatic Facility (RAF) project to investigate the feasibility and funding opportunities for a facility for the City of South Perth and surrounding area.

$20 MILLION FEDERAL GOVERNMENT FUNDING ALREADY SECUREDConventional stand-alone swimming pools require significant ongoing financial subsidy to meet operational costs. The RAF will provide the aquatic facilities that the community has asked for along with additional sport and wellness programs and services. The integration of these facilities and services in a single venue increases the potential to attract external funding and provides economies of scale in service provision, capital cost and ongoing operational costs.

Importantly, for the RAF project to go ahead, it needs to attract a high level of funding from Government and the commercial sector in order to be profitable and financially self-sustaining now and in the future.

The Federal Government has already committed $20 million towards the project in recognition of the importance of such a facility for the region. Discussions with a number of sporting bodies, associations and the education sector indicate strong potential for additional financial support.

The project team is now working on the development of a business case to be presented to Council in October.

GREENING OUR CITYDuring July, August and September the City works with a variety of community groups and schools to facilitate a series of planting events.

In July 10 local schools planted 250 plants to celebrate Schools National Tree Day. In the same month members of the Salter Point Community Group joined the City to plant 500 sedges around Salter Point Lagoon, made possible with the help of a $9,840 grant from the Department of Biodiversity, Conservation and Attractions, Community Rivercare Program.

Forty high school students from the South Perth Youth Network helped plant around 1,000 sedges and rushes near the Milyu

Conservation Reserve alongside the Kwinana Freeway in South Perth, thanks to a $8,792 grant from the Department of Biodiversity, Conservation and Attractions, Riverbank Program.

Friends of the South Perth Wetlands planted sedges and rushes around Lake Douglas and Curtin Primary School took part in a planting day supported by funding from the State Government’s Communities Environment Program.

This year around 42,000 shrubs, trees and bushes have been planted by staff and volunteers, supplied by the City’s nursery in Como, one of the largest local government nurseries in the metropolitan area.

NIGHT STALKSExplore the hidden wonders of our amazing wildlife and meet the City’s most famous resident, the microbat.

Free Fauna Night Stalks, led by Joe Tonga from Natsync Environmental will take place in October at Bodkin Park Wetlands.

WATERBIRD REFUGEA waterbird refuge will be created on South Perth Foreshore to improve the habitat for native waterbirds, protect the riverbank from erosion and provide bird watching, breeding and learning opportunities.

The waterbird refuge will be located next to a series of interconnected man-made lakes - Hurlingham Lake, Lake Douglas and Lake Tondut.

The project is part of the South Perth Foreshore Strategy and Management Plan, Node 7: The Lakes. The City has successfully secured $700,000 in funding from the Department of Biodiversity, Conservation and Attractions to support the $1.5 million project. MINDEERUP WINS ARCHITECTURE AWARDSMindeerup, on the South Perth Foreshore has been honoured with four architecture awards.

The Australian Institute of Landscape Architects WA (AILA) recognised the project at its annual awards ceremony in July. Place Laboratory (landscape architect), received the Award for Excellence in the Civic Landscape category along with the Tourism Award in partnership with IPH Architects and ETC. The project will now be put forward for the national AILA awards in both categories.

In June, Iredale Pederson Hook architects, Place Laboratory and ETC also won the Iwan Iwanoff Award for Small Project Architecture and the Commendation Award for Lighting at the WA Architecture Awards for Mindeerup and the Connect South project. The project is now in the running for the National Architecture Awards and the National Dulux Colour Awards in the commercial and multi residential exterior category later this year.

Part of the Connect South project, Mindeerup was completed earlier this year creating a new gateway for South Perth. The piazza has been a huge success with residents and visitors alike. Giant canopies in the shape of a numbat and frilled neck lizard take centre stage and can be seen from as far as Kings Park and the CBD.

Mindeerup also features an innovative sound and light display, Karl Kep Ngoornd-iny (meaning Fire and Water Dreaming) by artist Yondee Shane Hansen and Art+ (Art Coordination). The display uses projection technologies to share ancient stories and represent the cycles and rhythms of country from an Aboriginal perspective. Based on two brothers dreaming – fire and water, it reflects the changing Noongar seasons of: Birak the season of the young; Bunuru the season of adolescence; Djeran the season of adulthood; Makuru the season of fertility; Djilba the season of conception; and Kambarang the season of birth.

We’re here to support local business at this difficult time as we move forward into the recovery phase of the COVID-19 pandemic. We recognise the important role local business plays in linking, sustaining and strengthening our community.

Our Buy Local, Shop Local campaign has been running for a couple of months now and we have over 40 businesses participating. Look out for the Buy Local, Shop Local stickers in business windows around the City when shopping. Each of our suburbs has a unique offering and we encourage everyone to buy local. It has been a challenging time for many this year and we’re pleased to be working closely with our businesses during this tough time.

STRATEGIC COMMUNITY PLANCouncil has adopted the modified Strategic Community Plan 2020-2030, a guiding document for the City and community over the next 10 years.

The Plan sets out the key strategies required to achieve our vision of ‘a city of active places and beautiful spaces’. It is reviewed every two years with a major review every four years. This year’s minor review has been undertaken to ensure that we remain on track with a clear direction, and only minor changes have been made.

The Plan can be viewed on the City’s website southperth.wa.gov.au, or in person at the Civic Centre or City Libraries.

TREES FOR PEACEThe City has planted a Ginkgo biloba tree at the Scented Gardens in Sir James Mitchell Park to recognise 75 years since the atomic bombing of Hiroshima, Japan.

The tree was grown at the City’s nursery from seeds originating from a tree that survived the bombing in Hiroshima in 1945.

The seeds were given to the City by the City of Fremantle as part of the international Mayors for Peace group, which was established in 1982 by a former Mayor of Hiroshima to promote lasting world peace.

The nursery received 10 seeds, successfully germinating eight seedlings, which have grown into six trees which will be planted in South Perth, Fremantle, Subiaco, Albany, Cockburn and Rockingham.

Only two Ginkgo trees survived the Hiroshima atomic bombing. The tree planted at the Scented Gardens in South Perth is from a tree more than 200 years old in the Shukkeiken Garden, which was 1,370m from the hypocentre. For more information visit southperth.wa.gov.au.

THRIVING NEIGHBOURHOODSA PLAN FOR OUR GROWING CITYCouncil has adopted the City’s draft Local Planning Strategy, the first step to establishing a plan to accommodate our growing City.

The draft Local Planning Strategy is the first step to establishing a plan to accommodate future growth in our City. The draft strategy marks the start of preparing the new Local Planning Scheme 7.

A number of modifications to the draft Local Planning Strategy were made to address feedback received from the community, including;• Measures to ensure the height of future buildings with respect to

existing character• Changes to the distribution of future density to assist with a

sensitive built-form transition surrounding growth near Canning Highway and Manning Road

• That future supermarkets should be of an appropriate size for each neighbourhood

• Modifications to improve clarity and provide certainty for some of the actions.

The draft Local Planning Strategy will now be forwarded to the Western Australian Planning Commission for final approval. For more information visit southperth.wa.gov.au/planning.

INTEGRATED TRANSPORT PLANThe City is developing an Integrated Transport Plan to help us facilitate a safe, efficient and reliable transport network.

Understanding population and transport trends and the community’s needs now and into the future is essential to developing a plan. The City is using a platform called Profile ID to understand how people move in and around our city. Research so far has revealed some interesting insights including:• Almost half of Como’s households (46.7%) have one car or do not

own a car • Compared to Greater Perth (2.1%), a greater proportion (7.0%) of

Karawara residents walk to work • Kensington residents use the bus more (10.9%) compared to

Greater Perth (4.1%) • Manning residents have the highest car usage of all our city’s

suburbs at 65.5% and it is the only suburb with car usage above the Greater Perth percentage (64.1%)

• Compared to the City’s median age, Salter Point has the highest resident population aged 85 years and older

• South Perth residents cycle (2.7%) and walk (3.2%) most on their journey to work compared to other suburbs

• Waterford residents have the highest ownership of three or more cars (29.9%) compared to other city suburbs.

The City aims to have a draft Integrated Transport Plan prepared by early 2021. Stay tuned for further projects updates.

UNDERSTANDING THE DERBAL YARAGANA documentary about Nyungar history and the importance of the Swan River in South Perth will be released later this year.

The documentary will help create awareness of the cultural practices and lifestyle of the Traditional Owners along the Derbal Yaragan* before colonisation.

Featuring prominent Nyungar Elders and Traditional Owners telling stories about fishing practices, food gathering, men’s business, women’s business, the seasonal movement of clans and the significance of dance and song, the project is coordinated by a group of local community members passionate about reconciliation and supported by the South Perth Historical Society. The City is supporting the project through the South Perth Aboriginal Reference Group and a funding grant.

COLLIER PARK GOLF Collier Park Golf and the City are working with Reclink Australia providing opportunities for disadvantaged members of our community.

Reclink Australia provides sport and art programs to disadvantaged Australians to create socially inclusive, life-changing opportunities.

When the COVID-19 pandemic hit, Reclink was faced with the challenge of finding socially inclusive activities for their clients whilst the community was isolating at home.

Citizenship Ceremonies were put on hold by the Department of Home Affairs in April due to COVID-19.

YOUNG WRITERS CELEBRATEDCongratulations to the 2020 winners of the South Perth Young Writers Award (SPYWA). The awards ceremony was held on Thursday 27 August.

The competition now in its 34th year, encourages excellence in creative writing and is open to all students from Year 1 through to Year 12 who live in, or attend school within the City of South Perth.

This year 135 entries were received and the judges had an incredibly difficult job of selecting the finalists due to the high standard of prose. Entries featured a wide range of topics including the bushfires on the east coast and the COVID-19 pandemic.

The quality of writing we receive from young people increases every year and we can’t wait for next year’s competition.

ASBESTOS DISPOSALThe next Asbestos Disposal Day is on Saturday 24 October 2020 at the City’s Recycling Centre in Como.

Asbestos must be double wrapped in industrial thick black plastic (min 200um) and securely taped. There is a maximum of 3 fence sheets per household.

GREEN WASTE COLLECTIONThe City conducts one hard waste and two green waste verge side collections each year.

The Spring Green Waste collection is now under way.

The City will collect a maximum of three cubic metres per property including:• Uncontaminated green/garden waste • Tree prunings/branches with a maximum

length of 1.5m.

The City will not collect:• Lawn clippings and leaves. These may be

placed in your regular bin and will be collected with your weekly domestic rubbish collection

• General junk, building or household waste• Tree trunks and stumps larger than 150mm in

diameter or 1.5m in length• Dug out lawn• Green waste that is contaminated by household

rubbish.

The next hard waste collection will begin on 12 October.
