Emeritus Faculty Association Action Team Report

  

Introduction   

The  purpose  of  the  Emeritus  Faculty  Association  Action  Team  was  to  determine  what  might  be  helpful  to  UCO  retired  faculty  as  well  as  what  they  could  give  back  to  the  university.    The  intent   is  to  reconnect  emeritus  faculty  to  UCO.  The  action  team  was  given  the  fol lowing  charge:  

1) Identifying  emeritus  faculty  benefits  and  privi leges  not  currently   in  existence.   

2) Identifying  emeritus  faculty  opportunities  for   involvement  with  and  connections  to  university  colleges  and  departments.

Section I Action Team Overview  

A. Data Gathering 1. Two hundred and forty (240) persons designated as retired UCO faculty by

the UCO Office of Employment Services received a mail-out which included a cover letter and a survey form. Sixty-two (62) survey forms were completed and returned for a return rate of 26.6%. A complete analysis of survey data is contained in Section II.

2. Ten (10) UCO metropolitan peer institutions were contacted for information regarding retired faculty associations, privileges and courtesies granted, and opportunities offered. Eight (8) institutions replied; four (4) indicated that they had no formal associations for retired faculty and four (4) indicated that they did have formal associations and sent information related to them.

3. Anecdotal information was obtained through contacts made with committee members.

B. Internal Units and External Organizations 1. Internal: Offices of Academic Affairs, Alumni Relations, Employment

Services.

2. External: Association of Retirement Organizations in Higher Education, UCO Metropolitan Peer Institutions as defined by the UCO Executive Committee in 2007, University of Oklahoma (The University of Oklahoma responded with information about their association, which is available upon request from the committee).

C. Flowcharted Processes

The connection of a retired faculty association to current university structure

was determined and depicted in a flow chart (Section III), placing the

association in a direct relationship with the Office of Academic Affairs and in an

indirect relationship with university departments and colleges, the Development

Office and the Office of Prospective Student Services

D. Primary Solutions An Emeritus Faculty Association should be established at UCO under the auspices of the Office of Academic Affairs. Nominal membership dues should be assessed to assist with printing and mailing expenses and other incidental costs. Emeritus faculty should be offered privileges and courtesies as well as opportunities in the areas of teaching, leadership, professional activities, and social and cultural activities. Itemized privileges, courtesies and opportunities are included in Section IV, Recommendations.

E. Budgetary Implications of Solutions Direct and indirect costs for the Office of Academic Affairs and/or the university could include e-mail network privileges, computer access, office and/or filing space for association records, duplication of materials, mail-out service to association members who do not have computer access and appropriate secretarial/staff assistance. Another budget item would be the cost of the preparation of a membership packet including a membership form, materials related to privileges, courtesies and opportunities, and information about how to secure them. An initial operating budget of $5,000 is requested.

F. Measures of Success and Progress for Solutions 1. The establishment of an Emeritus Faculty Association.

2. The development of attractive membership materials.

3. The development of by-laws and operating procedures for the association.

4. The selection of initial leadership for the association.

5. The number of retired faculty members who initially join the association.

6. The number of retired faculty members who join the association at the time of their retirement.

7. The number of faculty members who apply for, and make use of, the courtesies and privileges offered to them by the university.

8. The number of retired faculty members who take advantage of the opportunities offered by the university in the areas of teaching and leadership, professional activities and social and cultural activities.

9. The benefits that accrue to the university when retired faculty members offer their services in various areas.

G. Additional Alternative Solutions This section of the Action Team Report Form is not applicable to the work of this committee.

Section II UCO Retired Faculty Survey Data Analysis

THE SURVEY Cover letters and survey forms were mailed on July 10, 2008, to 257 persons designated as retired UCO faculty by the UCO Office of Employment Services. About twenty former faculty members, who retired as administrators, were classified by this office as staff rather than faculty so they were not sent survey forms. It is probable that this group would be interested in the opportunities, privileges and courtesies covered in the survey, that they could be a valuable resource for the university, and that they should be included in future work in this area. Copies of the survey form and cover letter available in Appendix A. Seventeen (17) of the 257 mail-outs were returned with “wrong address and unable to forward” or “deceased” notations on the envelopes. It was assumed that 240 survey forms were received by the target population since no other mail-outs were returned. The deadline for return of the survey forms was July 31, 2008. Sixty-two (62) survey forms were completed and returned by August 5, 2008, for a return rate of 25.8%. SUMMARY At least 26 respondents thought that retired faculty could be involved in every one of the areas. The areas that most respondents thought retired faculty could be involved in were: guest lecturer (51), substitute teacher (45), graduate student advisory committee (42), Distinguished Emeritus Faculty Fellow (41), and consultant (40). The areas that fewest respondents thought that retired faculty could be involved in were: fundraiser (26), class discussion leader (27), student advisor (29), and mentor for new administrator (29). At least 2 respondents indicated a personal interest in participating in each of the areas. The areas that most respondents were personally interested in were: guest lecturer (16), substitute teacher (13), distinguished Emeritus Faculty Fellow (13), consultant (10), university ombudsman (10), graduate student advisory committee (9), member of committee (8), and mentor for new faculty (8). The areas in which the fewest respondents indicated a personal interest in participating were: student recruiter (2), student advisor (3), class discussion leader (5), mentor for new administrator (5), and fund raiser (6). The percentage of respondents who thought retired faculty members could be involved in these areas ranged from 82% to 42% with 50% or more in eight of the thirteen areas. The percentage of respondents who might personally be interested in participating in these areas ranged from 26% to 3% with 20% or more in only three of the thirteen areas.

SUMMARY At least 24 respondents thought that retired faculty could be involved in every one of these areas. The areas that most respondents thought retired faculty could be involved in were invitations to university professional enhancement activities (52) and invitations to department and/or college events (52). The areas that fewest respondents thought retired faculty could be involved in were participation in academic processions at commencement (24) and inclusion of retired faculty professional information in university directory, academic catalog and other appropriate publications (25). At least one respondent indicated a personal interest in participating in each of these areas. The areas that most respondents were personally interested in were invitations to department and/or college events (27) and inclusion of retired faculty professional information in university directory, academic catalog and other appropriate publications (25). The areas that fewest respondents were personally interested in were invitations to university professional enhancement activities (1) and participation in academic processions (8). Although 52 respondents thought that retired faculty could be involved in invitations to university professional enhancement activities, only one indicated a personal interest in participation and, although 24 respondents thought retired faculty could be involved in participation in academic processions, only eight indicated a personal interest in participation. Of those who thought retired faculty members could receive invitations to department and college events, less than half (43%) were personally interested in receiving such invitations.

SUMMARY Over 80% of the respondents indicated that they thought retired faculty could be involved in each of the areas. Over 50% indicated a personal interest receiving invitations to social events, cultural events and student performances; 43% indicated a personal interest in receiving invitations to athletic events.

SUMMARY At least 32 respondents (52%) thought that retired faculty could be involved in every one of these areas. The areas that most respondents thought retired faculty could be involved in were: wellness center privileges (58), library privileges (57), health center privileges (56), university ID card (56) and campus parking permit (55). The areas that the fewest respondents thought retired faculty could be involved in were university business cards (32) and network and e-mail privileges (44). At least 20 respondents (32%) indicated a personal interest in participating in each of the areas. The areas that most people were personally interested in were: campus parking permit (47), university ID card (46) and library privileges (42). The areas in which the fewest respondents were personally interested in were university business cards (20) and network and e-mail privileges (26).

SUMMARY Ninety percent (90%) of the respondents thought that a UCO retired faculty association should be established. Eighty-one percent (81%) indicated that they would be interested in joining a retired faculty association. Seventy-seven percent (77%) indicated that they would be willing to pay a nominal dues fee for membership in a retired faculty association. Additional ideas, comments and suggestions that were written on the survey form are listed in Appendix B.

Section IV Recommendations  A. TEACHING AND LEADERSHIP OPPORTUNITIES

1. Recommend the following teaching and leadership opportunities be made available to emeritus faculty: Guest lecturer

2. Most of these teaching and leadership responsibilities should be performed voluntarily at

no cost to the university. The exceptions are as follows: a) Reimbursement of travel costs, at the state reimbursement rate, should be provided

for those persons involved in recruitment and fund raising. b) Substitute teachers should be paid at the current adjunct faculty rate. c) Consultants should be paid per negotiation with the department or college for whom

they are serving as consultant. d) Distinguished Emeritus Faculty Fellows should be paid at a rate of 5% more than the

current adjunct faculty rate. e) University Ombudsmen should be paid at an hourly rate of $75.00. Billable hours

would include time necessary for review and background work of a case as well as actual time spent with the faculty member requesting assistance.

f) It will be the responsibility of the emeritus faculty member to ensure that payment for services does not have a negative impact on their teacher retirement pay.

3. Specific recommendations regarding University Ombudsmen are as follows:

a) There should be a pool of designated University Ombudsmen – a minimum of two persons, one female and one male. This would increase the possibility that at least one ombudsman would be available when needed and that the faculty member requesting assistance could choose a person with whom he or she felt comfortable.

b) University Ombudsmen should be highly respected and well informed emeritus faculty.

c) University Ombudsmen should have a good working relationship with the university legal counsel.

d) University Ombudsmen will not have decision making authority or legally binding responsibility. They will serve as sounding boards and counselors will give advice to the faculty members requesting assistance.

B. PROFESSIONAL ACTIVITIES AND OPPORTUNITIES

1. Invitations to university professional enhancement activities and to department and college events should be extended to emeritus faculty.

2. Emeritus faculty should be invited to participate in academic processions at commencements. They must inform the Office of Academic Affairs of their intent to participate by the published deadline and must provide their own academic regalia.

3. Emeritus faculty should be invited to have their professional and personal contact information included on the UCO web site. This inclusion of information would be

voluntary for emeritus faculty and would require the approval of the department in which they taught.

C. SOCIAL AND CULTURAL OPPORTUNITIES

1. Emeritus faculty should receive invitations to attend university, college and department social events.

2. Emeritus faculty should receive invitations to attend athletic events, student performances and university, college and department cultural events free or at the reduced rate available to regular faculty.

D. PRIVILEGES AND COURTESIES

1. The privileges and courtesies currently being extended to emeritus faculty by the university should continue to be extended in the future. These include: university I. D. card and campus parking permit as well as e-mail privileges and privileges to use the library, the wellness center and the health center. Emeritus faculty should be informed that these privileges are available and how to obtain them.

2. An additional courtesy that should be extended to emeritus faculty is the privilege of auditing university classes with instructor approval when space is available. This would be at no cost to the emeritus faculty member except expendable supplies that might be required for the class. Emeritus faculty taking advantage of this opportunity will have to go through the formal of signing up for audit.

3. Workshops should be offered specifically for emeritus faculty and/or they should be made aware of available workshops and invited to participate. Examples: computer skills, technology updates, art appreciation, yoga, etc.

4. An emeritus faculty discount at the UCO Bookstore should be offered at a rate comparable to the regular faculty discount.

5. Emeritus faculty should have access to any future faculty lounge areas campus. 6. Privileges and courtesies, as well as social and cultural opportunities, should be extended

to spouses of emeriti faculty when deemed appropriate by the Office of Academic Affairs. E. ESTABLISHMENT OF AN EMERITUS FACULTY ASSOCIATION

1. An Association of Emeritus Faculty should be established. 2. Membership should be open to all emeritus faculty as well as emeritus administrators who

have served as faculty at some point during their employment at UCO. Emeritus status is defined and determined by the Board of Regents.

3. Annual membership dues should be set at $15.00 with as an option to purchase a lifetime membership for $225.00. Membership dues will help defray printing and mailing expenses, courtesy cards for members’ illnesses and deaths, and other incidental costs.

4. Yearly membership in the Emeritus Faculty Association will begin on January 1 and end on December 31.

5. When retiring faculty members go through their final check out with the UCO Office of Employment Services, they should receive an Emeritus Faculty Association membership packet. This packet should include a membership application form (preliminary form on page 13), a list of privileges and courtesies available and how to obtain them, and information regarding available teaching and leadership opportunities. Emeritus faculty who retired prior to the establishment of the Emeritus Faculty Association should be informed of these privileges and opportunities via e-mail, web site or regular mail.

6. Communication with emeritus faculty should be increased. Emeritus faculty should be made aware of the UCO website and of their opportunity to be included on the UCO e-mail network. Printed newsletters should be mailed to those who do not have computer access.

7. An emeritus faculty base of e-mail addresses, regular addresses and numbers should be created and kept in the Office of Academic Affairs as well as the Emeritus Faculty Association office when one is provided. This information should be shared with the appropriate departments and colleges. Address changes received by the university and by colleges and departments also should be shared with other units.

8. Using available models, a structural form as well as bylaws and operating procedures should be developed for the Emeritus Faculty Association.

9. Consideration should be given to the inclusion of a member of the Faculty Senate and a representative from the Office of Academic Affairs as ex-officio members of the Emeritus Faculty Association executive board.

10. The university should provide office space with appropriate office equipment and furniture for the Emeritus Faculty Association. Location of office space within the Faculty Senate office area should be considered.

11. The university should provide an initial budget of $5000 for start-up funding of the Emeritus Faculty Association. Continuing financial support should be provided.

12. Future plans for the Emeritus Faculty Association should include the possibility of a part time or full time staff position.

13. Information about the Emeritus Faculty Association, when approved, should be included in the Faculty Handbook.

A. TEACHING AND LEADERSHIP OPPORTUNITIES

• All opportunities should be strictly optional with no pressure to participate in any particular event.

• All items in this section should be with pay to cover expenses.

• There needs to be a budget to pay expenses of retired faculty who volunteer to help.

• We were underpaid for years and still are and you want us to volunteer at our expense still. Pay me for my input and I’ll be involved.

• With regard to student advisor, recruiter and mentor, it might be difficult for those who have been retired a while

because of not being up to date with curricular changes, etc.

• I would be a fund raiser especially for the CAMD – but not limited to CAMD.

• We could serve on department curriculum committees.

• Distinguished Emeritus Faculty Fellow: my schedule is too packed in publishing. I could do one or two illustrated lectures per semester.

• University Ombudsman: I had to ask what this was.

• John Brothers would be a good Ombudsman. He got Oklahoma City through all the busing problems.

• Wellness Center privileges: I have this already, I have this, I already have, I very much appreciate the free membership in the Wellness Center and I use it!

• Audit of university classes: This would be wonderful. There is a strong appeal to being able to audit classes. I

would like to be able to audit for specific topics for part of a semester.

• I do appreciate the privileges I currently have as an Emeritus.

• We already have some of these privileges, courtesies, etc. but I’m not sure how many retired faculty are aware of them. I frequently talk to those who do not know they could be using the Wellness Center, the Library, etc. Hopefully, a retired faculty association could let them know.

E. ADDITIONAL INFORMATION COMMENTS REGARDING A RETIRED FACULTY ASSOCIATION

• A retired faculty association is a wonderful idea.

• Great idea! Power to you!

• Great idea! The only opportunity in the past was the Alumni Association and, as faculty, I did not feel comfortable in that group.

• Because I live in Texas, I would not participate in such an organization. However, it could benefit both local faculty

and the university to establish one.

• I am out of state six months of each year but when home would participate.

• I think this is a good idea. I’d like to be a member but I live in OKC and seem to have a very busy life. I’m not very interested in driving up to campus on a regular basis.

OTHER IDEAS, COMMENTS AND SUGGESTIONS

• Great idea! If we were in Oklahoma, I most certainly would want to avail myself of many of these opportunities. You need to utilize your retired faculty. It is an important resource for the university and it should be very beneficial and healthy for the retired members.

• I appreciate the work of your committee. The university has a wealth of talent, experience and expertise in the

retired faculty.

• I am specifically interested in technology training from retired faculty.

• We especially need computer courses (said on two forms).

• I would love to stay updated in technology by coming back up to the university and enrolling in specific technology training. We would need a way to be informed of what is offered and then an opportunity to sign up.

• I would find the following activities of interest: a book club led by a retired person from the English Department,

seminars led by retired faculty for retired faculty in the leader’s area of expertise, community service opportunities.

• Set up noon-time brown bag lunches with students, faculty and retired faculty.

• Provide a faculty lounge so that faculty and retirees may have morning coffee and visit. Locate the lounge in the university center.

• Additional perks could include a copy of the campus directory and a discount at the UCO bookstore.

• Involve retired faculty in department research, action research in the public schools and service to the people of

Oklahoma.

• Get retired faculty involved early before they become involved with other things. Since I have been retired from teaching for 12 years, I do have many interests other than UCO. I do believe that involving professors immediately following retirement would be good as they probably have not yet developed other interests.

• I wonder what other universities do with their retired faculty.

• In cases in which the university pays part of the retired faculty pay, occasional increases should be made to offset

inflation.

• I have donated much of my research documents, equipment, lectures, art, and slides to UCO Library Archives. Hope to have an exhibit of my latest publications at UCO, perhaps in conjunction with other professors, both active and retired. I will have my 11th and 12th books published this year.

• As a courtesy to the person returning the survey, a postage paid envelope should be included in the original

mailing.

• When did the College of Arts, Media and Design become the College of Media and Design?

• It’s a little late for me but perhaps I could participate on a limited basis.

• I am not physically able to do most of the things asked for in this survey. Also, I’m not able to afford any of the items asked for – to join or pay for.

• Having past 80 years of age, there would be a limit to my interest in this program.

• At 82 years of age, I am caregiver for my wife who is 87. She is crippled and limited in mobility. I am not able to

be away from the apartment much.

• I think that the current teacher load is too small and that there is nothing on campus in the afternoons.
