Mesaboasts a Police Department that serves and protects the city's 450,000 residents. The policedepartment operates an internal police training academy and within the academy operates its ownfirearms training facility. The Mesa Police Department Firearms Training vision is to promote,advance and encourage firearms proficiency, marksmanship and safety to law enforcementofficers.The Mesa Police Department Firearms Training staff consists of one sergeant and five officerswho are responsible for all the weapons inspections, maintenance, and firearms training forapproximately 900 sworn police department employees. The Firearms Training facility has beenin operation since 1962 and is located on approximately 18 acres in north central Mesa. Thefacility is outdoors and has an automated 25-station qualification range, a limited "live fire"training house, a practice range, 200-meter rifle range, and training areas for the SWAT and K9teams. The facility also has a classroom, well-equipped armory and a state-of-the-art simulatedfirearms training system.Typical Live-Fire House Training within a given calendar year includes:

    Complete two basic training academy firearms programs, teaching approximately60 new recruits weapon safety, handling, and shooting skills. Provide skills practice and firearms training to any in service Police Officer throughout the year on an individual basis as requested. Support the department's bi-annual SWAT school with intensive firearms trainingfor all students. Provide training and support to 10 other local law enforcement agenci es as well asU.S. Air Marshall's and Immigrations and Customs Enforcement officers. Seeattachment A.

    The Mesa Police Department is proud to provide a wide variety of world class fireanns trainingopportunities to its members as well as other local and federal agencies. During the bi-annualMesa SWAT School an average of 70 new SWAT recruits from a variety of agencies participatein the two-week long intensive firearms training. This school receives students from all over theUnited States and is one of the most recognized schools of its kind. Expanding the live-firehouse will provide a higher level of training for the officers that use the firearms training facility.The Mesa Police Department certifies its officers through the Arizona Police Officer StandardsTraining board (AZPOST). AZPOST is the governing board for the State ofArizona thatcertifies the department with regards to law enforcement standards and practices.Thepolice department is dedicated to working with the citizens ofMesa by fighting crime,defending human rights, protecting life and property, and making the community safe for all.

    Problem Statement ( t \ , ~ ~ ~ " " , o ) l " .\7' VJKrThe six 0 'clock news ran a breaking news story of a fifteen year old male, shot by a City ofMesaPolice officer after a domestic violence call was placed to 9-1-1. The officer shot and killed thevictim as he held his cell phone, which the officer later testified, thought was a weapon and wasin fear ofhis life. It was later determined that the shooting was unjustified.In the past five years, there have been 250 officer involved shootings throughout MaricopaCounty, ofwhich five were determined to be unjustified. Split second decision making skills arenecessary to make life or death choices when the officer's life or the public is put in danger.

    V The body has a natural physiological response to any high stress circumstance. Symptoms can.'JS include tunnel vision, hyper increase in heart rate, and loss of hearing which can affect anofficer's decision making ability. High stress events are low in frequency; therefore thephysiological response will be heightened. Exposing officers to frequent high stress events in'\ \. which split second decision making is required, will decrease the effect on the body.Studies show that through an increased use of a fireann, officers will improve safety, proficiencyand accuracy. Limited training.is available through the use of the City's limited live-fire houselocated at the City's firearms training range.     WhO ~ p ~ ~ ~ \ ~ ~ pproachhe City ofMesa Police Department currently has a fireanns training range.that includes alimited live-fire house. The house allows for a dimension oftraining that can not be duplicated

    by simple shooting at a target straight down range. The structure of the house allows for anofficer or a team of officers to shoot 360 degrees at moving reactive targets, thus providing morerealistic training in an environment that officers often work in.Research has shown that classroom training, although beneficial has not proven to be as effectiveas live scenarios ofhigh risk events in similar training facilities. See attachment B. Furthermore,it has been determined that regular training in this live environment offers opportunities forofficers to obtain first hand experience in high risk/low frequency events. Therefore, mandatoryquarterly training will be provided for all officers of the City's police department by certifiedAZPOST Firearms Instructors. Officers will be required to pass all scenarios prior to returning toactive duty. Different scenarios will be conducted quarterly.The current limited live-fire house is approximately 1,056 square feet, which is smaller than thesize of structures officers search on a routine basis. The house was recently moved to anotherlocation on the range in anticipation of expanding the house to meet the current needs of thedepartment.The current structure is made up of4' X 8' steel panels with a steel rating of 500. The steel is )14". in thickness and is faced with Yz" plywood to reduce the splatter caused by the frangible roundsshot against the walls. The proposed addition will require forty four steel panels which willexpand the building to over 2,000 square feet. The panels are modular partition walls and willenable the department to modify the environment for a multitude of scenarios. With theassistance of a general contractor, the addition will be constructed by the six full time FireannsTraining staff.The requested funding will be utilized for the procurement of the steel panels and a generalcontractor for project supervision. The land, tools, maintenance, roofmaterials, concrete, internalequipment and labor has been allocated in the department's fiscal year 2009 budget. There willbe no electricity or plumbing installed in the building. No City building permits will be requiredfor this facility. Once the materials are purchased, the construction will be completed within 90days. Use of the building will be available for training to all participating jurisdictions uponcompletion of construction. See attachment C for the building layout.

    Evaluation PlansOutcome Evaluation PlanThe City ofMesa Police Department and other participating jurisdictions currently maintainstatistics that account for all officer involved shootings and those that are determined to beunjustifiable.     Officers will not be released to active duty until they have passed the multiple scenarios that willbe conducted each quarter. This will be tracked by the certified firearms instructors.Process Evaluation PlanThe City ofMesa Police Department has identified that mandatory quarterly training will berequired of all City police officers. A log will be maintained by the certified firearms instructorsand will be utilized as a training tool and criteria for active duty.The City will also provide pictures to demonstrate that the facility is complete and is open fortraining. In addition, the City will dedicate the building to the National Rifle Association whichwill include a plaque to be mounted on the building.

    Future and Other FundingThe City ofMesa Police Department has identified a budgetary expenditure for futuremaintenance to include the replacement of interior plywood walls and i ~ t e r n a l reactionarytargets.
