Briefing Format
Overview of Draft RFP (DRFP)
Site Tour Questions
Offerors may use the index cards provided to notate any questions during the overview
Offerors should PRINT their company name and questions on the index cards and drop them in the locked box at the back of the auditorium at the conclusion of the overview
During the tour, any questions can be written on index cards and placed in the box provided (no questions will be answered during the tour)
After the tour, the Government will answer questions from the briefing and site tour that do not require further research
Questions and answers from the Industry Briefing and Tour, a copy of the Industry Briefing charts, and an Interested Parties List will be posted on the web (NAIS/FedBizOps) as soon as practicable
Questions may also be submitted via e:mail as noted in the DRFP, Section L.11

• CPIF/IDIQ with AI Signal Research (ASRI)• Provides Media, Web Content, Exhibits, Employee Communications, Public Inquiry Responses, External Relations, and Events
NNM04AA56D• FFP/IDIQ with Analytical Services, Inc. (ASI)• Provides Strategic Research and Analysis, Program Planning and Control, Program Stakeholder Integration, Program Communication Integration, and Support for Development and Review of Communications Products

Overview
This effort will not be an “A + B = C” procurement
The new PWS will address existing gaps in Strategic Communications
Synergies are expected to be gained by awarding a single contract
“Communications” vs. “Strategic Communications”
The Government is looking for new and innovative uses of proven industry best practices to fulfill these requirements

Contracting Approach
Contract information
- 100% Small Business Set-aside
- North American Industry Classification Code (NAICS) of 541710, with a company size limit of less than 1,000 employees
- Mission Services portion will provide Strategic Communications support as delineated in PWS 3.0 through 6.0
- IDIQ portion provides flexibility to respond to undefined requirements via Subject Matter Experts (PWS 7.0)

Contracting Approach
Cost-Plus-Incentive Fee (CPIF) contract
Share Ratio: Cost Underruns 80/20; Cost Overruns 70/30
Incentive Fee Structure Cost Incentive Fee = 25%
Performance Incentive Fee = 75%-Quarterly Monitor Survey = 20% -Program Management = 20% -Unique Performance Metrics = 35%
A minimum of 85% must be earned in performance fee pool to be eligible for cost incentive fee
The Government expects that the maximum cost incentive fee will not exceed 150% of the target cost incentive fee

Reference Clause F.3, Place of Performance:
- Work is to be performed on-site at MSFC and at other locations that may be approved in writing by the Contracting Officer
- Work will be performed in office environments, MSFC Model Shop, and at locations across the U.S. (both indoor and outdoor). Additional information on current exhibits, models, and design activities will be provided in the Final RFP.

Phase-In
Clause F.6, Phase-In and Phase-Out, and Provision L.4, Phase-In, specify phase-in requirements including:
• Data deliverables that will be due during the phase-in period, and
• Qualified and badged staff ready to assume performance
Phase-In will be no longer than 14 work days (3 weeks)
A firm-fixed price purchase order will be issued for Phase-In requirements
During phase-in, the incumbent contractors will continue performance under the current contracts. The successful Offeror will assume full PWS responsibilities at the end of the Phase-In period.

Personal Identity Verification Requirements
Reference Clause G.8, Personal Identity Verification of Contractor Personnel (FAR 52.204-9)
New FAR clause effective January 2006
Contractor shall comply with agency personal identity verification procedures that implement Homeland Security Presidential Directive (HSPD) -12, Office of Management and Budget guidance M-05-24, and Federal Information Processing Standards Publication Number 201
Costs for compliance with HSPD-12 shall be proposed separately as a distinct line item of cost

Evaluation Factors include:• Mission Suitability • Cost• Past Performance
Relative Importance of Evaluation Factors:– In accordance with FAR Part 15.101-1, this acquisition
selection will be made using a best value tradeoff analysis.
– All evaluation factors, Mission Suitability, Past Performance, and Cost, are essentially equal to each other,
– Therefore, all evaluation factors other than cost, when combined, are significantly more important than cost.

The Offeror’s cost adequacy, reasonableness and realism will be determined as shown below:
• Mission Services: Each Offeror’s total proposed cost for the base year and each option year
• IDIQ: The Government will derive an evaluated cost for the base year and each option year by applying an SEC predetermined skill mix and allotment of hours to the Offeror’s proposed fully burdened labor rates
For evaluation purposes, the most probable cost will be the total of all Mission services costs and the IDIQ portion cost for the base year and all option years as outlined above.

Cost Evaluation (cont’d)
Both proposed cost and most probable cost will be reported to the Source Selection Authority, along with an assessment of the government’s confidence in the Offeror’s most probable cost.
Phase-In Costs shall be identified separately from the Offeror’s total proposed contract value
A maximum of 200 points may be deducted from an Offeror’s Mission Suitability score depending on the size of the cost adjustment necessary to establish the most probable cost (i.e., difference between proposed cost and most probable cost).

MSE&T
The Government has provided a contract value of $1.5M for Materials, Supplies, Equipment and Travel (MSE&T) as a reimbursable line item
Cost incurred for MSE&T will not be eligible to receive incentive fee
The Offeror shall propose an indirect burden applied to MSE&T

Period of Performance
Contract will include a base year (11.5 months) and four
one-year priced options as follows:

Base Period February 15, 2007 – January 31, 2008

Option 2 February 1, 2009 – January 31, 2010
Option 3 February 1, 2010 – January 31, 2011
