Palmer will be the keynote speaker at the Military Appreciation Luncheon on Tuesday, September 11, at the Frank W. Mayborn Civic and Convention Center. Lunch will be served at 11:30 a.m., and the program, featuring LTG Palmer’s address, will begin at noon. Hosted by the Temple Chamber of Commerce and its Military Affairs Committee, the annual event is spon- sored by McLane’s Advanced Technologies (5-Star General); Scott & White Health Care (4-Star General); and Wilsonart International (4-Star General). Tickets will be sold in advance only. They are $25 each and can be pur- chased at the Temple Chamber of Commerce, 2 North 5th Street in downtown Temple. Sponsorships for the event are still available. The dead- line to purchase tickets or sponsor- ships is September 10th. Lieutenant General Palmer was born in Ada, Oklahoma, and grew up in New York and Texas. He graduated from the US Military Academy in 1956 and began his military career the same year. During his career, LTG Palmer served two tours in Vietnam, a total of eight years with combat arms units in NATO, and six years at Fort Hood, Texas. He held command at all levels from platoon through division (1st Armored Division), and served five years in politi- cal-mili- tary affairs positions in the Pentagon. He also has had a variety of educational assignments, as a student and in facul- ty or administrative roles. These roles include Instructor and Assistant Professor, U S Military Academy (1966-1969); Advisor, Vietnamese National Military Academy (1971- 1972); Deputy Commandant, Army Command &General Staff College (1983-1985); Superintendent, U S Military Academy (1986-1991); President, Walden University (1995- 1999); and Chief Executive Officer, Walden e-Learning, Inc. (1999-2000). Upon retiring from the military in 1991, LTG Palmer began writing and lecturing on leadership, ethics, mili- tary history and the development of character in young people. The Temple Parks Foundation andTemple Parks and Leisure Services willconclude this year’s Movies in the Parkseries Saturday, September 8, with TheAdventures of Tintin sponsored by H-E-B. “We had to cancel the original eventdate for this movie due to bad weather,but we are excited to have it resched-uled for September 8,” said BelindaGarcia, Program Coordinator.

Pre-movie activities will beginat 6:30 p.m. and the movie will start atsundown when it is dark enough toproject on the screen. The event is freeto the public and will be at Miller Park(1919 N. 1st Street, Temple).

“This is a great family friendlyevening full activities and an entertain-ing movie for both children and adults,”

said Jason Culp, Temple ParksFoundation Board member and Moviesinthe

Park co-chair. “The Parks Foundation isvery thankful to H-E-B for their spon-sorship of this movie.”

In Saturday’s film, TheAdventures of Tintin, the adventure-seeking reporter Tintin, his dog and asea captain race to recover a treasure

that was lost at sea fourcenturies ago. Directed bySteven Spielberg, thismovie is based on the origi-nal “Tintin” comics byHerge. The film is rated PGby the Motion PictureAssociation of America foradventure action violence,some drunkenness and briefsmoking.

Visitors are encour-aged to bring their ownlawn chairs and blankets.Concessions will be avail-able for purchase. Movie-goers are also welcome to

bring their own food and ice chests. Themovie will be projected on a 40 x 20 foot

On October 6th, the Bend Of The River Botanic Garden will open the gates tothe public for the first time. The land, gifted to the City of Temple by theTalasek family in 2011 is a historic treasure. Working with the City, we're hop-ing to make the property available for events that would benefit the creation ofa botanic garden. But first, the Garden's newly formed nonprofit organizationwill hold a family festival to showcase the land and welcome the public. Ken Cicora, Director of Parks and Leisure Services, formed a group of citizensto begin planning the formation of the Botanic Garden. Zoe Rascoe andJennifer Graham have been traveling the country meeting with GardenDirectors and learning from their mistakes and successes. The messages fromthe experts indicate that anything is possible, significant time should be spentin the planning stages, and the role of a public garden in a community can betransformative. It is not just a vehicle for research, education, and recreation, it

is also a regional key to economic development and has the potential to infusethe tourism industry in the area.

After the Imagine If Family Festival, the Garden will continue to develop. Overthe course of the next year or so, a Strategic and Master Plan will be devel-oped, and funds will need to be secured before that can begin. As a part of theDesign phase, the community will be asked to be involved in the planningprocess to provide ideas, areas of focus, and community support.

The Talasek family donated the 30 acre tract to the city, because it was already abeautiful piece of land with established trees, riverfront and hilly topography.The City is continuing to work on the acquisition of additional land adjoiningthe property to the north. This would provide more than just a larger gardenspace, it would also benefit infrastructure to the area. With high expectationsfor the development of the tract into a world class garden of the caliber of theDallas Arboretum, it would be the only such venue between Dallas and SanAntonio.

Panda Temple Power, LLC has successfully com-pleted the financing on its planned 758-megawatt nat-ural gas-fueled, com-bined-cyclepower plantin Temple,Texas. Thecompany willimmediatelystart con-struction onthe 250-acresite andexpects commercial operations to begin by theend of 2014.The state-of-the-art plant will utilize the latest,most advanced combustion turbine and emis-sions-control technology, making it one of thecleanest, most efficient natural gas-fueled powerplants in the United States.“It has been an uphill battle, in a very difficultfinancial market, to get this project off the draw-ing board and out of the ground,” said Todd W.Carter, president and senior partner of PandaPower Funds. “Since the beginning, our teamnever lost sight that Texas needs the power.Thanks to our financial partners, our Panda

team and the strong backing of state and localofficials, the State of Texas will soon be the ben-

eficiary of criticallyneeded electricity,more jobs andgreater economicdevelopment.”Lee Peterson, presi-dent of the TempleEconomic

DevelopmentCorporationadded, “ThePanda Templeplant willenlarge pay-rolls, expandthe tax baseand drive rev-enues for contractors, suppliers, serviceproviders, hotels, restaurants, retailers and ahost of other businesses.”According to an economic impact analysis con-ducted by Impact Data Source of Austin, Texas,

the construction and ongoing operation of theplant is expected tocontribute up to $1.6billion into the area’seconomy during con-struction and theplant’s first 10 years ofoperation. An estimat-ed 700-800 personnelwill be employed toconstruct the Templepower plant at peak construction. During opera-tions, the generating station will create an esti-mated 27 skilled jobs to operate the facility and45 indirect jobs within the community to supportthe plant.The Temple Generating Station will be locatedat SynergyIndustrial Park.Once complet-ed, thegenerat-ing stationwill be ableto supply thepower needs of approximately 750,000 homes inthe Central and North Texas regions.
