WHY THE BROWN BOOKS?

• Mining and construction sites rely on a transitory workforce. Records need to be transferable – easily transferable.

• The safety risk for employees, employers and the public are significant without adequate record keeping. There are moral and legal ramifications for the companies using a system that doesn’t ensure adequate record keeping. Currently, licenses are issued after completing short courses, without identifying the type of equipment, size of equipment or the years of experience the operator has. It is just not enough.

• Work Cover, Work Safe, Local Councils, Universities, primary and secondary schools, recruitment agencies and major corporations are demanding comprehensive competency records from contractors to reduce their legal liability and improve workplace safety.

VERIFICATION OF COMPETENCY IS A PROBLEM ON EVERY WORK SITE ACROSS AUSTRALIA.

No employer can take the risk of hiring unverified operators of plant and machinery. Even though everyone has a licence, or a training certificate, the employer still has to verify the level of competency of each contractor for each specific piece of machinery.

Most employers solve the problem by using independent assessors and checking contractors’ VOC cards. There’s a lot of paperwork involved and a lot of copying data from one source to another. It’s time consuming and costly.

The solution – we believe that the solution in the long term will be a nationalised competency recording system – in the meantime we have The Brown Book.
