Introduction and Purpose
Survey
Previous Secretary Mike Carroll of the Department of Children and Families (DCF) implemented a priority of effort (POE) intended to ensure a comprehensive service array for children and families served by the child welfare system in Florida. DCF formed a Child Service Array Workgroup (CSAW) consisting of child welfare stakeholders throughout the state (see Appendix A for a complete list of workgroup members).
The CSAW met over several months to develop a comprehensive list of the best interventions to enhance services for children in Florida’s child welfare system. The CSAW reviewed literature and findings from Florida State University (FSU) review of interventions for child welfare special report (2018), and Casey Family Programs (CFP) (Report Interventions Suited for Child Welfare, March 2018); and recommended a set of interventions that could apply to children served by the Child Welfare system within each of the clusters of need (detailed in the Phase 1 report). As a follow-up to the Children’s Service Array Phase 1 report, CFP contracted with University of South Florida (USF) to develop a current service array capacity and gap analysis survey. The survey was designed to identify the current service array capacity and potential gaps of interventions available to child welfare involved children in Florida. Team members at the University of South Florida developed a capacity and gap analysis survey to be administered to Community-Based Care Lead Agencies (CBCs) with guidance from CFP and CSAW stakeholders.
The survey was developed by USF in coordination with Casey Family Programs and the CSAW. The survey was administered through Qualtrics online survey system and sent to CBCs by DCF leadership. CBCs were given one month to submit survey responses and were sent reminders every two weeks. The survey asked about 29 different interventions (see Appendix B for a complete list of survey questions). Each CBC was asked to report on interventions available for children involved in the child welfare system in their catchment area. This meant that CBCs were asked to contact their own subcontracted providers, other providers funded by Medicaid or other sources, Managing Entities and other stakeholders in order to gather this information.

Survey FindingsIdentified Interventions
There were 22 surveys submitted with at least one survey response from each of the 19 CBCs in Florida (See Figures 1 and 2 for maps of CBCs and Managing Entities in Florida and the counties they cover). Some CBCs had providers that completed the survey online rather than sending their responses to the CBCs. If one CBC catchment area had more than one survey response the survey answers were combined by the USF evaluation team. Applied Behavioral Analysis, Child Parent Psychotherapy, Motivational Interviewing, and Trauma-Focused Cognitive Behavioral Therapy were the most commonly identified interventions. Coping Power Program, Opportunity Passport, and Treatment Foster Care Oregon (TFCO) were the only three interventions of the 29 that were not selected as being offered in Florida. One CBC reported offering none of the identified interventions, but reported in the comments that their service array consisted of interventions not listed. Communities Connected for Kids, Family Support Services of North Florida, and Families First Network identified the highest number of interventions. Communities Connected for Kids identified 19 interventions, Family Support Services of North Florida identified 17, and Families First Network identified 15 interventions (See Appendix C).

MANAGING ENTITY
Measuring EffectivenessCBCs were asked to report on the effectiveness of the identified interventions. The responses varied by CBC. The most common measurement of effectiveness reported was looking at outcomes. This ranged from outcomes reported from therapists, other service providers, feedback from parents and children, noticeable behavior change, and using standardized assessments to gain information.
Interventions by CountyThe reported counties with the most interventions available were Duval, St. Lucie, and Okeechobee counties (See Appendix D for a complete list of intervention by County; see Figure 3 for a visual of intervention by County). CBCs were also asked to report on the most needed services for the counties in their catchment area. Each CBC reported a variation of services needed in their catchment areas. A prominent theme was the need for substance abuse services, ABA services, and an expansion of the capacity for currently implemented interventions (See Figure 4).

Funding and Capacity
Future Funding
CBCs reported on the funding source and capacity of each identified intervention. CBCs had the option to select CBC Lead Agency, Managing Entity, Medicaid, Grant, or other funding source. If ‘other’ was selected participants were asked to specify the funding source. Medicaid was the most commonly reported funding source. Mentors and Trust Based Relational Intervention were the only two interventions most commonly reported to be funded by the CBC. In regards to capacity, participants were asked if the identified intervention had a sufficient capacity to address the needs of children in the child welfare system. It was more commonly reported that the identified intervention did not have enough capacity to meet the needs of children in the child welfare system. Appendix E details the intervention by CBC, funding source, and capacity sufficiency.
Participants were asked about any future plans for implementing evidence-based practices and funding for those practices. Nine of the 19 CBC respondents indicated ‘yes’ and 10 indicated ‘no.’ The following interventions were reported as currently being implemented or will be implemented in the future:

• Trust Based Relational Intervention (TBRI)
The most commonly reported funding source for these interventions was Medicaid, along with the CBC and Managing Entity. Appendix F details the CBC and future initiatives.
The survey allowed for participants to add additional comments at the end of the survey. CBCs reported the need for funding on every scale. They reported a need for Managing Entities to fund more evidence-based interventions, Medicaid expansion, and more flexibility of funding for behavioral health services. Below are a selection of comments that particularly underscored the funding challenges.
• The process for local providers to obtain a Medicaid ID is very difficult and limits the CBC ability to diversify funding streams.
• Supporting evidence based practice is difficult to implement due to cost of implementation and training of staff. Providers do the best they can to train staff. For example, Tykes & Teens, a local provider, is modifying their IMH training to do in-house. They are following the FAIMH movement toward 4 levels of endorsement. The goal of FAIMH is to roll out this certification FY19-20. All providers are striving to implement EBP with fidelity with limited resources.

ConsiderationsThere are a couple of considerations that should be taken into account when interpreting the findings from this survey. Key Components of the survey, including the capacity and measurement of effectiveness, consisted of open-ended questions. This allowed responses open to a great degree of interpretation. For example, some CBCs were more detailed in their responses regarding how the effectiveness of interventions is measured. One participant also noted this consideration, “Responses were gathered from contracted and Medicaid providers. It is unknown exactly how many therapists with specific certifications are employed with each provider. Continued research will be needed to further define exact capacity and need.” Also, CBCs had one month to compile information on the availability of the listed interventions. This timeframe could impact the amount of information that was able to be reported by the participants.

Kids Central, Inc.
Family Connections is a multi-faceted, community-based service program that works with families in their homes and in the context of their neighborhoods. According to the California Clearinghouse, Family Connection Collaborative (FCC) scientific rating is 3 (Promising Research Evidence) and has a High Child Welfare Relevance. Family Connections offers linkage and referral, case management, in-home intervention, and service plans using an evidenced-based family assessment. The goal of Family Connections is to help these families meet the basic needs of their children and reduce the risk of child neglect. Each FCC Clinician is a Masters Level Clinician in the Human Services field who provides a multitude of clinical interventions to address our families specific and individual needs. Motivational Interviewing, CBT, TF-CBT, DBT, SF-CBT, Parenting, Financial Wellness, Crisis Management, Resource Support, Social Connections, Behavioral Management, etc. The Assistant Clinical Director is Masters level clinician who meets weekly (or more) with each clinician to review the

progress of each family. Group Supervision is held weekly, and FCC participates in Webinars and Trainings related to FCC topics on an ongoing basis. Within the first 30 days of service, the FCC Clinicians will complete the Initial FAF Assessment (Family Assessment Factors Rating Scale) with the family. This assessment helps to identify the family's challenges and protective factors. Once the FAF is done, the Comprehensive Family Assessment (CFA) is completed (within first 30 days). This assessment is the narrative to the FAF. This assessment helps to determine the goals, objectives that will be addressed in the development of the Family Plan. Both the FAF Assessment and the Comprehensive Family Assessment incorporates each of the six protective factors. Nurturing Parenting Programs® (NPP) is a set of evidence-based curricula for prevention, intervention and treatment of child abuse and neglect. This in-home parenting program uses a strength-based, research-derived approach designed to ensure families receive the education and tools they need to replace negative patterns with new, positive, nurturing patterns, thus honoring the emotional, physical and spiritual health of the young ones in their care. The Nurturing Parenting Program has a scientific rating of 3 (Promising Research Evidence) and has a High Child Welfare Relevance. The program uses the Adult and Adolescent Parenting Inventory tool which incorporates the six protective factors. Family Group Decision Making Program (FGDM) is an effective model of practice which addresses the needs and incorporates the strengths of families in relation to child safety, permanency and wellbeing. The FGDM approach considers family strengths, family engagement, and informed family decision making as core values when working with children and families. FGDM empowers families to take an active and leadership role in developing plans and making decisions to promote the safety, permanency, and wellbeing of their children. The FGDM service models are considered best practice approaches to serving the needs of families who are at risk of entering the child welfare system. Utilizing a model that supports family involvement over the entire course of the case, as opposed to a one-time event, truly demonstrates actualization of a family-centered, empowerment focused paradigm. The scientific rating for FGDM is 3 (Promising Research Evidence) and has a High Child Welfare Relevance. FGDM utilizes the FRIENDS Protective Factor survey tool is used at the beginning and end of services.

The Our Kids Strategic plan for 2018-2021 lists several objectives the use a combination of CBC, ME, Medicaid, SAMSA and grant funding.
Partnership for Strong Families
PSF has implemented Family Connections which is an evidence-based program rated as a promising practice since 2014, for Family Support Services (FSS - safe and high/very high risk) when the family is willing to participate and meets eligibility criteria for the program for all 13 counties. CBC (PSF) funds Family Connections. Nurturing Parenting Program is also being implemented to fidelity in Alachua County. NPP may be funded through the MEs (if Family Intensive Treatment Team-FITT/ Substance Abuse-SA client) in Alachua, Madison, and Taylor Counties or PSF (all others). PSF is working to implement NPP to fidelity in Columbia County currently as well as parent readiness concepts across the catchment area. All parenting providers use evidence-based curriculum, but may not currently include components such as the parent/child observation component. PSF also refers for and CBC funds individualized therapy that includes TF-CBT for children with sexual behavior problems. Dialectical behavior therapy is available in Alachua County and funded through the CBC. Adoption competent therapy is also provided and funded by PSF. No other funding has been applied for at present time. However PSF continues to work with the MEs and behavioral health providers regarding the access and availability of Medicaid and other funded services in all 13 counties. We also work with the ME regarding services that the ME funds. Geographic areas/counties that are less populated as well as PSF's large geographic catchment area constitute a challenge in supporting some evidence-based programs locally in each county. Our UM system allows for routine reviews of gaps and flexibility to work to fill those gaps when identified and sustainable. Some behavioral health providers have voiced that they are also hesitant to accept referrals with a specific service or intervention narrowly identified by child welfare, as they are clinically completing a behavioral health assessment and making clinical recommendations (and may draw or choose from a few available interventions to provide the best intervention during the course of services and treatment as well as have flexibility to identify a clinician in the local area can provide an evidence-based or informed practice, approach, or program that is therapeutically/diagnostically indicated to address the individualized needs of the individual and/or family). One anticipated challenge with funding is Medicaid

reimbursable rates not being feasible to support some evidence-based programs that are costly and resource intensive to support in terms of fidelity reviews and other support/upfront costs required from program developers to implement and maintain the evidence-based program.
Levy County will soon have a MAT program available in Chiefland. Two new CAT teams in Dixie, Gilchrist, Levy and Baker, Bradford Union (and Nassau) will bring additional wraparound services to these communities. The WhyTry Program is currently available in Alachua County and offered through PSF’s Resource Centers. The WhyTry Program is a resilience education program that provides hands-on solutions for dropout prevention, violence prevention, truancy reduction, and increased academic success. WhyTry is evidence-based. PSF utilizes programs that include Wraparound processes and services. Wraparound processes and services are offered in Alachua, Baker, Bradford, Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Suwannee, Taylor, and Union Counties. The funding source is CBC Lead Agency, Medicaid, or Managing Entity.
