Dear
Under Sections 11 through 13 of the Greater Vancouver Regional District Air Quality ManagementBylaw No. 1082, 2008 (the Bylaw) and the British Columbia Environmental Management Act,
is authorized to discharge air contaminants from two piles of fallen trees, tree limbs andvegetative debris located at or near 15 E of Croker Island, Indian Arm, subject to the followingconditions:
Starting and Ending an Open Burn
1. You are not authorized to start a new open burn or add vegetative debris to an existing burn
unless venting conditions are favourable as determined by Metro Vancouver. You must checkventing conditions each day before you begin an open burn or add vegetative debris to anexisting burn. To do so:
i. call the Metro Vancouver phone line at 604-436-6777
ii. select option (2) today’s burning forecast
iii. select option (2) open burning
iv. select option (1) today’s open burning conditions
2. Before starting to burn, you must notify Metro Vancouver by calling 604-436-6777 and selectingoption (3) or by email to [email protected].
3. You must not start your open burn earlier than one hour after sunrise.

4. On the first day of burning, you must stop adding vegetative debris four hours before sunset.
5. On the second day of burning you must stop adding vegetative debris, the pile(s) must cease
flaming, and the pile(s) can emit smoke from no more than 10% of the burnt surface area by 4
p.m.
6. You must stop adding vegetative debris to the fire or extinguish the fire if smoke is impacting
your neighbours or nearby roadways.
7. You must stop adding vegetative debris to the fire or extinguish the fire if the District Director
determines that smoke is impacting sensitive receptors.
8. In the event that you discontinue the burn, start-up may only occur again when the venting
conditions are favourable according to the Metro Vancouver phone line.
Number, Size and Location of Pile(s)
9. The Approval is only for 2 existing pile(s); Pile 1 — seasoned fallen trees, tree limbs and
vegetative debris approximately 6 x 6 x 3.5 meters, and Pile 2 (can only be burned after April 15,
2020) - seasoned fallen trees, tree limbs and vegetative debris approximately 9 x 9 x 5.5 metres,
generated on site, and shown in the attached site plan.
10. You must locate the burn pile(s) at least 100 m from the nearest residence or business and at
least 500 m from the nearest property line of all schools, hospitals and community care
facilities, lithe following conditions are met with respect to the open burning:
a) The vegetative debris is put into piles before it is open burned;
b) For each pile of the vegetative debris, the largest horizontal dimension is not greater
than twice the height;
c) A written record of the dates the vegetative debris was put into piles is available to
an officer on request;
d) The vegetative debris is not comprised of any stumps and the largest part of each
separate portion of the vegetative debris has a diameter less than 50 cm;
e) The vegetative debris is seasoned vegetative debris;
f) No later that 24 hours in advance of starting the open burning, all reasonable efforts
are made to give notification of the location of the open burning to the occupants of
all residences, businesses, schools, hospitals and community care facilities within
500 m of the open burning, including by giving notification to the persons who
manage the school, hospital or community care facility, as applicable;
Material that can be Burned
11. You must only burn vegetative debris that has been put in piles for a period of at least 4 months
12. You must minimize the amount of soil in the pile(s).

13. Under no circumstances are you allowed to burn any prohibited material listed in the “burningor incineration of prohibited material” definition in Section 2 of Schedule 1 of theEnvironmental Management Act Waste Discharge Regulation (see attached).
14. You are prohibited from using accelerants such as diesel, gasoline, or kerosene.
Other Requirements
15. The pile(s) must be constructed in manner that maximizes air flow through the vegetativedebris.
16. A 42-inch blower with a rating of 16800 CFM must be used on the fire(s) to minimize emissionsfrom the burn.
17. At all times during the burn(s), you or your designate must attend the fire.
18. Pile 1 consisting of seasoned vegetative debris can commence burning as of the effective dateof this Approval f in accordance to items 1 through 8 above).
19. Pile 2 vegetative debris can commence burning after April 15, 2020 (in accordance to items 1through 8 above)
Period of Authorization
20. The open burn period for any one burn must not be greater than 48 hours.
21. Open burning can occur on no more than 6 days or portions of days in each calendar month.22. Open burning can occurno more than 12 days or portions of days in each calendar year.23. This Approval remains valid until January 31, 2021.
24. This Approval does not authorize Open Burns during times of regional burn bans.
You are prohibited from causing pollution at any time.
This Approval does not replace complying with requirements under the BC Wildfire Regulation andobtaining a Burn Registration Number.

(a) animal carcasses and waste from animal slaughtering;(b) aspIiat or asphalt products;(C) batteries;
(d) biomedical waste;
Ce) carpets;
(f) construction waste other than lumber that has not been treated withwood preservatives or other chemicals and is not coated with paint,varnish, oil or other finishing material;
(g) demolition waste;
(h) drywall;
(i) domestic waste;
fj) electrical wire;
(k) fibreglass and other fibre-reinforced polymers;(I) fuel and lubricant containers;
