cnuf without further taxation and, I might say, it was very iaurintnry. It allowed Pennsylvanians and other.: to play a ::ame of chance legally, an idea whose time bar,, suppusedly come.

But, Mr. Speaker, I do know that it was ni,t the in- tention of either yiiu cr the other members to alln\v the s!!"ie lottery to degenerate into what I consider a 1ei:aliz.- c'! hustle. I sincerely hope that this session of the Gen- w2.I Asscn~I~ly 15-ill ensure that the lottery division re- turns to promoting a lottery free from the stigma of a hig-time legalized numbers racket.

PERPIISSION ?'C ADDRESS HOUSE

DcVERTER requested and unanimous consent to address the Ilouse.

Mr. DeVEWER. Thank you, Mr. Speaker. I would lilie to bring a matter to

of l.iouse which believe warrants this body's attention.

More than 3 years a:y, you and other members (,i the ~ ~ ~ ~ ~ ; ~ l pLsscmblY a hill which into law by the c ~ ~ ~ ~ ~ ~ ~ . I am t,, the crfaticll

the Pennsylvania Lottery. -me were told in the press and through the numerous

of advertisement that after paying the winners the lottery and i,ayillg the bills accrued from the lottery, that go toward statp pro<?rams to benefit senior citizens.

The cilncept was good. It was gaining additional rev-

- radio, television, and in the newsgapcrs is nothing more than a glorified punchboard and iishh:~w: hustle roiled into one,

When you, Mr. Speaker, and other mcm!lers deci,qc.l the outlets for obtaining lottery ticlcuts, 1 believe it was not thr intention to give them a state license to con, to sh;li, t:) hassle their customers. And I unn very wei! en- \-ision that this is simply what is guing to hapi~cn.

The "instant lottery" is a situation where c~rstomers will be able to instantly buy tickets, scrape paint from numbers, and find out if they are instant winiit,rs. It is going to open a Pandora's box of spent paychecks, hungry families, and it mill lower siatc govcrrrnwnt t o the level of organized crime.

Remember thc punclihoards, Mr. S;,i.;llirr? ll?m,:i~?h*r how temiltin:: it was for a eustomcr to lake ;,ne and then anothcr and anr~lher, attempting tr, fi:?d ~ : I < ! ~ ~ I I ,

riches? What they found were empty p<>clicthonks i r r many cases. What they won was an empty re."rigcr;>tor and an unhappy family in most instances.

Mr. Speaker, the original idea of this lottery, ;acri>rciii,g tu what was recorded by the media frmn debates on the ilaor of the General Assernbly, was two-ioiil: It ivouiZ i v c ticket buyers a chance to win mitncq thr:,~igh munthly drawings; and, as it says in ihc orii:i?nl pnr- pose and intent a l the act, "to curb ille:~al r::!mhlini; operations in Pennsy!vania." And I guess the way you curb illegal gambling operations is ta mnlce them legnl. In other words, people could huy lottery tickets, but ihi. time element .uould place a certain hold on what the). spent. Then, cithcr through faulty promotion, the horder- ing states out-hustling us with their own games, or s<;n?c other fault, we found ourselves with n wcckly dr;lwinU. The time elenlent mas reduced to induro pcople to huy more tickets, which wzs lice. But as tinir passed. there ivas another game introduced. Thcn cam? "Lucky 7," 'Baker's Dozen," and dozens of other gimmick that were installed to put life back into our state's lottery. But no one. to my knowledge, inquired as to whether it \\,as through faulty promotion, whether bordering slatus wcre just out-hustling us, or same other fault that turneii people off in purchasing Pennsylvania's lottery liclrcts. YOU migllt say, yes. inflation and recession were con- tributing factors, but I do not think it is entirely all ol i t .

Did the General Asscn~biy, rvhich creatud the !ijtte:.:<. inquire as to what was goin!: wrung? I thin!; these are ciuesttio"" MI.. Speaker, which not only botllcr rile 11;r a lot of athcr citizens. As 1 tour my district, rnaiiy < > i them are beginning to go into tlir,ir I'avcjrite tavern "r eatery or other store where they purchase their tiekc'. and see x c h a mare of nunihers on the board that :hey 'a" no 1onf:t.r discern what it is they arc winning and when.

So here we arc, Mr. Speaker, about to emhark on

Page 17: Session 159th the General Assembly Vol. No. 26 HOUSE OF … · 1975. 4. 7. · COMMONWEALTH OF PENNSYLVANlA Session of 1975 159th of the General Assembly Vol. 1, No. 26 HOUSE OF REPRESENTATIVES

another game to boost sagging sales, and, I might add. that even the Secretary of Revenue indicated in a re- cent AP release that even if lottery sales rise above cur- rent volume, it would be impossible this year and in future years to meet the demand.

To me, Mr. Speaker, it is a hustle in every sense of the word. It does not take much imagination to see people buying one ticket after another in an attempt to become wealthy.

Mr. Speaker, I do not know what is going on over at the lottery division in the Department of Revenue; I do not know what is wrong exactly with the state lottery. why our sales are sagging, but I think that we have to direct these questions to these folks and find out exactly where the lottery is headed. I ask today, for all the peo- ple of Pennsylvania and especially those senior citizens who benefit from this program, that those answers be forthcoming.

Thank you, Mr. Speaker.
