Favourable Conservation Status (FCS)
Habitats Directive, 92/43/EEC:
– overarching aim for all habitats and species of community interest (Article 2) – maintain and restore a “favourable” status
Birds Directive, 79/409/EEC:
– concept not named as such but the objective for bird species (Article 2) is similar
Workshop “Main Principles of the EU Directives’ implementation in the Nature Protection sector“

Definition of FCS – Article 1
Natural habitat:
• natural range and areas covered stable or increasing
• specific structure and functions necessary exist and are likely to exist for the foreseeable future
• typical species are in FCS
Species:
• population dynamics - viable over the long-term
• natural range not reduced
• sufficiently large habitat

FCS is the target for…
• habitats types listed in Annex I
• species listed in Annexes II, IV and V
• all bird species
Not restricted to Natura 2000 sites

Management planing
Workshop “Main Principles of the EU Directives’ implementation in the Nature Protection sector“

APENA This project is funded by the European Union
Background
A concise policy statement which reflects in broad
terms the supra-national, national and or local policies
and legislation.
States who is involved in the production and
implementation of a management plan and why.
Site description
The description is fundamentally a compilation and
synthesis of existing data and information.
Identification of any shortage/gaps in data.
Workshop “Main Principles of the EU Directives’ implementation in the Nature Protection sector“
Support to Ukraine in approximation of the EU environmental acquis
APENA This project is funded by the European Union
Evaluation and objectives
Process of identifying and/or confirming the important
features of the site (habitats and species) for planning.
Assessment of conservation status of habitats and
species.
Identification of conflicting issues – conflict of
interests between conservation of different nature
features.
Workshop “Main Principles of the EU Directives’ implementation in the Nature Protection sector“

Evaluation I.
Evaluation of biodiversity (habitats and species) is based on data coming from information system (database linked to GIS)
Information on habitats is crucial one
Analysis of habitat coverage for each locality (polygon) is done in order to prepare synthetic habitat map
Estimation of area for each habitat type

Coverage (abundance) is used for preparation of

Evaluation II.
Evaluation of habitat importance is a synthesis of
coverage, representativity and conservation status for
all HD Annex I habitats in each site (polygon)
Calculation is based on formula:
IHI= ∑ Ci*(Ri + CSi)
IHI – Index of Habitat Importance
Ci – coverage of habitat in percentage
Ri – representativity of habitat type (values 4 – 1)
CSi – conservation status of habitat type (values 3 – 1)

IHI = 480

Management Models for Natura 2000 Sites
EC project - elaboration of 25 management models for habitats from annex I of the Habitats Directive, which require active recurring management
We developed additional 20 management models for non-forest habitats
Compillation of published and unpublished experience and best practices
Approach: single model for each habitat type, which requires management
