Session Purpose
Follow-up on theme and associated data set discussion from the 08/04 Coordination Group (CG) meeting specifically discussions around
Proposed organization of the current A-16 theme structure and definitions
Process and scope for stakeholder review of proposed themes and associated datasets
Validation that CG members understand the lifecycle stages, roles & responsibilities, and accept the notion of national geospatial assets to be managed under A-16 supplemental Guidance Process.
Discuss process for getting desired (CG) feedback before the end of September

1. Foundation
Encompasses themes and associated datasets that are the building blocks for place-based approaches within business processes by providing all other data sets with geospatial identity and context. Some examples: Imagery gives geospatial coordinate identity
and visual context to all other layers. Street centerlines and addresses give address
identity to all other layers

2. Natural Features and Resources
Encompasses themes and associated datasets that describe publicly or privately controlled biota or landscape features that were created by natural processes which are important to the economy, public, or government.

3. Infrastructure:
Encompasses themes and associated datasets that identify systems and assets either physical or virtual. Relates to all “man-
made” physical structures whether above or below ground. Includes:
Critical infrastructure* HSPD-7 Critical Infrastructure and Key Resources (18 sectors) and selected
Defense critical infrastructure layers (synergies between CIKR and DCI could be examined)
Standard infrastructure Infrastructure not identified by DoD or DHS as critical
* The sub-category "critical infrastructure" is based on the same term in section 1016(e) of the USA PATRIOT Act of 2001 (42 U.S.C. 5195c(e)) and the Homeland Security Presidential Directive (HSPD) -7. Sectors.

4. Socio-economics
Encompasses themes and associated data sets that illustrate characteristics of society and culture or characteristics of economic activities, conditions, and employment.

Making the A-16 Portfolio Understandable to the Masses
Using the terms Foundation, Natural Features and Resources, Infrastructure and Socio-Economic to explain the scope of the A-16 geospatial data portfolio and to organize themes and data sets A-16 Appendix E :
Seems to cover almost all possible geospatial data
Maximizes appeal to the greatest number of federal agencies and stakeholders from a business point of view
Makes the entire geospatial program more understandable to non geospatial/GIS professionals
“Derivative data sets/layers” or combination of datasets from different categories, could be sorted into their most appropriate categories and themes – or into multiple ones.

Presented the concept of “national geospatial data assets” Reviewed roles and responsibilities for themes and associated
data sets outlined in A-16 supplemental guidance Suggested that only data that are “national geospatial data
assets” appear in A-16 Supplemental Guidance Asked CG to indicate support for national geospatial data asset
concept and indicate their understanding of roles and responsibilities outlined in the supplemental guidance
Requested support for validating which of 140 identified in September 2008 survey is a national geospatial data asset
Committed to provide an initial straw of the validation vehicle and process

Does your agency use this data set? Is the data set legislatively mandated? Which Presidential initiatives does this data set support? Which FEA lines of business does this data set support in your agency? Which additional FEA lines of business could this data set support? What business of your state, tribal or local partners use this data set? What lines of business do they use it for or could in the future? Is this data set listed as a priority by any external stakeholders? Does your agency invest (collection, production and/or purchase of the
data set)?
The vehicle will be posted on myUSGS for review and comment.

Next Steps Data Validation Process
Three weeks of review on myUSGS Consolidate comments and Lifecycle Workgroup Review
(mid to late September) Workshop 1: Finalize validation vehicle (early October) Buy off on validation vehicle by Coordination Group (October) Initiate month long validation process with member agencies
late October/early November) Analyze results and propose CG decision point CG recommend A-16 datasets/themes to Steering Committee
Establish theme/dataset baseline. Formalize monitoring process (by January/February 2010)Identify thematic coordinators/managersConduct stakeholder informational sessions where appropriate.

Which Data Sets Should be Associated with Themes In Appendix E of A-16?Starting in FY 2010- Each data set designated
will: Assign a national dataset manager who works
with a theme lead and other dataset managers whose assets fall into the same theme
Follow the roles and responsibilities and lifecycle stages guidance within the A-16 supplemental guidance
Measure data and project management robustness and milestone progress with metrics agreed upon by FGDC members
Provide input to theme leads for inclusion in annual theme reports required by OMB Circular A-16
