The SETU Model for graduationout of poverty is grounded inthe CARE Bang ladeshunderstanding of ext remepoverty as powerlessness, andthe identification of limited andfragile livelihood opportunities,soc ia l inequal i t ies and weakgovernance as the underlyingcauses of extreme poverty inrural areas. Graduation out ofextreme poverty depends onthe extent to which a householdis able to achieve, or beimpacted by shifts in the inter-re lated domains of changereferring to economic, socialand pol i t ica l d imensions ofempowerment make up theCARE Bangladesh theory ofchange for enabling extremepoor people in rural areas tosusta inably overcome thebarriers that prevent fulfil lmentof their rights.

SETU focuses on empowerment of individuals and communities in economic, political and social asoects of extremepoverty. The project's community led approach enhances solidarity building and emergence of local leadership from

the poorest. The SETU approach provides a holistic and sustainable way of working by ensuring the institutionalisationof development processes within and beyond the community. lt includes a combination of individual inputs,

programming to impact on the environment in which the extreme poor are situated, and work to facilitate moreempowering links with others in their community, local authorities and other institutions, including markets. The

$6,382,000 project is funded by rhiree/eep: a GoB and DflD partnership. SETU has been launched in March 2009 and
