The district in Shanghai’s northwest downtown has been targeted as a na- tional demonstration district for drug control by 2022. An anti-drug committee plenary meet- ing of the district was held in Putuo on August 14 where the “Three-Year Action Plan for the Establishment of a National Anti-Drug Demonstration” was released. The district government has called on the public to wage a three-year overall war against drugs. The government will pay more attention to anti-drug cam- paigns, while companies must fulfill their duties. Communities and the public will be widely mobilized to help promote anti- drug efforts. Stricter supervision and control will be conducted over the chemicals, nar- cotics and other items that can made into drugs. An optimized community drug reha- bilitation system will be built to serve and educate drug users. The awareness rate of basic knowledge and the satisfaction rate of drug pre- vention education work will be further improved, and the anti-drug education project among juveniles will be further enhanced. The anti-drug social work team will become more professional, and volunteers will participate in a wider range of services. The district will create an atmosphere that residents from all walks of life will participate in the anti-drug campaign, the Putuo government said. The action plan has three steps to achieve the goal within three years. Thirty-five tasks will be accomplished in eight aspects, such as building a com- prehensive drug prevention system and a drug control system as well as supervi- sion and monitoring systems. In 2020, the organization and leader- ship structure for the campaign will be completed. The drug supervision and prevention systems will be further im- proved in 2021. The district is expected to meet the standards of a national anti-drug dem- onstration district by 2022 with fully established supervision, management and control systems. It was a leading event for the 2019 World Artificial Intelligence Confer- ence, scheduled for August 29-31 in Shanghai. Titled “Data Driven Universal Intel- ligence,” the forum focused on how AI can promote quality development of the brand economy as well as the evolution, product upgrading and new momentum of AI. Keynote speakers included Wu Zhiq- iang, vice president of Tongji University and an academician with the Chinese Academy of Engineering, Gerard Tellis, a professor at University of Southern California, Song Zheng, general manager of the Universal Software Park which hosted the forum, as well as the heads of leading local high-tech firms such as DeepBlue Technology and UCloud. “Shanghai has been increasing its strategic layout in AI since the 2018 World Artificial Intelligence Confer- ence,” Zhang Ying, chief engineer of the Shanghai Commission of Economy and Information, told the forum. The city has been driving break- throughs in policy innovation, and launched the nation’s first AI innovative application demonstration zone. The city has brought together all kinds of leading enterprises such as Alibaba, Tencent, Microsoft and Amazon. Local firms such as Yitu Tech, DeepBlue and UCloud are also growing rapidly, Zhang said. Shanghai has become one of the lead- ing regions for AI development in China, Zhang said. In the next stage, the city will start building a batch of AI research centers and platforms as well as release China’s first AI application development blueprint. As the organizer of the forum, Putuo has been actively promoting the AI in- dustry. It is developing the city’s first industrial park for Internet security to focus on cyber-security in the industrial sector. The Shanghai Industrial Internet of Things Security Industry Pilot Park, to be based in the Universal Software Park in Putuo, will gather leading companies from both home and abroad, as well as national research institutes, to boost the city’s cyber-security industry. Fur- thermore, the China-Israel Innovation Hub (Shanghai) has been launched at the Taopu Smart City in Putuo where China and Israel are stepping up collaboration on scientific innovation. The Shanghai Innovation Center (Haifa), China-Israel (Shanghai) Innova- tion Park Company and the China-Israel (Shanghai) Innovation Investment Fund were also unveiled. Putuo District aims to spearhead China’s anti-drug war with a three-year plan.
