I am delighted that Hong Kong International Airport (HKIA) has set new records in both traffic and financial performances.

For the year ended 31 March 2012, passenger volume rose 6.6% to 54.9 million, while air traffic movements increased 7.2% to 339,000. Although cargo volume dropped 5.9% to 3.9 million tonnes, HKIA remained the world’s busiest cargo airport for the second consecutive year. All three traffic categories have now already exceeded the 20-year forecast by two to three years.

On the financial side, we reported record net profit of HK$5.3 billion, an increase of 32.2% over last year. Out of this amount, HK$3.9 billion will be paid as a dividend to our sole shareholder, the Hong Kong SAR Government, bringing the total repaid capital and dividends paid to the Government over the years to HK$26 billion. Our strong financial performance was a result of the solid traffic growth coupled with our ongoing efforts to contain costs and increase retail and advertising revenue by leveraging on our robust passenger traffic.

Lately, HKIA has encountered an unusually high number of lightning incidents due to frequent inclement weather in Hong Kong. Maintaining the highest safety standards is our foremost priority. To ensure the safety of our colleagues working in the open area, all apron activities are suspended when the red lightning warning, the highest level of alert, is in force. This has brought challenging operational difficulties to the airlines, our business partners and, not least, passengers at HKIA. There were long flight delays, cancellations and other service disruptions. Thus, in anticipation of inclement weather forecast during summer this year, we are ramping up our preparations with all airport community members to ensure that we continue to operate safely and efficiently, and minimise inconvenience to passengers. It is a complex task that will require all stakeholders at HKIA to work closely together. We also need to seek the understanding of passengers because flight operations and baggage delivery can be adversely affected during these situations.

Meanwhile, we are gearing up for our long-term development plans. Recently, we have kick-started the statutory Environmental Impact Assessment (EIA) process by submitting the project profile on the expansion of HKIA into a three-runway system to the Director of Environmental Protection (DEP).

It is important to note that the purpose of the project profile is to set out the scope of the project and identify potential environmental impacts that may arise, but it is not an EIA report. Comprehensive studies on environmental impacts will only be conducted after the DEP issues an EIA Study Brief. The study results, together with suggested mitigation measures, will be included in the EIA report, which will be issued after all the studies have been completed, and made available for public inspection and comments.

We have just furnished the DEP with more information for the project profile and expect the EIA process to take about two years. We will carry out the subsequent work in the most professional and comprehensive manner while making the process highly open, transparent and engaging. With your support, we are confident that our long-term expansion plan will strike a proper balance between social and economic development and the environment, thus perpetuating Hong Kong’s prosperity for future generations to come.

我很高興香港國際機場的交通量及財務業績均刷新紀錄。在截至2012年3月31日止的年度內,機場的客運量上升

The Airport Authority (AA) took the next step towards the Environmental Impact Assessment (EIA) by submitting the project profile to the Director of Environmental Protection (DEP) on 28 May.

In June, the AA received a request from the DEP for further information covering marine ecology, noise, health and hazards. Firmly committed to fulfilling all the statutory requirements under the EIA Ordinance, the AA provided the requested information accordingly.

The EIA process is expected to take around two years to complete. To facilitate the exchange of views on the EIA and related issues, the AA will set up technical briefing groups and invite environmental experts, green NGOs, industry representatives, and relevant government officials to join these groups, with a view to address the potential environmental impacts arising from HKIA’s expansion into a three-runway system. Community liaison groups inviting the participation of relevant district councillors, area committee members and other community representatives will also be established to collect feedback and suggestions.

Furthermore, the AA will also organise exhibitions, talks, airport visits, roundtable briefings and meetings to build understanding, facilitate interaction and solicit views among stakeholders.

On 28 May, the Airport Authority (AA) submitted the project profile for the Environmental Impact Assessment (EIA) of Hong Kong International Airport’s (HKIA) planned three-runway system to the Government. The AA is firmly committed to fulfilling all its statutory environmental requirements and, where possible, going the extra mile to assess other potential impacts.

An important part of this involves considering the valuable feedback of our stakeholders, who have played a key role in the development of the airport’s Master Plan 2030 (MP 2030). Recently, some green NGOs and legislators have voiced their belief that in addition to the statutory Environmental Impact Assessment (EIA), the AA needs to undertake a Strategic Environmental Assessment (SEA), a Social Return on Investment (SROI) study and a Carbon Audit (CA). As always, it is essential that we are clear about what these studies entail, as well as what meaningful value they may bring to the planning of a three-runway system.

The AA has conducted preliminary research on SROI case studies worldwide, which we are keen to review in greater depth before mapping a way forward. In fact, we have researched more than 30 published economic assessment studies on the aviation industry or airports across North America, Europe and Australia since 1998, and out of these, five covered social and/or environmental impacts. Four were done in the UK, including two specifically for Heathrow Airport’s proposed runway expansion.

Our research findings show that there is a lack of commonly accepted standards and approaches for conducting SROI studies. Furthermore, because SROI analysis requires placing monetary value on impacts that cannot be quantified in the marketplace, measuring these effects is heavily dependent on stakeholder feedback and individual judgment. For instance, one of the studies assessing SROI of the Heathrow Airport’s new runway expansion assigned a

monetary value to quantify “uncertainty and blight”. The assessment monetised the loss of pride in the residential communities near Heathrow whose residents felt that they were physically trapped and psychologically disempowered due to the uncertainty arising from the Heathrow expansion plan.

To date, no consistent standard for how best to assign a monetary value to impact indicators has been developed, and this limits the credibility of SROI analysis and its ability to make meaningful comparisons across different projects. Many of the issues of using SROI for project evaluation stem from the fact that it is relatively new. One of the few SROI guidelines presently available, A Guide to Social Return on Investment, was published by the UK’s Cabinet Office of the Third Sector just three years ago. As of today, most of the studies available on SROI have come from policy commentary put out by principally UK-based charities and think tanks. Academic research done on the use of SROI is limited.

This is why it is critical to gain a better understanding of the SROI approach. We need to ask questions on key issues such as:1. How applicable is the UK’s SROI

experience to the Hong Kong context?2. In the absence of a standard of

measurement, what values should be considered?

3. How can stakeholders’ values and feelings toward different issues be monetized?SROI has not been used for any

development projects in Hong Kong. Given its lack of a meaningful track record in the local context and limited applications to the aviation industry worldwide, we cannot readily adopt such a framework in good faith at this time. However, we understand that some of our stakeholders believe there should be a measurement of social impact, and we will continue to look at different social impact assessment approaches and evaluate their pros and cons.

Meanwhile, the AA has been conducting carbon audit on facilities on the airport island since 2008, and we would explore

the most appropriate approach to assessing carbon aircraft emissions that can be influenced but not owned or controlled by the AA. As for SEA, this is mainly a land-use planning or development policy tool commonly used for town planning. The law, as it is, already requires the AA to take into account the accumulative environmental impacts of committed projects in the vicinity.

It should be noted that Hong Kong has a comprehensive EIA process. However, like our stakeholders, we are concerned about the social impacts and carbon emissions related to a project of such scale and nature. Rest assured that the AA is actively exploring these issues because it is committed to managing the planned expansion of HKIA responsibly and contributing to the growth of Hong Kong in a sustainable manner.

They were also briefed on the latest Midfield and West Apron developments at

the airfield, and concluded their visit at the Air Traffic Control Tower.

AA CEO Stanley Hui attended the Pearl River Delta (PRD) Airports Chairman meeting on 4 May, hosted by Shenzhen Airport Group Company Limited. Guest speakers at the event included Wang Yang, Chairman of Shenzhen Airport Group; Zhang Wen, Vice Mayor of the Shenzhen Municipal People’s Government; Su Langen, Director General of the Civil Aviation Administration of China (CAAC) Office of Air Traffic Management Industry; Jiang Huaiyu, Director of CAAC Central and Southern Regional Administration and Hu Huaqing, General Director of the China Academy of Civil Aviation Science and Technology.

During the meeting, senior management of five regional airports signed the Framework Agreement for Hong Kong/Guangdong and Macao/Guangdong Co-operation. The Memorandums of Understanding (MOUs) underscore the group’s efforts to strengthen co-operation on airport safety, emergency response, energy saving, training and data exchange.

於該機場擴建計劃前景存在「不明朗因素」,鄰近居民既「感到」實際上被困,又覺得」被剝奪權力,研究人員便把這些居民的感覺理解為他們因機場的前景未明,所以失去了優越感,並以金錢單位量化對他們的影響。如何適當地以金錢單位量度一項基建工

程對社群的影響程度?學術界及業界至今仍沒有統一標準,這不但影響分析的可信性,也難與不同項目比較。此外,這方面的評估相對較新,並存在不少疑問,而相關參考指引亦有限,其中一項是三年前由英國政府內閣辦公室轄下「第三部門辦事處」發出的《社會投資回報評估指引》。至今有關研究多來自英國慈善機構及智囊組織的政策評論,相關的學術研究也有限。因此,我們在進一步考慮這個技術課題

時,必先思考:1. 國際間有限的量化評估方法(多見於英國民間)是否適用於香港?

2. 在缺乏獲廣泛接受的評估方法下,應考慮評估哪些既有意義又可量度的價值?

3.如何將不同持份者對不同問題的不同價值及觀感以金錢單位量化?香港的發展項目從未採用涉及個人感觀

或非經濟的社會投資回報量化分析。基於缺乏本地實踐經驗,加上全球航空業的應用例子有限,故我們目前未能採用這種分析路向,但我們理解部分人士的意見,因此,我們會繼續探討各種社會影響評估方法及其利弊。至於碳排放的評估,機管局其實自2008

年起已就機場島上設施進行碳審計。對於超越機管局控制範圍,涉及飛機在高空碳排放的審計工作,關乎多國多地區的空域。鑑於民航業的國際性質,我們正探討最適當的評估方法。至於「策略性環境評估」,這是城市規劃

過程常用的土地用途規劃或發展政策工具,並不適用於單一工程項目。此外,根據現行法定環評的要求,機管局進行三跑道系統的環評必須顧及鄰近已落實工程項目的累計環境影響。香港已有一套涵蓋面廣的環評規定和程

序,我們亦與大眾一樣關注擴建機場帶來的環境和社會影響,因此我們正積極探討相關問題,矢志以負責任的態度,採取一切可行方法,建設一個世界級的環保機場,促進香港的可持續發展。

HOLIDAY WITH GREATER EASETravelling to Makung, Taiwan has become more convenient as HKIA welcomed Far Eastern Air Transport to the airport family. The new airline commenced its services on 27 May, offering the first direct flights between Hong Kong and Makung.

Additionally, Philippines Airlines joined Cebu Pacific Air in launching daily flights to Kalibo, Philippines on 27 April, enhancing the convenience of passengers travelling from Hong Kong to the tourist hotspot Boracay.

Come rain or shine, the Airport Authority (AA) smoothly manages Hong Kong International Airport’s (HKIA) 24-hour operations with clock-like precision. However, the unpredictable nature of the weather, particularly lightning, poses certain challenges.

The AA organised a media briefing on 23 May, in which AA’s Executive Director, Airport Operations C K Ng explained how HKIA handles operations during inclement weather conditions.

In particular, HKIA is equipped with the Airport Lightning Warning System to indicate the impact of lightning on the airport island and protect workers on the apron from lightning strikes. The Red Lightning Warning indicates that a lightning strike is detected within the airport island and all apron activities will be suspended immediately. An Amber Lightning Warning indicates that a lightning strike is detected within the surrounding area of the airport island.

“When the Red Lightning Warning is hoisted, aircraft landing and take-off will be affected extensively as a result of the suspension of all ramp activities such as baggage delivery and aircraft catering services. Delayed departure flights occupy the bridge and parking bay, while arriving aircraft can’t land which might lead to diversions,” said C K Ng. In order for passengers to be fully informed of the latest situation, the AA disseminates pertinent information through various channels such as the Flight Information Display System and public announcement system in the terminals, HKIA website, mass media and airlines, advising the public to check their flight status before heading to the airport.

The AA is currently working with the Hong Kong Observatory to explore ways to educate the public about the lightning warning system and the impact of the Red Lightning Warning to the flight schedule.

The PAFF CLG members listened to a briefing on the Midfield development and the three-runway system, followed by a visit to the SkyDeck, the Integrated Airport Centre, and viewing airfield operations.

CEMENTING THE FUTUREOn 25 May, the AA organised a media workshop to introduce the Deep Cement Mixing (DCM) method proposed for the crucial land formation if a third runway of HKIA is to be built. Tommy Leung, AA’s General Manager, Projects, presented the background and overview of the DCM method and the findings of the trial conducted earlier this year. Two professional independent reviewers also shared their observations of the trial at the workshop.

The DCM method has been widely used in Japan and overseas since the 1970s. However, the technique has not been used in Hong Kong before. A two-month trial was conducted in January to evaluate the engineering feasibility and potential environmental impact of adopting the DCM method on contaminated mud pits in Hong Kong.

The preliminary results of the trial confirmed that the new technique would not produce pollutants at detectable levels or cause leakage of cement which would affect the marine water quality. The data is valuable not only for HKIA’s planned expansion into a three-runway system, but also for future land formation works in Hong Kong.

CLASSES IN AVIATIONHKIA again served as an extension to the classroom as it welcomed over 500 students from nine secondary schools throughout May. The students relished the opportunity to observe an exhibition on future airport developments and the SkyDeck, as well as learning about various green initiatives implemented at the airport.

MAKING A NAME

ENLIGHTENING VISITThe Airport Authority (AA) organised a visit to introduce its LED lights and Electric Vehicles (EV) to over 20 companies from the airport community on 4 May. The participants observed the energy-efficient LED lights at the terminal walkway, link bridges and Baggage Reclaim Hall. Afterwards, they were introduced to the latest EVs and charging stations at the apron.

As part of HKIA’s three-year environmental plan, more than 100,000 lights in the terminals will be replaced with LED lights by 2014. Furthermore, EVs are increasingly being used throughout HKIA to curb carbon emissions.

參觀機場耳目一新

於5月4日,機場管理局舉辦參觀活動,向來自機場社區的20多家公司介紹發光二極管燈及電動車。參加者參觀了設於客運大樓人行道、接駁橋及行李認領大堂的節能發光二極管燈。其後,他們前往停機坪參觀最新的電動車及充電站。為推行三年環保計劃,香港國際機場將於

2014年年底前將客運大樓內超過10萬個照明裝置更換為發光二極管燈。此外,機場亦會使用更多電動車,務求減低碳排放量。

NEVER HASTY IN ENSURING SAFETY確保安全 從不輕率

At the recent Zero Carbon Building naming competition organised by the Construction Industry Council, AA staff Mandy Lam from the Information Technology Department emerged as Runner-Up in the Open Group of the Chinese name category. A total of 1,754 entries were received in the naming competition, including 603 entries for the Open Group and 1,151 entries for the Student Group.

Lam’s idea was a play on the Chinese words paifang (memorial arch) and zero emission. The name combines modern construction technology with Chinese traditional architecture, fitting for a future landmark in Hong Kong.

創意命名顯心思

於建造業議會最近舉辦的「香港首座零碳建築」命名比賽中,機場管理局資訊科技部的林美華榮獲中文命名公開組亞軍。命名比賽共收到1 754份參賽作品,其中603份屬於公開組,另1 151份則屬學生組。林美華以「零排坊」為香港首座零碳建築

命名,她的創作意念來自「牌坊」及「零排放 兩個中文詞語。這個名稱糅合了現代建造技術與中國傳統建築,適用於香港這座未來的地標。

Crisis management is an integral part of airport operations. This is particularly amplified when the airport operates 24/7 and is one of the world’s busiest in terms of both passenger and cargo volumes. With this in mind, the AA has organised a series of drills throughout the year involving simulating different contingency scenarios which test the preparation and coordination capabilities of the airport community.

However, the challenge is that a real incident is never the same as a simulated situation, and all incidents are different and unique in their own way.

“That said, the better prepared we are, the more confident we would be in dealing with different situations, and the more easily we could identify solutions to certain issues,” said Henry Ma, General Manager, Airfield of the AA. “In a crisis situation, not only do we need to respond to it quickly and carefully, we must also handle it flexibly and sometimes creatively.”

A case in point is a recent incident in which an A380 aircraft burst its tyres upon landing on the North Runway, causing sparks to fly as the metal wheel rims ground against the runway.

Although the pilot managed to manoeuvre the aircraft into a taxiway, its final stop position still fell slightly outside the safety zone parameters according to International Civil Aviation Organization

The HKIA green machine was in full flight in the last year, recycling over 2,957 tonnes of waste – 77% more than in 2010. Not only do we recycle the usual culprits of paper, plastic, metal and glass, but also food waste, waste cooking oil, fluorescent tubes and wooden pallets.香港國際機場全力推行環保,去年成績斐然,共回收了超過2 957公噸廢物,較2010年多77%。我們不但回收紙張、塑膠、金屬和玻璃等常見廢物,也回收廚餘、廢食油、光管和木製貨盤。

standards. Furthermore, tyre fragments were found scattered and several airfield ground lighting units were damaged on the runway. The Air Traffic Control Centre declared immediate closure of the North Runway.

Within minutes, the AA collaborated with different business partners such as Hong Kong Aircraft Engineering Company (HAECO), the Airport Fire Contingent, airlines and ramp handling agents. It was determined that the aircraft could not be towed until the wheels had been replaced due to the severity of the damage.

“But before we could do so, we first had to disembark the 506 passengers and 26 crew members on board,” explained Henry. “Given the extraordinary circumstances of the situation, we decided to disembark the passengers exclusively to ensure their utmost safety before taking further action.”

Shortly thereafter, further assessment was conducted, confirming that the unloading of baggage and cargo was required before the aircraft could be jacked up for tyre replacement. After the unloading was completed, HAECO proceeded to replace the damaged tyres. Finally, the aircraft was towed to a parking stand for further assessment.

“While the North Runway closure spanned over four hours, all courses of action were evaluated comprehensively following the AA’s underlying principle that passengers’ safety should never be compromised for speed,” Henry said.

Following the incident, the AA has completed a thorough investigation and review of the incident to ascertain ways to enhance overall operational efficiency.

“There is always room for improvement. For example, we are looking into streamlining communication channels to enhance the collaboration between the different response teams during emergency situations in the future,” he said.

With the AA continuously refining the airport’s contingency measures to ensure the highest possible safety standards at all times, passengers can rest assured that they will always enjoy flying the safe skies at HKIA.

staff looking unhappily at her breakfast, May took the time to find out why. She discovered the customer was allergic to egg yolk, but remained concerned whether her protein intake was sufficient. May immediately consulted the kitchen staff where first cook Cheng Yin Chi quickly whipped up a tailor-made fried egg white for the customer. She was very impressed and became a loyal and frequent patron of Fairwood thereafter.

Whether cutting food in small pieces for a senior customer who had difficulty holding a knife, adjusting the soup temperature for a customer after a denture replacement or simply remembering customers’ favourite foods, the team has shown that keen attention to detail is all it takes to deliver a high standard of customer service.

Assigned to meet a first-time traveller to Hong Kong, Jamie Shek discovered the passenger was suffering from air sickness. As the passenger looked quite unwell, Jamie took immediate action, escorting the traveller and her husband to the airport clinic. A fast track security channel was arranged to minimise queuing time and the doctor was informed that the passenger would require immediate medical assistance upon arrival at the clinic.

To reduce their anxiety, Jamie accompanied the couple and made necessary arrangements. Since they had missed their connecting flight, Jamie made a special effort to make transportation and hotel arrangements for the couple. As the passengers were on standby, Jamie relayed relevant information to his colleague Louis Cheung who continued to take special care of the passengers. With Louis’ assistance, the couple made the flight feeling both happy and healthy.

當曹美女看見一名身穿制服的懷孕顧客悶悶不樂地凝視着早餐,便主動上前了解箇中原因,遂發現這名顧客對蛋黃敏感,但仍然很關注自己攝取的蛋白質是否足夠。曹美女即時徵詢廚房員工的意見,分店一廚鄭彥之迅速為這名顧客特別烹製煎蛋白。顧客深受感動,自此成為大快活的忠實常客。無論是為不方便使用刀具的長

An 84-year-old man, assisted by a middle-aged lady, approached the service counter for help speaking only in Hubei dialect. By listening patiently, Linda Chen deduced he wanted to reschedule his flight to join a family reunion in Taiwan before the National Day holiday. Realising the language barrier might prove problematic for the senior passenger travelling alone from the ferry terminal to the airport, Linda went the extra mile to make special arrangements with the airline staff. Fortunately, a seat was available which made the traveller happy.

To ensure the journey from Shekou to HKIA went smoothly, Linda enlisted her colleague Rita Li, who knows the Hubei dialect, and the pair wrote down the transfer details including contact information for future assistance. After a smooth journey to HKIA, the senior passenger flew to Taiwan to join his family without any problems.

While performing regular duties in Car Park 1, Cheung Hon Sing found an unattended bag left on a trolley. He immediately reported the item to his supervisor Tam Ming Sing, who then discovered the bag contained a passport, an identity card and a large sum of money. After notifying the Airport Authority (AA), Cheung Hon Sing was assigned to stay on the spot to secure the bag until AA staff arrived. When the passenger returned, he was surprised and delighted to find the bag was safe with all his valuable items inside.

By placing themselves in the passenger’s shoes, the team demonstrated the highest standards of integrity and compassion. Their actions not only impressed the passenger, but also showed the world-class customer service provided at HKIA.

During a busy evening at HKIA, an A4 envelope was found on a bookshelf at the cashier’s counter. Team leader Bell Chau was informed and discovered Taiwan currency worth over HK$10,000 inside. Keeping the envelope safe, she checked CCTV footage and identified a female passenger as the owner.

The store’s cashier, Leanna Chan, recalled the lady was Taiwanese and most likely flying to Taiwan. Bell assigned another colleague, Dorothy, to check the relevant flight schedules, while two colleagues, Queenie and Annie, searched for the lady at potential boarding gates. Eventually, Annie was able to identify the owner from the surveillance footage. When approached, the lady was astonished and appreciated the team’s efforts. The cash belonged to the passenger’s boss, and thus, the team’s actions potentially saved her job and she commended the team for their outstanding customer service.

當張漢城如常在一號停車場當值時,他發現一個無人看管的手提包,遺留在一部手推車上,於是即時通知上級譚明星到場。譚明星發現手提包內有一本護照、一張身分證及大量現金。他馬上通知機場管理局,並囑咐張漢城留守現場,看管手提包,直至機管局職員前來跟進。當物主折返停車場,看見自己的手提包獲得安全保管,貴重物品完好無缺,大為驚喜。這個團隊正直誠實,富同情心,

能夠設身處地為旅客着想。他們所作的,不但令旅客印象難忘,還體現了香港國際機場的世界級顧客服務。

FRIENDLY GOALS The dazzling football skills of the Airport Authority (AA) staff were on full display during a series of friendly football matches hosted by the Macao Aviation Football Club. The team of 17 AA players emerged victorious against the Macao Airport squad in one of the matches. The event provided an opportunity to further enhance the collaboration, exchange and camaraderie between the two airports while engaging in a healthy sporting activity.

友誼足球賽

澳門民航足球俱樂部舉辦了一連串足球友誼賽,機管局員工在比賽中大展精湛球技。由17人組成的機管局足球隊與澳門機場的代表隊對壘,並於其中一場比賽中勝出。這項活動進一步促進兩個機場之間的合作、交流及情誼,同時讓員工參與有益身心的運動。

OFF THE BEATEN TRACKThe AA sponsored and supported the eighth city orienteering event organised by The Hong Kong Federation of Trade Unions Youth Affairs Committee on 20 May. Six teams of AA staff completed challenging tasks in the competition and explored the city with a different perspective. The event was a huge success with 180 teams competing in six categories.

Coinciding with Youth Day celebrations, the event aims to encourage the younger generation to see the city with fresh eyes, as well as testing their endurance and athletic abilities.

於5月20日,機場管理局贊助並支持第八屆「城市定向2012─動感猜程尋」,這項比賽由香港工會聯合會青年事務委員會舉辦,機管局六支員工隊伍於比賽中完成充滿挑戰的任務,並以嶄新角度探索香港。這項活動非常成功,共有180支隊伍分六個組別參賽。這次比賽適逢紀念五四青年節,活動旨在鼓勵年青一代重新認識香港面

貌,並試煉他們的耐力和體能。
