WE ARE DELIGHTED TO LAUNCH OUR COMMUNITY CHARTER FOR THE SHEERWATER REGENERATION

The regeneration of Sheerwater Estate provides an excellent opportunity to use the existing sense of community to help develop a thriving, balanced and sustainable community for the future. The regeneration will allow local people of all ages to benefit from high quality new homes, first class community, leisure, retail facilities and a green and healthy environment. The regeneration of Sheerwater will also provide economic benefits for local people and businesses, by offering local jobs and ensuring that much of the money spent on the project is spent with local companies.

We will provide a wide range of house types that will ensure a choice of modern, spacious, energy efficient homes that are economic to maintain and flexible enough to satisfy diverse and changing needs. We will provide homes for social rent, affordable rent, shared ownership, and outright sale to create a properly balanced community.

We will work with you to maintain local community links and ensure that as many residents as possible can remain living in Sheerwater should they wish to.

A new attractive local centre will provide you with convenient access to everyday shops, services and local community facilities ensuring that there is a genuine choice of shopping, services and social spaces right at the heart of the community. We will improve transport connections and increase parking provision around the local centre to increase connectivity, boost trade, protect local businesses and enhance the vibrancy of the estate.

We will improve recreation and play facilities providing a new leisure centre, new sports pitches and improved play facilities for young people and teenagers, to increase leisure options and improve health and wellbeing. We will maximise the potential of green and open space, protecting existing trees and wildlife and utilising new lighting and landscaping to create safe and accessible social spaces that can be enjoyed by the whole community.

The regeneration will create new jobs and training opportunities for local people and maximise investment in the local economy. This will make Sheerwater a place where people want to live and work for many years to come.

We recognise that the existing community has a key role to play in planning the new Sheerwater. By listening to you, responding to your needs and keeping our promises we can together create an environment in which individuals, communities and businesses thrive.

Managing ChangeWe will ensure that as many people as possible can move from their existing properties directly into their new homes. However it may be necessary for a small number of residents to move into a temporary decant property prior to occupying their new home. Whether one or two moves are required the Council and New Vision Homes (NVH) are committed to making the process as smooth as possible for residents.

A dedicated Housing Officer and an NVH Resident Liaison Officer will individually assist you throughout the entire process.

Re-housing PlanAll residents currently living in Sheerwater will be given a minimum of 12 months notice before they have to move.

A re-housing plan will be finalised and shared with residents after planning permission has been secured and the construction programme has been confirmed. This document will be regularly updated during construction and NVH will communicate any changes to residents in a timely manner.

Helping you to move to a new homeWe will have one-to-one discussions with you to ensure that your individual needs and requirements are dealt with sensitively and in an appropriate manner.

All residents affected by the regeneration programme will have access to independent advice funded by the Council throughout the regeneration project.

We will develop show homes for residents who are moving house within the regeneration area. This will allow you to see and appreciate the size, layout and quality of the new properties.

Should you wish to move away from the regeneration area we will help you to identify and secure a suitable property. We will provide independent advice and support to ensure you are properly compensated during the acquisition and relocation process.

We will offer access to an organised moving package which will include securing preferential rates with local removal companies, support with packing and provision of specialist boxes and crates.

We will provide assistance with paperwork associated with the move and help you to contact service providers such as telephone, electricity, gas, water etc.

We will offer additional support to older and vulnerable residents where needed.

High quality design will ensure the regeneration of Sheerwater provides homes that meet modern design and environmental standards, as well as creating the best possible place for people to live, work and play.

Housing• All new homes will be built to high sustainability standards and will utilise robust materials and

components that minimise long term maintenance costs• All new homes will be designed to include high acoustic standards to maximise comfort for residents• All new homes will contain high levels of thermal insulation and will utilise renewable energy technology

to maximise energy efficiency and reduce fuel bills • All homes will have built-in storage space suitable for the size of household• All new homes will have access to secure private amenity space such as balconies, gardens,

courtyards and roof terraces• All new affordable housing will designed to Lifetime Homes standards, ensuring they are spacious and

adaptable to satisfy changing personal needs• All new affordable housing will be designed to satisfy local policy and national Government standards for

design quality and room sizes, such as the Homes and Communities Agency (HCA) Housing Quality Indicators (HQI)

• All new affordable housing will be designed to satisfy Secured by Design standards• Both open plan and traditional layouts will be available to suit the diverse needs of the community• Accommodation will be specifically designated for older and vulnerable residents and will be capable of

We Will...

Ensure that our contractor completes all construction work with maximum consideration for surrounding neighbours and the local community. They will register and be assessed in accordance with the Considerate Constructors Scheme, a nationally recognised set of standards for safety and behaviour associated with construction activities.

Affordable Rent: Housing let by local authorities or private registered providers of social housing to households who are eligible for social rented housing. Affordable Rent is subject to rent controls that require a rent of no more than 80 per cent of the local market rent (including service charges, where applicable).

Basic Loss Payment: Under the Planning and Compulsory Purchase Act 2004, property investors who meet the qualifications can claim a Basic Loss Payment. This payment is calculated at 7.5% of the value of the market value of an interest up to a maximum sum of £75,000.

Choice Based Lettings (CBL): Rather than allocating households from the Housing Register and matching them to a vacancy, Choice Base Lettings allows applicants to bid for suitable properties they are interested in on an internet-based system called ‘Hometrack’. This allows applicants to see what homes are available, giving them the opportunity to express choice and preference in choosing a suitable new home.

Compensation Code: A collective term for the principles, derived from Acts of Parliament and case law, relating to compensation for compulsory acquisition.

Compulsory Purchase: A procedure put in place by an Acquiring Authority (such as a Council) to acquire some land or property in order to facilitate public infrastructure projects.

Disturbance Payment: Compensation you are able to claim if you are forced to move from your home in certain circumstances. Disturbance payments are intended to cover the expenses of moving. Disturbance is usually only available to occupiers of the property. The actual level of compensation will vary from claim to claim and is dependent upon the claimant’s specific circumstances. A claimant has a duty to mitigate his/her loss.

Engagement: An active, ongoing and informed joint working, including people in decision making processes and working together to implement change. The process is designed to give communities an opportunity to contribute to local decision-making and service delivery.

Home Loss Payment: If you are a qualifying occupant of a residential property, you may be entitled to a Home Loss Payment that equates to 10% of the market value of your interest, subject to a minimum payment of £4,900 and a maximum of £49,000. Residential tenants may qualify for the minimum payment of £4,900.

Housing Allocations Scheme: The formal policy, adopted by the Council, to ensure that housing need, is aligned with the current and future availability of social and affordable housing in the borough. Copies of this policy can be obtained by contacting the Council.

Independent Tenants Adviser: Independent, impartial and informed advice, from a qualified organisation to ensure tenants have the information they need to make informed decisions on all issues affecting their homes and lives.

Priority Status: Once an application for rehousing is received by WBC it will be prioritised into one of five bands from A to E. ‘Band B’, known as Priority Status, is the highest level of priority under the Council’s Choice Based Lettings System and is used to facilitate vital moves. Band A is for emergencies only.

Resident Leaseholder or Freeholder: To qualify for a home-loss payment you must have lived in the dwelling as your main residence, for a period of not less than one year ending with the day you have to move out. Your interest or right to occupy the property must be either freehold, leasehold, statutory tenancy or restricted contract under the Rent Act 1977.

Social Rent: Social rented housing is owned by local authorities and private registered providers, for which guideline target rents are determined through the national rent regime.

Vulnerable: A person in need of special care, support or protection because of age, disability or risk of abuse or neglect.
