BACKGROUND The Earth Summit. Rio de Janeiro, 1992

20 years after the earth summit, came the RIO +20 , the future we want came the sustainable development goals .

GOAL 11. Sustainable Cities and Communities - Make cities and human settlements inclusive, safe, resilient and sustainable

GOAL 12 Responsible Consumption and Production - Ensure sustainable consumption and production patterns

GAOL 13 Climate Action - Take urgent action to combat climate change and its impacts by regulating emissions and promoting developments in renewable energy

Possible Environmental footprints of our operations; are we perpetrators?

ENVIRONMENT AS DEFINED BY SPHERE

“The environment is understood as the physical, chemical and biological elements and processes

that affect disaster-affected and local populations’ lives and livelihoods. It provides the natural

resources that sustain individuals and contributes to quality of life. It needs protection and

management if essential functions are to be maintained. The minimum standards address the need

to prevent over-exploitation, pollution and degradation of environmental conditions and aim to

secure the life-supporting functions of the environment, reduce risk and vulnerability and seek to

introduce mechanisms that foster adaptability of natural systems for self-recovery”.

The Sphere Handbook, 2011, page 14.

Components of the Tshelter and related concerns to the environment

A few thoughts….What happens to the tarpaulins afterwards , are there options of recycling, what other sustainable alternatives are available for use ?

Have we any consideration on the Eco toxicological effects on the long term on the use off pesticides (ant termite).

Have we planned or ongoing actions for the environment to make up for the felling of trees ?

Are there sustainable better alternatives to timber use?

Can we re-engineer and re-tool our designs to reduce environmental footprints of humanitarian service ?

Insight to NRC’s programming In NRC when we talk about shelter , we talk about everything …..

To us shelter is Not just the plastic sheetings, roof, bricks and logs of timber or metal rods as the case may be. For us

- shelter is HLP

Shelter is about WASH

- Shelter is habitability measures

Shelter is about the environment and the people

Shelter is about the food we eat

Its about the social cohesion between the IDP Community and their hosts

Shelter is about making ones life better, its about safety, dignity and pride.

Habitability Measures + environment

OBJECTIVE

To meet the minimum safety, sanitation, and privacy standards under which an individual can strive for sustainable and better living.

To inculcate behavioural change and actions that provides supports to the people, their habitation and the environment

Page 12: Shelter/CCCM programme & The environment...Abrahams, D. (2014), The barriers to environmental sustainability in post-disaster settings: a case study of transitional shelter implementation

The scope of the training The training will cover;

1. Habitability measures for suitable living conditions of safety, sanitation, and privacy.

2. Keeping separate place for animals, cooking, play space for children and other domestic activities.

3. Measures of controlling flood,

4. Water resources management – how to harvest rain water, how to collect and save water, how to use water appropriately.

5. Solid waste management - Waste segregation

6. Shelter and shelter environment maintenance

7. Community based environmental sanitation

8. Health, safety and social environment ; fire safety

Etc

Recommendations 1. KEY MESSAGES on the environment (chapter 6) in the Camp Management toolkit

(2015)

2. THINK ENVIRONMENT ALWAYS . Think environment all through the project cycle management. Incorporating Environmental sustainability (ES) into our programming,

3. Taking off structural and organisational bottlenecks within the disaster response framework that impedes ES attempts and serve as a further disincentive to incorporating ES into programming. (Abrahams, 2014).

4. Coordination of technical and thematic issues across clusters

5. Coordination of environmental information across clusters e.g WASH, Health, Education etc

Page 14: Shelter/CCCM programme & The environment...Abrahams, D. (2014), The barriers to environmental sustainability in post-disaster settings: a case study of transitional shelter implementation

Recommendations contd’1. Take advantage of the Joint UNEP/OCHA Environment Unit (JEU) which stands ready to

provide support to Cluster and Inter-Cluster Coordinators to ensure that environmental issues are mainstreamed across a humanitarian response.

2. Tools which support the systematic mainstreaming of environment can be found online at: https://www.humanitarianresponse.info/themes/environment

3. Now that we are finalizing plans to provide assistance in the local government areas, we must pay attention to cross cutting environmental concerns; potential threats to natural resources that may affect livelihoods of the returnee, the state of the environment following impacts of the crisis.

Last words

The case for the environment is a matter of conscious living backed by responsible actions, what we do and how we do it.

It is absolutely essential that we understand how sensitive the environment is to impact from our operations, and that we work to reduce that impact.

– Joseph Attwood, NRC’s Environment and Climate Change Adviser
