Shoreline Environmental Designation Map Revision I. BACKGROUND Sumner adopted the updated FEMA’s FIRM Maps through ordinance 2596 in February of 2016. This included updating Sumner’s flood hazard area map to accurately portray the new flood data. The intent of a periodic review is to ensure Sumner’s SMP stays current with State laws, amendments to Sumner’s municipal code, updates to plans and changing circumstances. This recent adoption of FEMA’s current flood mapping should be incorporated into Sumner’s shoreline master programs shoreline environmental designations map to accurately reflect flood data and maintain consistency with Sumner’s critical areas code. Flood data is used to determine shoreline jurisdiction as defined in RCW 90.58.030(2) (b) and (d). Sumner is not proposing amendments to buffer widths, or changes to environmental designations, but rather including the updated FEMA flood data on the SED map. In addition to the updated flood data, Sumner is also proposing two small amendments to the maps legend. II.     designation.

    III. COMPREHENSIVE PLAN

    The following pertinent sections and policies related to the amendment are presented below:

    ENVIRONMENT ELEMENT

    GOAL 1. Practice environmental stewardship by protecting, enhancing and

    promoting the natural environment in and around the City of

    Sumner.

    GOAL 2. Protect life and property in areas of natural hazards.

    2.2 Minimize the potential for loss of life and damage to public and private investments

    resulting from flooding along the White (Stuck) and Puyallup Rivers.

    2.2.1 Work with the appropriate agencies to secure easements and make the

    necessary improvements along the riverbanks to ensure damage is

    minimized and environmental impacts are mitigated.

    2.2.3 Work with appropriate agencies to develop and implement regulations to

    reduce flood damage, including reinforced building design, compensatory

    flood storage, limitations on the location of building in floodplains, and

    adoption of a “zero-rise” standard or floodplain development.

    GOAL 3. Protect and enhance unique, valuable, and critical plant and wildlife

    habitat and promote bio-diversity.

    3.1 Implement regulations and programs to protect unique, valuable and critical plant

    and wildlife areas, including flexible design standards.

    3.2 Protect shorelines and wetlands through appropriate regulations, acquisition, and

    non-regulatory policies related to education, stewardship, density credits, restoration,

    etc.

    3.8 Give special consideration to conservation and protection measures necessary to

    preserve and enhance of anadromous fisheries and listed or threatened endangered

    species.

    SHORELINE MASTER PROGRAM ELEMENT

    Goal 1. Provide for economic activity that is water-dependent, water-related, or

    that provides an opportunity for a substantial number of people to enjoy

    the shoreline (water-enjoyment).

    1.1. To plan for uses that benefit from a shoreline location.

    Goal 5. Ensure that the overall design of land use patterns will locate activity

    and development in areas of the shoreline that will be compatible with

    adjacent uses and will be sensitive to existing shoreline environments,

    habitat, and ecological systems.

    5.1 To promote the best possible pattern of land and water uses consistent with the

    Shoreline Management Act of 1971, the City of Sumner Comprehensive Plan, the

    City of Sumner Parks and Recreation Plan, the Sumner Trail Master Plan, and the

    Sumner Zoning Code.

    Goal 6. Preserve, protect, and restore to the greatest extent feasible the physical,

    biological, and visual attributes of the shoreline environment.

    6.1 Through the use of best available science develop and implement siting criteria,

    design standards, and best management practices that will ensure the long term

    enhancement of unique shoreline features, natural resources, and fish and wildlife

    habitat.

    6.2 To designate and develop areas where there is an opportunity to restore, enhance,

    and conserve the natural shoreline for the benefit of fish and wildlife habitat.

    Goal 8. Protect the City of Sumner from losses and damage created by flooding.

    8.1 To seek regional solutions to flooding problems through coordinated planning

    with state and federal agencies, other appropriate interests, and the public. To

    ensure that flood hazard protection projects having a positive environmental

    benefit that emphasize long-term solutions over short term solutions.

    IV. ANALYSIS

    This amendment would update Sumner’s SMP to maintain consistency with changes to State

    legislature, Sumner’s municipal code and Town Center Plan.

    V. CONCLUSION

    The amendments, overall, are consistent with the goals and policies related to land use, and

    community character within the City’s comprehensive plan.
